To thoroughly implement the spirit of the Third Plenary Session of the 12th Provincial Party Committee and the Seventh Plenary Session of the 8th Municipal Party Committee, leverage the leading role of new industrialization, advance the intelligent, green, and integrated development of industries, and focus on “capitalizing on strengths, building on advantages, promoting innovation, boosting momentum, establishing clusters, and strengthening market entities,” the following policies are formulated to accelerate the construction of a modern industrial system with Suining’s distinctive characteristics and to build high-quality manufacturing clusters.

I. Supporting the Development of Industrial Clusters

(1) Strengthening Distinctive Industrial Clusters. For industrial clusters in advanced manufacturing and strategic emerging industries that are included in national or provincial lists for the first time, support of 5 million yuan and 2 million yuan will be provided, respectively. For distinctive industrial clusters of small and medium-sized enterprises (SMEs) that are included in national or provincial lists for the first time, support of 1 million yuan and 500,000 yuan will be provided, respectively. (2) Strengthening Industrial Park Infrastructure. Industrial parks designated as national-level or provincial-level development zones for the first time will receive 2 million yuan and 1 million yuan in support, respectively. Industrial parks designated as national-level or provincial-level demonstration bases for new industrialization [or demonstration counties (cities, districts) for industrial strength] for the first time will receive 2 million yuan and 1 million yuan in support, respectively.Industrial parks that are designated for the first time as national-level or provincial-level specialty industry (innovation-oriented) brand parks will receive 500,000 yuan and 200,000 yuan in support, respectively. II. Support for Major Industrial Project Construction

(3) Promoting Industrial Chain Strengthening and Resilience. Encourage the recruitment of major enterprises and high-quality investments based on industrial chains, and provide incentives to counties (cities, districts) and municipal-level industrial parks that demonstrate significant achievements in manufacturing investment promotion.For municipal-level enterprises (in Chuanshan District, Anju District, and municipal-level industrial parks) included in national key projects aimed at addressing weaknesses and strengthening strengths, support will be provided at 10% of the national funding, up to a maximum of 2 million yuan; for those included in provincial key projects aimed at addressing weaknesses and strengthening strengths, support will be provided at 20% of the provincial funding, up to a maximum of 1 million yuan. (4) Accelerating Project Progress and Increasing Investment. For manufacturing projects that align with the city’s leading industrial development plan, are established at the municipal level (Chuanshan District, Anju District, and municipal-level industrial parks), and involve new fixed-asset investments of 100 million yuan or more, if fixed-asset investment reaches 30 million yuan or more within one year of the project’s commencement, support will be provided at a rate of 6‰ of the fixed-asset investment amount, with a maximum of 2 million yuan. (5) Encouraging Enterprises to Enhance Capabilities and Improve Efficiency. For existing enterprises at the municipal level (Chuanshan District, Anju District, and municipal-level industrial parks) implementing technical renovation projects, if the value of equipment purchased reaches 10 million yuan (inclusive) or more within one year from the date of filing, support will be provided at a rate of 2% of the purchase amount, with a maximum of 2 million yuan. III. Supporting Enterprises in Digital Transformation, Intelligent Upgrading, and Green Development

(6) Accelerate the Pace of Digital Transformation. For industrial internet identifier resolution node construction projects that have passed provincial-level acceptance, support will be provided at a rate of up to 20% of the project investment, with a maximum of 1 million yuan. Enterprises newly recognized at the national or provincial level as pilot demonstration projects for the integrated development of next-generation information technology and manufacturing (information consumption), industrial internet pilot demonstration projects, or data security management pilot demonstration projects will be awarded 300,000 yuan and 100,000 yuan, respectively.(Responsible Units: Municipal Bureau of Economy and Information Technology, Municipal Bureau of Government Services and Big Data)

(7) Implement intelligent upgrading and transformation. Enterprises newly recognized as national-level smart manufacturing demonstration factories or outstanding application scenarios will receive support of 1 million yuan and 300,000 yuan, respectively. Enterprises that pass the national integration of informatization and industrialization management system certification for the first time and obtain AA-level or AAA-level certification will receive rewards of 50,000 yuan and 100,000 yuan, respectively. (8) Strengthen the orientation toward green development. Enterprises newly designated as national-level or provincial-level green factories will receive rewards of 500,000 yuan and 300,000 yuan, respectively. Enterprises or green industrial parks newly designated as national-level energy efficiency leaders (water efficiency leaders) will receive a reward of 500,000 yuan. Enterprises newly designated with national-level or provincial-level green products will receive rewards of 200,000 yuan and 100,000 yuan, respectively. Enterprises newly designated as provincial-level or municipal-level water-saving enterprises will receive rewards of 100,000 yuan and 50,000 yuan, respectively.Enterprises obtaining Energy Management System certification or Low-Carbon Product certification for the first time will receive a 50,000 yuan reward. Enterprises included in and implementing provincial or municipal plans for phasing out outdated production capacity will receive a subsidy equivalent to 5% of the original value of the phased-out equipment, with a maximum of 500,000 yuan. IV. Supporting Innovation and Development in the Manufacturing Sector

