To fully implement the spirit of the Fifth Municipal Party Congress and accelerate the development and expansion of the biopharmaceutical industry cluster, in accordance with the “Six Ones” Work Plan for the “1+3” Leading Industrial Chains Chief Executive System of Bazhong City, and in light of the actual conditions of our city, the following measures are hereby formulated to accelerate the high-quality development of the biopharmaceutical industry.
I. Strengthening the Traditional Chinese Medicine Industry
(1) Support the Cultivation of Single Varieties of Authentic Medicinal Herbs. Support the large-scale development of Bazhong’s advantageous authentic medicinal herbs. For counties (districts) where the cultivation area of a single medicinal herb variety within their jurisdiction exceeds 30,000 mu or 50,000 mu for the first time (including slopes, forest land, etc.), a one-time reward of 100,000 yuan or 200,000 yuan will be granted to the respective county (district).Focusing on the city’s advantageous authentic medicinal herb varieties, systematically establish the “Three Standards, Five Specifications, and Two Systems” for single-variety medicinal herbs. For each variety where all standards, specifications, and systems are approved and filed with the Sichuan Provincial Committee for Traditional Chinese Medicine Standards, a one-time reward of 200,000 yuan will be granted to the relevant county (district).
(2) Support for the Construction of Park and Base Facilities. For newly established national-level and provincial-level modern agricultural (forestry) parks for medicinal herbs, one-time rewards of 500,000 yuan and 200,000 yuan, respectively, will be granted to the respective county (district). For newly recognized national-level and provincial-level “customized medicinal herb gardens,” one-time rewards of 100,000 yuan and 50,000 yuan, respectively, will be granted to the applicant entities.Support will be provided for the construction of full-industry-chain traceability and testing systems within Chinese herbal medicine park and base areas. For modern agricultural (forestry) parks at the municipal level or above that have established and put into operation Chinese herbal medicine traceability and testing systems, a one-time reward of 200,000 yuan will be granted to the respective county (district).Support will be provided for the establishment of Traditional Chinese Medicine (TCM) cultural heritage bases, cultural publicity and education bases, and health tourism demonstration bases. For those awarded the titles of “National-level” or “Provincial-level TCM Cultural Heritage Base,” “Cultural Publicity and Education Base,” or “Health Tourism Demonstration Base,” one-time rewards of 500,000 yuan and 200,000 yuan will be granted to the respective counties (districts).
(3) Support for Innovation in Chinese Herbal Medicine Processing. Focusing on modern agricultural parks, expand innovation capabilities in on-site processing. Encourage the introduction of advanced technologies in stages such as cleaning, cutting, drying, grading, preservation, and purification. For new or technically upgraded on-site processing innovation projects involving Chinese herbal materials where the investment in key equipment exceeds 2 million yuan and the revenue from Chinese herbal material operations exceeds 20 million yuan, a one-time subsidy of 5% of the investment in key equipment will be provided,with a maximum of 500,000 yuan per processing site. Support enterprises producing TCM decoction pieces, proprietary Chinese medicines, and TCM formula granules in expanding production capacity through technological innovation. For capacity expansion projects adding 500 tons or more of production capacity, a one-time subsidy of 100,000 yuan will be provided. Support enterprises in developing new products through technological innovation; enterprises newly obtaining a "Drug Manufacturing License" will receive a one-time reward of 300,000 yuan.Accelerate the certification of national standards for TCM formula granules. For each newly approved variety of TCM formula granules, a reward of 2,000 yuan will be granted to the enterprise, with a maximum of 500,000 yuan per enterprise per year.We will encourage leading and flagship enterprises in the research and development of Chinese herbal medicines to establish R&D centers and production bases in Bazhong. For Chinese herbal extract R&D enterprises that establish operations in Bazhong, commence production, and invest more than 10 million yuan in production equipment, a one-time subsidy of up to 3 million yuan will be provided, calculated as 1% of the enterprise’s annual output value of Chinese herbal extracts.
