To implement the spirit of the 19th National Congress of the Communist Party of China and its subsequent plenary sessions, the 9th and 10th Plenary Sessions of the 11th Provincial Party Committee, and the 5th Municipal Party Congress; to focus on the “Three Cities and Three Demonstrations”; to center on building the “Three High-Grounds” and developing the “Four Major Economies”; to build the first city along the Sichuan-Tibet Railway and a model city for green development; to foster a first-class innovation ecosystem; to inspire scientific and technical personnel to innovate and create; and to deepen the promotion of innovation-driven high-quality development, the following policies are hereby formulated.
I. Supporting and Strengthening Innovation Platforms
Support will be provided on a case-by-case basis for national laboratories (bases), major national science and technology infrastructure projects, and newly recognized national industrial (technology) innovation centers and provincial industrial innovation centers. For major science and technology infrastructure projects designated by the provincial government, support will be provided at 30% of the investment amount after provincial subsidies.Newly designated national, provincial, and municipal key laboratories and engineering technology research centers will receive one-time rewards of 1 million yuan, 500,000 yuan, and 100,000 yuan, respectively. Provincial-level or higher laboratories rated “excellent” in annual evaluations will receive operational subsidies of up to 300,000 yuan. Provincial engineering technology research centers rated “excellent” in annual evaluations will receive individual rewards of up to 300,000 yuan.Provincial-level new R&D institutions rated as “excellent” in provincial evaluations will receive up to 1 million yuan in post-grant support. Newly recognized national, provincial, and municipal incubators, maker spaces, and startup incubation bases will receive construction subsidies of 1 million yuan, 500,000 yuan, and 100,000 yuan, respectively.
II. Strengthening Support for Industrial (Technological) Innovation
Newly recognized national, provincial, and municipal enterprise technology centers will receive one-time rewards of 1 million yuan, 500,000 yuan, and 100,000 yuan, respectively. Financial support will be provided to leading enterprises and manufacturing single-champion enterprises. Newly recognized "Specialized, Refined, Unique, and Innovative" (SRUI) "Little Giant" enterprises and newly registered "Gazelle" enterprises will receive post-grant support of 500,000 yuan.High-tech enterprises newly certified for the first time will receive a 300,000 yuan reward, while those recertified will receive a 100,000 yuan reward. Reimbursement support of up to 20% of the annual increase in R&D investment—capped at 200,000 yuan per enterprise—will be provided.
III. Support for Science and Technology Innovation Services and the Transfer and Commercialization of Achievements
Support enterprises in leading the formation of innovation consortia. For consortia that achieve deep integration of industry, academia, research, and application; collaborate on joint research and development across the industrial chain; and achieve major breakthroughs with results transferred and commercialized in Ya’an, a post-grant subsidy of up to 1 million yuan will be provided.
IV. Vigorously Attracting High-End Innovation Talent and Teams
Units based in Ya’an will receive a reward of 2 million yuan for each academician of the Chinese Academy of Sciences or Chinese Academy of Engineering they cultivate, and 1 million yuan for each national-level leading scientific and technological talent they recruit on a full-time basis.Implement high-level talent research projects, including programs for scientific and technological innovation talent (teams) and science and technology entrepreneurship talent (teams), with funding for individual projects not exceeding 200,000 yuan. Provide appropriate funding subsidies to high-end talent who secure national or provincial-level science and technology project approvals. Explore piloting a “lump-sum funding system” for high-level talent research projects.
V. Supporting Agricultural Industrial Science and Technology Innovation
Deepen and expand strategic cooperation between the city and universities (research institutes, enterprises), advance the construction of a new rural science and technology service system, and focus on the establishment of the National Modern Agricultural Industrial Science and Technology Innovation Center to support the enhancement of innovation capabilities in national agricultural science and technology parks.
Applicants, in accordance with the “Notice of the People’s Government of Sichuan Province on Issuing Several Policies to Further Support Scientific and Technological Innovation” (Chuan Fu Fa [2021] No. 8), may receive municipal-level funding support in addition to provincial-level funding, provided they meet the eligibility criteria. For municipal-level support policies regarding the same matter, the latest policy shall prevail, and duplicate support shall not be provided. The above policies shall be organized and implemented by the relevant functional departments.
