Several measures to support the development of construction enterprises in Leshan City

To thoroughly implement the strategic decisions of the Central Committee of the Communist Party of China and the State Council regarding the promotion of high-quality development, as well as the deployment requirements of the Provincial Party Committee and Provincial Government concerning the construction of a “strong province in construction,” and to promote the industrial restructuring and transformation and upgrading of our city’s construction industry while advancing its high-quality development, the following policy measures are formulated in accordance with the spirit of the “Notice of the General Office of the People’s Government of Sichuan Province on Issuing Ten Measures to Support the Development of Construction Enterprises” (Chuan Ban Gui [2022] No. 5), and in light of our city’s actual conditions.

I. Supporting Enterprises to Grow Larger and Stronger

(1) Cultivating and Developing Leading Enterprises. For construction enterprises, a one-time financial reward of 1 million yuan, 500,000 yuan, 200,000 yuan, 100,000 yuan, or 50,000 yuan will be granted to those whose annual construction revenue reaches the thresholds of 10 billion yuan, 5 billion yuan, 2 billion yuan, 1 billion yuan, or 500 million yuan for the first time.Actively foster “specialized, refined, distinctive, and innovative” enterprises in fields such as building-integrated photovoltaics, seismic isolation and vibration reduction, power transmission and transformation, traditional-style architecture, pressure pipelines, civil air defense projects, environmental protection projects, and smart building systems. Construction enterprises with an annual revenue growth rate of 20% or higher and exceeding 100 million yuan will receive a one-time financial reward of 50,000 yuan.

Construction enterprises that meet the eligibility criteria for our city’s “14th Five-Year Plan” policies on “conversion to corporate entities and scaling up” will be supported in applying for and obtaining confirmation through the prescribed procedures to receive corresponding rewards.

(2) Encourage enterprises to strive for excellence. Construction enterprises that win the National Luban Award, the Gold Award of the National Quality Engineering Award, or the Silver Award of the National Quality Engineering Award shall be granted one-time rewards of 800,000 yuan, 400,000 yuan, and 200,000 yuan, respectively; those that win the Gold Award or Silver Award of the provincial-level “Tianfu Cup” Quality Engineering Award shall be granted one-time rewards of 200,000 yuan and 100,000 yuan, respectively; and those that win a provincial-level or higher Quality Structural Engineering Award shall be granted a one-time reward of 100,000 yuan;A one-time reward of 50,000 yuan and 30,000 yuan will be granted for winning the municipal-level “Jiazhou Cup” Gold Award and Silver Award, respectively. If a single project receives awards of the same nature but at different levels, the reward corresponding to the highest level will be granted. Contractors are encouraged to specify in construction contracts that, upon a project receiving national, provincial, or municipal-level quality engineering awards, the general contractor shall be granted a compensation reward equivalent to a certain percentage of the project’s construction and installation cost (for tendered projects, based on the tender control price; for non-tendered projects, based on the contract price).

(3) Promote strategic cooperation among enterprises. Key local enterprises are encouraged to form consortia with large construction firms entering Leshan to bid on key infrastructure projects. For government-invested projects that meet tender requirements, the contract may explicitly require the contractor to select trustworthy construction enterprises as subcontractors.Establish a system for publishing a list of opportunities for state-invested construction projects. After the formulation of state-invested project plans, sectoral departments such as Housing and Urban-Rural Development, Transportation, Water Resources, Health, Education, and Sports shall be responsible for compiling the project list. This list shall be released through centralized press conferences or regular industry-wide announcements (no fewer than twice a year), and high-quality construction, design, and consulting firms shall be encouraged to actively participate in project development.Support qualified leading enterprises (in fields such as design, construction, municipal engineering, power, water conservancy, and highways) to take the lead in exploring the establishment of a “Grand Construction” group through equity diversification and other means, thereby creating a development community.

(4) Strengthen Talent Development. Support construction enterprises in collaborating with vocational colleges and research institutions to establish training bases for construction workers; encourage vocational colleges to offer construction-related majors and technical skills training for workers; support industry associations in serving as bridges and links to organize practical skills enhancement for construction workers, promote the spirit of craftsmanship, and build construction labor service brands. Encourage and guide labor crews or construction workers with certain technical and management capabilities to establish specialized contracting firms, thereby becoming the main workforce in the construction industry.Increase efforts to attract talent to construction enterprises. For employees of construction enterprises who meet the relevant talent recruitment policies of counties (cities, districts), support them in applying for and obtaining confirmation through established procedures to enjoy corresponding benefits. Fully undertake the work delegated by provincial authorities regarding safety management personnel’s work safety assessments and operational qualification assessments for special operations personnel in construction. Organize assessments in a timely manner based on registration status, conducting them at least once per quarter.

