Implementation Plan for the China (Meishan) Cross-Border E-Commerce Comprehensive Pilot Zone

To implement the spirit of the “Opinions of the General Office of the State Council on Accelerating the Development of New Forms and Models of Foreign Trade” (State Council General Office Document [2021] No. 24) and the “State Council’s Approval on the Establishment of Comprehensive Cross-Border E-Commerce Pilot Zones in 27 Cities and Regions, Including Ordos” (State Council Document [2022] No. 8),this Implementation Plan is formulated to comprehensively advance the construction of the China (Meishan) Cross-Border E-Commerce Comprehensive Pilot Zone (hereinafter referred to as the Meishan Pilot Zone).

I. General Requirements

(1) Guiding Principles.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and all plenary sessions of the 19th Central Committee. Grounded in the new stage of development, we will implement the new development philosophy, integrate into the new development paradigm, and promote high-quality development. We will earnestly implement the Provincial Party Committee’s overarching work approach of “emphasizing politics, focusing on development, improving people’s livelihoods, and ensuring security,” seize the strategic opportunities presented by the construction of the Chengdu-Chongqing Dual-City Economic Circle and the integrated development of Chengdu, Deyang, Meishan, and Ziyang,focus on the strategic positioning of “revitalizing the city through openness,” and rely on platforms such as the Meishan International Railway Port, the National Import Trade Promotion and Innovation Demonstration Zone, the Bonded Logistics Center (Type B),and the National Processing Trade Industrial Park as key pillars. We will maintain the rapid growth momentum of Meishan’s foreign trade, replicate and promote the proven practices from the first five batches of Cross-Border E-Commerce Comprehensive Pilot Zones, and emphasize the synergies of openness, reform, innovation, and industrial integration to advance the liberalization, facilitation, standardization, and business-friendly development of Meishan’s cross-border e-commerce.

(2) Basic Principles.

Adhere to market-driven principles with government guidance. Fully leverage the decisive role of the market in resource allocation, strengthen the central role of enterprises in development, and increase the proportion of cross-border e-commerce applications within Meishan’s modern industrial system—including new energy and new materials, electronic information, machinery and high-end equipment manufacturing, and biomedicine. Promote the integrated development of cross-border e-commerce with distinctive industries such as cultural tourism and wellness, Sichuan-style seasonings, and pickled foods.Leverage the government’s guiding role in policy innovation and the business environment, intensify efforts to attract enterprises in manufacturing, e-commerce platforms, warehousing, and logistics, and build a favorable ecosystem conducive to the development of cross-border e-commerce.

Adhere to regulatory innovation and integrated development. In accordance with the principle of “encouraging innovation and adopting a tolerant yet prudent approach,” further streamline procedures and reduce approvals in logistics, warehousing, and customs clearance, while improving policy measures such as integrated customs clearance and information sharing. Strengthen horizontal coordination and policy alignment among departments including commerce, customs, taxation, foreign exchange management, and finance to form a synergistic force for advancement.

Adhere to open cooperation and coordinated development. Leverage resources from international sister cities such as Moscow Oblast in Russia and Chiang Mai Province in Thailand to promote foreign trade and economic exchanges as well as personnel exchanges. Strengthen resource sharing and complementary advantages with cross-border e-commerce comprehensive pilot zones in cities such as Chengdu, Deyang, and Mianyang to achieve regional and policy coordination.

(3) Development Goals.

Through 3–5 years of reform and innovation, we will essentially establish a cross-border e-commerce public service platform (hereinafter referred to as the “Public Service Platform”) and offline industrial parks. We will improve systems for cross-border e-commerce information sharing, financial services, smart logistics, e-commerce credit, statistical monitoring, and risk prevention and control. We will gradually explore a set of replicable and scalable practices tailored to local economic characteristics, forming a cross-border e-commerce development framework that integrates online and offline operations, balances imports and exports, and facilitates the efficient flow of domestic and international resources.Leveraging the two major consumer hub cities of Chengdu and Chongqing, we will establish a distribution hub for cross-border e-commerce imports serving Southwest China; leveraging the Meishan International Railway Port, we will establish a hub for the export of specialty products from Southwest China.

By 2023, we will establish and operate a public service platform serving no fewer than 50 enterprises; attract and cultivate at least 100 entities, including cross-border e-commerce platforms, sellers, overseas warehouses, and service providers; recruit and train 500 specialized professionals; and achieve a citywide cross-border e-commerce import and export volume exceeding 200 million yuan.

