To implement the spirit of the 19th National Congress of the Communist Party of China and its subsequent plenary sessions, and to earnestly carry out the directives of the 9th and 10th Plenary Sessions of the 11th Provincial Party Committee, the 8th Municipal Party Congress, and the 2nd Plenary Session of the 8th Municipal Party Committee (concurrently serving as the Municipal Party Committee’s Economic Work Conference), this set of policy measures is hereby formulated to accelerate Neijiang’s development as a pioneer city for innovation-driven growth in the Chengdu-Chongqing region and as a major center for the commercialization of scientific and technological achievements in the region, while optimizing the expenditure structure and coordinating various funding sources to support the implementation of high-quality development driven by scientific and technological innovation.
I. Enhancing the Quality of Innovation Platform Development. We will guide and support the three major national-level parks and other key industrial parks in strengthening the foundations of their innovation platforms and fulfilling their core innovative functions. By promoting the creation of provincial-level innovative cities, national-level innovative counties (cities), and innovative towns (subdistricts), we will consolidate a comprehensive innovation support system across the entire region.Newly designated national-level and provincial-level key laboratories, engineering laboratories, enterprise technology centers, engineering technology research centers, and digital transformation promotion centers will receive one-time grants of 500,000 yuan and 200,000 yuan, respectively; newly designated municipal-level engineering laboratories, digital transformation promotion centers, and enterprise technology centers will receive a one-time grant of 100,000 yuan. Newly established municipal-level academician (expert) workstations will receive a one-time grant of 100,000 yuan.Newly recognized national-level and provincial-level science and technology innovation and entrepreneurship service platforms (including the Sci-Tech China Tianfu Technology Cloud Service Center, academician (expert) workstations, maker spaces, university science parks, and Star Innovation Spaces) will receive one-time rewards of 500,000 yuan and 200,000 yuan, respectively. The aforementioned reward funds will be borne by fiscal authorities at various levels according to tax remittance relationships.
II. Supporting the Development and Expansion of Innovation Entities. Support innovation entities such as universities, research institutes, hospitals, and enterprises in conducting basic and applied research. Strengthen the role of enterprises as primary innovation entities and intensify efforts to tackle key core technologies. Promote the implementation of policies supporting innovation investment, such as post-grant subsidies for R&D expenditures and additional tax deductions for R&D expenses.Vigorously cultivate high-tech enterprises. Enterprises newly recognized as National High-Tech Enterprises will receive a one-time grant of 300,000 yuan per enterprise from the county (city, district); enterprises re-recognized as National High-Tech Enterprises will receive a one-time grant of 50,000 yuan per enterprise from the county (city, district).For enterprises recognized as provincial-level high-value patent incubation centers, rewards will be implemented in accordance with relevant regulations. Support the implementation of science and technology plan projects by municipal-level and local universities, research institutes, science and technology parks, and relevant science and technology enterprises and institutions. Digital economy enterprises listed on the ChiNext Board, STAR Market, or overseas markets such as Hong Kong, as well as those listed on the National Equities Exchange and Quotations (NEEQ) and successfully raising funds, will be granted rewards in accordance with the relevant provisions of the Neijiang Municipal Reward Measures for Listed Enterprises.
III. Accelerate the Transfer and Commercialization of Scientific and Technological Achievements. Enhance the capacity for achievement commercialization, deepen cooperation between the city, universities (research institutes), and enterprises, support the implementation and industrialization of high-quality achievement projects, and build a major center for the commercialization of scientific and technological achievements in the Chengdu-Chongqing region. For achievement commercialization projects that meet the criteria after evaluation, the municipal government will provide financial support of up to 1 million yuan.For university-city (or research institute)-enterprise cooperation projects approved by the municipal government, relevant universities and research institutes that demonstrate technological representativeness and strong industrial demonstration and driving capabilities will be granted annual or one-time funding of up to 2 million yuan during the agreement period for activities conducted in Neijiang. Relevant support policies will be implemented in accordance with the "Neijiang Municipal Policies and Measures for Promoting the High-Quality Development of Modern Services" and the "Neijiang Municipal Measures for Supporting the Accelerated Mesh-like Development of E-commerce Clusters" to promote the growth and expansion of modern industries.