(5) Actively Promote Green Buildings. Government and socially-invested projects are encouraged to advance green building construction in accordance with the “Sichuan Provincial Green Building Evaluation Standard” and the “Leshan City Green Building Creation Action Implementation Plan.” Support will be provided for the application of provincial-level urban and rural construction development special funds for two-star and three-star green building projects, ultra-low energy consumption building projects, as well as demonstration projects featuring high prefabrication rates and smart construction.For construction project land supplied through land grants, the project’s prefabrication rate shall be specified during the land grant process; for government-invested public building projects supplied through land allocation, the project must adopt prefabricated construction methods across the entire project, with a prefabrication rate of 50% or higher.

Enterprises designated as national-level prefabricated building industrial bases, engineering application production bases, or R&D production bases (private sector) shall receive one-time rewards of 1 million yuan, 500,000 yuan, and 500,000 yuan, respectively; those designated as provincial-level prefabricated building industrial bases, engineering application production bases, or R&D production bases (private sector) shall receive one-time rewards of 500,000 yuan, 200,000 yuan, and 200,000 yuan, respectively. Actively promote engineering general contracting and cultivate the engineering general contracting market.

II. Continuously Optimizing the Business Environment

(6) Optimize the market business environment. Implement the “separation of evaluation and award” system, as well as contactless bid opening and remote off-site bid evaluation. Fully enforce the principal responsibility of tenderers, standardize the setting of conditions regarding personnel, performance, awards, and credit in tender documents, and implement comprehensive evaluations based on multiple factors including technology, quality, safety, environmental protection, price, and credit. Deepen the special rectification campaign targeting the “three types of illegal subcontracting and one form of certificate lending” (illegal contracting, illegal subcontracting,subcontracting, and certificate lending) in the construction market, continue to conduct dynamic verification of construction enterprise qualifications, and severely crack down on illegal activities such as bid-buying, bid-selling, bid-rigging, bid-collusion, and “certificate lending” by registered personnel. Strengthen supervision and management of bidders’ contract performance, implement differentiated management for dishonest bidders and tendering agencies, and place those with serious violations on a “blacklist” to maintain order in the construction market.

(7) Promote Joint Development with Real Estate Enterprises.For real estate development projects undertaken by construction enterprises included in the statistical system, presale funds shall be withdrawn and utilized by the enterprise in proportion to its credit rating and project progress milestones. For socially invested projects that voluntarily adopt prefabricated construction, when determining the floor area ratio (FAR), if the prefabrication rate reaches 35% or higher, the wall sections constructed using prefabricated components shall not be included in the plot’s FAR, with the maximum allowance not exceeding 3% of the total floor area;Land transfer fees may be paid in installments (with a payment period not exceeding one year). The initial installment must be no less than 50% of the total land transfer fee, and payment must be made within 30 days of signing the land transfer contract; only then may approval procedures for development and construction be processed for the paid portion.

III. Effectively Reducing the Burden on Enterprises

(8) Focus on reducing the burden on enterprises.Strictly enforce the relevant limits and refund regulations for various types of security deposits, and thoroughly implement floating-rate management of the deposit ratio for migrant worker wage security deposits. Project entities (both parties) that have not incurred wage arrears are permitted to replace the cash migrant worker wage security deposit they have already paid with bank guarantees, surety bonds, or guarantee insurance in advance; project entities are permitted to process cash refunds in accordance with the migrant worker wage security deposit refund procedures after passing the final acceptance inspection, and to assist in unlocking certificates for personnel involved in construction project certificate locking.Construction entities shall settle and pay project funds in accordance with the measurement cycles or project progress specified in the contract. Construction entities shall not use the audit conclusions of audit authorities as the basis for final settlement, nor shall they delay project settlement, withhold project payments, or fail to refund quality retention deposits on the grounds that the audit has not been completed. In principle, settlement shall be completed within one year after the project passes final acceptance.

