Several Policies of Zigong City to Support the Development of the Culture and Tourism Industry

This policy is formulated to resolutely implement the “Revitalizing the City Through Culture and Tourism” strategy, promote the development of the city’s culture and tourism industry, build a culture and tourism industry system with core competitiveness and regional driving force, and accelerate the development of a world-renowned cultural and tourism city with distinctive characteristics.

I. Encouraging the Introduction and Expansion of High-Quality Enterprises. Cultural and tourism enterprises listed on the Shanghai Stock Exchange, Shenzhen Stock Exchange, Hong Kong Stock Exchange, or Beijing Stock Exchange, as well as those ranked among the “Top 30 National Cultural Enterprises” or the “Top 20 Chinese Tourism Groups,” that establish new independent legal entities in Zigong City will be granted a one-time settlement subsidy of 300,000 yuan starting from the date they generate actual economic contributions. For such enterprises that establish provincial-level or higher regional headquarters in our city, the settlement subsidy may be increased to 1,000,000 yuan.Cultural and tourism enterprises awarded honorary titles by national authoritative institutions or provincial-level or higher governments shall be granted one-time subsidies of 200,000 yuan and 100,000 yuan at the national and provincial levels, respectively; subsidies for the same honorary title shall not be duplicated. II. Encouraging Key Project Development. For cultural and tourism industry projects developed through social investment, where fixed-asset investment reaches 100 million yuan (inclusive) or more, a one-time subsidy of 200,000 yuan will be granted to the investing enterprise if construction begins within one year of project approval or within three months of land acquisition, and the project is completed and put into operation on schedule. III. Encouraging the Renovation or Construction of Urban Small Theaters. We encourage the conversion of old buildings and eligible cultural heritage sites into multifunctional urban small theaters capable of hosting artistic performances and providing cultural consumption experiences. Upon completion, acceptance, and commencement of operations, a one-time subsidy of 100,000 yuan will be granted to the investor. During the fiscal year, if the venue hosts 30, 50, or 100 commercial performances, the operator will receive one-time subsidies of 50,000 yuan, 80,000 yuan, and 100,000 yuan, respectively.(Responsible Units: Municipal Bureau of Culture, Radio, Television, and Tourism; Municipal Finance Bureau; district and county governments; High-Tech Zone Administrative Committee)

IV. Incentives for Excellence in Cultural Works.For literary and artistic works, including those in radio, television, and online audiovisual formats (limited to works with copyright registration in Zigong), that win awards in professional competitions organized or hosted by provincial-level or higher governments, relevant departments, or industry associations, one-time creation subsidies of 150,000 yuan, 100,000 yuan, and 50,000 yuan for national-level awards, and 80,000 yuan, 50,000 yuan, and 30,000 yuan for provincial-level awards will be granted, respectively. For the same work, the higher subsidy amount will be awarded, and subsidies will not be cumulative. V. Encouraging Performances of Outstanding Literary and Artistic Works. For the introduction of outstanding domestic and international productions for public commercial performances, where a single production is performed at least 10 times annually and achieves total annual box office revenue in Zigong of 500,000 yuan, 1,000,000 yuan, or 3,000,000 yuan or more, the introducing entity shall be granted a one-time subsidy of 100,000 yuan, 200,000 yuan, or 300,000 yuan, respectively.For public commercial performances of original Zigong productions, subsidies will be provided at the following rates: 5,000 yuan per performance within the city, 8,000 yuan per performance outside the city, and 10,000 yuan per performance overseas. VI. Support for Museum Brand Development. Non-state-owned museums that have been in operation for one year or more and have completed filing with the Provincial Bureau of Cultural Relics will be granted a one-time subsidy of 50,000 yuan. VII. Encouraging the Development of Cultural and Tourism Products Featuring Zigong’s Unique Resources. For the development of cultural and creative products incorporating Zigong’s traditional culture, local elements, and distinctive characteristics (limited to those with copyright registration in Zigong) where annual sales of a single product reach 500,000 yuan or more, a one-time subsidy of up to 300,000 yuan, equivalent to 20% of the product’s development costs, will be provided.For entities that utilize Zigong’s distinctive resources to establish national Class A, B, or C tourist homestays, one-time subsidies of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively, will be granted to the operating entities. The subsidy will be the higher amount and cannot be combined; the total annual subsidy for a single operating entity shall not exceed 500,000 yuan. VIII. Encouraging Participation in Cultural and Tourism Exhibitions and the Hosting of Cultural and Tourism Events. Local cultural and tourism market entities that exhibit at provincial-level or higher cultural and tourism trade fairs, expositions, and other promotional or investment-attraction events shall receive a subsidy of 10,000 yuan per exhibition; the total annual subsidy for a single entity shall not exceed 50,000 yuan.For organizing provincial-level or higher arts and cultural creativity competitions with 100, 300, 500, or 1,000 or more participants, the organizing entity shall receive one-time subsidies of 50,000 yuan, 100,000 yuan, 300,000 yuan, or 500,000 yuan, respectively. IX. Encouraging Travel Agencies to Attract Visitors from Outside the City. For travel agencies that attract out-of-town visitors to paid tourist attractions within the city, a one-time subsidy of 10 yuan per person per visit will be provided for the portion exceeding 3,000 visitors (visits) per quarter;For travel agencies that attract out-of-town visitors to tour two or more paid tourist attractions within the city and who also stay overnight and make consumption expenditures in the city, if the number exceeds 3,000 visitors (visits) per quarter, a one-time subsidy will be provided to the travel agency for the excess portion at a rate of 20 yuan per person per visit for three-star tourist hotels and other accommodation facilities, and 40 yuan per person per visit for four-star tourist hotels. This subsidy cannot be claimed in conjunction with the subsidy described in the preceding paragraph. X. Support for Cultural Outreach. A one-time subsidy of 100,000 yuan shall be granted to individual enterprises or projects selected for the National Key Cultural Export Enterprises and Projects List, or the “Belt and Road” Cultural and Tourism Industry International Cooperation Key Projects List. This policy shall take effect on May 19, 2023, and remain valid for two years. The lead responsible units shall separately formulate implementation rules for each measure. For similar policies across the city, the principle of “choosing the higher benefit” shall apply, and benefits shall not be duplicated. During the implementation of this policy, if relevant national, provincial, or municipal policies are adjusted, the new policy provisions shall apply.
