In accordance with the "Opinions of the CPC Sichuan Provincial Committee and the Sichuan Provincial People's Government on Accelerating the Construction of the '4+6' Modern Service Industry System to Promote High-Quality Development of the Service Sector” (Chuanwei Fa [2020] No. 10), the “Notice of the Sichuan Provincial Department of Commerce on Issuing the Action Plan for Building a New Hub for Online Traffic in Live-Streaming E-commerce for Quality Sichuan Products (2020–2022)” (Chuan Shang E-commerce [2020] No. 5), and the “Implementation Opinions of the Yibin Municipal Committee of the Communist Party of China and the Yibin Municipal People’s Government on High-Quality Construction of a Strong City and Fully Building a Modern Service Industry Center in the Upper Yangtze River Region” (Yiwei Fa [2020] No. 16), the “Notice of the Yibin Municipal People’s Government Office on Issuing the Implementation Plan for Promoting the Synergistic Development of E-commerce and Express Logistics in Yibin City” (Yifu Ban Han [2018] No. 12), and the “Notice of the Office of the People’s Government of Cuiping District, Yibin City, on Issuing the Implementation Plan for Promoting the the Coordinated Development of E-commerce and Express Logistics in Cuiping District” (Cuifubian [2019] No. 23), and other relevant documents, and in order to promote the coordinated development of the e-commerce and modern logistics industries in Cuiping District, accelerate the construction of e-commerce and modern logistics industrial parks, advance the use of e-commerce to empower industries, create a new hub for live-streaming e-commerce traffic in distinctive industries, and foster and strengthen e-commerce and modern logistics enterprises, these measures are hereby formulated in accordance with the actual conditions of Cuiping District.
I. Eligibility and Scope E-commerce and modern logistics enterprises whose headquarters, business registration, or tax payment records are located within CuiPing District (excluding the Sanjiang New Area), that operate with integrity and demonstrate sound performance, and have no history of violations or major safety incidents.
II. Specific Support Measures
Article 1: Supporting Enterprises to Grow and Strengthen
(1) E-commerce and logistics enterprises included in the statistical system for enterprises above designated size and above the threshold that achieve annual main business revenue of 20 million yuan, 50 million yuan, 100 million yuan, 300 million yuan, or more for the first time shall be granted one-time rewards of 50,000 yuan, 100,000 yuan, 200,000 yuan, and 300,000 yuan, respectively.
(2) Enterprises that successfully list on the Main Board, SME Board, Growth Enterprise Market (GEM), or overseas stock exchanges shall be granted a one-time reward of 600,000 yuan; enterprises that successfully list on the National Equities Exchange and Quotations (NEEQ) shall be granted a one-time reward of 300,000 yuan. Article 2: Support for the Construction and Development of Industrial Parks
(1) Enterprises are encouraged to relocate to e-commerce and logistics industrial parks in our district to foster cluster development. For enterprises in the service sector above a certain scale and commercial and trade enterprises above a certain threshold that have been registered and operating in our district for at least three years, and which have relocated from urban areas to e-commerce or logistics parks to conduct business operations without any adverse records, a one-time settlement incentive of 50,000 yuan per enterprise shall be granted upon confirmation by the district government that they have been operating normally for at least one year.
A one-time reward of 50,000 yuan shall be granted to the park’s daily operational management body.
(3) For enterprises ranked among the Fortune Global 500, China’s Top 500, China’s Top 500 Private Enterprises, China’s Top 100 Logistics Enterprises, or well-known domestic and international comprehensive enterprises or specialized e-commerce enterprises that establish operations in our district’s e-commerce and modern logistics industrial parks and legally establish a company (corporate headquarters), invest in the construction of new logistics parks (centers), e-commerce parks, R&D centers, innovation and entrepreneurship bases, or undertake other projects that have a demonstrative and leading role or significant impact on the industrial development of our district, enterprises will be provided with more preferential policy support through brand establishment incentives, construction commencement incentives, and production and operation incentives. The specific amounts will be determined on a “case-by-case” basis under the “one enterprise, one policy” principle, with a maximum of 50 million yuan. Article 3: Support for the Development of Live-Streaming E-commerce
(1) For live-streaming bases that obtain certification from mainstream live-streaming platforms for the first time and operate five or more live-streaming studios, a one-time subsidy of 20,000 yuan will be provided for each studio, with a maximum of 500,000 yuan.
(2) E-commerce enterprises that use live streaming to sell products such as “Made in Yibin” and “Made in Cuiping” shall receive a one-time reward of 100,000 yuan if their annual taxable sales revenue from live streaming reaches 3 million yuan; an additional 100,000 yuan shall be awarded for every additional 3 million yuan in sales, with a maximum of 500,000 yuan. For each streamer achieves annual sales of 2 million yuan through live-streaming, a one-time reward of 50,000 yuan shall be granted; for every additional 2 million yuan in sales, an additional 50,000 yuan shall be awarded; the maximum reward shall not exceed 500,000 yuan. Article 4: Support for the Development of Cross-Border Business
(1) Cross-border e-commerce enterprises registered within the district that have completed filing procedures with the Municipal Bureau of Commerce and achieve an annual transaction volume of 5,000 orders or more shall be granted a one-time incentive of 50,000 yuan per enterprise.
