Policy Measures to Support the Development of Service Industry in Ziyang City

To thoroughly implement the decisions and policies of the central and provincial governments regarding economic stabilization, and to promote the sustained and stable development of the city’s service sector, the following policy measures have been formulated.

I. Support for Enterprises to Meet the Threshold for Inclusion in Official Statistics

(1) For service enterprises above the designated size that are included in national statistics for the first time and remain in the statistical database for two consecutive years, the municipal government will provide a subsidy of 100,000 yuan per enterprise, to be disbursed over two years starting from the following year (50% annually).For units first included in national statistics that remain in the database for two consecutive years, the municipal government will provide subsidies based on category, disbursed over two years starting the following year (50% annually), as follows: 100,000 yuan per unit for wholesale enterprises, 50,000 yuan per unit for retail enterprises, and 20,000 yuan per unit for accommodation and catering enterprises. Enterprises and units included in the database on a monthly basis will receive an additional 10,000 yuan reward on top of the above subsidies.

(2) Support for the conversion of individual businesses into corporate entities: For enterprises that transition from individual to corporate status and are newly included in national statistics as enterprises above a certain scale (or above a certain threshold), the municipal government will provide a one-time reward of 50,000 yuan in addition to the corresponding subsidy policy for newly included enterprises.

II. Support for Centralized Management and Settlement

(3) Encourage commercial complexes, specialized markets (including used car, building materials, home furnishings and renovation, and farmers’ markets), specialty commercial streets, and homestays to adopt a joint operation model. They shall jointly establish a legal entity with unified cashiering, accounting, and tax filing systems, and implement centralized management.For entities included in the statistics for “above-scale” profit-making service industries or “above-threshold” commerce and trade industries, with annual wholesale sales of 1 billion yuan or more, annual retail sales of 500 million yuan or more, or annual revenue from the accommodation and catering industries of 50 million yuan or more, starting from the year following their inclusion in the statistics, a management company will be granted a reward of up to 3‰ of its main business revenue for three consecutive years, with an annual cap of 1 million yuan.

III. Supporting Enterprises to Grow Larger and Stronger

(4) Establish a “Milestone Achievement Award” for service enterprises. For key industry service enterprises above the scale (threshold) that achieve annual main business revenue exceeding 2 billion yuan, 1 billion yuan, 500 million yuan, 300 million yuan, or 100 million yuan for the first time, a one-time reward of 1 million yuan, 500,000 yuan, 250,000 yuan, 150,000 yuan, or 50,000 yuan, respectively, shall be granted to the enterprise in the following year.

(5) For service enterprises in key industries that meet the scale criteria, if their operating revenue growth rate reaches or exceeds 30%, 40%, or 50% in all four quarters, the municipal government will grant a one-time reward of 10,000 yuan, 20,000 yuan, or 30,000 yuan, respectively.For commercial and trade units above the designated scale, if the growth rate for all four quarters reaches or exceeds the citywide average and the scale meets the corresponding standards, the municipal government will provide rewards, as follows: for the wholesale sector, annual sales revenue must reach or exceed 50 million yuan, 100 million yuan, or 500 million yuan; for the retail sector, annual sales revenue must reach or exceed 30 million yuan, 50 million yuan, or 100 million yuan;and for the accommodation and catering sectors, annual operating revenue must reach or exceed 10 million yuan, 20 million yuan, and 30 million yuan, respectively. A one-time reward of 10,000 yuan, 30,000 yuan, and 50,000 yuan will be granted the following year.

(6) Support the separation of primary and auxiliary businesses for agricultural and industrial enterprises. For newly established service enterprises that are included in the statistics for enterprises above a certain scale (or threshold) in the year following the implementation of such separation, the municipal government will provide a one-time subsidy of 100,000 yuan in addition to the corresponding subsidy policy for newly included enterprises.

