To the People’s Governments of all cities (prefectures), relevant departments of the Provincial Government, relevant directly affiliated agencies, and relevant units:
To implement the spirit of the “Guiding Opinions on Promoting the Orderly Transfer of Manufacturing” (MIIT Joint Policy Document [2021] No. 215) issued by 10 departments including the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Science and Technology, and to promote the active and orderly reception of manufacturing transfers in our province, the following implementation opinions are hereby put forward with the approval of the Provincial Government.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and all plenary sessions of the 19th Central Committee; thoroughly implement the important instructions given by General Secretary Xi Jinping during his inspection tour of Sichuan; fully implement the spirit of the 12th Provincial Party Congress; fully, accurately, and comprehensively implement the new development philosophy; give full play to the leading role of new industrialization; accelerate the implementation of the strategy to build a manufacturing powerhouse; highlight the advantages of clean energy; focus on accelerating the construction of a modern industrial system; and actively undertake the orderly transfer of manufacturing industries,with a focus on attracting green and low-carbon industries and enterprises that feature low resource consumption, minimal environmental impact, high technological content, strong output efficiency, and sustainable development, thereby providing a strong guarantee for advancing the governance and revitalization of Sichuan to a new level.
By 2027, the environment for receiving industrial transfers will be significantly improved and the capacity for such transfers will be markedly enhanced. We will strive to establish a national-level demonstration zone for receiving industrial transfers, build a number of provincial-level demonstration zones and jointly developed industrial transfer demonstration parks, and create world-class industrial clusters in electronic information, major equipment manufacturing, new energy vehicles and power batteries, and distinctive consumer goods. We will also build nationally important industrial bases for advanced materials, energy and chemical industries, automobiles, and pharmaceuticals and healthcare, as well as concentrated zones for green and low-carbon industries with competitive advantages.
II. Orderly Reception of Industrial Gradient Transfer
(1) Vigorously Accept Green and Low-Carbon Industries.We will firmly seize the opportunity presented by the national shift from “dual control” of energy consumption to “dual control” of carbon emissions. We will transform Sichuan’s abundant clean energy resources—including hydropower, wind power, solar power, and natural gas—into advantages for high-quality development. We will actively attract and develop energy-intensive industries that comply with ecological and environmental zoning requirements as well as standards for environmental protection, energy efficiency, and workplace safety. Leveraging our early-mover advantages in crystalline silicon manufacturing and lithium battery materials, we will focus on strengthening industrial chains and vigorously develop the crystalline silicon photovoltaic industry, as well as the lithium battery materials and cell manufacturing sectors.We will build the Chengdu-Chongqing National Hub Node of the National Integrated Computing Power Network, accelerate the construction of the Tianfu Data Center Cluster, undertake the national “East Data, West Computing” initiative, and continue to develop a big data industry cluster centered on Chengdu, integrating Eastern Sichuan (Dazhou, Nanchong), Southern Sichuan (Yibin, Luzhou), Western Sichuan (Ya’an, Leshan),Northern Sichuan (Deyang, Mianyang), forming a concentrated development pattern for the big data industry and fostering a major national growth pole for the sector. Focus on critical gaps in the industrial chain, deepen the comprehensive development and utilization of vanadium-titanium resources, and foster the development of downstream industries producing high-end vanadium-titanium products, functional materials, and specialty components. Optimize the layout of the power battery industrial chain and supply chain, and build a cross-regional industrial ecosystem centered on leading enterprises in the sector.Adhere to the development direction of electrification, connectivity, and intelligence to build a nationally significant R&D and manufacturing base for new energy vehicles. Support the high-quality introduction and development of green fine chemical industries in major natural gas production areas. (2) Encourage the Attraction of Technology-Intensive Industries. Focusing on cutting-edge fields of new technologies and industries, we will actively leverage market forces to encourage regions rich in innovation factors and with a strong industrial foundation—such as the Chengdu Plain—to attract and introduce a batch of innovative R&D and industrial application projects characterized by significant technological spillover and strong penetration capabilities. Centered on the medical equipment and biopharmaceutical sectors, with a focus on innovative drugs and medical devices, we will foster the development of modern medical industries and cultivate distinctive and