To implement the decisions and policies of the central and provincial governments, promote the development of beef cattle production and industrial revitalization, fully leverage the advantages of high-quality Bashan cattle breeding stock, consolidate and expand the achievements of poverty alleviation, effectively promote rural industrial revitalization, and accelerate the development of the Chengdu-Chongqing region as a supplier of green beef products, the following measures have been formulated.
I. Fostering the Development of Beef Cattle Industry Clusters
Actively seek special fiscal funds from central and provincial governments to support Tongjiang County and Pingchang County in implementing the National Mountain Beef Cattle Industrial Cluster Project.Annual implementation plans will be formulated for the 2021–2023 period, clearly defining the target recipients, key stages, and standards, to promote the establishment of a full industrial chain encompassing Bashan cattle conservation and breeding, forage cultivation, standardized farming, market trading, slaughter and processing, brand marketing, and cold-chain logistics. Tongjiang County and Pingchang County shall each cultivate at least two key townships and establish no fewer than five standardized demonstration farms with an annual output of 300 head or more.
II. Expanding the Breeding Cow Herd
Enterprises, farmers’ cooperatives, and breeding farms (households) are encouraged to introduce high-quality breeding-age cows through multiple channels and to carry out “frozen semen improvement” programs for beef cattle. The industrial development model of “household-based cow rearing and centralized calf fattening” will be explored. The municipal government will allocate 3 million yuan annually for five consecutive years (2021–2025) to support the construction of standardized beef cattle breeding farms and the plan to expand and multiply the breeding cow population.Counties (districts) shall introduce incentive measures in conjunction with rural revitalization policies to support farms (households) with existing breeding cow herds of 10 or more in expanding their breeding cow populations. They shall improve cow records and implement identification tagging, and provide annual subsidies to farmers with breeding cows that give birth to calves, aiming to achieve an annual increase of more than 10,000 breeding cows.
III. Improving the Beef Cattle Breeding System
Support enterprises and research institutes in conducting surveys of Bashan cattle resources, conservation and selection breeding, and crossbreeding improvement. The municipal government will allocate no less than 1 million yuan annually for conservation, selection breeding, and technology promotion over five consecutive years (2021–2025). Accelerate the standardization of county-level frozen semen supply stations, rationally distribute regional frozen semen distribution points, and regularly conduct training on artificial insemination techniques to improve insemination success rates and cattle reproduction rates.
IV. Controlling the Production and Supply Costs of Forage
Adjust crop structures and optimize land resource allocation. The municipal government will allocate 1 million yuan annually for five consecutive years (2021–2025) to support enterprises and farmers’ cooperatives in promoting the cultivation, harvesting, and processing of silage corn, sweet sorghum,hybrid switchgrass, tall fescue, and ryegrass through “contract farming” arrangements, thereby reducing feed costs. Promote the cultivation of forage crops on fallow fields and forage-crop rotation based on local conditions, and develop and utilize new forage resources.Actively promote the use of crop straw as feed. Counties (districts) will provide subsidies per mu or per ton to enterprises that cultivate 300 mu or more of forage or to storage entities that harvest and store 500 tons or more of silage feed annually.
V. Enhancing Animal Disease Prevention and Control Capabilities
Implement a policy of “moderate separation of posts and staffing quotas” to strengthen grassroots animal disease prevention teams and ensure adequate support for personnel stationed at leading enterprises. Implement a plan to appoint special animal disease prevention officers and support enterprises and industry associations in establishing socialized service organizations. Strengthen the construction of interprovincial animal disease prevention inspection stations, beef cattle trading markets, and regional decontamination centers; intensify animal health supervision and regulation of the use of inputs such as “clenbuterol”; and promote the development of antibiotic-free farming and disease-free zones.
VI. Deploy Modern Equipment for Beef Cattle Farming
Encourage and support enterprises, rural collective economic organizations, farmers’ professional cooperatives, and livestock farms to purchase new machinery as well as smart, multi-functional, and high-end products. Include agricultural machinery for grass planting, harvesting, transportation, automatic feeding, environmental control, disease prevention and control, and waste treatment within the scope of subsidies as stipulated; promptly implement subsidy policies to ensure full reimbursement based on actual equipment purchases.
