To thoroughly implement the national big data development strategy, accelerate the construction of a big data industrial base in the Chengdu-Chongqing region, and provide robust green industrial support for building the “First City on the Sichuan-Tibet Railway” and a model city for green development, this policy is formulated based on the actual conditions of our city, while fully implementing national and provincial support policies for the big data industry.
I. Prioritize Key Support Measures. Big data enterprises settling in the China·Ya’an Big Data Industrial Park will be granted a preferential electricity rate of 0.34 yuan per kilowatt-hour, and priority will be given to meeting their energy consumption quotas.
II. Strengthen Project Support. A special fund for big data industry (digital economy) development will be established, amounting to 40% of the annual municipal industrial development fund. This fund will provide a one-time grant equivalent to 20% of the actual investment for enterprises implementing projects in big data innovation and application, software R&D, artificial intelligence, and smart manufacturing, with a maximum of 5 million yuan per enterprise.
III. Establish an Industrial Development Fund. Guide social capital to jointly establish a development fund to support the big data industry. Through various investment methods, such as equity or a combination of equity and debt, and market-oriented operations, support the development of small, medium, and micro enterprises as well as startups in the digital economy.
IV. Support Enterprises in Expanding and Strengthening Their Operations. For newly introduced big data enterprises with annual operating revenue reaching 10 million yuan or making a new contribution to the local economy of 2 million yuan, the beneficiary local government will provide a grant equivalent to 100% of their new contribution to the local economy for the first two years starting from the date of actual operation. For the following three years, the beneficiary local government will provide a grant equivalent to 50% of their new contribution to the local economy.Big data enterprises whose main business revenue first reaches 5 million, 10 million, 50 million, or 100 million yuan in the previous fiscal year shall receive one-time grants of 300,000, 500,000, 1 million, or 1.5 million yuan, respectively, from the beneficiary government.
V. Encouraging Industrial Collaboration and Development. Big data enterprises that establish operations in government-invested new economy innovation hubs shall receive a 50% reduction in rent for the first three years; within five years, those with annual operating revenue reaching 20 million yuan shall receive a subsidy covering the full rent for that year. When bidding for local government-funded procurement projects, the use of products and services from enterprises based in the China·Ya’an Big Data Industrial Park is encouraged, provided this does not violate the principles of fair competition.
VI. Support for Enterprise Technological Innovation. Enterprises recognized as national-level or provincial-level intellectual property demonstration enterprises in the big data sector will receive one-time grants of 500,000 yuan and 200,000 yuan, respectively. Entities or individuals participating in the formulation of big data-related standards will receive one-time grants of up to 500,000 yuan for international standards, 200,000 yuan for national standards, 100,000 yuan for industry standards, and 50,000 yuan for local standards.Enterprises are encouraged to migrate to the cloud and adopt cloud platforms. Those designated as national, provincial, or municipal cloud migration demonstration enterprises or exemplary cases will receive one-time grants of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively. Big data enterprises that obtain computer software copyrights will receive a grant of 1,500 yuan per copyright, with a cumulative maximum of 6,000 yuan.
VII. Accelerate the Construction of Innovation Platforms. Newly recognized provincial-level academician (expert) industrial parks (projects) in the big data sector will receive a one-time grant of 2 million yuan. Support will be provided for the construction of industrial internet platforms; newly recognized cross-industry and cross-domain industrial internet platforms, as well as key industry industrial internet platforms, will receive a one-time grant equivalent to 30% of the total platform construction investment, up to a maximum of 2 million yuan.
VIII. Encouraging Industry Talent Training. For big data professionals participating in training and continuing education (with a college degree or higher), the beneficiary government will provide a subsidy covering 80% of the actual training costs incurred by their employer, not to exceed 3,000 yuan per person.Local institutions that supply our city’s enterprises with graduates majoring in big data-related fields shall receive a one-time subsidy of 2,000 yuan per person from the relevant local government. Individuals who obtain intermediate or advanced certificates in big data-related fields listed in the *National Vocational Qualification Directory* shall receive a subsidy of 2,000 yuan per certificate from the local government where their employer is registered.
IX. Support for Talent Aggregation and Development. Data service enterprises with 300 (inclusive) to 500 seats will receive a one-time subsidy of 600 yuan per seat; those with 500 (inclusive) to 1,000 seats will receive a one-time subsidy of 1,000 yuan per seat;for data service enterprises with 1,000 or more seats, a one-time subsidy of 1,200 yuan per seat will be provided. The maximum subsidy per enterprise shall not exceed 2 million yuan.
X. Support for the Organization of Industry Events. For social organizations or enterprises that organize or host international, national, or provincial-level big data industry (digital economy) exhibitions, investment promotion conferences, and academic exchange events, a one-time grant of up to 1 million yuan will be provided, equivalent to 50% of the actual expenses incurred for the event.
This policy shall take effect on June 26, 2022, and remain valid for five years. Specific implementation rules will be issued separately.
