Chapter I  General  Rules

Article 1  To fully implement the important ideas of General Secretary Xi Jinping on doing a good job of talent work in the new era. Chapter II  Introduction of talent

Article II   Scope of the introduction of talent 

(a) Ziyang High-tech Zone economic and social development in urgent need of "double first-class" construction and the original "985" "211" full-time undergraduate graduates of colleges and universities. "Full-time undergraduate graduates of colleges and universities; full-time master's degree and above; with the qualification of deputy senior and above; with the national vocational qualification of senior technician level certification of talents.  

(2) around the Ziyang High-tech Zone oral medicine, locomotive and automobile, electronic information, new materials and other industrial development needs with technology, with the project's outstanding talent.

(3) Ziyang Hi-tech Zone rail transit, commercial vehicles, oral medicines, food, digital economy, electronic information, intelligent manufacturing and other industries with high academic attainments, expertise level of professional or managerial high-level talent (excluding business contributors).  

(4) by the Ziyang High-tech Zone Party and Work Committee Talent Work Leading Group identified in the region's key pillar industries with forward-looking, play a leading role in the professional or management high-level talent (excluding corporate funders).

Article 3  The introduction of talent to meet the following basic conditions at the same time 

(a) support for the leadership of the party, compliance with the law, honesty and trustworthiness;

(b) have a good work ethic, physical and mental health;

(c) age within the legal working age (except for the introduction of flexible);

(d) through the public (d) through the open recruitment and other ways to enter the Ziyang High-tech Zone organs and institutions, and the probationary period in the official staff; or with the Ziyang High-tech Zone within the scope of the establishment of the region for one year, and enterprise registration and tax payment relationship are in the Ziyang High-tech Zone employers to sign a three-year and above the formal labor contract in the workforce (except for the flexible introduction of the personnel);

(e) personal commitment to work in the Ziyang Hi-tech Zone for a continuous period of not less than five years (except for the flexible introduction);

Article IV  Treatment of introduced talents 

(a) subsidies for settling down 

The implementation of this approach for the first time after the introduction of Ziyang High-tech Zone to work in the talent, in line with the following conditions, to give subsidies for settling down.  

1. Full-time master's degree students, with the qualification of deputy senior title of the talent one-time subsidy of 20,000 yuan.

2. One-time subsidy of 50,000 RMB for doctoral degree holders, talents with full senior title qualification and national vocational qualification senior technician level certification.

3. Other talents introduced by the Ziyang High-tech Zone Party Committee Talent Work Leading Group approved the issuance of subsidies according to the actual situation.

4. All kinds of talents who meet the declaration conditions can only declare 1 subsidy for settling down, and after 1 year in the post, the employer will report to Ziyang Hi-tech Zone for review.

(2) Subsidies for home purchase

The first time after the implementation of this approach to the Ziyang Hi-tech Zone introduced to work in the talent, in line with the following conditions, and since the date of introduction of three years in the city to buy commercial residential housing, to give subsidies for the purchase of housing.

1. Full-time graduates of "double first-class" construction and former "985" and "211" universities. Undergraduate graduates to buy commercial residential housing, subsidies of 10,000 yuan (respectively, by  30%, 20%, 20%, 20%, 10% of the proportion of five years for distribution).

(C) rental subsidies

3. The rental subsidies for other talents are approved by the Talent Work Leading Group of Ziyang Hi-tech Zone Party and Work Committee according to the actual situation.

4. All types of talents who meet the reporting requirements for home purchase subsidies and rental subsidies can not be enjoyed at the same time. Subsidies are issued on an annual basis for a maximum of three years, and are co-ordinated by the employer and reported to the Ziyang Hi-tech Zone for review.

Special note: After the implementation of these measures, and Ziyang High-tech Zone employers to terminate the labor contract relationship or from the institutions, resignation, transfer out of the Ziyang High-tech Zone, re-introduced to the Ziyang High-tech Zone within three years of the work of the talent, can not be entitled to rental subsidies.

Article 5  Encourage the flexible introduction of talents

Ziyang Hi-tech Zone enterprises and institutions and institutions of higher learning, scientific research institutes, high-level talent to carry out industry-university-research cooperation, part-time, guest, consultant, Regular service, cooperative development and other ways to help enterprises and institutions to enhance scientific and technological innovation capacity, to solve the development problems, and recognized by the employer's talents, to give the corresponding work subsidies, the specific implementation of the following:

(a) funding object

The reporting object of the flexible introduction of talent funding is: registered in Ziyang High-tech Zone, with independent legal personality, set up more than 1 year of state-owned, private and domestic capital-controlled enterprises; Ziyang High-tech Zone belongs to the colleges and universities, scientific research institutes, education, health, social services and other institutions; by the Ziyang High-tech Zone Party Committee Talent Work Leading Group recognized by the flexible introduction of talent projects.

(2) funding conditions

(3) funding standards

The maximum annual funding for a single flexibly introduced talent is not more than 500,000 yuan; the maximum annual funding for a single flexibly introduced talent employer is not more than 1.5 million yuan. Chapter III  Cultivation of talents

Article VI  Strengthening the cultivation of high-tech, high-skilled personnel

Enterprise employees who have obtained vocational qualification certificates or vocational skill level certificates and participated in unemployment insurance according to the law and paid unemployment insurance premiums for more than 12 months (including 12 months) can apply for unemployment insurance skill upgrading subsidies within 12 months of obtaining the certificates. The certificate level is divided into senior, intermediate, junior, respectively, according to the standard of 2000 yuan, 1500 yuan, 1000 yuan subsidies.

 

Chapter IV  Organization and Implementation

Article VIII  Assessment and Recognition Procedures

(a) Declaration. Chapter VI   Attachment  then

Article XII  Ziyang Hi-Tech Zone financial annual budget.
