Original Title: Several Policies on Further Supporting Scientific and Technological Innovation
To fully implement the decisions and arrangements of the Fifth and Sixth Plenary Sessions of the 19th CPC Central Committee, the Ninth and Tenth Plenary Sessions of the 11th Provincial Party Committee, the 12th Plenary Session of the 4th Municipal Party Committee, and the 5th Municipal Party Congress; to fully stimulate the vitality of innovation and creation; to foster a world-class innovation ecosystem; and to deepen the promotion of innovation-driven high-quality development, the following policies are hereby formulated.
I. Building High-Level Innovation Platforms
(1) Accelerate the Construction of High-Level Innovation Platforms. Support will be provided on a case-by-case basis for approved national and provincial industrial (technology) innovation centers. A one-time subsidy of 1 million yuan will be granted to approved national key laboratories, and 200,000 yuan to approved provincial key laboratories and engineering (technology) research centers. A one-time subsidy of 800,000 yuan will be granted to approved national enterprise technology centers, and 200,000 yuan to approved university science and technology parks.Newly registered national and provincial-level incubation facilities (industrial technology research institutes, science and technology enterprise incubators, maker spaces, and “Star Innovation Spaces”) will receive one-time grants of 500,000 yuan and 200,000 yuan, respectively. Support will be provided to universities and research institutes within and outside the city to independently or jointly establish pilot-scale testing and refinement platforms or new R&D institutions in response to Dazhou’s technological innovation needs. A one-time grant equal to 20% of the actual investment will be provided, with a maximum of 500,000 yuan.Support will be provided to enterprises (or institutions) registered in Dazhou that establish “talent outposts” such as technology R&D institutions or off-site incubators in national central cities. Those designated as municipal-level “talent outposts” will receive up to 300,000 yuan in operational and construction funding.
II. Cultivating High-Level Innovation Entities
(2) Focus on Cultivating High-Tech Enterprises. A one-time subsidy of 300,000 yuan will be provided to high-tech enterprises recognized for the first time, and a one-time subsidy of 100,000 yuan will be provided to those re-recognized. Enterprises that have relocated and registered in Dazhou and have been paying taxes there for at least two years will be subsidized according to the standards for first-time recognition. High-tech enterprises verified by tax authorities as having annual R&D expenditures of 2 million yuan or more will receive support equivalent to 3% of their R&D expenditures, up to a maximum of 500,000 yuan.Subsidy funds shall be borne by the local government where the enterprise is located, with the municipal government providing financial support equivalent to 30% of the actual subsidy amount provided by the local government.
(3) Continuously advance research and development of key core technologies. Strategic development projects assessed as having significant industrialization potential will be supported on a case-by-case basis. Pilot initiatives such as “open challenges,” “competitive selection,” and “lump-sum funding” will be implemented to promote research on major key core technologies, with a maximum of 2 million yuan in funding support provided for successful challenge projects.Enterprises and institutions that lead the completion of national or provincial major special projects and key R&D projects and pass the achievement evaluation will be awarded 3% of the total actual funding disbursed by the national or provincial government for the project. The maximum award per project is 500,000 yuan for national-level projects and 300,000 yuan for provincial-level projects, with a maximum award of 1 million yuan per institution.
(4) Actively Seek National and Provincial Science and Technology Awards.Projects awarded the Special Prize of the National Science and Technology Award will be rewarded on a case-by-case basis; the principal investigator (or institution) of projects awarded the First or Second Prize in the National Natural Science, Technological Invention, or Scientific and Technological Progress Awards will receive a matching reward equal to the original award amount; the principal investigator (or institution) of projects awarded the First, Second, or Third Prize in the Sichuan Provincial Natural Science, Technological Invention, or Scientific and Technological Progress Awards will receive a matching reward equal to 50% of the original award amount.
