To accelerate the development of Chengdu’s aviation engine industrial chain, enhance the city’s industrial infrastructure, and modernize the industrial chain, this special policy has been formulated in accordance with the municipal Party committee and municipal government’s series of work arrangements for building industrial clusters and strengthening industrial chains, and in light of the city’s actual conditions.
I. Enhancing Independent R&D Capabilities
(1) Securing National Strategic Initiatives
Support enterprises and institutions in undertaking major national special projects in the fields of complete aircraft, aircraft engines, and gas turbines. For individual projects with a contract value of 30 million yuan or more, a one-time reward of 3 million yuan will be granted; for projects with a contract value between 10 million yuan and 30 million yuan (exclusive), a one-time reward of 1 million yuan will be granted.
(2) Supporting Airworthiness Certification
Enterprises and institutions that newly obtain a Type Certificate (TC), Production Certificate (PC), or Airworthiness Certificate (AC) for aircraft, aircraft engines, gas turbines, or similar fields, or that pass the design appraisal review for military products, will receive a one-time reward of 2 million yuan per model;Enterprises and institutions that have obtained a valid maintenance license issued by the European Aviation Safety Agency (EASA) or the Federal Aviation Administration (FAA) shall be granted a one-time reward of 300,000 yuan; enterprises and institutions that have obtained a valid maintenance license issued by the Civil Aviation Administration of China (CAAC) shall be granted a one-time reward of 200,000 yuan.
II. Enhancing Innovation and Development
(3) Supporting the Construction of Innovation Platforms
Industry-leading enterprises and institutions are encouraged to establish national-level R&D platforms. For newly approved National Manufacturing Innovation Centers in the fields of complete aircraft, aircraft engines, and gas turbines, matching support equivalent to 50% of the national funding amount will be provided.
(4) Promoting the Commercialization of Innovation Outcomes
Support enterprises and institutions in increasing R&D investment and promoting the commercialization of scientific and technological achievements. For R&D investments focused on the aviation engine industrial chain, a reward of up to 2 million yuan will be provided, equivalent to 15% of the actual technical R&D investment per project.
(5) Enhancing the Level of Shared Development
Enterprises and institutions in the fields of complete aircraft, aircraft engines, and gas turbines that open up and share R&D resources, advanced equipment, testing, and measurement facilities, and have annual service revenue of 5 million yuan or more, will be granted a reward of up to 2 million yuan, equivalent to 10% of the actual annual service revenue.
III. Enhancing Product Application
(6) Supporting Product Market Expansion
Enterprises and institutions that develop and successfully sell complete aircraft, aircraft engines, or gas turbines will be granted a reward of up to 5 million yuan, equivalent to 2% of their annual sales revenue.
(7) Supporting Integration into International Supply Chains
Enterprises and institutions that integrate into the international aerospace equipment supply chain, are listed as suppliers for globally renowned original equipment manufacturers (OEMs), and provide products or introduce restricted products and technical services shall be granted a reward of 2% of the annual contract value, up to a maximum of 1 million yuan.
(8) Encouraging Enhanced Collaboration and Support
To enhance the level of vertical integration in the supply chain, enterprises and institutions that provide independently developed raw materials or components to manufacturers of complete aircraft, aircraft engines, or gas turbines for the first time and establish an effective supply chain will be granted a reward of up to 3 million yuan, calculated as 5% of the total sales contract value in the first year (shared equally between the supplier and the customer).
IV. Continuously Optimizing the Development Environment
(9) Strengthening Industrial Talent Development
Support high-end professionals in starting businesses or seeking employment in Chengdu. Enterprises and institutions in the aviation equipment sector that incur annual human resource costs exceeding 1 million yuan (inclusive), 2 million yuan (inclusive), or 3 million yuan (inclusive) for a single talent will be granted one-time rewards of 200,000 yuan, 600,000 yuan, or 1 million yuan, respectively.
(10) Deepening Promotion Through Exhibitions and Events
Enterprises, institutions, or industry organizations that host investment promotion exhibitions, forums, or events for the aviation engine industry chain and facilitate the successful signing of three or more projects will receive a 500,000 yuan reward; those that host supply chain cooperation forums and facilitate cooperative transactions between six or more upstream and downstream enterprises will receive a 400,000 yuan reward, and each participating enterprise will receive a 100,000 yuan reward.
V. Supplementary Provisions
(11) Scope of Application. This policy applies to enterprises, institutions, and industry organizations with independent legal person status that engage in business related to the aviation engine industry.
(12) Duplication Principle. Where provisions of this policy overlap with other municipal support policies, the same entity shall be eligible for only the most favorable benefit under the “higher-over-lower” principle.
(13) Policy Interpretation. The Chengdu Municipal Bureau of Economy and Information Technology is responsible for interpreting this policy and shall formulate and implement detailed rules for its execution.
(14) Effective Period. This policy shall take effect on November 16, 2023, and remain valid for three years.