By 2025, we will cultivate at least two cross-border e-commerce industrial parks with comprehensive supporting facilities, distinct characteristics, and clustered development; establish at least three cross-border e-commerce industrial belts that highlight Meishan’s unique features and pursue complementary, coordinated development; and create at least five independent cross-border e-commerce websites. The city’s annual cross-border e-commerce import and export volume will reach 1.5 billion yuan.

(IV) Scope of Implementation.

Offline Scope: Across the entire Meishan region, establish a “One Core, Two Zones, Six Collaboration Areas” cross-border e-commerce integrated development framework. “One Core”: Shigou Core Development Zone, to be developed as a hub for cross-border e-commerce headquarters economy. “Two Zones”: Meidong New City Area and Meishan International Railway Port Area, to be developed as offline cross-border e-commerce industrial parks and regional cross-border e-commerce distribution centers.“Six Collaborative Zones”: Dongpo District, Pengshan District, Renshou County, Hongya County, Danzhen County, and Qingshen County, where each district (county) will develop key support zones, industrial development zones, and pilot application zones for cross-border e-commerce.

Online Scope: The scope of the Meishan Public Service Platform covers all market entities registered or filed on the platform that engage in cross-border e-commerce import and export operations and services.

II. Main Tasks

(5) Establish an Online Public Service Platform. By integrating with the existing cross-border e-commerce customs clearance and export tax refund functions of the China (Sichuan) International Trade “Single Window,” establish the China (Meishan) Cross-Border E-Commerce Public Service Platform. This platform will provide a “one-stop” service integrating customs clearance, logistics, tax refunds (exemptions), payments, financing, risk control, and talent training for all market entities engaged in cross-border e-commerce import and export operations.Provide standardized data interfaces for regulatory authorities and market entities; establish and improve the filing mechanisms for cross-border e-commerce market entities and goods; attract comprehensive foreign trade service enterprises, financial institutions, and warehousing and logistics companies to set up operations; achieve interconnectivity between the public service platform and the China (Sichuan) International Trade “Single Window”; and promote real-time information sharing and collaborative operations.

(6) Build an offline comprehensive support platform. Adopting a “one core, two zones, multiple points” layout, and relying on the Meishan Bonded Logistics Center (Type B), which is currently under application, introduce and cultivate a group of leading cross-border e-commerce enterprises in the Meidong New City area and the Meishan International Railway Port area to create an offline industrial cluster with complete functions, distinctive characteristics, and standardized management.Counties (districts) across Meishan City will leverage their own industrial foundations and collaborate with cross-border e-commerce platform enterprises and comprehensive foreign trade service enterprises to cultivate cross-border e-commerce entities, thereby promoting the integrated development of online and offline cross-border e-commerce.

(7) Establish an information-sharing system. Relying on the public service platform and adhering to the principle of “single-point access and one-stop service,” promote information interconnectivity among government departments, financial institutions, e-commerce enterprises, and logistics companies. This will establish an information-sharing system where enterprises submit a single application, and relevant departments and multiple stages exchange information, mutually recognize regulatory compliance, and cooperate in law enforcement.

(8) Establish a financial service system. Focus on enhancing the level of financial services for cross-border e-commerce and formulate a list of financial support measures for the China (Meishan) Cross-Border E-Commerce Comprehensive Pilot Zone. Under the premise of controllable risks, encourage qualified non-bank payment institutions to provide online payment and settlement services for cross-border e-commerce transactions. Encourage insurance institutions to innovate insurance products tailored to cross-border e-commerce operations and actively explore new models of export credit insurance and collateralized financing under the “cross-border e-commerce + overseas warehouses” framework.Encourage financial institutions to leverage big data from the cross-border e-commerce online public service platform to provide enterprises with good credit standing with services such as credit loans, foreign trade accounts receivable financing, tax refund financing, warehouse receipt financing, credit insurance policy financing, and advance payment of tax refunds. Support and cultivate qualified banks within the jurisdiction to provide cross-border e-commerce enterprises with efficient, secure, and low-cost foreign exchange settlement services based on electronic transaction information, similar to payment institutions.

