Original Title: Several Policy Measures to Support the Quality Improvement and Expansion of Six Major Industrial Sectors and Deepen the Advancement of New Industrialization
To implement the decisions of the Sixth Plenary Session of the Ninth Municipal Party Committee regarding the deepening of new industrialization to serve the construction of the province’s modern industrial system, and to promote the quality improvement and rapid growth of the six major industrial sectors—baijiu (food, light industry, and textiles), energy and chemicals, electronics and information technology, equipment manufacturing, advanced materials, and pharmaceuticals and healthcare—the following policy measures are hereby formulated.
I. Supporting Project Investment to Boost Long-Term Growth Potential
(1) Strengthen Support for Major Projects. For major industrial projects included in national, provincial, or municipal key industrial project plans, with fixed-asset investments of 100 million yuan or more that have been completed and put into operation, subsidies will be provided based on the actual amount of fixed-asset investment completed. Specifically: 2 million yuan for investments between 100 million and 500 million yuan; 3 million yuan for investments between 500 million and 1 billion yuan; and 5 million yuan for investments exceeding 1 billion yuan.
(2) Strengthen support for technological upgrades. Existing industrial enterprises are encouraged to implement technological upgrades. For technological upgrade projects included in the provincial, municipal, or county/district (industrial park) key technological upgrade project plans, with fixed-asset investments of 20 million yuan or more and completed and put into operation within two years, a subsidy of 5% of the actual completed investment in equipment and software will be provided, with a maximum subsidy of 2 million yuan per project.
II. Supporting Enterprise Expansion to Strengthen the Foundation
(3) Encouraging Enterprises to Advance to Higher Levels. Guide enterprises to expand production and increase market share, promoting rapid growth in scale, volume, speed, and efficiency. For enterprises whose operating revenue reaches 100 million yuan, 500 million yuan, 1 billion yuan, 2 billion yuan, or 5 billion yuan for the first time, awards and subsidies of 200,000 yuan, 300,000 yuan, 400,000 yuan, 500,000 yuan, and 1 million yuan, respectively, will be granted.
(4) Encouraging Enterprises to Excel and Strengthen. Support large enterprises and conglomerates in consolidating their strengths to build world-class enterprises. Award grants of 3 million yuan and 1 million yuan, respectively, to newly recognized national-level and provincial-level leading manufacturing enterprises, and provide a one-time grant of 500,000 yuan to provincial-level “Gongga Excellence” enterprises.Support the “Specialized, Refined, Unique, and Innovative” development of small and medium-sized enterprises (SMEs). Award grants of 2 million yuan, 500,000 yuan, and 200,000 yuan to newly recognized National Manufacturing Single-Champion Enterprises (Products), “Little Giant” enterprises under the Specialized, Refined, Unique, and Innovative initiative, and provincial-level Specialized, Refined, Unique, and Innovative SMEs, respectively.
(5) Encourage enterprises to attract investment through business-to-business channels and expand markets. Key enterprises in industrial supply chains are encouraged to attract investment along the supply chain. For existing industrial enterprises that successfully lead the introduction and establishment of upstream or downstream industrial enterprises with strong supply chain relevance—with the aim of filling gaps, extending, or upgrading the supply chain—and where the total investment of the introduced enterprise is 300 million yuan (inclusive) or more and the completed fixed-asset investment is 100 million yuan (inclusive) or more, the industrial enterprise responsible for the introduction will receive a reward based on the actual amount of fixed-asset investment funds received for the project.For referred projects with actual fixed-asset investment of 100 million yuan (inclusive) or more but less than 1 billion yuan (inclusive), a base reward of 200,000 yuan will be granted, plus a cumulative reward of 0.1‰ of the actual completed fixed-asset investment; for projects with actual fixed-asset investment of 1 billion yuan (exclusive) or more but less than 3 billion yuan (inclusive), a base reward of 300,000 yuan will be granted, plus a cumulative reward of 0.2‰ of the portion of the actual completed fixed-asset investment exceeding 1 billion yuan;For projects with actual fixed-asset investment of 3 billion yuan or more (excluding 3 billion yuan), a base reward of 700,000 yuan shall be granted, plus a cumulative reward of 0.3‰ of the portion of the actual fixed-asset investment exceeding 3 billion yuan.The reward amount for a single project shall not exceed 2 million yuan. Enterprises are encouraged to participate in well-known trade fairs. For enterprises organized by the municipal government or municipal-level industrial authorities to participate in exhibitions hosted by the national, provincial, or municipal governments, subsidies will be provided for booth fees and transportation costs incurred during participation. For overseas exhibitions, if the actual expenses incurred by an enterprise exceed 100,000 yuan, a subsidy of 50,000 yuan will be provided per event; for domestic exhibitions, if the actual expenses incurred by an enterprise exceed 20,000 yuan, a subsidy of 10,000 yuan will be provided per event.