(4) Encouraging the Development of Animal and Mineral TCM Materials. Enterprises that obtain breeding and mining permits for medicinal animals and minerals in accordance with requirements and achieve operating revenues exceeding 10 million yuan will receive a one-time reward of 50,000 yuan. Enterprises processing and selling animal and mineral TCM materials with an annual processing volume exceeding 500 tons will receive a one-time reward of 100,000 yuan.
(5) Encouraging the development of the health industry. Enterprises that newly obtain approval numbers for health foods, foods for special medical purposes, or functional cosmetics will be granted a one-time reward of 300,000 yuan per product if the product is manufactured locally, has been on the market for one year, has not experienced any quality or safety incidents, and has achieved cumulative sales revenue exceeding 3 million yuan.For health foods, foods for special medical purposes, and functional cosmetics registered and filed for production in Bazhong, a one-time reward of 100,000 yuan, 200,000 yuan, or 300,000 yuan will be granted to enterprises when the annual sales of a single product reach 5 million yuan, 10 million yuan, or 20 million yuan for the first time, respectively.Enterprises are encouraged to produce and sell traditional Chinese medicine (TCM) derivative products such as medicinal beverages, medicinal diets, and medicinal ointments. For those whose operating revenue first exceeds 50 million yuan or 100 million yuan, one-time rewards of 200,000 yuan and 500,000 yuan, respectively, will be granted.
II. Development of Chemical Drugs and Biologics
(6) Support for the Production of Chemical Drugs and Biologics. Support will be provided for the production of active pharmaceutical ingredients (APIs), generic drugs, and biologics. A one-time reward of 300,000 yuan will be granted to chemical drug and biologics manufacturers that establish operations in Bazhong and obtain a "Drug Manufacturing License."Enterprises are encouraged to build brand image and focus on the production of major drug products. Enterprises whose annual sales revenue for a single drug formulation reaches 50 million yuan, 100 million yuan, or 500 million yuan will be granted one-time rewards of 500,000 yuan, 1 million yuan, and 2 million yuan, respectively.
III. Accelerating Capacity Expansion and Value Enhancement in Medical Devices
(7) Support for Medical Device Manufacturing. Deepen the implementation of the medical device registrant system. Enterprises engaged in contract manufacturing for the initial registration of medical devices will receive a subsidy of up to 2 million yuan, calculated at 2% of the actual annual contract value. Enterprises providing financial leasing services for key medical and health equipment sets with an actual annual contract value of 20 million yuan or more will receive a subsidy of up to 1 million yuan, calculated at 2% of the actual contract value.
IV. Encouraging Breakthroughs in the Veterinary Drug Industry
(8) Encouraging Veterinary Drug Production. Enterprises that register and construct production facilities in Bazhong, obtain a Veterinary Drug Production License, and acquire a GMP certificate will be granted a one-time reward of 300,000 yuan. Manufacturing enterprises that obtain a “New Veterinary Drug Registration Certificate” for new veterinary drug varieties classified as Class I to III through independent or joint research and development and commence production within Bazhong City will be granted a one-time reward of 500,000 yuan per variety.Enterprises that acquire new veterinary drug varieties (Classes I–III) from outside the city while they are still under patent protection, obtain the relevant approval numbers, and commence production within Bazhong City will receive a one-time reward of 200,000 yuan per variety. The development and processing of herbal medicine-based alternatives to antibiotics are encouraged; for each such product successfully developed and put into production in Bazhong City, the R&D entity will receive a one-time reward of 200,000 yuan.
V. Encouraging Scientific Research and Innovation
(9) Encouraging the R&D of New Drugs and Medical Devices. For new drugs that undergo clinical trials domestically and are commercialized in our city, a one-time reward will be granted to enterprises holding equity ownership based on the number of drugs completed: 1 million yuan per variety for Class I new drugs; 500,000 yuan per variety for Class II new drugs; and 200,000 yuan per variety for Class III and IV new drugs.Enterprises that obtain registration certificates for Class II and Class III medical devices (excluding Class II diagnostic reagents and equipment components) will be granted rewards of 500,000 yuan and 1,000,000 yuan, respectively, with a maximum annual reward of 5,000,000 yuan per enterprise.
