Original Title: Ten Policies for Further Promoting Scientific and Technological Innovation
These policies are formulated to implement the decisions and arrangements of the successive plenary sessions of the 19th CPC Central Committee, the 9th and 10th plenary sessions of the 11th Provincial Party Committee, and the 12th plenary session of the 7th Municipal Party Committee; to foster a world-class innovation ecosystem; to incentivize scientific and technical personnel to innovate and create; and to deepen the promotion of innovation-driven high-quality development.
I. Incentives for Enterprises to Increase R&D Investment
A post-subsidy approach will be adopted. The calculation basis shall be the incremental portion of R&D investment eligible for pre-tax additional deductions, as reported to the tax authorities during the annual income tax settlement for the final year of the enterprise’s accounting cycle and the preceding year of that cycle. For increments ranging from 200,000 yuan to 10 million yuan, a subsidy of 5% of the incremental R&D investment will be provided, with the maximum subsidy amount not exceeding 500,000 yuan.Enterprises, universities, and research institutes whose annual incremental R&D investment, as certified by statistical authorities, exceeds 10 million yuan shall be rewarded for their designated R&D investment reporting officers.
II. Strengthening the Cultivation and Support of Technology-Based Enterprises
For enterprises newly recognized as National High-Tech Enterprises, those above the designated scale will receive a reward of 300,000 yuan, and those below the designated scale will receive 100,000 yuan. For enterprises re-recognized as National High-Tech Enterprises, those above the designated scale will receive 100,000 yuan, and those below the designated scale will receive 50,000 yuan. Newly approved National "Specialized, Refined, Unique, and Innovative" (SRUI) "Little Giant" enterprises, Intellectual Property Advantage Enterprises, Intellectual Property Demonstration Enterprises, and Technological Innovation Demonstration Enterprises will receive a reward of 200,000 yuan; newly recognized National Science and Technology-Based Small and Medium-Sized Enterprises will receive a reward of 50,000 yuan after successfully passing the recognition for three consecutive years.Enterprises newly included in the statistics for the science and technology service sector at or above the designated scale, as well as newly approved provincial-level “Specialized, Refined, Unique, and Innovative” SMEs, technology transfer demonstration enterprises, and intellectual property-strong enterprises, will receive a reward of 100,000 yuan. For enterprises newly registered in the provincial-level “Gazelle” enterprise database, technologically advanced service enterprises, and technology innovation demonstration enterprises, as well as enterprises that have won awards in the China Innovation and Entrepreneurship Competition or the “Maker China” National Finals, a matching reward equal to 50% of the provincial-level subsidy standard will be provided.
III. Strengthening the Development of Science and Technology Parks
Newly designated national or provincial high-tech development zones, cultural-technology integration demonstration bases, and high-tech industrialization bases will receive matching support equivalent to 30% of the provincial funding standards. Newly approved provincial agricultural science and technology parks will receive a 150,000 yuan reward, while provincial agricultural science and technology demonstration parks will receive 300,000 yuan; parks rated “excellent” in park evaluations will receive a 100,000 yuan reward. Newly designated national and provincial university science and technology parks will receive 500,000 yuan and 300,000 yuan in rewards, respectively.Parks newly designated as national or provincial intellectual property demonstration or pilot zones will receive rewards of 200,000 yuan and 100,000 yuan, respectively; newly recognized provincial intellectual property strong towns will receive a reward of 200,000 yuan. Parks newly designated as national or provincial demonstration zones for the protection of geographical indication products will receive rewards of 200,000 yuan and 100,000 yuan, respectively.
IV. Enhancing and Developing Science and Technology Innovation Platforms
For newly approved provincial-level or higher key (engineering) laboratories, technology innovation centers, industrial innovation centers, manufacturing innovation centers, engineering (technology) research centers, enterprise technology centers, new R&D institutions, and high-value patent incubation centers, matching support will be provided at 50% of the national and provincial funding support standards. For technical platforms such as enterprise technology centers, engineering technology research centers, and engineering laboratories that are rated as “excellent” in evaluations, a reward of 100,000 yuan will be granted at the national level and 50,000 yuan at the provincial level.For newly registered municipal-level engineering technology research centers and high-value patent incubation centers, as well as municipal-level academician and expert workstations that have been established and evaluated as excellent, a reward of 200,000 yuan will be granted;Municipal academician and expert workstations that are upgraded to provincial-level expert workstations will receive a reward of 250,000 yuan, and those upgraded to provincial-level academician workstations will receive a reward of 500,000 yuan. Newly recognized national, provincial, and municipal science and technology enterprise incubators (including maker spaces) will receive operational grants of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively.