VII. Establishing a Beef Cattle Industry Traceability Platform
Establish electronic records and a quality traceability system for beef cattle farming. Support third-party institutions in integrating technologies such as the Internet of Things (IoT) and 5G communications based on information data. By 2021, complete the registration of the “Bashan Cattle” geographical indication certification trademark and the development of the “NiuLianWang” system to achieve direct connection and reporting of production and operation information from large-scale enterprises, as well as the integration of beef cattle data collection, processing, and analysis.
VIII. Securing Land for Beef Cattle Industry Development
Each county (district) shall develop a comprehensive land use plan for the local beef cattle industry based on functional zoning and actual conditions.Land for production facilities—including beef cattle pens, green buffer zones, on-site access roads, and water intake and drainage channels—as well as land for auxiliary facilities such as manure treatment, inspection and quarantine, disease prevention and control, disinfection and transit, and administrative buildings shall be classified under agricultural facility land management. The scale of production facility land shall be reasonably determined based on production needs and in accordance with agricultural industry standards, while auxiliary facility land shall be limited to no more than 10% of the total project area, with a maximum of 15 mu.Livestock facilities should make full use of barren mountains, ravines, hills, wastelands, and rural collective construction land. In principle, permanent basic farmland shall not be used. Where it is indeed difficult to avoid using small, scattered, or isolated plots of permanent basic farmland, such use is permitted but must be compensated for by designating equivalent replacement land; the area used shall not exceed 10% of the project’s total land area and shall not exceed 10 mu.The county-level natural resources authority, in conjunction with the agriculture and rural affairs authority, shall assess the necessity of using permanent basic farmland, whether the topsoil will be damaged, and the feasibility of compensatory reallocation of permanent basic farmland, and issue an opinion on whether to approve the project’s use of permanent basic farmland. Without such approval, the land use shall not be filed, and the project shall not commence construction; if approval is granted, a plan for the compensatory reallocation of permanent basic farmland must be prepared in accordance with regulations, and the permanent basic farmland database must be updated promptly.Land for aquaculture and supporting facilities should not occupy or should minimally occupy forest land; where the use of forest land is indeed necessary, Grade III or lower protected forest land shall be used sparingly and intensively, and approval must be strictly obtained in accordance with laws and regulations.
IX. Exploring Innovative Financial Service Mechanisms
Introduce a modern seed industry fund to jointly invest 500 million yuan to establish a beef cattle industry development fund; explore the issuance of new local government special bonds for beef cattle industry infrastructure construction; and provide loan interest subsidies for a specified period in accordance with laws and regulations based on the scale of operations of the business entities;Increase capital for municipal and county agricultural financing guarantee companies to enhance their guarantee capacity and serve the entire Ba Mountain cattle industry chain; encourage financial institutions such as banks, insurance companies, and guarantee agencies to explore loan collateral options including livestock pens, large machinery, live beef cattle, livestock insurance policies, and land management rights, while simplifying approval procedures. Encourage insurance institutions to develop comprehensive cost insurance and income insurance for breeding cows and fattening cattle to mitigate investment risks.
X. Strengthen Organizational Leadership and Oversee Implementation
Establish and improve a joint departmental meeting system for promoting the beef cattle industry in Bazhong City, with the Municipal Bureau of Agriculture and Rural Affairs as the lead unit and other relevant units as members, to jointly advance the development of the city’s beef cattle industry. Establish a liaison and service mechanism for leading enterprises in the beef cattle industry, key townships, and key villages, conducting regular coordination and scheduling to analyze and resolve difficulties and issues arising during development. Create a “responsibility list + task list” for the beef cattle industry, strengthen supervision and inspection, and ensure implementation.
These measures shall take effect on October 1, 2021, and remain valid for five years.