(10) Support the development of R&D platforms. Enterprises are encouraged to establish new R&D institutions. Support is provided for enterprises to jointly establish industry-university-research innovation platforms with universities and research institutes.For newly established R&D institutions such as national-level and provincial-level key laboratories, technology innovation centers, engineering technology research centers, and industrial technology research institutes, enterprises will receive a provincial-level reward of 200,000 yuan and a national-level reward of 1,000,000 yuan, respectively; for newly established innovation platforms (bases) such as provincial-level or higher industrial technology innovation strategic alliances, science and technology enterprise incubators, maker spaces, and "Star Innovation Spaces," enterprises will receive a reward of 100,000 yuan.The construction of relevant R&D institutions (platforms) by public institutions and social organizations in our city shall be implemented in accordance with the aforementioned reward and subsidy standards. For the construction of industrial public service platforms such as medical big data clinical research and application centers, testing and inspection centers, translational medicine centers, and clinical medical research centers, a subsidy of 5% of the actual fixed-asset investment will be provided, with a maximum of 2 million yuan.
(11) Support for the Commercialization of Innovation Outcomes. For products that are manufactured and settled within the city and maintained in continuous production for no less than three years: Class I new drugs will receive a reward of up to 5 million yuan per variety; Class II new drugs will receive a reward of up to 3 million yuan per variety; generic drugs will receive a reward of up to 500,000 yuan per variety; compound preparations based on classic traditional Chinese medicine formulas will receive a reward of up to 500,000 yuan per variety;Class III medical devices will receive a reward of up to 500,000 yuan per product. Drug marketing authorization holders are encouraged to appoint local modern pharmaceutical logistics enterprises as regional general agents to sell already marketed Class I and II new drugs; for contracts with a sales term of at least three years, a reward of 200,000 yuan per product will be granted.
VI. Strengthening Market Entities
(12) Support market entities in expanding and strengthening their operations. A reward of 10,000 yuan will be granted to enterprises newly included in the above-scale (above-threshold) statistical reporting. Biopharmaceutical enterprises whose operating revenue first reaches 50 million yuan, 100 million yuan, 500 million yuan, 1 billion yuan, or 2 billion yuan will be granted rewards of 20,000 yuan, 50,000 yuan, 250,000 yuan, 500,000 yuan, and 1 million yuan, respectively.Enterprises newly designated as national-level or provincial-level leading biopharmaceutical enterprises will receive rewards of 200,000 yuan and 100,000 yuan, respectively. Specialized cooperatives newly designated as national-level or provincial-level Chinese herbal medicine farmer cooperatives will receive subsidies of 100,000 yuan and 50,000 yuan, respectively, to cover infrastructure improvement and renovation costs.
(13) Support for Enterprise Listings. We will continue to promote capital increases, capacity expansion, and upgrading of key biopharmaceutical enterprises, enhancing their levels of intelligence, digitization, and energy conservation and emission reduction. Enterprises registered within the jurisdiction of Bazhong City that apply for an initial public offering (IPO) on major domestic or international capital markets will receive a one-time subsidy of 5 million yuan; those listed on the National Equities Exchange and Quotations (NEEQ, also known as the “New Third Board”) will receive a one-time subsidy of 500,000 yuan;enterprises newly relocating to Bazhong that list on major domestic or international capital markets will receive a 5 million yuan reward one year after relocation; enterprises newly relocating to our city that list on the National Equities Exchange and Quotations (NEEQ) will receive a 200,000 yuan reward one year after relocation; enterprises newly included in the Sichuan Provincial Listing Candidate Enterprise Resource Pool for cultivation and management will receive a one-time reward of 200,000 yuan.