(2) Enterprises engaged in cross-border e-commerce that achieve annual online transaction volumes exceeding 5 million, 10 million, 20 million, or 50 million yuan for the first time shall be granted one-time rewards of 50,000, 100,000, 200,000, or 300,000 yuan, respectively.
(3) Support and encourage logistics enterprises to develop cross-border logistics operations. Enterprises engaged in cross-border import and export logistics operations shall receive a reward equivalent to 1% of their cross-border business revenue for the current year, with the maximum reward amount not exceeding 1 million yuan. Article 5: Support for the Development of Cold Chain Logistics
(1) Support the construction and renovation of cold storage facilities, origin pre-cooling and distribution centers, and low-temperature processing facilities. Operational start-up incentives will be provided to enterprises through more preferential policy support. Specific amounts will be determined on a case-by-case basis under a “one enterprise, one policy” approach, with a maximum of 50 million yuan. Article 3: Support for the Development of Live-Streaming E-commerce
(1) For live-streaming bases that obtain certification from mainstream live-streaming platforms for the first time and have five or more live-streaming studios, a one-time subsidy of 20,000 yuan will be provided for each studio, with a maximum of 500,000 yuan.
(2) E-commerce enterprises that use live streaming to sell products such as “Yibin-made” and “Cuiping-made” and achieve annual taxable sales of 3 million yuan through live streaming will receive a one-time reward of 100,000 yuan; for every additional 3 million yuan in sales, an additional 100,000 yuan will be awarded; the maximum reward shall not exceed 500,000 yuan. For each streamer achieves annual sales of 2 million yuan through live-streaming, a one-time reward of 50,000 yuan shall be granted; for every additional 2 million yuan in sales, an additional 50,000 yuan shall be awarded; the maximum reward shall not exceed 500,000 yuan. Article 4: Support for the Development of Cross-Border Business
(1) Cross-border e-commerce enterprises registered within the district that have completed filing procedures with the Municipal Bureau of Commerce and achieve an annual transaction volume of 5,000 orders or more shall be granted a one-time incentive of 50,000 yuan per enterprise.

Enterprises engaged in cross-border import and export logistics operations shall be granted a reward equivalent to 1% of their cross-border business revenue for the current year, with the maximum reward amount not exceeding 1 million yuan. Article 5: Support for the Development of Cold Chain Logistics
(1) Support the construction and renovation of cold storage facilities, origin pre-cooling and distribution centers, and low-temperature processing facilities, with funding not exceeding 500,000 yuan.
(3) Support logistics enterprises in participating in the construction of urban-rural distribution systems, improving urban-rural last-mile delivery networks, and enhancing public service levels. For enterprises that purchase or upgrade delivery vehicles and equipment, launch urban-rural shuttle services, and operate no fewer than 10 distribution outlets within the jurisdiction (including no fewer than 6 in towns), a one-time subsidy of 10,000 yuan will be provided for each outlet, with a maximum of 300,000 yuan per enterprise.Article 7: Support for the Creation of Exemplary Brands Enterprises or units recognized as national, provincial, or municipal exemplary brands shall receive a one-time matching reward at a 1:1 ratio based on the municipal reward standards for that brand. III. Funding Guarantee and Management Mechanism
(1) The funds required for these support measures shall be fully guaranteed by the district treasury.
(2) Fund management shall be conducted through “contactless” disbursement. Each year, the District E-commerce and Logistics Development Center shall, based on the district’s key priorities for e-commerce and logistics industry development and construction, compile a proposed list of eligible enterprises and projects through data sharing with departmental business systems and routine business data collection. In conjunction with relevant departments and the local towns and subdistricts, the center shall conduct verification; after reporting to the district government for approval, a 5-day working days. If no objections are raised, funds will be disbursed in accordance with relevant procedures. Upon receipt of funds, enterprises shall process the accounts in accordance with current accounting systems, accounting standards, and financial regulations. If an enterprise obtains support under these Measures using false information, it shall be ordered to return the full amount and pay interest at the benchmark interest rate for concurrent bank loans; where illegal conduct is suspected, legal liability shall be pursued in accordance with the law.
(3) For enterprises that simultaneously meet the requirements for support and incentive funds under other relevant policies, the enterprise shall independently submit applications for approval in accordance with project procedures; relevant policies shall not be duplicated, and the principle of “higher over lower” shall apply.
(4) These Measures shall take effect 30 days after the date of issuance and remain valid for 5 years. The authority to interpret these Measures rests with the E-commerce and Logistics Development Service Center of Cuiping District, Yibin City. Should relevant national policies be adjusted, these Measures shall be adjusted accordingly.
