To implement the deployment and requirements of the Sixth Plenary Session of the Ninth Municipal Party Committee regarding “deepening the advancement of new industrialization and serving the construction of the province’s modern industrial system,” fully leverage the advantages of being the world’s only region renowned for both “Nongxiang” and “Jiangxiang” baijiu and a core production area for high-quality base baijiu nationwide, consolidate and enhance the market share and reputation of Luzhou baijiu, and achieve an optimization and upgrade from a scale- and quantity-driven model to a quality- and efficiency-driven model,we will build high-quality core production areas for Nongxiang-style baijiu, Jiangxiang-style baijiu, and premium base spirits to a high standard; promote the high-quality development of the baijiu industry; accelerate the establishment of a world-class premium baijiu industrial cluster; and formulate the following policy measures.
I. Focusing on Quality Enhancement and Growth, Supporting Enterprise Development and Expansion
Categorize and nurture market entities, support leading enterprises in expanding and strengthening their operations, cultivate and strengthen mid-tier enterprises to provide a solid foundation, and assist other small and medium-sized enterprises in advancing to higher levels.Support enterprises in going public; provide a one-time reward of 3 million yuan to enterprises that conduct an initial public offering (IPO) and list on the Shanghai, Shenzhen, or Beijing stock exchanges. Grant subsidies of 3 million yuan and 1 million yuan, respectively, to enterprises newly recognized as national-level or provincial-level leading manufacturing enterprises; provide a one-time subsidy of 500,000 yuan to enterprises newly recognized as provincial-level “Gongga Excellence” enterprises.Support the “Specialized, Refined, Unique, and Innovative” development of small and medium-sized wine enterprises. Provide one-time grants of 2 million yuan, 500,000 yuan, and 200,000 yuan, respectively, to newly recognized National Manufacturing Single-Champion Enterprises (Products), “Little Giant” enterprises under the Specialized, Refined, Unique, and Innovative initiative, and provincial-level Specialized, Refined, Unique, and Innovative SMEs.National-level major innovation platforms newly recognized or approved for construction, or enterprises newly designated as national-level demonstration enterprises by national ministries and commissions, will receive a one-time reward of 500,000 yuan. Enterprises newly awarded the provincial “Little Golden Flower,” provincial “Top 20 Raw Wine Producers,” or equivalent titles will receive a one-time reward of 200,000 yuan; enterprises newly designated as municipal-level “Little Giants,” “Little Giant” cultivation enterprises, or supporting enterprises will receive one-time rewards of 100,000 yuan and 50,000 yuan, respectively.Enterprises whose annual operating revenue reaches 100 million, 500 million, 1 billion, 2 billion, or 5 billion yuan for the first time will be granted one-time rewards of 200,000, 300,000, 400,000, 500,000, or 1 million yuan, respectively.
II. Focus on Project Development to Expand High-Quality Production and Storage Capacity
High-standard development of core production zones for premium strong-aroma baijiu, premium soy-sauce-aroma baijiu, and premium base baijiu. Accelerate the completion and commissioning of key projects. For municipal-level or higher key projects that newly construct production facilities such as packaging lines, finished product warehouses, and research laboratories (excluding cellar workshops, storage tank areas, and clay jar storage areas), a one-time subsidy of 1% of the actual completed construction investment will be provided, up to a maximum of 2 million yuan.Liquor enterprises that complete the construction of 500 or fewer new strong-aroma fermentation pits will receive a subsidy of 1,000 yuan per pit; for those completing 500 or more new pits, the portion exceeding 500 will be subsidized at 1,500 yuan per pit.For liquor enterprises that complete the construction of 200 or fewer new jiangxiang-style fermentation pits, a subsidy of 1,500 yuan per pit will be provided; for those completing 200 or more new pits, the portion exceeding 200 pits will be subsidized at 2,000 yuan per pit.Newly constructed strong-aroma-style fermentation pits must have a capacity of no less than 15 m³ per pit, and newly constructed soy-sauce-aroma-style fermentation pits must have a capacity of no less than 28 m³ per pit; enterprises that convert existing fermentation pits from strong-aroma to soy-sauce-aroma or vice versa are not eligible for this policy. The total subsidy amount for a single enterprise (project) shall not exceed 2 million yuan.For newly constructed, compliant stainless steel baijiu tank storage areas of 1,000 tons or more, or clay jar baijiu storage areas of 500 tons or more, a one-time subsidy of 300 yuan per ton will be provided based on the completed storage capacity. The total subsidy amount for a single enterprise (project) shall not exceed 2 million yuan.