(9) Establish a smart logistics system. Leverage Meishan’s proximity to international airports and its dense network of rail and road infrastructure to build an international modern logistics system.Advance the construction of the Meishan International Railway Port, creating multiple functional zones such as a multimodal transport hub, smart commerce and logistics, international cold-chain logistics and processing, and a modern grain distribution zone. Make every effort to develop the Meishan International Railway Port into a modern logistics hub that is rooted in the Chengdu-Meishan region, integrated into the Chengdu-Chongqing economic zone, serves Southwest China, facilitates nationwide connectivity, and links to the international market, thereby organically integrating into the national “corridor + hub + network” modern logistics operation system.We will precisely target and attract leading enterprises—including those ranked among the World’s Top 100 Logistics Companies, China’s Top 50 Logistics Companies, 5A-rated logistics enterprises, and listed logistics companies—to establish operations in Meishan. We will vigorously cultivate a cohort of local logistics enterprises and leverage technologies such as cloud computing, the Internet of Things (IoT), and big data, along with existing public logistics information platforms, to form a cross-border logistics distribution and operational service system characterized by rational layout, clear hierarchy, seamless connectivity, and comprehensive functionality.

(10) Establish an E-commerce Credit System. Explore the establishment of a cross-border e-commerce credit information database, along with systems for credit evaluation, credit supervision, and negative lists. Record and accumulate basic data on cross-border e-commerce enterprises, platform operators, logistics companies, and other comprehensive service providers. Promote the implementation of categorized supervision, inter-departmental data sharing, and orderly disclosure of e-commerce information. Utilize big data to gradually address issues such as counterfeit and substandard goods in cross-border e-commerce and integrity concerns among certain merchants.

(11) Establish a statistical monitoring system. Relying on the Meishan Public Service Platform, establish a comprehensive, multi-dimensional statistical monitoring system and management framework for cross-border e-commerce. Promote the comprehensive collection of business operation data from cross-border e-commerce enterprises, and aggregate and analyze data on the industrial distribution, import and export of goods, customs declarations, and logistics operations within Meishan’s cross-border e-commerce sector to enhance the scientific rigor of statistical monitoring and analysis.

(12) Establish a risk prevention and control system.Strengthen risk monitoring of key cross-border e-commerce processes and reform and innovation initiatives. Explore the establishment of mechanisms for risk information collection, assessment and analysis, and early warning and response to effectively mitigate economic risks associated with non-genuine trade and money laundering, as well as technical risks related to data storage, payment transactions, and cybersecurity, thereby ensuring national security, cybersecurity, transaction security, and product quality safety. Establish an international market risk early warning mechanism to promptly collect and announce information on potential trade frictions and policy trends in international markets. Strengthen intellectual property protection in cross-border e-commerce and explore the establishment of an overseas intellectual property rights protection assistance mechanism.

(13) Cultivate and Strengthen Market Entities. Intensify efforts to attract investment and support the establishment of key projects in the Meishan Tianfu New Area. Deepen cooperation with well-known cross-border e-commerce platforms to foster a group of model cross-border e-commerce enterprises and key service projects, thereby establishing a comprehensive cross-border e-commerce industrial chain and ecosystem. Increase support for the incubation and development of small and medium-sized cross-border e-commerce sellers, encouraging enterprises to actively pursue business model innovation, service innovation, and technological innovation, and to move toward the high-end of the industrial chain, such as R&D, design, and brand marketing.Support the collaboration of specialty industries—such as bamboo weaving, pickles, and convenience foods—with cross-border e-commerce platforms and enterprises, leveraging overseas warehouses for inventory preparation to expand international marketing channels.Explore new foreign trade models, such as cross-border e-commerce, to enter international markets in sectors including new energy and new materials, electronics and information technology, machinery and high-end equipment manufacturing, and biopharmaceuticals. Fully leverage the strengths of industry associations—their proximity to enterprises, deep industry knowledge, and nationwide connectivity—to promptly gather industry trends and actual business needs, and to convey relevant policies and measures to enterprises in a timely, accurate, and comprehensive manner, thereby effectively serving as a bridge.