III. Supporting the Transformation of Growth Drivers to Enhance Efficiency
(6) Promoting the Digital and Intelligent Transformation of Enterprises. Promote digital diagnostics among a group of key industrial enterprises above a certain scale to assist in their digital transformation, and provide subsidies for diagnostic costs. Support enterprises in carrying out digital and intelligent technological upgrades; newly approved national-level and provincial-level pilot demonstration enterprises (projects) will receive awards and subsidies of 1 million yuan and 500,000 yuan, respectively.Support the establishment of digital transformation promotion centers. Award grants of 1 million yuan and 200,000 yuan, respectively, to newly established national-level and provincial-level digital transformation promotion centers. Award a grant of 100,000 yuan to newly approved municipal-level smart manufacturing demonstration factories. Support enterprises in “moving to the cloud, utilizing data, and empowering intelligence”; award a grant of 100,000 yuan to small, medium, and micro enterprises approved as municipal-level digital transformation benchmarks.
(7) Promote the enhancement of enterprises’ innovation capabilities. Award grants of 5 million yuan and 2 million yuan, respectively, to newly recognized or approved national-level and provincial-level manufacturing innovation centers. Award grants of 1 million yuan and 200,000 yuan, respectively, to newly recognized national-level and provincial-level enterprise technology centers.Newly recognized national-level and provincial-level industrial design centers and industrial technology infrastructure public service platforms will receive grants of 500,000 yuan and 100,000 yuan, respectively. Newly designated national-level and provincial-level technological innovation demonstration enterprises will receive grants of 1 million yuan and 200,000 yuan, respectively.Newly recognized national and provincial engineering research centers, industrial innovation centers, and mass entrepreneurship and innovation demonstration bases will receive awards and subsidies of 1 million yuan and 200,000 yuan, respectively. Newly designated national and provincial industrial quality benchmark enterprises will receive awards and subsidies of 500,000 yuan and 100,000 yuan, respectively. Newly recognized domestic and provincial first-of-a-kind, first-batch, and first-version products will receive awards and subsidies of 200,000 yuan and 100,000 yuan, respectively.
(8) Encourage enterprises to strive to become “Heroes of Per-Mu Productivity.” Establish an evaluation system based on regional industrial clusters with distinctive advantages and oriented toward per-mu output efficiency, encouraging enterprises to strive to become “Heroes of Per-Mu Productivity.” Conduct per-mu output efficiency evaluations for industrial enterprises above designated size by industry. Enterprises in each industry category that rank in the top three citywide for per-mu output efficiency and demonstrate year-over-year growth in indicators such as operating revenue will each receive a grant of 200,000 yuan.
(9) Promote safe and green development of enterprises. Support industrial enterprises engaged in confined space operations, explosive dust handling, and painting operations to install monitoring and early warning information systems in high-risk areas in accordance with national standards and regulations. Enterprises that pass the acceptance inspection will receive a subsidy covering 50% of the equipment purchase costs, up to 100,000 yuan per enterprise.Enterprises designated as national-level energy efficiency leaders or provincial-level energy conservation and carbon reduction benchmarks will receive awards and subsidies of 1 million yuan and 500,000 yuan, respectively; enterprises (or industrial parks) designated as national-level or provincial-level green manufacturing demonstration units (including green factories, green design products, green supply chains, and green industrial parks) will receive awards and subsidies of 500,000 yuan and 300,000 yuan, respectively.