III. Focusing on Quality Improvement and Encouraging the Cultivation of Distilling Sorghum
Adhering to the traditional solid-state grain distillation technique, support will be provided to liquor enterprises to lead districts and counties in expanding the construction of distilling sorghum bases. Administrative villages within the city’s administrative area that establish new distilling sorghum bases of 500 mu or more, or maintain existing distilling sorghum bases of 1,000 mu or more, will be granted operational subsidies of 10,000 yuan and 20,000 yuan, respectively;Townships with newly established dedicated sorghum bases for liquor production covering 1,000 mu or more, or existing dedicated sorghum bases covering 3,000 mu or more, will be granted operational subsidies of 20,000 yuan and 50,000 yuan, respectively;Administrative villages with newly established organic sorghum bases for distilling purposes covering an area of 500 mu or more, or existing organic sorghum bases for distilling purposes covering an area of 1,000 mu or more, shall be granted operational subsidies of 30,000 yuan and 50,000 yuan, respectively;Townships with newly established organic sorghum bases for distilling purposes covering 1,000 mu or more, or existing organic sorghum bases for distilling purposes covering 3,000 mu or more, shall be granted operational subsidies of 50,000 yuan and 80,000 yuan, respectively.Promote the “enterprise + base + village” business model and support liquor enterprises in strengthening cooperation with sorghum-growing administrative villages through purchase orders. Enterprises that purchase local sorghum exceeding 2 million yuan in a given year will receive a one-time subsidy equal to 5% of their cumulative procurement amount for that year, up to a maximum of 500,000 yuan.
IV. Focusing on Brand Development and Supporting Enterprises in Market Expansion
Support liquor enterprises in strengthening brand development. A one-time reward of 300,000 yuan will be granted to enterprises that first obtain national-level brands such as “China Well-Known Trademark” or “Time-Honored Chinese Brand”; a one-time reward of 50,000 yuan will be granted to enterprises that first obtain provincial-level brands such as “Sichuan Time-Honored Brand” or “Tianfu Famous Product.”Enterprises included for the first time in the national, provincial, or municipal lists of representative intangible cultural heritage projects will receive one-time rewards of 200,000 yuan, 100,000 yuan, and 50,000 yuan, respectively. Liquor enterprises participating in exhibitions or events organized by the municipal government outside the city will receive a subsidy of 20,000 yuan per enterprise per domestic exhibition.Support will be provided to baijiu enterprises in establishing nationally renowned brands. Enterprises that independently open brand stores, image stores, flagship stores, cultural experience centers, or online retail outlets in prefecture-level or higher cities nationwide (outside Luzhou) will receive a one-time subsidy equivalent to 5% of the fixed asset investment per store or 40% of the annual rent, up to a maximum of 100,000 yuan per store. The cumulative subsidy per enterprise shall not exceed 500,000 yuan.Support will be provided to enterprises placing brand promotional advertisements in national and provincial-level media outside the province. For advertisements that fully embody the “China’s Wine City · Enchanting Luzhou” city brand and the “Luzhou Wine” appellation brand, a subsidy of 2% of the brand promotion costs will be granted, with a maximum subsidy of 300,000 yuan per enterprise.Support will be provided to enterprises expanding into international markets. For activities such as product brand promotion, market expansion, or the acquisition of overseas brands and trademark usage rights, subsidies will be granted based on actual expenses including venue rental fees, promotional costs, acquisition costs, usage fees, and licensing fees.
V. Focusing on Building Clusters and Chains to Promote the Restructuring of Advantageous Resources
Promote the integration of production factors and resources, support the improvement of quality and efficiency in liquor industrial parks, establish a comprehensive mechanism for the coordinated allocation of resource-based factors within parks, and consolidate the foundation for industrial development. Support key liquor enterprises in merging, restructuring, or entering into lease partnerships with high-quality base liquor producers and cellar facilities within the city, to promote the optimal allocation of resources and collaborative development. This will help establish the Luzhou “Base Liquor Alliance” and build a high-quality core production area for base liquor.For local liquor enterprises that carry out mergers and reorganizations, if they achieve annual operating revenue of 30 million yuan or more for the first time within three years of the acquisition (calculated based on the independent accounting of the acquired enterprise) and demonstrate year-on-year growth of 10% or more compared to the year of acquisition, a one-time subsidy of 1% of the acquisition agreement amount will be granted, with a maximum amount not exceeding 1 million yuan.For supporting enterprises in the upstream and downstream sectors of the baijiu industry chain—including bottle caps and packaging materials, testing and inspection, and logistics and trade—those achieving total annual revenue of 20 million yuan or more for the first time, with a year-on-year growth rate of 5% or higher, will receive a one-time reward of 1% of their total revenue, not exceeding 500,000 yuan.