VII. Strengthening the Attraction of Leading Enterprises
(14) Attracting Biopharmaceutical Enterprises. Relevant policy measures shall be implemented in accordance with the “Notice of the Bazhong Municipal People’s Government on Issuing the ‘Several Policy Measures for Bazhong City to Expand Opening-up and Promote Investment at a High Level’” (Bazhong Municipal Government Document [2022] No. 2).
VIII. Supporting the Development of Biopharmaceutical Industrial Parks
(15) Support the construction of biopharmaceutical industrial parks in all counties (districts). Biopharmaceutical enterprises across the city are encouraged to relocate to specialized biopharmaceutical industrial parks for clustered development. For major biopharmaceutical projects invested in such parks, where investment in production equipment exceeds 50 million yuan, a one-time subsidy of 1% of the production equipment investment will be provided, with a maximum of 10 million yuan;For biopharmaceutical enterprises leasing existing factory space within the parks for production, a rent subsidy equal to 50% of the annual rent will be provided for three years, with the annual subsidy for a single enterprise not exceeding 500,000 yuan; for supporting biopharmaceutical enterprises established in the parks, a one-time subsidy of 1% of the production equipment investment will be provided, with a maximum of 2 million yuan.
IX. Strengthening Medical Insurance Support
(16) Increase medical insurance support for the biopharmaceutical industry. Fully implement the requirements of the “Notice of the Sichuan Provincial Medical Security Bureau on Matters Concerning the Implementation of the ‘Interim Measures for the Management of Medicines under Basic Medical Insurance’” (Sichuan Medical Insurance Regulation [2021] No. 25), classify traditional Chinese medicine decoction pieces as Category A medicines under medical insurance, and classify traditional Chinese medicine formula granules as Category B medicines under medical insurance, while ensuring the dynamic maintenance of the medical insurance drug directory.
X. Facilitating Market Transactions
(17) Promote the construction of Chinese herbal medicine trading markets and pharmaceutical (herbal) warehousing and logistics bases. Encourage the establishment of Chinese herbal medicine trading markets; market operators will receive one-time rewards of 200,000 yuan, 400,000 yuan, or 800,000 yuan if the market’s annual total sales reach 500 million yuan, 1 billion yuan, or 2 billion yuan, respectively. For merchants operating within these markets, a rent subsidy equal to 50% of the annual rent will be provided for three years, with a maximum annual subsidy of 200,000 yuan per business entity;Support enterprises in building pharmaceutical (herbal) warehousing and logistics bases. For pharmaceutical logistics enterprises newly rated as 5A, 4A, 3A, or 2A, with dedicated pharmaceutical warehousing and logistics space exceeding 2,000 square meters, one-time rewards of 300,000 yuan, 200,000 yuan, 100,000 yuan, and 50,000 yuan will be granted, respectively.
(18) Encourage enterprises to expand sales channels. Encourage enterprises to establish online trading platforms; a one-time reward of 200,000 yuan will be granted for each sales platform with annual sales exceeding 100 million yuan; for drug varieties that win bids in national centralized bulk drug procurement with a procurement value exceeding 100 million yuan, a reward equal to 1% of the procurement value will be granted;For pharmaceuticals (including active pharmaceutical ingredients) and medical devices that have newly obtained approval from the U.S. Food and Drug Administration (FDA), the European Medicines Agency (EMA), the Pharmaceuticals and Medical Devices Agency (PMDA) of Japan, the World Health Organization (WHO), or other similar agencies, and have secured overseas marketing authorization, a reward of up to 1 million yuan will be granted per product, with a maximum of 5 million yuan per enterprise.
The implementing entity for the rewards, subsidies, and grants covered by these policy measures is the corresponding level of the beneficiary government. Unless explicitly stated otherwise, all amounts mentioned in these policy measures are in Renminbi (RMB). These policy measures apply to enterprises, relevant public institutions, social organizations, or private non-enterprise entities registered within the city that possess independent legal person status and are engaged in biomedical research, development, production, and services. Where these policies overlap with other similar policies in the city, the principle of “choosing the higher benefit and avoiding duplication” shall apply.
These policy measures shall take effect on October 15, 2022, and remain valid for five years.