competitive industries in dental medical devices.Proactively align with and serve national strategies by developing high-end chip design industries, advanced wafer manufacturing, and packaging and testing industries, while fostering distinctive processes such as compound semiconductors, mixed-signal circuits, and high-power device manufacturing.Support the introduction of high-generation panel production lines and attract the establishment of R&D and industrialization projects for next-generation display technologies. Leveraging the construction of the Sichuan-Tibet Railway, introduce and optimize the province’s rail transit and related equipment manufacturing industries, and undertake the development of high-end CNC machine tools, industrial robots, additive manufacturing, and intelligent sensing and control industries. (3) Orderly Reception of Labor-Intensive Industries. Encourage regions with abundant highly skilled talent and convenient transportation access—such as the Chengdu Plain, Southern Sichuan, and Northeastern Sichuan—to orderly receive consumer goods industries (including green food, light industry and textiles, and green home furnishings) and labor-intensive electronics processing industries with significant employment demand, thereby cultivating competitive advantages in specialty products. Actively introduce enterprises and projects capable of digital empowerment, industry leadership, and brand development to drive the transformation and upgrading of traditional labor-intensive industries toward digitalization, intelligentization, high-end development, and branding.To meet the demands of consumption upgrading, attract leading enterprises engaged in intelligent production and high-end product development, and foster the deep processing of agricultural products as well as the smart home and smart home appliance industries. Focus on the high-end segments of the textile and leather footwear industries; in response to consumer demands for functionality, fashion, and sustainability, attract and develop projects involving high-end design, personalized customization, and end-to-end information integration. (4) Guide the coordinated transfer of production-oriented services and manufacturing. Capitalizing on Sichuan’s foundational strengths in equipment manufacturing and electronic information industries, and aiming to drive high-end industrial transformation toward digital empowerment, green and low-carbon development, and service-driven value-added growth, we will guide the coordinated transfer of production-oriented services—such as software development, information services, and industrial design—alongside manufacturing.Centering on distinctive and competitive industries such as aviation equipment, rail transit, and energy equipment, and focusing on critical missing links such as R&D and design, operation and maintenance services, and testing and certification, we will prioritize the introduction of large leading enterprises with capabilities in system integration, software development, and industrial design. We will support the expansion of their business scope, the development of smart terminal operating systems, the research and development of industrial software, and the improvement of information services to drive the industry toward the high end of the value chain. (5) Actively Attract High-Quality Enterprises and Related Industries. We will conduct investment promotion work in a thorough and meticulous manner, continuously monitoring the development trends of Fortune Global 500, China’s Top 500, China’s Top 500 Private Enterprises, and leading national manufacturing enterprises. We will establish and improve a “concierge service” mechanism for key enterprises and projects, providing priority support in terms of land, capital, and other resources, as well as policies, and implementing tax policies in accordance with the law.Continuously improve the business environment, and wholeheartedly facilitate the relocation of enterprises and industries, attracting high-quality enterprises willing to lead the orderly transfer of related industries to our province. III. Orderly Promotion of Industrial Transfer in Key Regions
(6) Promote high-quality industrial relocation in the Chengdu Metropolitan Area. Support the Chengdu Metropolitan Area in building a national regional base for high-tech industries and advanced manufacturing. Leverage the radiating influence of Chengdu as a central city to drive the coordinated development of the Chengdu Metropolitan Area through the optimization and upgrading of industrial chains and the decentralization of functions.Accelerate the construction of the National Southwest Regional Emergency Rescue Center and Material Reserve Center, optimize the deployment of resources, and establish a 2-hour emergency response zone. Establish a cross-regional coordination mechanism for the allocation of disaster relief supplies to enhance the region’s comprehensive support capabilities. Encourage the four cities of Chengdu, Deyang, Meishan, and Ziyang to engage in reasonable division of labor, cooperate in building industrial platforms, and form close industrial collaborative relationships. Orderly relocate general manufacturing and regional logistics base functions and facilities from Chengdu’s central urban area.Deyang, Meishan, and Ziyang should leverage their relatively lower comprehensive costs to build