IV. Supporting the Upgrading of Major Industrial Projects

(7) Support for Securing Pilot and Demonstration Projects. For entities that successfully secure national or provincial-level service industry clusters, service industry strong counties, or pilot and demonstration projects in the commerce and circulation sector, the municipal government will provide a one-time reward to the implementing entity equivalent to 30% or 20% of the total national or provincial award and subsidy funds, respectively.

(8) Support for Applications to the “300 Project.” For enterprises (projects, brands) that successfully apply for the provincial-level service industry “300 Project” and pass the annual performance evaluation, a one-time matching subsidy of 20% of the provincial fiscal funds received will be provided, with a maximum annual subsidy of 1 million yuan per enterprise (project, brand).

(9) Support for Project Financing. Enterprises classified as “above designated size” or “above designated scale” that raise equity or debt financing through capital markets for projects under the provincial “300 Project” or major provincial service industry projects shall receive a subsidy equivalent to 0.1% of the funds actually used for project construction, with a maximum subsidy of 2 million yuan per enterprise.

V. Supporting the Development of New Economy and New Business Models

(10) Support for “First-Store” Economy. For well-known domestic and international retail enterprises registered as independent legal entities in Ziyang City and included in the statistics for enterprises above a certain scale in commerce and trade, if they establish their first store in Southwest China, Sichuan Province, or Ziyang City in Ziyang, those first stores of brands that pass the review and demonstrate leading, exemplary, and catalytic effects will be selected annually—up to ten stores—to receive one-time rewards of 100,000 yuan, 60,000 yuan, and 20,000 yuan, respectively.

(11) Supporting the Development of Headquarters Economy. Support service enterprises in developing regional headquarters in Ziyang. For recognized headquarters (including regional headquarters) included in the “above-scale” and “above-quota” statistics, starting from the year of recognition, based on their annual contribution to the local economy, 50% R&D subsidy funding will be provided for the first three years, and 30% R&D subsidy funding for the following two years.

(12) Support the development of building-based economies. For certified key buildings (with an annual contribution to the local economy of 30 million yuan or more) and distinctive buildings (with an annual contribution of 20 million yuan or more), one-time rewards of 200,000 yuan and 100,000 yuan, respectively, will be granted to the building’s operating and management units.

(13) Support the development of e-commerce live-streaming bases. For entities that meet provincial-level e-commerce live-streaming base standards and are recognized by municipal competent authorities as live-streaming e-commerce base operators, a one-time subsidy of 200,000 yuan or 100,000 yuan will be provided for rent and base operating expenses. For those designated at the central or provincial level, 20% matching support will be provided based on the corresponding central or provincial rewards (subsidies) and other funds.

(14) Support the rapid development of e-commerce enterprises. For e-commerce business entities registered in Ziyang, included in statistical reporting, and operating normally for over one year, a one-time reward of 10,000 yuan, 30,000 yuan, 50,000 yuan, or 100,000 yuan will be granted if their annual online sales reach 20 million yuan, 100 million yuan, 500 million yuan, or 1 billion yuan, respectively.

(15) Support the development of the exhibition economy. Enterprises participating in major domestic exhibitions and promotional activities organized uniformly by the city will receive one-time subsidies of 4,000 yuan, 3,000 yuan, and 2,000 yuan from the municipal government based on the standards for events outside the province, outside the city, and within the city, respectively. For participation in major exhibitions such as the China International Import Expo (CIIE), the subsidy standards may be appropriately increased.For trade enterprises (associations) registered in Ziyang that organize exhibition activities in compliance with the "Sichuan Province Regulations on Strengthening Management and Services to Promote the Development of the Exhibition Industry," a one-time subsidy of up to 300,000 yuan per year will be provided to the relevant trade enterprises (associations).

