Implementation Opinions of the Ya'an Municipal People's Government on Promoting the High-Quality Development of the Lithium Battery Industry

I. General Requirements

(1) Guiding Principles

Guided by the goals of achieving carbon peaking and carbon neutrality, we will focus on the overarching objective of building the “First City on the Sichuan-Tibet Railway and a Model City for Green Development.” We will concentrate on the requirements for constructing the “Three Cities and Three Models,” accurately identify the key areas for transforming our clean energy advantages into advantages for high-quality development, accelerate the cultivation of leading enterprises and the introduction of major projects, and make every effort to develop the lithium battery industry into a green, low-carbon, and competitive industry characterized by “distinctive features, rational layout, outstanding benefits, and cluster development.”

(2) Development Direction

Following the approach of expanding the foundation, extending the industrial chain, and building clusters, we will accelerate the expansion and strengthening of the lithium battery anode and cathode materials industries, extend the development of lithium battery assembly and recycling industries, and promote the intensive and clustered development of the lithium battery industry. Cathode Materials. Using the Ya’an Economic and Technological Development Zone, Shimian Industrial Park, and Hanyuan Industrial Park as platforms, we will focus on basic lithium salts, lithium iron phosphate, and other materials to expand and strengthen lithium battery cathode materials industry. Anode Materials. Using the Tianquan Economic Development Zone, Lushan Economic Development Zone, and Shimian Industrial Park as platforms, we will establish a development belt for the lithium battery anode materials industry, support cooperation among existing enterprises across the industrial chain, and promote the intensive and clustered development of the lithium battery anode materials industry. Lithium-ion Battery Assembly and Recycling. Using the Ya’an Economic and Technological Development Zone and the Hanyuan Industrial Park as platforms, we will accelerate the recruitment of lithium-ion battery enterprises—including those specializing in electrolytes, separator materials, and battery assembly— establish a lithium-ion battery recycling system, and build a complete industrial chain for the lithium-ion battery sector.

(3) Development Goals

By 2023, the total industrial output value of the city’s lithium battery industry will reach 6 billion yuan. At least 5 new large-scale lithium battery enterprises will be added, and a lithium battery industrial cluster focusing on basic lithium salts and anode/cathode materials will begin to take shape, with the upstream and midstream industrial chains of the lithium battery sector largely established. By 2025, the total industrial output value of the city’s lithium battery industry will reach 15 billion yuan. At least 10 new lithium battery enterprises above the designated size will be added. The city will become an important production base for lithium battery cathode materials in the Chengdu-Chongqing region and the largest production base for lithium battery anode materials in the western region, and will have preliminarily established a full industrial chain covering key materials and components for lithium batteries, as well as the assembly and recycling of lithium-ion power batteries.