(9) Establishing Science and Technology Innovation Platforms. Newly designated national-level and provincial-level manufacturing innovation centers will receive 2 million yuan and 1 million yuan in support, respectively. Newly designated national-level and provincial-level technological innovation demonstration enterprises will receive 500,000 yuan and 300,000 yuan in support, respectively. Newly designated national, provincial, and municipal enterprise technology centers will receive 2 million yuan, 300,000 yuan, and 100,000 yuan in support, respectively.Newly recognized national-level and provincial-level service-oriented manufacturing demonstration enterprises (platforms) will receive 500,000 yuan and 300,000 yuan in support, respectively. Newly recognized provincial-level industrial design centers will receive 200,000 yuan in support. Newly recognized national-level intellectual property demonstration enterprises and leading enterprises will receive 200,000 yuan and 100,000 yuan in support, respectively. (10) Promote the Commercialization of Innovation Outcomes. Enterprises that utilize outcomes from the National Key Research and Development Program to achieve industrial-scale production for the first time in our city and attain annual sales of 30 million yuan or more will receive support equivalent to 10% of their investment in commercialization, up to a maximum of 500,000 yuan.Enterprises that utilize major technological innovation achievements recognized by the Provincial Science and Technology Progress Award or higher, achieve industrial-scale production for the first time in our city, and have annual sales of 30 million yuan or more will receive support equivalent to 5% of their investment in technology transfer, up to a maximum of 300,000 yuan.Enterprises whose products are newly included in the national or provincial guidance catalogs for the promotion and application of the first units (sets) of major technical equipment or the first versions of software shall be granted subsidies of 200,000 yuan and 100,000 yuan, respectively; if products listed in the catalogs are certified to have received national or provincial product innovation R&D subsidies, insurance subsidies, or sales incentives, a subsidy of 300,000 yuan and 150,000 yuan shall be granted for each eligible item, respectively. (11) Support for Enterprise R&D Investment. Enterprises are encouraged to increase R&D investment and enhance their independent innovation capabilities. A subsidy of up to 600,000 yuan will be provided based on a rate not exceeding 8‰ of the enterprise’s actual R&D expenditure in the previous year. For counties (cities, districts) and municipal-level industrial parks that implement post-expenditure R&D subsidies, a subsidy of up to 1 million yuan will be provided based on a certain proportion of their fiscal investment in the previous year. V. Supporting Enterprises to Become Better, Stronger, and Larger

(12) Intensify efforts to foster enterprises. Enterprises newly recognized as national-level or provincial-level leading manufacturing enterprises will receive rewards of 5 million yuan and 1 million yuan, respectively. Enterprises newly recognized as national “Single Champion” enterprises (products) or national “Specialized, Refined, Unique, and Innovative” “Little Giant” enterprises will receive rewards of 1 million yuan and 300,000 yuan, respectively.Enterprises newly included in the Sichuan Province Specialized, Refined, Unique, and Innovative SME List will receive a 100,000 yuan reward. Enterprises achieving annual operating revenue milestones of 1 billion yuan, 5 billion yuan, and 10 billion yuan for the first time will receive rewards of 200,000 yuan, 500,000 yuan, and 1 million yuan, respectively. (13) Strengthen quality and brand development. Enterprises that are first-time recipients of the China Quality Award, National Quality Benchmark, China Standard Innovation Award, Enterprise Standard Leader, or the 100 Group Standard Application Demonstration Projects will be awarded 500,000 yuan.Enterprises newly awarded the Tianfu Quality Award or Provincial Industrial Quality Benchmark will receive a 300,000 yuan reward. Enterprises newly awarded the Suizhou Quality Award will receive a 200,000 yuan reward. Enterprises that take the lead in formulating or revising international, national, or industry standards will receive subsidies of 500,000 yuan, 300,000 yuan, and 200,000 yuan, respectively. VI. Supporting Financial Empowerment of Industrial Development

