To implement the decisions and directives of the Provincial Party Committee and Provincial Government, promote high-quality development of the tobacco industry, and further consolidate the market foundation for Sichuan tobacco, the following measures have been formulated in light of our city’s specific circumstances.

I. Build a benchmark market for Sichuan Tobacco to high standards. Continue to maintain the top position in the province for both Sichuan Tobacco’s market share and the sales volume share of the “Kuan-Zhai” brand; in 2023, the “Kuan-Zhai” brand’s market share in the 1,000-yuan price segment will reach over 40%, with sales of high-end handmade cigars exceeding 60,000 units; in 2024, the market share will reach over 50%, with sales of high-end handmade cigars exceeding 65,000 units;In 2025, continue to consolidate and maintain a market share of over 50%, with sales of premium handmade cigars exceeding 70,000 units. Implement an incentive mechanism for sales outlets, with performance evaluations and rewards based on sales volume of “Kuan-Zhai” in the 1,000-yuan price segment, total “Kuan-Zhai” sales, total Sichuan Cigar sales, and handmade cigar sales; districts (cities, counties) ranking at the top for “Kuan-Zhai” sales in the 1,000-yuan price segment will be commended and receive bonus points in performance evaluations.Create a strong atmosphere for Sichuan tobacco consumption. Showcase and promote cigar and “Kuan-Zhai” series products to associations and enterprises through major festivals and exhibitions. Advance the construction of high-quality cigar experience stores to lead and drive the development of premium Sichuan tobacco. II. High-Quality Advancement of Major Tobacco Industry Projects. Establish a working mechanism led by municipal leaders to advance major tobacco industry projects. Municipal leaders shall convene monthly coordination meetings to address and resolve major issues and difficulties encountered during implementation. Open a “green channel” for project approvals, providing comprehensive “concierge-style” services throughout all stages—from the introduction of new projects to site selection, groundbreaking, construction, and production—implementing “conditional approval” where applicable, and offering competitive policy support within the province.Implement comprehensive support measures and actively coordinate to resolve issues related to enterprise land use, water supply, electricity, natural gas, and environmental capacity. III. Promote the High-Quality Cultivation of Cigar Tobacco. Launch specialized scientific research projects focused on improving tobacco leaf quality. Support the development of modern agricultural parks for cigar tobacco and establish a long-term, stable protection mechanism for core tobacco fields. Develop the “Mao’s” tobacco fields to high standards and establish a dedicated cultivation zone for Great Wall Cigars.Eligible cigar tobacco cultivation entities (including large-scale growers and cooperatives) will receive a one-time subsidy of 100 yuan per mu for newly established tobacco bases, with an annual cap of 1 million yuan; eligible agricultural mechanization service providers for cigar tobacco will receive additional local government subsidies of 45% for general-purpose machinery and 5% for specialized machinery, on top of the tobacco industry’s base subsidies;Support the construction of standard cigar tobacco curing barns by providing a one-time subsidy of 10,000 yuan per barn for new constructions, with an annual cap of 1 million yuan. IV. Comprehensively Strengthen Talent Development. Recommend tobacco industry professionals for national and provincial honorary titles, and encourage them to apply for Deyang’s “Leading Talent” and “Talent Plan” programs. For newly recruited full-time postdoctoral researchers, full-time doctoral students, and master’s students in urgently needed specialties, in addition to the settlement subsidies provided by their employing units, provide supplementary subsidies of up to 400,000 yuan, 200,000 yuan, and 100,000 yuan, respectively, at a 1:1 matching ratio.Support project host locations in implementing preferential policies regarding housing, medical care, and children’s education for management, technical, and skilled personnel who have made outstanding contributions. Include talent recruited through third-party agencies for hand-rolled cigar rolling and packaging in the talent housing security program to ensure their support. V. Supporting High-Quality Development of the Tobacco Industry. Promote the development of the Great Wall Cigars flagship brand; support the Great Wall Cigar Factory in applying for the China Quality Award (Nomination Award); and support tobacco-related supporting enterprises in being included in the “Gongga Talent Development” program.Advance the construction of the “Shifang Daquankeng Mao Family Tobacco Fields Cultural Tourism Project” and improve supporting tourism facilities in the surrounding area. Accelerate the development of the Shifang Cigar Special Town, following the “One Corridor, Three Zones” planning framework (Cigar Industry Green Corridor, Cigar Green Technology Cultivation Demonstration Zone, Cigar Tourism and Resort Public Service Zone, and Cigar Innovation Industry Zone), with the goal of establishing an integrated functional system combining “cigars, industry, culture, and services” by 2025.(Responsible Units: Shifang Municipal People’s Government, Municipal Bureau of Economy and Information Technology, Municipal Bureau of Culture and Tourism, Municipal Market Supervision Bureau, Municipal Tobacco Monopoly Bureau)

In the event of any inconsistency between newly issued national or Sichuan provincial policies and these measures, the national or provincial policies shall prevail. In the event of any inconsistency between other municipal-level policies and measures supporting industrial development and these measures, the principle of “choosing the more favorable option without duplication” shall apply. These measures shall take effect on January 20, 2023, and remain valid for three years.The "Several Policies of Deyang City Supporting the Construction of Shifang’s Tobacco Industry ‘One City, Two Bases’" (De Ban Fa [2020] No. 43) is hereby repealed.