III. Attracting High-Level Innovative Talent
(5) Vigorously Attract High-End and Shortage Talents. For full-time hires by enterprises and institutions who are selected for the National High-Level Talent Special Support Program, the Tianfu Emei Plan, or the Tianfu Qingcheng Plan (Science and Technology Elite Project), and who have signed service agreements of three years or longer, subsidies of 500,000 yuan, 200,000 yuan, and 100,000 yuan will be provided, respectively; for teams selected for the aforementioned major programs, subsidies of 800,000 yuan, 300,000 yuan, and 200,000 yuan will be provided, respectively.For enterprises and public institutions that flexibly recruit members of the Chinese Academy of Sciences and the Chinese Academy of Engineering, or individuals or teams selected for the National Special Support Program for High-Level Talents, the Tianfu Emei Plan, or the Tianfu Qingcheng Plan (Science and Technology Elite Project), and who have signed a cooperation agreement of three years or longer, a subsidy of up to 500,000 yuan will be provided. For individuals or teams selected for other talent programs of equivalent level who come to work in Dazhou through full-time or flexible recruitment, the standards mentioned above shall apply.
(6) Support for the Development of Science and Technology Innovation Teams. Adopting a “case-by-case” approach, support will be provided to innovation teams across all sectors and industries in our city for scientific research project initiation, research practice, technological innovation, technology transfer, as well as matters related to promotion, professional title advancement, and salary and benefits guarantees.

Individuals and teams selected for major national or provincial talent programs will be awarded up to 500,000 yuan based on their contribution to the city’s economic and social development. For other science and technology innovation teams, if their research achievements address urgent needs in the city’s economic and social development and can significantly drive technological innovation in relevant industrial sectors, they will be awarded up to 300,000 yuan upon review and approval.Innovation and entrepreneurship teams that advance to the finals of the China Innovation and Entrepreneurship Competition or the national finals of “Maker China” will receive a one-time award of 100,000 yuan.
(7) Stimulating Vitality in Talent Recruitment and Utilization.We will deepen strategic cooperation between the city and universities (research institutes and enterprises), supporting universities and research institutions both within and outside the city to collaborate with the Dazhou High-Tech Zone and high-tech enterprises in attracting, cultivating, and utilizing talent. We will improve the dynamic adjustment mechanism for determining the structural ratios of positions and performance-based salary levels in scientific research institutions, and establish a “green channel” for professional title evaluations for outstanding young talents. We will support research personnel on public institution staff rosters to retain their personnel relationships for up to five years while participating in the construction of innovation platforms with various innovation teams; upon expiration of this period, they may choose whether to remain or leave.Explore recognizing the performance of technology brokers in the transfer and commercialization of scientific and technological achievements as a key criterion for professional title (position) evaluation and appointment, as well as for job placement. Allow management personnel and researchers in scientific research institutions to hold equity in the form of “technology shares plus cash shares.” Establish the Dazhou Talent “Mayor’s Award,” selecting 5–10 individuals annually who have made outstanding contributions to Dazhou’s high-quality development, and awarding each recipient 100,000 yuan.
IV. Building a High-Quality Innovation Ecosystem
(8) Support the Development of the Technology Services Industry. Support local innovation entities in purchasing technology services such as testing, inspection, and certification; technology consulting; technology transfer intermediary services; and design and R&D. A certain percentage of service fees may be offset, with the reimbursement rate not exceeding 60% of the total amount of a single service contract. The annual reimbursement cap is 80,000 yuan for enterprises, 50,000 yuan for innovation teams, and 30,000 yuan for entrepreneurs.Support eligible commercial banks in establishing new technology branches or specialized technology finance institutions. Financial institutions that achieve a breakthrough in intellectual property pledge financing in Dazhou will receive a one-time reward of 100,000 yuan for their product team.
(9) Deepen the promotion of the transformation and application of scientific and technological achievements. A one-time subsidy of 20,000 yuan will be granted to enterprises newly registered as provincial-level demonstration enterprises for the transfer and transformation of scientific and technological achievements. A one-time subsidy of 50,000 yuan will be granted to enterprises that successfully develop provincial-level innovative products.For technology transaction contracts involving the purchase of advanced technological achievements that have been certified and registered by the Dazhou Municipal Technology Contract Certification Authority, a subsidy of 3‰ of the actual transaction amount (based on bank transfer records) will be granted to the purchaser, with a maximum subsidy of 50,000 yuan per contract. Enterprises that meet the criteria for inclusion in statistical reporting and engage in large-scale production and application of outstanding scientific and technological achievements in Dazhou, with annual sales revenue reaching 10 million yuan or more, will receive a one-time subsidy equivalent to 1% of their sales revenue, up to a maximum of 1 million yuan.
This document shall take effect from the date of issuance and remain valid for five years. Where provisions in previous relevant documents conflict with those in this document, the provisions of this document shall prevail.
