This policy has been formulated to fully implement the spirit of the 20th National Congress of the Communist Party of China, earnestly carry out the arrangements made at the economic work conferences of the Provincial and Municipal Party Committees, closely align with the implementation of the “Four Major Strategies” and the development of the “Two Cities and Two Metropolises,” and guide the financial sector to provide strong support for the high-quality development of the real economy.
I. Encouraging Financial Institutions to Establish Operations. Newly established municipal-level branches of banks, insurance companies, and securities firms will be granted one-time subsidies of 1 million yuan, 100,000 yuan, and 50,000 yuan, respectively. Private equity and venture capital firms, as well as fund management companies, that establish operations in our city with a registered capital of 10 million yuan or more will be granted a subsidy of 1% of their paid-in capital, up to a maximum of 1 million yuan.(Responsible Units: Municipal Financial Work Bureau, People’s Bank of China Zigong Central Branch, Zigong Banking and Insurance Regulatory Bureau, Municipal Market Regulation Bureau, district and county governments, and High-Tech Zone Administrative Committee. II. Encouraging the Acquisition of Financial Resources. Banking financial institutions that secure new annual loan volumes—including trade financing, bill financing, and other loans—exceeding 1 billion yuan from higher-level authorities will receive a one-time subsidy of 50,000 yuan. III. Encouraging Financial Institutions to Establish Operations in Industrial Parks. A one-time subsidy of 100,000 yuan will be provided to all types of financial institutions that establish business premises in provincial-level or higher industrial parks within our city. IV. Encouraging the Establishment of Specialized Branches. V. Encouraging the Write-off of Non-performing Loans. Banking financial institutions in our city that write off non-performing loans in accordance with laws and regulations shall be granted an annual subsidy of 0.5% of the write-off amount, up to a maximum of 300,000 yuan. VI. Encouraging Credit for Technology Enterprises. Financial institutions that increase credit support for high-tech, “specialized, refined, distinctive, and innovative” (SEDIN), and other science and technology innovation enterprises will be granted an annual subsidy of 0.5‰ of the new loan amount extended to such enterprises in the current year, up to a maximum of 200,000 yuan. VII. Encouraging the Reduction of Financing Costs. For loans to small and micro enterprises issued by banking financial institutions in our city in cooperation with development and policy-based banks, where the average terminal interest rate of the on-lending funds is lower than the average level of similar loans from local institutions of the same type in the previous year, a subsidy of 1% of the loan amount for that year will be provided annually, with a maximum of 300,000 yuan. VIII. Encouraging the Promotion of Digital Renminbi. Financial institutions that create innovative application scenarios for digital renminbi with Zigong characteristics, receive recognition from provincial-level competent authorities, and have their exemplary practices and experiences reported by national mainstream media will be granted a one-time reward of 50,000 yuan. IX. Encouraging Enterprise Listings. Enterprises newly selected as municipal-level pre-IPO candidates in the current year and listed on the Tianfu (Sichuan) United Equity Exchange Center shall receive a one-time subsidy of 50,000 yuan. Enterprises verified as having completed shareholding system reform shall receive a one-time subsidy of 300,000 yuan. Enterprises that pass the listing guidance review conducted by the Sichuan Securities Regulatory Bureau within China shall receive a one-time subsidy of 500,000 yuan; enterprises that pass the exchange’s review shall receive a one-time subsidy of 1,000,000 yuan;enterprises that successfully complete an initial public offering (IPO) will receive a one-time subsidy of 1.5 million yuan (for those listing on the Beijing Stock Exchange, if they have already received the “New Third Board” listing subsidy, the difference will be subsidized). X. Encouraging Fund Investment. For private equity funds, both within and outside the city, that directly invest in实体 enterprises or projects within Zigong, and where the new investment amount reaches 10 million yuan or more, a subsidy of 0.2% of the investment amount will be provided annually, up to a maximum of 1 million yuan. This policy shall take effect on May 10, 2023, and remain valid for two years. The responsible units shall promptly formulate and implement detailed rules for each measure. For similar policies across the city, the principle of “choosing the most favorable option” shall apply, and benefits shall not be duplicated. During the implementation of this policy, if relevant national, provincial, or municipal policies are adjusted, the new policy provisions shall prevail. Where existing municipal policies conflict with this policy, this policy shall prevail.