V. Supporting High-Level Open Cooperation in Science and Technology
The municipal government will establish municipal-institute (university) science and technology cooperation with research institutes and universities, support the joint construction of platforms for the transfer and commercialization of scientific and technological achievements, and jointly establish funds for collaborative research and the transfer and commercialization of achievements, thereby promoting the practical application of scientific and technological achievements.
VI. Promoting the Use of Innovation Vouchers and Incentives
Innovation vouchers are used to support science and technology-based small, medium, and micro enterprises in purchasing services from science and technology service providers, including testing, inspection, and certification; technology consulting; design and R&D; patent agency services; technology transfer intermediary services; technology assessment; and the shared use of scientific research facilities and equipment—all of which contribute to technological innovation.
VII. Accelerating the Transfer and Commercialization of Innovation Outcomes
Enterprises that achieve the first-time commercialization of major scientific and technological achievements will be provided with factory rent reductions: rent-free for the first two years, and half-price rent for the following three years. Enterprises serving as lead entities in national or provincial demonstration projects for the transfer and commercialization of scientific and technological achievements, which complete the project within three years and receive an excellent performance evaluation, will be granted a post-project subsidy of up to 500,000 yuan, equivalent to 10% of the project’s approved funding.Enterprises that purchase scientific and technological achievements from universities or research institutes and implement their transfer and commercialization, or those that sign substantive R&D agreements with universities or research institutes and successfully deliver relevant achievements upon acceptance, will receive a certain amount of incentive subsidies based on the actual payment made under the technology contract, with a maximum of 500,000 yuan per enterprise.
VIII. Promoting the Development of Technology Transfer Institutions
Newly approved provincial-level pilot-scale R&D platforms and pilot-scale maturation bases will receive funding support equivalent to 30% of the provincial support funds, with a maximum of 1 million yuan.Technology transfer and commercialization service agencies that facilitate the commercialization of scientific and technological achievements and achieve an annual transaction value of technology contracts of 3 million yuan or more shall be granted a subsidy equivalent to 1.5% of the annual transaction value of technology contracts, with a maximum of 500,000 yuan. Technology contract certification and registration agencies that complete the annual targets assigned by the province shall be granted a subsidy equivalent to 0.1‰ of the registered transaction value of technology contracts, with a maximum of 300,000 yuan.
IX. Stimulating Vitality in Talent Attraction and Development
Efforts to recruit and cultivate high-end innovative talent are encouraged. For each academician of the Chinese Academy of Sciences or Chinese Academy of Engineering, or national-level leading scientific and technological talent, that an entity in Lezhuo cultivates or recruits on a full-time basis, a talent recruitment and cultivation reward of 2 million yuan will be granted. For platform projects led by full-time recruited academicians or experts, if the project requires investment of own funds, attraction of social investment, or utilization of other special funds during the initial construction phase, matching funding support of up to 25% of the total platform construction investment will be provided (not exceeding 500,000 yuan).Innovation teams in the science and technology sector selected for the “Tianfu Emei Plan” and the “Tianfu Qingcheng Plan” will receive 50% matching funding on top of provincial-level financial support.
X. Strengthening Intellectual Property Protection and Utilization
For projects that have won national, provincial, or ministerial-level Science and Technology Progress Awards or Patent Awards, the lead institution will receive a 1:1 matching reward based on the award amount. Universities, research institutes, and enterprises designated as municipal-level or higher intellectual property pilot, demonstration, or priority cultivation entities that newly pass the “Intellectual Property Management Standard” certification will receive a reward of 50,000 yuan. Enterprises and institutions that take the initiative to defend their rights as plaintiffs (or petitioners) to resolve patent or trademark infringement disputes will be granted a subsidy covering 30% of the legal representation fees, with a total annual subsidy per entity not exceeding 50,000 yuan.Enterprises that establish a special mutual aid fund for intellectual property protection and rights enforcement through market-oriented means shall receive a reward of 10% of the total fund amount, not exceeding 200,000 yuan. Enterprises that engage in intellectual property pledge loans shall receive an interest subsidy of 50%, not exceeding 300,000 yuan. Units that engage in intellectual property licensing, transfer, or equity participation shall receive matching support equivalent to 50% of the provincial-level award and subsidy standards.
This policy takes effect on the date of issuance and remains valid for five years. In the event of inconsistencies between this policy and other policies or regulations, the “higher-rather-than-lower” principle shall apply, and benefits may not be claimed in duplicate.
