Original Title: Several Measures to Support High-Quality Development in the Construction Industry

To thoroughly implement the strategic decisions of the Central Committee of the Communist Party of China and the State Council regarding the promotion of high-quality development, as well as the deployment requirements of the Provincial Party Committee and Provincial Government concerning the “Construction Power Province” initiative; to accelerate the transformation of the construction industry’s development model; and to support the high-quality development of the construction industry, these measures are hereby formulated in accordance with the spirit of the “Notice of the General Office of the People’s Government of Sichuan Province on Issuing Ten Measures to Support the Development of Construction Enterprises” (Chuan Ban Gui [2022] No. 5), and in light of the actual conditions of our city.

I. Cultivating and Strengthening Construction Enterprises

(1) Encouraging Qualification Upgrades. Construction enterprises that upgrade to Special Grade General Contracting Qualification (Comprehensive Qualification), Grade 1 General Contracting Qualification (Class A Qualification), or Grade 1 Specialized Contracting Qualification (Class A Qualification) shall be granted one-time rewards of 5 million yuan, 1 million yuan, and 300,000 yuan, respectively; intermediary service enterprises in fields such as surveying, design, supervision, and cost consulting that upgrade to Class A Qualification shall be granted a one-time reward of 300,000 yuan.Only one reward will be granted for upgrades to different professional qualifications within the same qualification level.

(2) Encouraging Enterprises to Strive for Excellence. Construction enterprises that win the national “Luban Award,” “Zhan Tianyou Award,” or “Dayu Award” will receive a one-time reward of 500,000 yuan; those winning the provincial-level “Tianfu Cup” Gold or Silver Award for high-quality projects will receive one-time rewards of 200,000 yuan and 100,000 yuan, respectively; and those winning the municipal-level “Jinghu Cup” Gold or Silver Award will receive one-time rewards of 20,000 yuan and 10,000 yuan, respectively.Contractors are encouraged to specify in construction contracts that, upon a project receiving national, provincial, or municipal quality engineering awards, the general contractor shall be rewarded at a certain percentage. If a single project receives awards of the same nature but at different levels, the reward shall be based on the highest level.

(3) Cultivating a Construction Talent Pool. Support construction enterprises in collaborating with vocational colleges to establish training bases for industrial workers; support industry associations in serving as bridges and links to organize training for construction workers, enhance practical skills, and promote the spirit of craftsmanship; support vocational colleges in offering construction-related majors and technical worker skills training; and guide labor crews or construction workers with certain technical and management capabilities to establish specialized construction firms.

II. Vigorously Attracting High-Quality Construction Enterprises to Deyang

(4) Attracting High-Quality Enterprises to Develop in Deyang. For construction enterprises with Special Class qualifications, comprehensive Class A design firms, or construction enterprises with an annual output value exceeding 2 billion yuan that relocate to our city, support will be provided for land used for headquarters offices, research, and training in accordance with relevant land policies for investment promotion. High-level talents from construction enterprises relocating to our city may, upon verification, enjoy policy benefits such as talent residency, housing, and children’s education in accordance with relevant regulations.

(5) Vigorously Develop the Construction Industry Headquarters Economy. With the goal of promoting the new industrialization and digital transformation of the construction industry, we will establish modern construction industrial parks to foster the development of the construction industry headquarters economy in our city. We will support construction industry headquarters enterprises in clustering within construction industrial parks, establishing strategic partnerships, creating an economic agglomeration effect in the construction sector, and driving the development of upstream and downstream industries. Enterprises within construction industrial parks may enjoy preferential policies similar to those applicable to our city’s industrial parks.

(6) Focus on Enhancing Enterprises’ Core Competitiveness. Encourage construction enterprises to fully leverage high-quality social resources through means such as alliances, mergers, reorganizations, and transfers to facilitate rapid growth. Guide high-quality state-owned and private construction enterprises to undertake mixed-ownership reforms, promote joint operations and qualification upgrades, and enhance market competitiveness.

III. Supporting Enterprises in Expanding Their Markets

(7) Supporting Enterprise Participation in Project Construction. Support local enterprises in collaborating with central state-owned enterprises (SOEs) and provincial SOEs operating in Deyang to jointly participate in government-invested projects—including housing construction, municipal works, transportation, water conservancy, power, telecommunications, and petrochemicals—through joint bidding and subcontracting. Support real estate developers in partnering with outstanding local general contracting firms.

