Based on a comprehensive ranking of usage volume and frequency, the top 10 organizations will receive tiered and categorized one-time rewards of up to 1 million yuan, with an annual cumulative total not exceeding 5 million yuan.

1. Eligibility Criteria

(1) The applicant must possess legal entity status and have sound and comprehensive management systems.

(2) The applicant must have developed hardware and software products compatible with supercomputing capabilities and rank among the top 10 in terms of revenue generated from usage volume and frequency.

(3) When providing product adaptation development services, the applicant must comply with laws and regulations, respect social morality and ethics, adhere to business and professional ethics, act with integrity, fulfill data security protection obligations, and assume social responsibility. The applicant must not endanger national security or the public interest, nor infringe upon the lawful rights and interests of individuals or organizations.

(4) The applicant must have no criminal records, administrative penalties, or other adverse records such as dishonesty within the past three years.

2. Support Criteria

The top 10 applicants are divided into four tiers (1st place, 2nd–3rd place, 4th–6th place, and 7th–10th place), with awards of 1 million yuan, 750,000 yuan, 500,000 yuan, and 250,000 yuan, respectively.

II. Accelerating the Development of an Intelligent Computing System

Support the construction of a number of intelligent computing centers closely integrated with fields such as biomedicine, public security, and transportation within the initial development zone of the Tianfu Data Center Cluster to enhance and strengthen the cluster. For projects with a computing power scale of 300 PFLOPS (FP16) or higher and fixed-asset investments of 3 billion yuan or more, support will be provided on a case-by-case basis.

1. Application Requirements

(1) The applicant must possess legal entity status and have sound and comprehensive management systems;

(2) The applicant has established an intelligent computing center in the initial development zone of the Tianfu Data Center Cluster that is closely integrated with sectors such as biomedicine, public security, and transportation;

(3) The project must have a computing capacity of 300 PFLOPS (FP16) or higher and a fixed-asset investment of 3 billion yuan or more;

(4) The applicant must have no criminal records, administrative penalties, or other adverse records such as credit defaults within the past three years.

III. Accelerating the Upgrading of Cloud Computing Centers

Launch a cloud computing center optimization initiative to promote the upgrading of “legacy” data centers—which primarily focus on storage—into cloud computing centers centered on storage and computing. Facilitate the consolidation and migration of “small and scattered” data centers into new-generation data centers, strengthen green energy efficiency and intelligent operations and maintenance, and enhance large-scale “cloud-based” data analysis and processing capabilities.For cloud computing centers that, upon completion of renovation and upgrading, have computing functions accounting for more than 70% of total functions, possess no fewer than 1,000 racks, and maintain a PUE below 1.25, a one-time renovation subsidy of up to 2 million yuan will be provided, with a maximum of 1,000 yuan per rack.

(1) The applicant must possess legal standing and have sound and comprehensive management systems in place.

(2) Upon completion of the renovation and upgrade, the cloud computing center must have computing functions accounting for more than 70% of its operations, a rack count of no fewer than 1,000, and a PUE of less than 1.25.

2. Support Standards

A one-time renovation subsidy will be provided, calculated at 50% of the average renovation cost per operational physical rack, with a maximum of 1,000 yuan per operational physical rack and a total subsidy not exceeding 2 million yuan.

IV. Rational Deployment of Edge Computing Centers

To address the needs of production, daily life, ecology, and urban governance, enterprises are encouraged to develop Multi-access Edge Computing (MEC) devices that enhance the data aggregation and processing capabilities of application-aware devices. They should deploy high-efficiency edge computing centers close to application scenarios. For edge computing centers serving 500,000 or more terminals annually, a one-time subsidy of up to 300,000 yuan will be provided, with a maximum of 3,000 yuan per rack.

(2) For individual edge computing centers with an annual number of served terminals exceeding 550,000 (inclusive) but less than 600,000, a subsidy of 2,500 yuan will be provided for each active physical rack;

(3) For individual edge computing centers serving 600,000 or more (inclusive) terminals annually, a subsidy of 3,000 yuan will be provided for each active physical rack.

V. Encouraging Computing Power Services to Support National Strategies

Focusing on key areas such as urban governance, environmental monitoring, energy management, and aerospace, the program encourages supercomputing centers to actively secure the use of their computing power by national major science and technology infrastructure, national science and education infrastructure, and other innovation platforms, as well as national key laboratories. A one-time subsidy of up to 3 million yuan will be provided, equivalent to 30% of the computing power costs for the implemented projects.

1. Eligibility Criteria

(1) The applicant must possess legal standing and have sound management systems in place.

(2) The project must utilize supercomputing resources, and the construction investment entity must be a national major science and technology infrastructure recognized by the National Development and Reform Commission, a national science and education infrastructure recognized by the Ministry of Education, a national key laboratory recognized by the Ministry of Science and Technology, or the primary implementing entity thereof.

(3) The applicant must have no criminal records, administrative penalties, or other adverse records such as dishonesty within the past three years.

2. Support Standards

A one-time subsidy of up to 3 million yuan will be provided, equivalent to 30% of the computing power costs of the implemented project.