advanced manufacturing bases, commerce and logistics centers, and regional specialized service centers in accordance with local conditions. Promote the joint development by Chengdu and Deyang of the Chengdu-Deyang high-end energy equipment industrial cluster and establish the Chengdu-Deyang Port-based Economic Industrial Belt.Accelerate the integrated development of the Chengdu and Meishan sections of the Tianfu New Area to form the Chengdu-Meishan High-Tech Industrial Belt. Promote the coordinated development of the Chengdu Eastern New Area and the Ziyang Aerotropolis Economic Zone to form the Chengdu-Ziyang Aerotropolis Economic Industrial Belt. (7) Guide other key regions to leverage their comparative advantages in attracting industrial transfers. Using Mianyang and Leshan as focal points, prioritize the attraction of supporting industries such as electronic information, high-end equipment, lithium battery materials, fine chemicals, and big data; support Chengdu, Suining, Ya’an, and Meishan in jointly building a lithium battery industry development belt;Using the Yibin-Luzhou cluster as a fulcrum, prioritize the reception of advantageous industries with established industrial foundations, such as electronic information, premium baijiu, power batteries, energy-saving and environmental protection equipment, advanced materials, biomedicine, medical devices, drones and general aviation, automotive parts, and natural gas chemicals.Using the Nanchong-Dazhou cluster as a fulcrum, the focus will be on attracting distinctive industries with resource advantages, such as energy and chemicals, food and beverages, automotive and auto parts, equipment manufacturing, electronic information, biomedicine, advanced materials, and silk textiles and apparel. IV. Encouraging Special-Type Regions to Develop Distinctive Industries
(8) Poverty-alleviation regions. By deepening the East-West collaboration between Zhejiang and Sichuan and strengthening targeted assistance, we will guide more capable enterprises to invest and establish businesses in Sichuan. We will vigorously promote the joint development of industrial parks, innovate the “enclave park” development model, and systematically guide the gradual transfer of labor-intensive industries—such as agricultural product processing and light industrial production—from eastern regions to poverty-alleviation regions. (9) Revolutionary Base Areas. Support eligible regions such as Bazhong in developing specialty industries such as agricultural and sideline product processing. While meeting policy planning and ecological and environmental zoning control requirements, these regions should systematically develop competitive industries such as new materials, biomedicine, and renewable energy. (10) Resource-based Regions.Support resource-based regions such as Panzhihua, Ganzi, Aba, Liangshan, and Guangyuan in attracting high-quality enterprises engaged in resource and energy development and utilization. By integrating advanced technologies and management expertise and leveraging “fly-in” industrial parks, these regions will undertake and develop successor and alternative industries such as clean energy, deep processing of vanadium and titanium, advanced materials, comprehensive utilization of rare earths, and prefabricated construction. (11) Old Industrial Cities. We will encourage the “8 cities and 1 district” old industrial bases, such as Zigong and Neijiang, to leverage their competitive advantages in manufacturing to seize opportunities for restructuring, orderly undertake advanced manufacturing, and rebuild new competitive advantages for these industrial bases. We will strengthen the protection and utilization of industrial heritage, actively pursue the designation of national and provincial-level industrial heritage sites, and preserve and develop Sichuan’s distinctive industrial culture. V. Promoting Industrial Reception and Open Cooperation
(12) Coordinated Industrial Transfer Reception by Sichuan and Chongqing. Leverage the advantages of Sichuan and Chongqing in terms of factor costs, markets, and transportation corridors. Collaborate with Chongqing to jointly seek policy support at the national level. Relying on the Industrial Cooperation Demonstration Park of the Chengdu-Chongqing Dual-City Economic Circle, coordinate with greater intensity and higher standards to jointly receive industrial transfers from eastern regions and overseas, and promote the joint construction of an Innovation and Development Demonstration Zone for Industrial Transfer Reception in the southern Sichuan and western Chongqing regions.Establish a cross-regional coordination mechanism for industrial transfer, and improve the policy framework covering information sharing, benefit sharing, tax revenue sharing, and statistical allocation. Focus on attracting and strengthening distinctive and competitive industrial chains in sectors such as automobiles and motorcycles, electronics and information technology, consumer goods, industrial internet, and cybersecurity. Develop the Chengdu-Chongqing “Hydrogen Corridor,” “Electricity Corridor,” and “Smart Mobility Corridor,” and strive to become a national pilot zone for high-quality manufacturing development.Support the construction of infrastructure and public service platforms in national-level new areas, provincial-level new areas, key industrial parks, and adjacent regions to continuously