(8) Promote the outward-oriented development of enterprises. Support construction enterprises in seizing development opportunities presented by the “Belt and Road” Initiative, major domestic infrastructure projects, new infrastructure initiatives, and the construction of the Chengdu-Chongqing Dual-City Economic Circle. Strengthen exchanges and strategic cooperation with key provinces (autonomous regions, and municipalities), and promote the “going global” development of construction enterprises. Support enterprises in expanding into international markets, and encourage construction enterprises with overseas operational capabilities to lead other enterprises in collaborative “going global” efforts.Local governments at the district (city, county) level and relevant departments shall provide a “green channel” for construction enterprises undertaking projects outside the city. Enterprises with outstanding performance outside the city shall be recognized and supported in terms of qualification applications, bidding and tendering, and credit evaluations.

(9) Publish a List of Urban and Rural Construction Opportunities. Strive to shift the approach to urban and rural construction, industrial development, and enterprise cultivation from “offering preferential treatment” to “providing opportunities,” and actively build new platforms for information sharing to support the sustainable and coordinated development of urban and rural construction and enterprises. Departments such as Development and Reform, Housing and Urban-Rural Development, Transportation, and Water Resources shall regularly publish the Deyang City Engineering Construction Opportunities List each year to fully mobilize the enthusiasm, initiative, and creativity of all sectors of society in participating in investment and construction within the city’s housing and urban-rural development sector.

IV. Continuously Optimizing the Business Environment

(10) Deepen Reform of Project Approval Procedures. Implement the “one-visit-only” reform requirements by optimizing and streamlining approval processes, consolidating and streamlining approval steps and items, and integrating quality supervision procedures, safety supervision procedures, and the issuance of construction permits into a single approval step. Promote “Internet Plus Government Services” by fully implementing the Sichuan Province Engineering Construction Project Approval System and accelerating the use of auxiliary modules such as digital blueprint review and fire safety review.Explore the implementation of an “itemized list + notification and commitment system” approval model; for approval items that can be corrected through in-process and post-approval supervision and will not result in serious consequences, implement the notification and commitment system.

(11) Optimize on-site personnel management. Standardize the “certificate locking” method for on-site personnel supervision; for ongoing construction projects, only the project manager of the construction enterprise and the chief supervising engineer of the engineering supervision unit shall be “locked.” When the same construction unit is working on adjacent contract sections of the same project, it may use the same set of on-site management personnel that meets the project’s scale and work safety requirements.

(12) Strengthen the credit system. Improve the management measures for credit evaluation of general contracting enterprises in the construction sector. Use enterprise credit evaluation results as a key basis for daily supervision and apply them to bidding activities, administrative licensing, policy support, financing, and award selection processes. Foster a market environment that incentivizes trustworthiness and penalizes dishonesty to promote integrity in the operations of construction enterprises.

(13) Foster a fair market environment. Fully implement the principal responsibility of the tenderer, standardize the setting of conditions regarding personnel, performance, awards, and credit in tender documents, and conduct comprehensive evaluations based on multiple factors including technology, quality, safety, environmental protection, price, and credit. Promote the “separation of evaluation and award” approach to determine the winning bidder.Intensify the special campaign against the “three types of illegal subcontracting and one form of certificate lending” (illegal contracting, illegal subcontracting, subleasing, and certificate lending) in the construction market. Strictly crack down on illegal activities such as bid-buying, bid-selling, bid-rigging, bid-collusion, and the lending of registered personnel certificates. Strengthen supervision and management of bidders’ contract performance, implement differentiated management for dishonest bidders and tendering agencies, and place those with severe violations on a “blacklist” to maintain order in the construction market.

(14) Standardize the payment of guarantees. Strictly enforce the relevant limits and refund regulations for bid bonds, performance bonds, and construction quality bonds. Fully implement the construction guarantee system; construction enterprises may use bank guarantees or surety insurance to substitute for cash payments of the aforementioned bonds. Strictly implement interim settlement during construction, and enforce the systems for advance payments, progress payments, and final settlement; construction units shall not be required to advance funds for construction.For construction projects of Party and government organs and public institutions, the bid bond shall not exceed 1% of the estimated value of the tendered project. Where a project has already provided a performance guarantee or paid a performance bond prior to completion, the project owner shall not simultaneously withhold a quality guarantee bond.