VI. Promoting Computing Power to Empower Urban Development

Support enterprises, universities, and research institutions in collaborating with the National Supercomputing Center in Chengdu and the Chengdu Intelligent Computing Center to create innovative AI application scenarios in sectors such as smart cities, intelligent manufacturing, biomedicine, smart logistics, and inclusive finance. Projects that develop solutions and commercial cases will be prioritized for designation as demonstration application scenarios and will receive a one-time reward of up to 1 million yuan.

1. Application Requirements

(1) Demonstration application scenario projects must have been completed, accepted, and put into operation in Chengdu at the time of application; projects (including their core technologies, products, and models) that have previously received national, provincial, or municipal financial funding (e.g., projects incubated by the Future Scenario Laboratory or approved science and technology projects) are ineligible for duplicate rewards.

(2) The technology provider for a demonstration application scenario project must hold authorized invention patents, utility model patents, software copyrights, or other intellectual property rights in the relevant field. The technology must demonstrate innovation, public benefit, exemplary value, and potential for widespread application, and must form a comprehensive industry solution.

2. Support Standards

For enterprises selected for the Demonstration Application Scenario Project, the top 3 in the comprehensive evaluation ranking will be awarded First Prize, with a reward of 1 million yuan; those scoring 80 points or above will be awarded Second Prize, with a reward of 700,000 yuan; those scoring 70–79 points will be awarded Third Prize, with a reward of 500,000 yuan; and those scoring 60–69 points will be awarded the Excellence Award, with a reward of 300,000 yuan.

(1) Establish a coordinated settlement and cost-sharing mechanism for computing power center operations centered on “computing power vouchers,” and implement effective oversight of these vouchers through the integration of new technologies such as blockchain. Issue “computing power vouchers” with a total annual value not exceeding 10 million yuan to support computing power intermediary service providers, technology-based small and medium-sized enterprises (SMEs) and micro-enterprises, makers, research institutions, and universities in utilizing computing resources from the National Supercomputing Center in Chengdu and the Chengdu Intelligent Computing Center.

(2) The applicant must have partnered with the National Supercomputing Center in Chengdu and the Chengdu Intelligent Computing Center to undertake major national or provincial AI industrialization projects, “Challenge-Based” projects, or “Bottleneck” technology R&D projects.

(3) The applicant must have no criminal records, administrative penalties, or other adverse records such as credit defaults within the past three years.

For the lead enterprise or institution of a successfully approved project, “computing power vouchers” will be awarded based on 30% of the project’s computing power costs, with a total value not exceeding 3 million yuan (for national-level projects) or 1.5 million yuan (for provincial-level projects).

Strengthen efforts to attract academicians (including foreign academicians) in AI-related fields, recipients of renowned international and domestic awards (including the Turing Award, Wu Wenjun Award, Ho Leung Ho Lee Award, and Gordon Bell Prize), and individuals selected for national talent programs (including the National Program for the Introduction of High-Level Overseas Talents and the National Special Support Program for High-Level Talents). A one-time subsidy of up to 2 million yuan will be provided to such talents and their teams based on their computing power usage costs.

1. Eligibility Criteria

(1) The applicant must possess legal entity status and have sound and comprehensive management systems in place.

(2) The talent must be an academician in the field of artificial intelligence (including foreign academicians), a recipient of internationally or domestically renowned awards (including the Turing Award, Wu Wenjun Award, Ho Leung Ho Lee Award, Gordon Bell Prize, etc.), or a selected candidate under national talent programs (such as the Ministry of Education’s Yangtze River Scholars and Young Yangtze River Scholars, or the National Natural Science Foundation of China’s Outstanding Young Scientists, Excellent Young Scientists, and Overseas Excellent Young Scientists programs). The applicant must have paid social insurance or taxes in Chengdu for a continuous period of at least six months.

For talents and their teams settling in Chengdu, a one-time subsidy of up to 2 million yuan will be provided based on the cost of using supercomputing and intelligent computing resources for their projects.

IX. Accelerating the Development of Large AI Models

Focusing on key industries such as electronics and information technology, biopharmaceuticals, cybersecurity, and clean energy, the city encourages universities, research institutions, and leading enterprises to collaborate with computing power centers to incubate original AI large models. For AI large models with no fewer than 100 billion parameters and at least five typical application scenarios, the city will provide an annual computing power cost subsidy of up to 5 million yuan for the first three years to the model developers and grant them the title of “City Data Partner.”and, within the scope permitted by policy, priority access to public datasets in areas such as work safety, credit services, transportation, healthcare, public security, and social security and employment.

(4) The five application scenarios for the AI large model must have been completed, accepted, and put into operation in Chengdu at the time of application. They must demonstrate innovation, public benefit, exemplary value, and potential for widespread adoption, and form a comprehensive industry solution.

(5) The applicant must have no criminal records, administrative penalties, or other adverse records such as credit defaults within the past three years.

2. Support Standards

For the first three years, a subsidy covering 50% of the computing power usage costs for large-scale model construction projects will be provided, with an annual cap of 5 million yuan.

3. Application Materials

(1) Application Form for AI Large Model Construction Computing Power Subsidy Project.

