These measures are formulated to earnestly implement the decisions and plans of the central and provincial governments regarding the accelerated development of the cattle and sheep industry, as well as the spirit of the city’s Fifth Party Congress; to fully leverage the advantages of the Nanjiang yellow sheep breed; to expedite the addressing of shortcomings in industrial development; to unlock the industry’s potential; and to promote rural industrial revitalization.
I. Continue to carry out sheep breeding. Support Nanjiang County in continuing the breeding of Nanjiang Yellow Sheep breeding lines, testing the introduction of superior sheep bloodlines, continuously consolidating and improving production performance, and ensuring that the core herd of Nanjiang Yellow Sheep reaches 5,000 head or more.The municipal government will allocate 1 million yuan annually for five consecutive years (2022–2026) to support scientific research efforts by the Bazhong Academy of Agricultural and Forestry Sciences and the Bazhong Nanjiang Yellow Sheep Research Institute, with a focus on strengthening the breeding of the Nanjiang Yellow Sheep breed.Support Nanjiang County in streamlining the management and operational mechanisms of the Sichuan Nanjiang Yellow Sheep Original Breeding Farm, ensuring adequate funding, and fully staffing and strengthening the team of management, technical, and grazing personnel to firmly maintain its status as a National Core Breeding Farm for Meat Sheep.
II. Establish a Breeding System for Breeding Sheep. Build a breeding, propagation, and promotion system centered on “selection + propagation + commercial production,” as well as a tiered system for the selection, training, and return of high-quality breeding sheep. Support the establishment of 5 new propagation farms and more than 100 breeding farms and households, striving to reach a breeding ewe population of over 200,000 by 2026.The municipal government will allocate 500,000 yuan annually for five consecutive years (2022–2026) to support the development of the breeding sheep system.
III. Develop Moderately-Sized Sheep Farms.Accelerate efforts to overcome technical bottlenecks in the intensive farming of Nanjiang yellow sheep, with the goal of establishing corresponding technical standards by the end of 2022. Encourage leading enterprises, family farms, village collective economic organizations, and other new types of business entities to develop moderate-scale Nanjiang yellow sheep farming based on their actual circumstances. Construct or renovate/expand more than 50 large-scale and family sheep farms annually, with the goal of achieving a total inventory and output of more than 500,000 Nanjiang yellow sheep by 2026.The municipal government will allocate 2.5 million yuan annually for five consecutive years (2022–2026) to support large-scale Nanjiang Yellow Sheep farming.
IV. Vigorously Develop the Forage Industry.Fully utilize grassland and hillside resources to develop artificial grass planting and forage processing. By 2026, the city will establish more than 10 forage bases covering over 500 mu each and more than 50 forage processing bases with an annual processing capacity of over 1,000 tons, striving to achieve an annual output of more than 100,000 tons of high-quality forage. The municipal government will allocate 500,000 yuan annually for five consecutive years (2022–2026) to support forage planting and processing.Encourage various entities to engage in commercial forage production and increase the utilization of crop straw for feed.
V. Improve the Slaughter and Processing System. Support Nanjiang County in completing the construction of a slaughterhouse capable of processing 300,000 Nanjiang yellow sheep annually by the end of 2022. Develop technical production protocols for low-stress slaughter, cold-temperature aging, and precision cutting to improve the slaughter and processing system.Align precisely with international and domestic high-end product access standards, and build supporting facilities and equipment such as cold chain and warehousing. Strengthen cooperation with logistics enterprises to enhance the distribution and processing capacity for Nanjiang Yellow Goat products. Focusing primarily on premium chilled products and health-oriented dishes, intensify research and development of Nanjiang Yellow Goat food products, achieve breakthroughs in key technologies such as chilled logistics and preserved cooked foods, and increase the industry’s total output value.
VI. Enhance Agricultural Machinery Capabilities. Encourage new types of agricultural operators to purchase products listed in the agricultural machinery subsidy catalog, continuously improving mechanization levels in forage cultivation, feed processing, environmental control, and waste management to reduce production costs. Counties (districts) must promptly implement subsidy policies, ensuring payments are settled on a per-machine basis and that all eligible subsidies are fully disbursed.
VII. Building the Nanjiang Yellow Sheep Brand. Leveraging the leading cultural tourism and wellness industry, intensify research and development of Nanjiang Yellow Sheep snack foods, accelerate the completion of the Nanjiang Yellow Sheep Museum, Science and Technology Innovation Center, and agricultural theme park, and support Nanjiang County in organizing the Nanjiang Yellow Sheep Food Festival at an appropriate time to continuously promote the brand as “Asia’s Number One Sheep.” Strengthen the promotion and protection of the “Nanjiang Yellow Sheep” trademark, and strictly crack down on illegal activities such as passing off inferior products as genuine or selling counterfeit goods.
VIII. Innovate Financial Service Products. Support municipal and county-level state-owned enterprises in leveraging their strengths to develop the Nanjiang Yellow Sheep industry. Encourage various banking institutions to explore loan collateral options such as livestock pens, live animals, and insurance policy contracts, while simplifying approval procedures. Encourage insurance institutions to develop comprehensive cost insurance and income insurance for Nanjiang Yellow Sheep to mitigate investment risks. Support the implementation of pilot programs for Nanjiang Yellow Sheep insurance premium subsidies and loan interest subsidies at the municipal, county, and district levels.
IX. Strengthen Talent Development. The Bazhong City Nanjiang Yellow Sheep Scientific Research Institute shall focus its efforts on practical basic research and the development of applied technologies. All counties (districts) shall strengthen three key teams: livestock stations, animal inspection stations, and disease control centers; fully staff township livestock and veterinary stations with technical personnel; and strictly prohibit the unauthorized borrowing of livestock and veterinary personnel.Continuously strengthen the monitoring and eradication of diseases such as brucellosis, foot-and-mouth disease, and peste des petits ruminants to ensure the sustainable development of the industry. The municipal government will allocate 500,000 yuan annually for five consecutive years (2022–2026) to support the monitoring and eradication of major diseases affecting Nanjiang yellow sheep, as well as the integration and promotion of intensive farming technologies.
X. Establish an Industry Promotion Mechanism. Establish and improve a joint meeting system for promoting the development of the Nanjiang Yellow Goat industry in Bazhong City, with the Municipal Bureau of Agriculture and Rural Affairs as the lead unit and other relevant units as members, to jointly advance industry development. Establish a liaison and service mechanism for industry development, conducting regular consultations and coordination to analyze and resolve challenges facing the industry. Create a “Responsibility List + Task List” for the Nanjiang Yellow Goat industry, strengthen supervision and inspection, and ensure effective implementation. Each county (district) shall introduce corresponding incentive measures based on the actual conditions of the industry.
These measures shall take effect on May 2, 2022, and remain valid for five years.