II. Key Measures

(1) Vigorously Promote Project Construction Vigorously implement targeted investment promotion for the industrial chain, focusing on leading and backbone enterprises, establish a database of key investment projects for the lithium battery industry, and strive to attract and establish a batch of lithium battery industry projects with large investment scales, high technological content, and promising development prospects. For newly introduced lithium battery projects, if fixed-asset investment reaches no less than 100 million yuan (or no less than 50 million yuan for Fortune 500 companies) within 12 months of commencement, the beneficiary fiscal authority shall provide a one-time reward of no more than within 12 months of commencement. Major projects may receive special support on a case-by-case basis. (2) Cultivating and Strengthening Market Entities Support leading enterprises in the lithium battery industry to grow and strengthen their operations, actively guide the concentration of resources, technology, talent, capital, and other factors toward key enterprises, and focus on cultivating industry-leading enterprises with significant scale advantages, remarkable quality and efficiency, and strong innovation capabilities. Allocate municipal-level industrial development funds to provide a one-time incentive of 30,000 yuan to lithium battery enterprises achieving “small-to-scale” status for the first time, a one-time incentive of 50,000 yuan to newly established lithium battery enterprises meeting scale criteria, and an additional one-time incentive of 50,000 yuan to lithium battery enterprises exceed 100 million yuan in industrial output value in the year of meeting the criteria. For lithium battery enterprises whose main business revenue exceeds 1 billion yuan, 5 billion yuan, and 10 billion yuan for the first time, the management teams will be granted one-time rewards of 100,000 yuan, 200,000 yuan, and 400,000 yuan, respectively. (3) Supporting Enterprise Technological Upgrades and Capacity Expansion Support lithium battery enterprises in increasing investment in technological upgrades, accelerating the adoption of new technologies, new processes, and new equipment, and promoting enterprise upgrading and transformation. Allocate municipal-level industrial development funds to provide financial incentives and subsidies for technological upgrade projects of lithium battery enterprises with fixed-asset investments of 20 million yuan or more. (4) Enhancing Scientific and Technological Innovation Capabilities Vigorously advance technological breakthroughs in lithium battery anode and cathode materials to improve product quality and strengthen market competitiveness. Support the commercialization of enterprises’ innovation outcomes; for lithium battery enterprises with significant potential for scientific and technological innovation and strong capabilities in commercializing scientific and technological achievements, provide support on a competitive basis through municipal-level “ Technology Commercialization” and other projects. Encourage lithium battery enterprises to establish innovation platforms; allocate municipal industrial development funds and other industrial development funds to provide one-time financial rewards of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively, for R&D platforms such as enterprise technological centers and other R&D platforms established by enterprises, upon certification of normal operation, will be granted one-time financial rewards of 500,000 yuan, 300,000 yuan, and 100,000 yuan at the national, provincial, and municipal levels, respectively; municipal-level enterprise technological centers operating effectively will be granted a 100,000 yuan financial reward following evaluation. (5) Strengthening Industrial Park Infrastructure Further consolidate the foundational support for the lithium battery industry. Vigorously support eligible industrial parks in establishing provincial-level chemical industrial parks, and expedite the revision and completion of park planning and environmental impact assessments to support the establishment of lithium battery enterprises, thereby providing planning guarantees for project implementation. Allocate municipal industrial development funds to provide a one-time grant of a one-time reward of 500,000 yuan; support the construction of specialized lithium battery industrial parks, and provide a one-time reward of 100 yuan per square meter for standard factory buildings with two or more stories within the park. Lithium battery specialty industrial parks designated as national-level or provincial-level new industrialization demonstration bases will receive one-time rewards of 1 million yuan and 500,000 yuan, respectively; those designated as provincial “5+1” specialty industrial parks will receive a one-time reward of 500,000 yuan. (6) Encouraging Digital Empowerment of Enterprises Lithium battery enterprises are encouraged to pursue cross-sectoral integration and development with internet and big data companies. For projects integrating industrialization and informatization in lithium battery enterprises, upon approval, the relevant fiscal authority shall provide a subsidy of up to 5% of the actual fixed-asset investment completed for the project, with a maximum subsidy amount not exceeding 5 million yuan.Actively guide lithium battery enterprises to “go cloud,” providing services such as collaborative communication platforms, office automation systems, cloud storage, corporate websites, and industrial software. (7) Strengthening the Supply of Key Resources Strengthen land resource guarantees by guiding enterprises to increase land plot ratio. Under the premise of conserving and intensively utilizing land, for key lithium battery industry projects at the municipal level or above where counties (districts) and the Economic and Technological Development Zone cannot meet land requirements, uniformly allocate new construction land planning and quota indicators citywide to provide land support.Strengthen the guarantee of energy consumption quotas and total pollutant emission quotas by incorporating the energy consumption and total pollutant emission quotas required for lithium battery industry development into municipal-level coordination, and implementing separate planning allocations for key industrial support projects. Strengthen power supply guarantees, accelerate the construction of power grid facilities, and vigorously support lithium battery enterprises in participating in market-based electricity trading. (8) Increase Financial Support Support lithium battery enterprises in raising funds through multiple channels, such as equity, debt, and asset securitization. Guide financial institutions to increase credit support for key projects in the lithium battery industry, innovate financial products, simplify loan procedures, and expand credit limits to better support the high-quality development of the lithium battery industry.Leverage the advantages of government-backed financing guarantees to actively provide high-quality credit enhancement services for lithium battery enterprises. Regularly convene lithium battery industry work conferences to specifically address major issues concerning the city’s lithium battery industry development. Strengthen organizational leadership over the city’s lithium battery industry development, maintain steadfast commitment to advancing the industry, and make every effort to promote key project construction and provide quality enterprises, and accelerate the development of the lithium battery industry. (2) Optimizing the Business Environment Deeply advance the “streamlining administration, delegating power, and improving services” reform, fully implement the “immediate processing, online processing, nearby processing, and one-stop processing” approach for approval services, and foster a favorable business environment. Improve the “checklist system” and “point-based system” mechanisms for handling project construction approval procedures, ensure the implementation of all support measures, and facilitate the prompt completion and commissioning of projects.Intensify the special campaign to “transform work styles, establish new norms, set examples, and ensure implementation,” address “bottlenecks” in the system, transform work styles to optimize the business environment, and strictly curb inaction, sluggishness, pretense, and arbitrary conduct. (3) Strengthen Supervision and Evaluation The Municipal Party Committee’s Office of Target Performance Management shall incorporate the development of the lithium battery industry into the target performance evaluation system, regularly conduct supervisory inspections, issue reports, and track progress to ensure accountability, thereby fully leveraging the guiding role of performance evaluations; relevant municipal departments and counties (districts) shall prioritize the promotion of high-quality development of the lithium battery industry as a key task, formulate annual plans, refine objectives and tasks, assign clear responsibilities, ensure the implementation of work, and guarantee the smooth achieved. These Implementation Guidelines shall take effect on April 8, 2022, and remain valid for five years.