IV. Supporting Integrated Development and Supply Chain Extension
(10) Support the integrated development of advanced manufacturing and modern services. Support pilot programs for the integrated development of advanced manufacturing and modern services; demonstration projects included in national-level and provincial-level pilot tasks for the integration of these two sectors will receive awards and subsidies of 1 million yuan and 500,000 yuan, respectively.Encourage the development of service-oriented manufacturing. Newly recognized national-level and provincial-level service-oriented manufacturing demonstration enterprises will receive awards and subsidies of 500,000 yuan and 200,000 yuan, respectively; newly recognized national-level and provincial-level service-oriented manufacturing demonstration platforms (projects) will receive awards and subsidies of 200,000 yuan and 100,000 yuan, respectively.Support the utilization of industrial heritage resources to create new drivers of economic growth. Award grants of 300,000 yuan and 100,000 yuan, respectively, to newly recognized national-level and provincial-level industrial heritage sites. Award a grant of 300,000 yuan to newly recognized provincial-level new economy demonstration enterprises.
(11) Support enterprises in developing new economy businesses. Support industrial enterprises in conducting new economy businesses such as e-commerce live streaming, environmental management services, and service-oriented manufacturing. Enterprises whose annual online sales of industrial products exceed 5 million yuan, 10 million yuan, 20 million yuan, 50 million yuan, or 100 million yuan (including each subsequent 100-million-yuan milestone) for the first time will receive grants of 100,000 yuan, 200,000 yuan, 300,000 yuan, 400,000 yuan, or 500,000 yuan, respectively;Industrial enterprises that engage in service-oriented manufacturing activities—such as customized services, supply chain management, inspection, testing, and certification services, full life-cycle management, general integration and general contracting, energy conservation and environmental protection services, and production-oriented financial services—and whose highest single-transaction value exceeds 2 million yuan, 5 million yuan, or 10 million yuan (including each subsequent 10-million-yuan milestone) for the first time will be granted subsidies of 50,000 yuan, 100,000 yuan, or 200,000 yuan, respectively.
(12) Support the integrated development of industrialization and informatization. Enterprises that implement the integration of industrialization and informatization management system standards and newly obtain national or provincial pilot (demonstration) status will be granted subsidies of 500,000 yuan and 300,000 yuan, respectively.Software and information technology enterprises that provide "cloud adoption, data utilization, and intelligent empowerment" services to industrial enterprises, and whose annual service revenue exceeds 2 million yuan, 5 million yuan, or 10 million yuan for the first time (including each subsequent 10-million-yuan threshold), will be granted subsidies of 50,000 yuan, 100,000 yuan, and 200,000 yuan, respectively.
(13) Support enterprises in pioneering new industrial “tracks.” Support enterprises in accelerating development in new sectors such as pre-packaged meals, high-end electronic chemicals, intelligent robots, nuclear medicine, smart sensors, super-smart terminals, and the Industrial Internet. Enterprises newly designated as provincial-level “leading enterprises” in these new tracks will receive a matching grant of 500,000 yuan.
V. Supporting Industrial Agglomeration in Industrial Parks
(14) Focusing on indicators such as fixed-asset investment, operating revenue from leading industries, and corporate R&D expenditure, guide industrial clustering within parks. Encourage parks to secure provincial-level policies and allocate funds to support key industrial projects. Centered on the six major industrial sectors and key enterprises, strive to establish provincial advanced manufacturing clusters. Support parks in establishing National New Industrialization Industrial Demonstration Bases and pursuing Five-Star Demonstration Base designations; award a grant of 2 million yuan to parks that successfully establish or obtain such designations.Support industrial parks in establishing flagship initiatives such as Sichuan Provincial New Industrialization Industrial Demonstration Bases, Sichuan Provincial High-End Talent Industrial Parks, and Chengdu-Chongqing Dual-City Economic Circle Industrial Cooperation Demonstration Parks; provide a 1 million yuan reward and subsidy to parks that successfully establish these initiatives. Optimize the operational service mechanism of the “Park Guarantee Loan” program and actively seek to increase its capital and expand its coverage. Incentive policies for municipal-level industrial parks will be stipulated separately.