(14) Promote business model innovation. Actively apply for the Meishan Bonded Logistics Center (Type B), strengthen coordination with the National Import Trade Promotion and Innovation Demonstration Zone, increase imports of flagship products such as affordable luxury goods, cosmeceuticals, pet supplies, and maternal and infant products, and support the conduct of live-streaming events from bonded warehouses. Support enterprises in establishing “one-stop” bonded display areas for imported goods within the Bonded Logistics Center (Type B).Launch bonded retail import operations for online purchases (Customs supervision code 1210), vigorously develop the “front-store, back-warehouse + rapid delivery” model, and explore the establishment of cross-border e-commerce online-to-offline (O2O) experience stores in major commercial districts and tourist attractions such as Tianfu Legoland, Dongpo Impression Water Street, Sino-Japanese International Health and Wellness City, and the Three Su Shrine. This will create new consumption scenarios such as “cross-border e-commerce + core commercial districts” and ““Cross-border E-commerce + Cultural Tourism” to enrich the supply of high-quality consumer goods and elevate the city’s consumer culture. Leveraging the Meishan International Railway Port, promote the use of international freight trains for the import and export of cross-border e-commerce products. Through the “bulk commodity exports + cross-border e-commerce small-package imports” transport model, reduce the return-trip vacancy rate of international freight trains and improve operational efficiency.

(15) Promote innovation in regulatory models. Develop a list of institutional innovations for the China (Meishan) Cross-Border E-Commerce Comprehensive Pilot Zone, with a focus on intensifying efforts to explore the development of a business-to-business (B2B) export ecosystem for cross-border e-commerce enterprises. Fully leverage the port resources of Chengdu Shuangliu International Airport and Tianfu International Airport to explore innovative regulatory models such as “cross-border e-commerce + transit,” thereby driving the industrial development of the Meishan Pilot Zone.

(16) Accelerate the deployment of an “overseas warehouse” network. Guide enterprises to establish overseas warehouses—either through self-construction or cooperation with third parties—along the “Belt and Road” routes, the China-Europe Railway Express routes, and in member countries of the Regional Comprehensive Economic Partnership (RCEP). Support Meishan enterprises and brands in effectively utilizing Sichuan’s provincial public overseas warehouses as channels for expanding into international markets, vigorously develop inventory-stocking models supported by overseas warehouses, enhance customer experience, and broaden product categories.Improve the service standards of overseas warehouses and guide them to expand into comprehensive service functions such as repairs, returns and exchanges, financial services, and consulting. Encourage cross-border e-commerce enterprises to use overseas warehouses to open overseas brand flagship stores, operate online flagship stores for leading brands on behalf of others, or build their own e-commerce platforms.

(17) Establish a Talent Support System. Focus on attracting cross-border e-commerce incubators and training service providers, and promote the development of cross-border e-commerce incubation platforms such as innovation and entrepreneurship bases and co-working spaces. Encourage higher education institutions in Meishan to offer cross-border e-commerce-related courses and foster entrepreneurial and technically skilled talent in the sector. Strengthen industry-academia collaboration and encourage enterprises to develop customized training programs for cross-border e-commerce professionals with multidisciplinary skills. Establish a Meishan cross-border e-commerce expert think tank and talent database, and build a recruitment and management service platform for cross-border e-commerce talent.

III. Support Measures

(18) Strengthen Organizational Leadership. Establish a Leading Group for the Construction of the China (Meishan) Cross-Border E-Commerce Comprehensive Pilot Zone to enhance organizational leadership and coordination for the pilot zone’s development. This group will organize and advance all tasks, address major issues related to the pilot zone’s construction, and steadily promote the innovative development of the comprehensive pilot zone.

(19) Strengthen the Implementation of Responsibilities. Develop a list of responsibilities for each relevant department and unit, further refine tasks, formulate work plans and division of labor arrangements, adhere to a development-needs and problem-oriented approach, focus on resolving prominent difficulties and issues encountered in the construction of the Meishan Comprehensive Pilot Zone, conduct regular supervision and inspections, and ensure that all tasks are implemented thoroughly and effectively.

(20) Strengthen Policy Support. Meishan City shall draw on the successful experiences and practices of comprehensive pilot zones in advanced regions to formulate and introduce special policies and supporting measures to support the development of the Meishan Comprehensive Pilot Zone. It shall increase support in areas such as the construction of comprehensive service platforms and industrial parks, the cultivation of market entities, financing and loans, logistics infrastructure, overseas warehouse construction, and talent development, while guiding and leveraging capital investments from the financial sector and social resources.Relevant county (district) governments are encouraged to formulate support policies tailored to their local conditions to assist in the construction and operational management of cross-border e-commerce parks and major projects. Should other significant matters requiring support arise during the implementation of this plan, Meishan City may adopt a “case-by-case” approach to study and resolve them.