(14) Enhance the Quality and Efficiency of Financial Services. Establish a cluster of manufacturing industry development funds to prioritize support for start-up and growth-stage projects within the “3+3+3” key industries. Create a “fast-track” mechanism for enterprise listings, recommending eligible enterprises to be included in the provincial reserve pool for listed companies, and providing incentives in accordance with listing incentive policies for those that successfully list.Support banking institutions in establishing specialized financing mechanisms for “Single-Champion” manufacturing enterprises and “Specialized, Refined, Unique, and Innovative” enterprises. Encourage higher loan-to-value ratios and expand intellectual property pledge financing. Provide interest subsidies of up to 20% for enterprises utilizing the “Zhi Hui Loan” product. VII. Strengthening Support for Production Factors

(15) Improve land use efficiency. The annual industrial land supply plan shall account for no less than 50% of the total annual land supply plan, and 100% of new industrial land shall be supplied as “standard land.”For projects in priority development industries designated by the provincial government—where the agreed-upon plot ratio and building coverage ratio exceed the provisions of the *Control Indicators for Industrial Project Land Use* by more than 40%, and the investment intensity increases by more than 10%—the minimum transfer price for land use rights may be set at no less than 70% of the minimum standard for industrial land use rights of the corresponding land grade. (16) Improve mechanisms for attracting and cultivating talent. Recommend outstanding corporate talents, such as entrepreneurs and master craftsmen, to apply for provincial talent programs such as the “Tianfu Emei Plan,” “Tianfu Qingcheng Plan,” and “Jingwei Talent”; in the selection of local talent cultivation projects under the “Central Sichuan Pearl Plan,” prioritize talent from the “3+3+3” key industries; support and encourage talent from the “3+3+3” key industries to participate in professional title evaluations.(Responsible Units: Municipal Party Committee Organization Department, Municipal Bureau of Economy and Information Technology, Municipal Bureau of Human Resources and Social Security)

(17) Optimize enterprise service platforms. Provide support of 500,000 yuan and 200,000 yuan, respectively, to platforms first designated as national-level or provincial-level SME public service demonstration platforms. Provide support of 500,000 yuan and 200,000 yuan, respectively, to bases first designated as national-level or provincial-level small and micro-enterprise entrepreneurship and innovation demonstration bases.For SME service projects carried out by SME Public Service Demonstration Platforms and Small and Micro Enterprise Entrepreneurship and Innovation Demonstration Bases, subsidies will be provided at a rate not exceeding 40% of the actual annual operating costs (up to 50% for provincial-level or higher platforms), with a maximum subsidy of 500,000 yuan. Entities that have already received special subsidies at the provincial level or higher will not be eligible for duplicate municipal-level subsidies. (18) Support enterprises in expanding their markets. Enterprises participating in comprehensive or specialized trade fairs organized by industrial authorities will receive booth subsidies of 50,000 yuan per event for overseas fairs, 20,000 yuan per event for fairs outside the province, and 10,000 yuan per event for fairs within the province. VIII. Supplementary Provisions

(19) Funding Sources. Award and subsidy funds shall be allocated from the Municipal Industrial Development Guidance Fund, the Municipal Science and Technology Development Special Fund, the Municipal Intellectual Property Special Fund, and other relevant funds. The total amount of award and subsidy funds shall not exceed the budgetary allocation for the current year. No enterprise may receive overlapping or duplicate financial support under this policy and other existing municipal-level incentive policies for the same matter.

(20) Implementation. This policy shall be led by the Municipal Bureau of Economy and Information Technology and the Municipal Finance Bureau. Relevant responsible units shall conduct preliminary reviews and be responsible for interpreting the policy. After preliminary review by the relevant responsible units, the materials shall be submitted to the Municipal Bureau of Economy and Information Technology and the Municipal Finance Bureau for consolidation and review. Subsequently, the Deputy Mayor in charge shall organize a review before submitting the matter to the Municipal Government Executive Meeting for final approval.Article 11: The Municipal Science and Technology Bureau shall separately organize the disbursement of funds, with the required funds drawn from the Municipal Science and Technology Development Special Fund. For matters not covered herein that warrant support based on specific circumstances, a request shall be submitted to the Municipal Government for resolution through a “case-by-case” review process.

(21) Effective Period. This policy shall take effect on September 1, 2023, and remain valid for three years. The “Notice of the Suining Municipal People’s Government on Issuing the ‘Several Policies of Suining City to Promote Industrial Transformation and Upgrading and Drive High-Quality Development of the Manufacturing Sector’” (Suifu Fa [2020] No. 5) is hereby repealed simultaneously.During the implementation of this policy, if any other existing municipal policies supporting industrial economic development conflict with this policy, this policy shall prevail; if any newly formulated municipal policies supporting industrial economic development conflict with this policy, the new policies shall prevail.