IV. Strengthening Support for Innovation and Entrepreneurship Talent. Academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, National Experts of Outstanding Contribution among the Middle-Aged and Young, recipients of the State Council Special Allowance, as well as provincial and ministerial-level academic and technical leaders and their successors who sign contracts to serve in key sectors, major scientific research and innovation platforms, or major projects in our city for three years—with a minimum of three months of service per year—may, upon formal recognition through established procedures, receive project funding of up to 2 million yuan, 1 million yuan, or 500,000 yuan, respectively, over a three-year period.Funding will be shared according to the tiered structure outlined in Neijiang City’s policies on talent support for modern industrial development. Top-tier talent, including academicians, specially appointed experts, and Changjiang Scholars, may be recruited on a flexible basis. The standards for position incentive funds will be determined through a “case-by-case” approach, with the employing unit submitting a proposal for approval by the Municipal Talent Work Leading Group.For high-level innovation and entrepreneurship talent recruited with an annual salary of 500,000 yuan or more, a position incentive fund equivalent to 10% of their annual salary will be provided annually, up to a maximum of 2 million yuan, with support continuing for five consecutive years. For urgently needed and scarce professional talent, within five years of recruitment, the annual position incentive fund will be 60,000 yuan for full professors and nationally honored talent, 50,000 yuan for doctoral students, associate professors, senior technicians, and provincial/ministerial-level honored talent,and 30,000 yuan per year for master’s degree holders, technicians, and municipal/departmental-level honored talents. Eligible science and technology enterprises and research teams are encouraged and supported to apply for the establishment of postdoctoral research stations or postdoctoral innovation practice bases; successful applicants will receive one-time subsidies in accordance with national and provincial standards. The aforementioned funds shall be borne by fiscal authorities at various levels in accordance with tax remittance relationships.The “Neijiang City Chief Technician” title will be conferred, with the municipal government providing an annual government allowance of 10,000 yuan per appointee for up to five years, and prioritizing their nomination for national and provincial-level skilled talent awards. Upon completion and acceptance of projects undertaken by Master Craftsman Studios, the municipal government will provide a one-time subsidy equivalent to 80% of the approved project budget. The maximum subsidy for projects submitted by organizations shall not exceed 100,000 yuan, and for projects submitted by individuals, it shall not exceed 50,000 yuan.
V. Fostering a Favorable Environment for Innovation and Entrepreneurship. Advance the “One-Visit” reform and fully implement the negative list system for market access. Improve service levels in business registration, tax payment, water, electricity, and gas utilities, legal services, cross-border trade, and access to credit. Promote the “double random, one public” approach and “Internet Plus Regulation,” implement tolerant and prudent regulation of emerging industries, accelerate the development of the social credit system, strengthen intellectual property protection, and drive continuous improvement in the city’s business environment.Strengthen publicity and guidance, promote a culture of innovation, participate in organizing various innovation and entrepreneurship competitions and events, and foster a social environment conducive to innovation and entrepreneurship. Assist taxpayers and fee payers in fully utilizing tax and fee preferential policies, ensuring that eligible taxpayers and fee payers receive all benefits to which they are entitled. Leverage the guiding role of public finance in science and technology investment, integrate various science and technology special funds, and increase fiscal investment in the development of scientific and technological innovation. Promote the deep integration of science and technology with finance, and ensure the implementation of the Tianfu “Science and Technology Innovation Loan” policy to benefit enterprises.For eligible small and micro enterprises, the handling bank may reasonably determine the loan amount based on the actual number of eligible employees hired, with a maximum application amount of 3 million yuan for startup guarantee loans; eligible individuals may apply for up to 200,000 yuan in startup guarantee loans. Deepen reforms of the science and technology system, support qualified institutions such as universities and research institutes in carrying out reforms regarding the ownership of scientific and technological achievements generated during employment, and stimulate the vitality of innovation and entrepreneurship.We will encourage and support innovation and entrepreneurship among key groups such as college students, veterans, and migrant workers to promote employment through entrepreneurship. Municipal-level startup incubation bases that are recognized as such will receive a one-time subsidy of 150,000 yuan from the local government where the base is located, in accordance with the principle of territorial management. Municipal-level startup incubation bases that are recognized as provincial-level startup incubation bases will receive a one-time subsidy in accordance with relevant regulations.