VI. Supporting Factor Supply and Cost Reduction
(15) Strengthen Financing Support.Establish a “1+N” industrial development fund system primarily to support start-up and growth-stage projects across six major industrial sectors. Provide loan interest subsidies to “Little Giant” enterprises (Specialized, Refined, Distinctive, and Innovative), provincial-level Specialized, Refined, Distinctive, and Innovative SMEs, municipal-level “Innovative” enterprises, Class A-rated industrial enterprises in municipal-level “Output-per-Mu” industrial parks, and municipal-level “chain-leading” enterprises in key industrial ecosystems that secure new production and operation loans during the year.For individual loans of 5 million yuan or more, interest subsidies will be provided at 30% of the January Loan Prime Rate (LPR) for that year, based on the year-over-year growth of indicators such as the enterprise’s operating revenue (1-year LPR; if the actual interest rate is lower than 30% of the 1-year LPR, the actual rate shall apply). The maximum subsidy amount per enterprise shall not exceed 500,000 yuan.
(16) Strengthen land use support. Priority will be given to ensuring land availability for major industrial projects that urgently require implementation in the near term.Encourage the supply of land through various forms, including leasing, lease-to-own, combined lease-and-own, and flexible-term land grants. Provided that the project complies with detailed planning and does not change the land use designation, enterprises that construct or expand production facilities on existing industrial land and increase the floor area ratio will not be required to pay additional land premiums. Enhance the comprehensive utilization of standardized factory buildings; encourage newly introduced projects to occupy standardized factory buildings; and encourage leading enterprises in key industries, specialized, refined, distinctive, and innovative enterprises, and “unicorn” enterprises to lease standardized factory buildings.Support the reasonable conversion of different types of industrial land and improve policies regarding land use changes, consolidation, and swaps. For industrial projects in priority development sectors designated by the provincial government that make intensive use of land, or for industrial projects that conduct primary processing of agricultural, forestry, livestock, and fishery products directly at the production site, the minimum land grant price may be set at no less than 70% of the minimum standard for industrial land grants corresponding to the local land grade.Encourage the entry of existing low-efficiency land into the market to further stimulate the vitality of the secondary land market. Promote the implementation of reforms regarding the division and transfer of ownership of standard industrial (warehouse) buildings in industrial parks, and support enterprises in revitalizing low-efficiency land. Optimize the layout of mineral resource exploration, mining, and conservation, enhance the concentration of the mining industry, and advance the large-scale development of mines.
(17) Strengthen support for production factors. Support the establishment of small and medium-sized enterprise (SME) parks in eligible idle industrial plants, commercial buildings, and logistics warehouses, and encourage the provision of support in accordance with policies for industrial water, electricity, and gas. Actively seek participation in wholesale electricity and water trading, and encourage the calculation of carbon footprints for key products. Support key energy-consuming enterprises and industrial parks in developing distributed energy systems. Accelerate the establishment of profit-sharing mechanisms with natural gas exploration and development enterprises and major user enterprises, and promote the local conversion of newly added gas volumes.Comprehensively implement pre-reviews of environmental impact assessments for major plans and projects, and provide early-stage energy efficiency review services for major projects.
(18) Strengthen targeted support for talent. Support outstanding entrepreneurs, chief engineers, and master craftsmen in applying for the “Jingwei Talent” program.Deepen the reform of the professional title system in the engineering sector; support and encourage talent from the six major industrial sectors to participate in professional title evaluations; and provide “one-stop” professional title evaluation services for outstanding talent meeting the eligibility criteria for intermediate and junior-level titles. Actively organize enterprise leaders, management personnel, and frontline key personnel in the industrial sector—those with outstanding capabilities, who have made significant contributions, and who possess strong influence—to apply for the “Industrial Star” award under the Jiucheng Talents Program.
This policy applies to industrial parks within our city and non-alcoholic industrial and information technology enterprises in our city; support policies for alcoholic beverage industrial and information technology enterprises will be stipulated separately. Where this policy overlaps with existing municipal support policies of the same category (rewards or subsidies), the principle of “choosing the higher amount for the same project and avoiding double counting” shall apply.
This policy shall take effect on October 26, 2023, and remain valid for five years. Upon the effective date of this policy, if any previously issued municipal support policies conflict with this policy, this policy shall prevail. Where national or provincial policies provide otherwise, such provisions shall apply.