enhance industrial reception capacity. (13) Vigorously promote international cooperation. Fully implement the pre-establishment national treatment plus negative list management system for foreign investment and the Catalogue of Industries Encouraging Foreign Investment, and promote the establishment of foreign-funded manufacturing projects, multinational corporate headquarters, and functional institutions in Sichuan that align with industrial development priorities.Deepen the development of Sichuan’s “Single Window” platform for international trade. Launch pilot programs to facilitate trade and foreign exchange receipts and payments. Leverage the exemplary and leading role of pilot free trade zones, accelerate the construction of 13 pilot zones for coordinated reform within free trade zones, promote high-quality development of the Sichuan-Chongqing Free Trade Zone Collaborative Opening Demonstration Zone, and actively attract international industrial transfers.Establish the Sichuan “Belt and Road” Comprehensive Investment Service Platform, leverage the advantages of the China-Europe Railway Express and Chengdu’s dual-airport system, and strengthen industrial cooperation with countries participating in the “Belt and Road” initiative. Develop high-level Sino-foreign cooperation parks to connect global innovation factors and high-end resources. VI. Innovating Models for Industrial Reception and Cooperation
(14) Innovate the development model of industrial and supply chains. Promote upstream-downstream cooperation models within industrial and supply chains; focus on strengthening and supplementing chains by effectively utilizing industrial transfer cooperation platforms; attract advantageous resources; build a competitive industrial and supply chain ecosystem; and enhance the autonomy and controllability of industrial and supply chains.Launch initiatives to strengthen and fill gaps in industrial chains, implement a “chain leader + anchor enterprise” dual-chain promotion mechanism, announce “anchor enterprises” and “chief experts,” and establish specialized task forces involving interdepartmental coordination and expert participation to foster an industrial ecosystem centered on “anchor enterprises,” with “specialized, refined, distinctive, and innovative” enterprises as the main body, and featuring the coordinated development of large, medium, and small enterprises. (15) Innovate models for inter-regional industrial transfer and cooperation. Actively engage with developed eastern regions such as Zhejiang and Shenzhen that provide targeted assistance to Sichuan, seeking support for Sichuan’s development through forms such as trusteeship and joint construction. Explore diverse transfer models, including full-chain transfer, partial transfer, and processing trade transfer with “both ends outside” (where raw materials and finished products are sourced from outside the region), and establish a number of industrial transfer demonstration parks (bases).Leverage the exemplary role of industrial transfer cooperation hubs such as the Guang’an High-Tech Industrial Development Zone, the Nanbu Economic Development Zone, the Zhejiang-Sichuan Textile Industrial Park, and the Guang’an (Shenzhen) Industrial Park. By integrating policy, financial, and resource advantages, explore a “three-party enclave model” involving the supporting region, the recipient region, and the host region. Seek to establish R&D centers and financial management centers by setting up “parks-within-parks” in existing eastern industrial parks, proactively absorbing the spillover effects of resources such as technology, talent, and finance.Explore cooperative models for cross-regional transfer of scientific and technological achievements, improve the benefit-sharing mechanism for the tiered transfer of such achievements, and strive to foster the incubation and commercialization of scientific and technological innovations from eastern regions in Sichuan through initiatives such as jointly establishing demonstration bases for the transfer and commercialization of scientific and technological achievements and cooperating with new types of R&D institutions. VII. Improving Institutional Mechanisms to Support Industrial Relocation
(16) Improve the industrial reception service system. Connect with the National Industrial Transfer Information Service Platform to dynamically upload and update information on industrial reception projects, actively organize participation in industrial transfer matching events, and promote targeted industrial matching. Strengthen cooperation with other provinces receiving industrial transfers, actively promote the establishment of communication and coordination mechanisms between provincial departments in industrial reception regions, enhance regular communication and coordination with developed regions, and compile a list of industrial transfer opportunities from developed provinces.Strengthen cooperation between regions transferring industries and those receiving them, and explore the establishment of mechanisms for sharing indicators such as output value, revenue, and land use with the regions transferring industries. Establish the “Sichuan Manufacturing Investment Promotion and Product Promotion Online-Offline Integrated Platform,” organize a series of activities including the “Well-Known Enterprises Tour of Sichuan,” the Western China International Fair, and