(9) Support the expansion of financing channels. Establish and improve the government-bank-enterprise cooperation mechanism; encourage financial institutions to innovate and develop financial products tailored to the characteristics of the construction industry; and vigorously promote various financing methods such as accounts receivable pledges, supply chain financing, and insurance-backed financing to help enterprises broaden their financing channels.Encourage financial institutions, under the principles of marketization and the rule of law, to maintain and renew loans for construction enterprises with normal operations that are experiencing short-term difficulties; for financing related to infrastructure projects involving people’s livelihoods, transportation, water conservancy, education, municipal works, and public services, financial institutions shall prioritize the issuance of project loans and working capital loans, provided that the normal credit approval requirements are met;Support government-backed financing guarantee companies, affiliates of construction enterprises, or third-party entities in providing value-added guarantee services (such as guarantees and counter-guarantees) to creditworthy construction enterprises, as well as those undertaking government-invested projects or projects for state-owned enterprises, and appropriately reduce guarantee fees to lower enterprises’ financing costs.

IV. Improving the Enterprise Service Mechanism

(10) Promote the development of the outward-oriented economy. Support construction enterprises in seizing development opportunities presented by the Belt and Road Initiative, major domestic infrastructure projects, new infrastructure initiatives, the New Era Western Development Strategy, and the construction of the Chengdu-Chongqing Economic Circle. Strengthen exchanges and strategic cooperation with key provinces (cities, districts), organize specialized promotional and exchange activities, and encourage construction enterprises to “go global.”Support labor-exporting regions and construction labor enterprises with good credit standing in establishing long-term strategic partnerships with central state-owned enterprises and large state-owned enterprises, providing a stable labor supply, expanding market influence, and enhancing the efficiency and quality of construction labor services.Local governments are encouraged to provide one-time financial incentives of 500,000 yuan, 100,000 yuan, 50,000 yuan, and 30,000 yuan, respectively, to “going global” construction enterprises whose annual revenue from projects outside the province or overseas exceeds 500 million yuan, 100 million yuan, 50 million yuan, and 30 million yuan for the first time (with overseas revenue in foreign currency converted to the equivalent in RMB).

(11) Improve the credit system for the construction market.Establish and improve the credit supervision system for the construction market, refine the credit evaluation management measures for general contractors in construction, foster a market environment that provides positive incentives for trustworthy enterprises and imposes penalties for dishonest behavior, maintain records of misconduct, regularly publish blacklists of credit violations in the construction market, and standardize market order. Use enterprise credit evaluation results as an important basis for daily supervision and apply them to bidding activities, administrative licensing, policy support, financing, and award evaluations to promote honest business practices among construction enterprises.

(12) Promote the development of headquarters bases. Support counties (cities, districts) in formulating preferential policies regarding land use, finance, talent recruitment, employee housing, and children’s education to attract central state-owned enterprises, state-owned enterprises, and well-known private construction enterprises to establish headquarters or regional centers in our city. Introduce and cultivate a group of backbone enterprises spanning the entire construction industry value chain—integrating investment, financing, construction, and operation—to enhance communication and collaboration among enterprises, foster joint development, strengthen corporate identity and cohesion, and inject new vitality into the construction industry.

V. Supplementary Provisions

(13) The People’s Governments of all counties (cities, districts) and relevant industry departments shall assume full responsibility for coordinating, supervising, and ensuring the achievement of construction output targets. Total construction output value shall be incorporated into target performance evaluations, with strengthened operational scheduling and process monitoring to ensure the implementation of these measures.

(14) All construction enterprises eligible for the incentives and subsidies under this policy must have fulfilled their tax obligations in accordance with the law and be included in the statistical reporting system. Any enterprise (or unit) that, during the policy support period, is involved in a major safety accident, a major environmental pollution incident, serious violations of laws and regulations, or serious acts of bad faith shall not be eligible for the aforementioned policies. Where other municipal support policies conflict with the measures in this policy, support shall be provided in accordance with the principle of “choosing the higher amount without duplication”; where national or provincial policies provide otherwise, such provisions shall prevail.

(15) Where the source of incentive funds is not explicitly specified in this policy: for enterprises registered outside of delegated-authority counties, the incentive funds shall be shared by the municipal and county finances in a 25%:75% ratio; for enterprises registered within delegated-authority counties, the incentive funds shall be fully borne by the county-level finance.The funds to be borne by the municipal government shall be allocated to the counties (cities, districts), and Leshan High-Tech Zone through transfer payments, and the awards and subsidies shall be disbursed by the respective counties (cities, districts) and Leshan High-Tech Zone. The relevant counties (cities, districts) may formulate implementation rules based on local conditions.

(16) These policy measures shall take effect from the date of issuance and remain valid for five years.