Accelerate the construction of direct interconnections and virtual private networks (VPNs) across districts and between operators. Promote the networking and interconnection of the Tianfu Data Center Cluster, establish direct connections with other hub node clusters and data center networks in other cities within the province, and build an ultra-low-latency computing power network with 1-millisecond latency within the city, 3-millisecond latency within the province, and 20-millisecond latency between provinces.Encourage network infrastructure operators to continuously optimize network architectures, accelerate the construction of intelligent lossless IPv6+, inter-provincial 400G, and other new high-speed transmission networks, and promote the development of a nationwide integrated computing power network to provide robust computing capabilities for the Tianfu Data Center Cluster. Prioritize high-quality computing power network construction projects for inclusion in provincial and municipal key projects, provide support for technical and power supply resources, and offer assistance based on the “case-by-case” principle.

Explore the construction of a regionally integrated computing power dispatch system to achieve the overall optimization and on-demand dispatch of computing power resources across the city, the metropolitan area, and the Chengdu-Chongqing region, and establish mechanisms for matching, connecting, and trading computing power resources between the Chengdu-Chongqing region and other national hub nodes.Support leading enterprises in building computing power dispatch platforms based on provincial and municipal computing power resources, promote the interconnection and networking of computing power centers, and improve computing power utilization rates. For projects that achieve cross-network, cross-regional, and cross-industry data exchange and computing power dispatch, a one-time reward of up to 10 million yuan, equivalent to 30% of the platform construction investment, will be provided.

(1) The applicant must possess legal entity status and have sound and comprehensive management systems.

(2) The computing power dispatch platform constructed by the applicant must be capable of enabling cross-network, cross-regional, and cross-industry data exchange and computing power dispatch, and must have existing case studies of computing power dispatch.

A one-time grant of up to 10 million yuan will be provided, equivalent to 30% of the platform’s construction investment.

XII. Enhancing the Self-Reliance and Control of Computing Power Equipment

Encourage the construction of domestically produced, independently controlled, secure, and reliable artificial intelligence computing infrastructure and technology ecosystems at intelligent computing centers; build world-leading artificial intelligence computing platforms and urban brain platforms; and provide inclusive computing services.Leveraging data center construction, accelerate the independent R&D and industrialization of core hardware and software—including servers, computing and storage systems, cloud platforms, and data circulation—to promote the development of domestically produced cloud computing and big data platforms. Encourage security testing of information technology innovation (IT innovation) products; for basic chips, core processors, computer terminals, servers, network equipment, storage devices,operating systems, databases, middleware, and office software that pass security testing conducted by third-party institutions, a subsidy of up to 500,000 yuan will be provided to the submitting entity, not exceeding 50% of the security testing service fees.

(1) Entities with independent legal person status whose domestic IT innovation products have passed security testing by a third-party institution.

(2) The third-party institution must be a nationally recognized testing service provider for domestic IT innovation.

(3) The products applied for must be domestic IT innovation products recognized by relevant national ministries and commissions (including the military), such as basic chips, core processors, computer terminals, servers, network equipment, storage devices, operating systems, databases, middleware, and office software.

2. Support Standards

A subsidy of up to 500,000 yuan, covering 50% of the security testing service fees, will be provided to the submitting entity; for products that pass testing multiple times, support is limited to the first successful test.

3. Application Materials

(1) Application Form for Chengdu City Information Technology Innovation Product Security Testing Subsidy;

(2) Copies of the entity’s Certificate of Legal Person Registration, Organization Code Certificate, Tax Registration Certificate, or Integrated Business License, along with a copy of the legal representative’s ID card; the entity’s audit report for the previous fiscal year (must include a QR code);

(3) Copies of the service purchase contract or agreement, bank transfer receipts, invoices, etc.;

(4) Supporting documentation verifying the successful completion of security testing;

(5) A screenshot of the previous year’s network information security industry data submitted via the Chengdu Software and Information Services Monitoring Platform (http://service.chinasoft.org.cn/).

XIII. Other Matters

(1) The term “application materials” as used in these Implementation Rules refers to the basic materials required to apply for policy support. When accepting applications, the competent policy authority may require applicant entities (enterprises) to provide other necessary application materials as specified in the application notice; all copies must bear the official seal of the applicant entity (enterprise). Each district (city) and county is responsible for the authenticity and completeness of the submitted project application materials, and the original application materials will be used during project review and audit.The application deadline shall be determined by the specific application notice. Each district (city) and county shall organize local applicants (enterprises) to submit applications and forward them through official channels.

(2) A single project may only be submitted under one policy provision at a time; duplicate benefits under similar policies are not permitted.

(3) If the applicant is found to have criminal records, administrative penalties, or other adverse records such as dishonesty prior to the disbursement of project funds, or if the applicant goes bankrupt, is deregistered, or relocates out of Chengdu, its eligibility for project support will be revoked.

(4) In the event of policy adjustments, the revised policy shall prevail over the provisions above. These Implementation Rules shall be interpreted by the Municipal Bureau of Economy and Information Technology and the Municipal Commission of New Economy, and shall be effective from July 28, 2023, through February 9, 2026.