the “100-Day Campaign for Manufacturing Investment Promotion,” and plan and reserve a batch of major projects to ensure the successful implementation of key projects.Cooperate in implementing the systems for compensation for ecological and environmental damage and ecological protection compensation. Refine and compile a list of differentiated support policies—such as the transfer of energy consumption quotas and carbon emission quotas or allowances—that require securing from higher-level authorities, and actively work to obtain them. (17) Optimize the business environment for industrial relocation. Establish a database of key industrial relocation projects in our province. Coordinate the pilot program for separating business address and operational location registration, and promote “one license for multiple locations” and cross-regional certification of qualifications for production and operation units not involving products related to public health. Deepen the “separation of licenses and permits” reform, strengthen data sharing, and incorporate “food business filing” (limited to the sale of prepackaged food) and “customs declaration enterprise registration” into the “multiple licenses into one” reform.Promote the cross-regional, cross-sectoral, and cross-level application of electronic business licenses; coordinate efforts to issue electronic business licenses and electronic seals simultaneously; and advance the consolidation and application of relevant electronic certificates. For enterprises undergoing comprehensive, phased relocation to our province, implement supervision based on the customs credit rating already obtained in their original region. Support regions with genuine needs and meeting the criteria to apply for the establishment of comprehensive bonded zones and bonded logistics centers in accordance with procedures. VIII. Optimizing the Policy Environment for Industrial Reception
(18) Strengthen Coordinated Planning. Align with the requirements of major national regional development strategies such as the “Belt and Road” Initiative, the development of the Yangtze River Economic Belt, and the formation of a new pattern for promoting the development of the western region in the new era, and actively seek to attract major national industrial projects to Sichuan.Implement national guidance catalogs such as the Industrial Development and Transfer Guidance Catalog, the Catalog of Encouraged Industries in the Western Region, and the Catalog of Encouraged Industries for Foreign Investment. Strengthen coordination with spatial planning and industrial development plans, update and revise the Sichuan Provincial Regional Industrial Layout Guidance Catalog, expand new spaces for receiving industrial transfers, and enhance regional competitiveness and attractiveness. Balance development with safety to improve the inherent safety standards of the manufacturing sector. (19) Strengthen the supply of key resources. Fully leverage the functions of the national industry-finance cooperation platform in Sichuan to guide financial institutions in innovating financial products that support industrial transfer cooperation, and promote the development of business areas such as industrial chain financing, order-based financing, and financing secured by intangible assets. Utilize the role of provincial and municipal (prefectural) industrial development investment guidance funds to support the establishment of industrial transfer funds through market-oriented approaches.Actively develop multimodal transport, deepen the construction of multimodal transport demonstration projects, improve information connectivity among railways, highways, waterways, aviation, customs, and port authorities, advance the informatization of provincial multimodal logistics, enhance logistics operational efficiency, and reduce logistics costs.Deepen reforms in the market-based allocation of industrial land, effectively revitalize existing land resources, and moderately increase the proportion of supporting land allocated to manufacturing enterprises in concentrated development zones. Implement the East-West Human Resources Market Assistance Program and the “Skills Sichuan Initiative,” and support the establishment of human resources service industrial parks or service stations in key regions and parks that receive industrial transfers. (20) Strengthen Coordination and Implementation. People’s governments at all levels are the primary entities responsible for receiving the transfer of manufacturing industries. They must effectively strengthen organizational leadership, establish and improve work promotion mechanisms, include the orderly transfer of manufacturing industries in their key work agendas, intensify performance evaluations and supervision, and refine assessment and incentive mechanisms.Relevant provincial departments shall strengthen collaboration in accordance with their respective functions. The Department of Economy and Information Technology and the Provincial Bureau of Economic Cooperation shall take the lead in coordinating and advancing the orderly transfer of manufacturing and investment promotion efforts. Other departments shall perform their duties in accordance with their respective responsibilities, including industry-specific investment promotion and the provision of factor support services, to jointly advance the orderly transfer of manufacturing.