V. Actively Promoting Green and Low-Carbon Development

(15) Vigorously promote green buildings and prefabricated construction. Green building standards shall be fully implemented in all new urban construction projects. Support the construction of star-rated green buildings and the application for green building certifications, strengthen quality management throughout the entire green building process, and promote the large-scale development of green buildings.Accelerate the development of new construction methods centered on prefabricated buildings. By 2025, prefabricated buildings should account for more than 40% of all new construction projects in the city, with prefabricated commercial, residential, and public buildings constituting more than 50% of new projects in their respective categories. Cultivate and expand industrial bases for prefabricated construction.

(16) Promote the application of new materials, new processes, and new technologies. Encourage construction enterprises to increase investment in research and development, establish platforms for technological innovation, technology incubation facilities, and R&D institutions, participate in the formulation of industry standards, apply for invention patents, and carry out the transformation and application of scientific and technological achievements. Support enterprises in actively establishing provincial-level engineering technology research centers, enterprise technology centers, and engineering research centers. Encourage enterprises engaged in construction survey and design, building materials, construction and installation, and safety management to carry out technological innovation activities.Establish a mechanism for the application and promotion of new technologies, products, processes, and materials in the construction industry. Determine an annual catalog of items for promotion and application, which the science and technology department will incorporate into science and technology planning projects and provide project approval support.

(17) Promote intelligent construction throughout the entire process. Support eligible districts (cities, counties) in establishing intelligent construction bases to lead the development of intelligent construction in Deyang. Promote the integrated application of BIM technology in building structures, mechanical and electrical equipment, building components, prefabricated construction, and interior decoration, achieving data sharing and information-based management across the entire lifecycle of construction projects. Grade A and Grade 1 construction enterprises should fundamentally possess the capability to apply Building Information Modeling (BIM) technology.Encourage the application of remote control and robotic technologies in high-risk construction phases, and promote the use of intelligent unmanned paving and compaction systems in road surface construction. In on-site construction processes such as material delivery, spraying, tile laying, and high-altitude welding, promote the application of integrated construction equipment such as construction robots and intelligent building-erection machines.

VI. Strengthening Financial Support

(18) Promote strategic cooperation between banks and enterprises. Establish a platform for connecting financial institutions—including banks, insurance companies, and securities firms—with construction enterprises. Support construction enterprises in obtaining mortgage financing secured by building materials, construction equipment, and ongoing projects, as well as pledge financing secured by accounts receivable, equity, trademark rights, and patent rights.Local construction enterprises undertaking government-invested projects outside the city may apply for loans from their respective account-holding banks upon presentation of construction contracts and construction permits, provided they meet credit policies and loan eligibility criteria; the enterprises’ account-holding banks shall provide support.

VII. Strengthening Enterprise Inclusion in Statistical Reporting and Building a Reserve Pool of Potential Enterprises

(19) Expand the Base of Enterprises Included in Statistical Reporting. Housing and Urban-Rural Development departments and statistics departments in all districts (cities, counties) shall actively cooperate to supervise and guide construction enterprises in completing statistical registration and reporting procedures, ensuring they are included in statistical reporting in accordance with laws and regulations to expand the base of enterprises covered. For newly registered enterprises, the Municipal Housing and Urban-Rural Development Bureau shall submit a report to the Municipal Government for commendation.

(20) Provide Guidance on Output Value Reporting. Strengthen information sharing and coordination with statistical departments, optimize output value targets and evaluation mechanisms for each district (city, county), and provide targeted service guidance to key enterprises. Fully tap into the existing potential of the construction industry’s output value, enhance service guidance, and ensure that all eligible construction output value is fully included in the statistics. Strengthen the cultivation of enterprises with potential for inclusion in the statistics, conduct effective mobilization, reinforce incentives, and actively guide enterprises to accelerate development so they can meet the inclusion criteria as soon as possible.

All construction enterprises eligible for the incentives and subsidies under these measures must have fulfilled their tax obligations in accordance with the law and be included in the statistical reporting system. Any enterprise (or entity) that, during the policy support period, is involved in a major safety accident, a major environmental pollution incident, serious violations of laws and regulations, or serious acts of bad faith shall not be eligible for the aforementioned policies. Where other municipal support policies conflict with these measures, support shall be provided according to the principle of “choosing the higher amount without duplication”; where national or provincial policies provide otherwise, those provisions shall prevail.

The funding for the rewards covered by these measures shall be borne by the municipal and county-level finances in proportion to their respective tax revenue contributions.

These measures shall take effect on August 10, 2023, and remain valid for five years. The “Several Opinions of the Deyang Municipal People’s Government on Promoting High-Quality Development of the Construction Industry (Trial)” (Defu Fa [2021] No. 11) is hereby repealed.
