To thoroughly implement the “Several Policy Measures of Sichuan Province for Promoting Investment and Construction in Manufacturing Projects,” accelerate industrial transformation and upgrading, vigorously promote high-quality development of the industrial economy, and ensure sustained and stable economic growth, the following policy measures are hereby established.

I. Support for Key Industrial Projects. For municipal-level key industrial projects that align with the city’s “1+3” industrial system, a grant of up to 2 million yuan will be provided, not exceeding 5% of the project’s new equipment investment. The municipal government will subsidize counties (districts) at a rate of 50% of the amount disbursed by the counties (districts). For particularly significant industrial projects, comprehensive grants will be determined on a case-by-case basis.[Responsible Units: Municipal Bureau of Economy and Information Technology, Municipal Finance Bureau; the first-listed unit is the lead unit, and the same applies below]

II. Supporting the Upgrading and Transformation of the Manufacturing Sector. For technical renovation projects in the manufacturing sector—including digitalization, intelligentization, and greening—as well as transformation and upgrading projects for traditional industries with a total investment of 10 million yuan or more, upon project completion and commencement of production, the beneficiary local government shall provide a grant of up to 2 million yuan, calculated at 5% of the project’s equipment investment. III. Supporting Innovation-Driven Development in Enterprises. Enterprises are encouraged to intensify independent innovation efforts and establish technology centers. For newly recognized provincial-level and national-level enterprise technology centers, the municipal government will provide funding subsidies of 200,000 yuan and 1,000,000 yuan, respectively.Support enterprises in commercializing innovation outcomes. For projects involving the large-scale industrialization of certified “first-of-a-kind” (set), “first-batch,” or “first-version” products, a grant of up to 2 million yuan will be provided at a rate of 10% of the new equipment investment. IV. Strengthening Financial Support. Loan interest subsidies will be provided for major manufacturing projects. For projects with new fixed-asset investments of 50 million yuan or more, where actual fixed-asset investment within one year of project commencement is no less than 30 million yuan, the beneficiary local government will subsidize 20% of the interest on fixed-asset investment loans for one year, up to a maximum of 1 million yuan. Financial institutions are encouraged to innovate financial services and develop new credit products, such as special loans for technological upgrades in manufacturing projects.Insurance institutions are encouraged to develop specialized insurance products tailored to manufacturing investment projects. The disbursement of manufacturing loans will be incorporated into the assessment criteria for the placement of fiscal funds and the performance evaluation of financial institutions based in Bazhong. A sound working mechanism for coordination with the Sichuan-Shaanxi Revolutionary Old Base Area Revitalization and Development Fund will be established. V. Innovate Land Concession Methods. Actively promote the “concession with approved plans” and “lease-to-own” models to accelerate the implementation and construction of manufacturing projects. For socially invested manufacturing projects under the “concession with approved plans” model, encourage the adoption of the notification and commitment system and parallel approval system for some or all approval matters, streamline approval procedures, optimize approval processes, and shorten the time from contract signing to project commencement.For key manufacturing projects with an investment of 500 million yuan or more, the required construction land may be allocated through “targeted supply.”Provided that land use remains efficient and intensive, for key municipal-level or higher industrial projects requiring separate site selection where county (district) land supply is insufficient, land allocations may be coordinated citywide based on the utilization of annual planning quotas by year-end, or efforts may be made to seek provincial-level coordination and adjustment. VI. Optimizing Service Levels. Implement unified and standardized management of pre-construction approval processes—including land use, planning, environmental impact assessments, safety acceptance evaluations, and energy conservation assessments—as well as municipal public utility services such as water, electricity, and gas for municipal-level key projects. Fully implement the “Bazhong Running Team” government service agency mechanism for project investment approvals.Explore piloting a commitment-based approval system for “zero-land-increase” technical renovation projects. Strengthen follow-up services for key projects and promptly coordinate to resolve difficulties and issues encountered during project implementation. VII. Implement Incentives for Investment Work. Implement the “Red and Black List” system for manufacturing project investments. The municipal finance department shall provide project preliminary work funding of no less than 500,000 yuan to counties (districts) that have met their annual targets for attracting manufacturing projects, demonstrated significant progress in industrial project development, and achieved notable growth in industrial investment and technical renovation investment while fulfilling their annual targets.[Responsible Units: Municipal Bureau of Economy and Information Technology, Municipal Bureau of Statistics, Municipal Finance Bureau; People’s Governments of all counties (districts), Bazhong Economic and Technological Development Zone Management Committee, and Cultural and Tourism New District Management Committee]

These policy measures shall take effect on May 5, 2022, and remain valid for five years. In principle, enterprises shall not receive duplicate policy support for the same project; support shall be provided based on the principle of selecting the higher amount.