VI. Focusing on the Transformation of Growth Drivers and Promoting Digital and Intelligent Empowerment
Eligible liquor enterprises are encouraged to innovate and develop a comprehensive digital and intelligent development path that integrates the entire chain—from production to management and marketing—utilizing digital technologies to upgrade and empower processes such as product manufacturing, channel expansion, customer retention, brand promotion, talent development, and capital operations. Following the principle of “government guidance and enterprise voluntarism,” we will promote digital diagnostics among a group of key liquor enterprises above a certain scale to support their digital transformation, and provide subsidies for diagnostic costs.Support enterprises in carrying out digital and intelligent technological upgrades, providing award grants of 1 million yuan and 500,000 yuan, respectively, to newly approved national-level and provincial-level pilot demonstration enterprises (projects).Support liquor enterprises in establishing digital transformation promotion centers, providing awards and subsidies of 1 million yuan and 200,000 yuan, respectively, for newly established national-level and provincial-level centers. Award 100,000 yuan to newly recognized municipal-level smart manufacturing demonstration enterprises (projects). Support enterprises in “moving to the cloud, utilizing data, and empowering with intelligence,” providing 100,000 yuan in awards and subsidies to small, medium, and micro enterprises approved as municipal-level digital empowerment benchmarks.
VII. Focusing on Diversified Innovation to Support Enterprises in Expanding Their Business Scope
Support efforts to explore the cultural dimensions of Luzhou liquor, focusing on enhancing the cultural attributes of wine towns, wineries, and specialty liquor products to promote the development of Luzhou’s “Baijiu Cultural IP.” Fully stimulate the innovation and entrepreneurship vitality of liquor enterprises; provide one-time grants of 500,000 yuan and 200,000 yuan, respectively, to enterprises that successfully establish national or provincial-level innovation and entrepreneurship demonstration bases for the first time.Support liquor enterprises in developing new media economy businesses such as e-commerce livestreaming and online sales. Enterprises whose annual online sales exceed 10 million yuan, 20 million yuan, 50 million yuan, or 100 million yuan for the first time will receive one-time grants of 100,000 yuan, 200,000 yuan, 300,000 yuan, and 500,000 yuan, respectively.Support will be provided to enterprises that take the lead in expanding production capacity for light-aroma baijiu. A one-time reward of 300,000 yuan will be granted to light-aroma baijiu enterprises achieving annual revenue of 50 million yuan for the first time. Support will also be provided to enterprises rapidly developing new product categories such as health-oriented baijiu, fruit liqueurs, and cocktails. A one-time subsidy of 500,000 yuan will be provided to enterprises that are first designated as provincial-level “leading enterprises” in these new product categories.Support pilot programs for the integrated development of baijiu production and modern service industries to promote the extension of production-oriented services toward the high-end of specialized value chains. For demonstration projects included in national or provincial pilot tasks for the integration of these two sectors, provide financial subsidies equivalent to 30% of fixed-asset investment (up to 1 million yuan) or 15% (up to 500,000 yuan), respectively.Support for corporate independent innovation: Alcoholic beverage enterprises undertaking research and development projects supported by national or provincial-level fiscal funds will receive matching rewards equivalent to 5% of the actual fiscal funds received, up to a maximum of 500,000 yuan. Enterprises that participate in the formulation or revision of international, national, or industry technical standards and achieve results will each receive a subsidy of 100,000 yuan.
VIII. Focusing on Green and Safe Development to Promote Sustainable and Stable Growth
Support will be provided to liquor enterprises that install safety information and automation equipment and systems in high-risk areas—such as confined spaces, explosive dust environments, and boilers—in accordance with national standards and regulations, as well as for investments in new environmental protection facilities and infrastructure. Each enterprise will receive a subsidy covering 20% of the equipment or system purchase costs, up to a maximum of 200,000 yuan.To further promote the implementation of work safety standardization among alcoholic beverage producers, subsidies of 80,000 yuan, 50,000 yuan, and 40,000 yuan will be provided to enterprises achieving Level 1, Level 2, and Level 3 certification for the first time, respectively.Enterprises included for the first time in the pilot program for the work safety checklist system administered by the Municipal Work Safety Office and the Municipal Alcohol Industry Development Bureau will receive subsidies of 80,000 yuan and 50,000 yuan, respectively. Further standardize and promote the resource utilization of brewing wastewater by alcohol production enterprises. For pure grain solid-state brewing enterprises that centrally treat their brewing wastewater, a subsidy of 4 yuan per ton will be provided based on annual treatment volume, with a maximum of 300,000 yuan per enterprise.Enterprises are encouraged to undertake innovative pilot projects in areas such as phase-change electrical energy storage, reclaimed water reuse, low-carbon energy conservation, and recycling. A one-time grant equivalent to 10% of the project investment, not exceeding 300,000 yuan, will be provided.Enterprises designated as national or provincial energy efficiency leaders or energy-saving and carbon-reduction benchmarks will receive awards of 1 million yuan and 500,000 yuan, respectively; enterprises designated for the first time as national or provincial green manufacturing demonstration units (including green factories, green design products, and green supply chains) will receive awards of 500,000 yuan and 300,000 yuan, respectively.Alcoholic beverage enterprises are encouraged to establish food quality management systems; those passing Hazard Analysis and Critical Control Points (HACCP) food management system certification for the first time will receive a subsidy of 30,000 yuan per enterprise.