VI. Supporting the Development of the Modern Logistics Industry

(16) Encouraging Investment in Logistics Companies. Manufacturing enterprises, distribution enterprises, and specialized markets are encouraged to spin off their logistics operations to establish independently accounted third-party logistics enterprises. Third-party logistics enterprises established through such spin-offs will be included in the statistics for large-scale service industries for three years starting from the year of establishment. If their new contribution to the local economy reaches 1 million yuan or more, they will be granted a one-time subsidy of 200,000 yuan.

(17) Encourage Logistics Enterprises to Improve Quality and Upgrade. In accordance with the relevant provisions of the "National Standard of the People’s Republic of China on Classification and Evaluation Indicators for Logistics Enterprises (GB/T 19680-2013)," large-scale logistics enterprises that obtain 3A, 4A, or 5A certification for the first time will be granted a one-time award of 100,000 yuan, 200,000 yuan, or 400,000 yuan, respectively, in the year following certification.

(18) Enhance the modernization of logistics loading equipment. For large-scale logistics enterprises (including warehousing enterprises) that acquire new containers and pallet equipment for shared use, as well as new energy transport vehicles, loading and unloading equipment, and automated multi-level storage systems, financial support equivalent to 2% of the actual equipment procurement costs will be provided, with a maximum of 1 million yuan.

(19) Support the integrated development of express delivery and e-commerce enterprises. Local express delivery enterprises that achieve year-on-year increases in annual outbound shipment volumes within the city of 100,000, 200,000, 300,000, 400,000, 500,000, or 600,000 pieces will receive subsidies of 30,000, 60,000, 90,000, 120,000, 150,000, or 180,000 yuan, respectively, with a maximum annual subsidy per enterprise not exceeding 180,000 yuan.Express delivery enterprises newly established within the current year with a delivery volume exceeding 500,000 items shall be granted a one-time reward of 100,000 yuan.

VII. Supporting the Development of Industry Associations

(20) Actively leverage the role of service industry associations. City-level associations that have recruited 50 or more member units and have been in normal operation for over one year will receive a one-time subsidy of 50,000 yuan from the municipal government. Support will be provided to municipal-level service industry associations to conduct industry statistical analysis, information dissemination, and forecasting and early warning activities; based on actual performance, relevant associations will receive an annual subsidy of up to 30,000 yuan.

VIII. Supplementary Provisions

(1) These policy measures shall be implemented in accordance with the principle of the highest limit. Where a single matter involves multiple subsidy and support policies, the highest amount shall be applied, and no duplicate payments shall be made.

(2) Except where explicitly stated to be fully funded by the municipal-level or local-level government, the costs of the aforementioned policies shall be shared between the municipal and county (district) governments in a 4:6 ratio.

(3) Applications for these policies shall be submitted voluntarily by enterprises (entities). The Office of the County (District) Service Industry Leading Group shall conduct a preliminary review, and the respective county (district) government shall issue a preliminary review opinion (for entities applying at the municipal level, the relevant industry department shall conduct the preliminary review and issue an opinion), which shall then be submitted to the Office of the Municipal Service Industry Development Leading Group.The Municipal Service Industry Leading Group Office, in conjunction with relevant departments, will conduct a review, organize expert evaluations, propose a list of recommended recipients, and make it public for public comment. For those without objections following the public notice, the matter will be submitted to the regular funding meeting of the Municipal Service Industry Development Leading Group for approval.

(4) Enterprises (entities) covered by this policy must be included in Ziyang’s statistical records. Data regarding the enterprise’s operational status shall be based on statistics recognized by the National Statistical Platform and must be supported by complete statistical ledgers, accounting records, and tax filing documents.

(5) Enterprises that have experienced major liability incidents such as work safety accidents, food safety incidents, or environmental pollution, or significant mass incidents during the current year, as well as those listed on any level of credit blacklist and have not rectified their status, are not eligible for this policy.

These policy measures shall take effect on August 6, 2022, and remain valid for three years. Should national policies be adjusted during this period, the provisions of the adjusted national policies shall prevail.