IX. Focusing on the Inheritance of Craftsmanship and Strengthening Talent Development
Alcoholic beverage enterprises are encouraged to strengthen talent development in accordance with their operational needs. Newly recruited personnel in production, marketing, and enterprise management will be supported in accordance with relevant policy provisions. The spirit of craftsmanship will be vigorously promoted; those newly recognized as China Distilling (Baijiu) Masters, holders of senior professional technical titles, or national-level tasting judges (chief tasters) will receive one-time rewards of 50,000 yuan, 40,000 yuan, and 30,000 yuan per person, respectively.Those who are first-time recipients of the title of Provincial Distilling Master, hold a professional technical title at the associate senior level or above, or are appointed as Provincial Tasting Judges (Tasters) will receive one-time rewards of 30,000 yuan, 20,000 yuan, and 5,000 yuan per person, respectively. Those who are honored as Technical Pioneers or Technical Experts in national, provincial, or municipal liquor skills competitions will receive one-time rewards of 20,000 yuan, 10,000 yuan, and 5,000 yuan per person, respectively.Those selected for the first time as municipal-level tasting judges will receive a one-time reward of 3,000 yuan per person; those awarded municipal-level artisan titles such as “Wine City Artisan” or “Wine City Master Brewer” for the first time will receive a one-time reward of 5,000 yuan per person.
X. Focusing on Resource Support to Optimize the Industrial Development Environment
For Sichuan liquor “Little Golden Flower” enterprises, provincial “Top 20 Base Wine Enterprises,”“Lu Wine Little Giants” (including incubatees and supporting enterprises), and municipal-level industrial ecosystem chain “wine chain leader” enterprises, a loan interest subsidy will be provided. The subsidy will be calculated at 30% of the Loan Prime Rate (LPR) for January of the current year (1-year LPR; if the actual interest rate is lower than 30% of the 1-year LPR, the actual rate shall apply), with a maximum subsidy of 500,000 yuan per enterprise.Explore the establishment of specialized banks for the liquor industry to develop tailored credit products that meet the specific needs of liquor enterprises. For liquor enterprises that successfully obtain credit financing from such specialized banks, a one-time interest subsidy of 2% of the loan amount, up to a maximum of 500,000 yuan, will be provided. Reduce enterprises’ costs for water, electricity, and gas; support eligible liquor enterprises that are natural gas users in switching from “resale supply” to “direct supply.”Priority will be given to securing land for major industrial projects that require urgent implementation. Support will be provided for the reasonable conversion of different types of industrial land use, and policies regarding land use changes, consolidation, and exchanges will be improved. Provided that detailed planning requirements are met and the land use purpose remains unchanged, the construction of multi-story standardized factory buildings will be encouraged; no additional land premiums will be charged for increases in floor area ratio.Comprehensively implement pre-reviews of environmental impact assessments for major plans and projects, and provide early-stage energy efficiency review services for major projects. Support enterprises in carrying out capacity expansion and technological upgrades within existing factory premises or adjacent areas (where land supply procedures have been completed), provided that pollution prevention and environmental risk mitigation measures are fully implemented.
This policy applies to enterprises in the baijiu industry operating within our city (including “small giant supporting enterprises” in the alcohol sector and leading enterprises in the baijiu (food) industry ecosystem).The terms “first-time recognition” and “first-time acquisition” as used herein refer to the first time relevant qualifications are obtained during the effective period of this policy. Enterprises utilizing traditional solid-state brewing techniques are supported in accessing relevant liquor industry policies. Where an enterprise (or project) applies for rewards or subsidies that fall under the same category as existing municipal support policies, the principle of “choosing the higher amount and avoiding duplication” shall apply. The annual award and subsidy funds received by a single enterprise shall not exceed 10% of the city’s total annual award and subsidy funds for the liquor industry.
This policy shall take effect on October 26, 2023, and remain valid for five years. In the event of any inconsistency between previously issued municipal alcohol industry support policies and this policy, this policy shall prevail. Where national or provincial policies provide otherwise, such provisions shall apply.
