Chapter I General

Article 1 In order to further promote the high-quality development of the construction industry in our region, and comprehensively enhance the overall quality and competitiveness of the construction industry in our region, combined with the actual situation of the high-tech zone, specially formulated to support the approach.

Article 2 These measures shall apply to the construction industry enterprises whose business registration and tax settlement relations are in the high-tech zone, except for those expressly stipulated in the measures.

Chapter II support policies

Third actively broaden financing channels. By the platform of state-owned companies operate independently, financing 20 million yuan as a risk deposit, enlarged by a certain percentage of the cooperative bank for high-tech zone honest and trustworthy construction industry enterprise loans, guide and support the high-tech zone construction industry high-quality development.

Article IV encourages enterprises to actively generate income. Construction industry enterprises outside the area to contract social investment projects, set up their own independent accounting branch or project department (no independent legal personality does not count), to give the construction services revenue 2 ‰ incentives; construction industry enterprises outside the area to contract projects will be paid back to the tax revenue in our area, to give the construction services revenue 3 ‰ incentives; into the unified enterprise last year's construction services revenue as a base, over the base portion of the incremental 1.8‰ to reward.

For each year of construction services in the operating income of 100 million yuan or more of the top ten construction industry enterprises, to give the first 600,000 yuan, the second, the third were given 400,000 yuan, the fourth to the tenth were given 200,000 yuan of incentives.
     Article 5 focus on cultivating leading enterprises. Included in the statistical set of tables since the first annual output value of the survey unit reached 3 billion yuan, 2 billion yuan, 1 billion yuan, 500 million yuan, in our region according to the law to complete the tax and the inclusion of the statistical caliber of the region's building and construction enterprises, were given 50,000 yuan, 30,000 yuan, 20,000 yuan, 10,000 yuan of incentives.

     The new building construction enterprises, the year's output value of 50 million yuan, 100 million yuan, 500 million yuan and in our region according to the completion of the tax, a one-time were given 10,000 yuan, 20,000 yuan, 30,000 yuan reward.
     The incentives for each paragraph of this article according to the principle of the highest, not double-counting.
     Article VI encourages enterprises to upgrade and reorganize. The year promoted to the construction of general contracting special, first-class, second-class qualification of enterprises, in the country, the province, the city on the basis of incentives (the same below), a separate one-time respectively to give 3 million yuan, 1 million yuan, 150,000 yuan of incentives; professional contracting qualification of the year the construction enterprises promoted to the first-class qualification, a one-time bonus of 200,000 yuan; the year promoted to the qualification of A and above the survey, design, supervision, costing and other construction intermediary services enterprises a one-time bonus. Construction intermediary services such as a one-time award of 200,000 yuan.

The integration or merger and reorganization of two (including) more than two enterprises within and outside the region promoted to construction general contracting special or first-class qualification, in our region in accordance with the law to complete the tax and into the statistics, respectively, to the promotion of the legal representative of the enterprise after the promotion of 500,000 yuan, 200,000 yuan of incentives.

Article 7: Reward for attracting large and strong enterprises. Outside the area of construction general contracting second and above the qualification of the enterprise as a whole moved in and registered in our region, the year construction services revenue of 1 billion yuan, 500 million yuan, 100 million yuan or more, in our region according to law to complete the tax and into the statistics of the enterprise, to give three years of financial subsidies, that is, the year of registration and settlement were given to the subsidy of 5.5 million yuan, 2.75 million yuan, 550,000 yuan, and the following year, the construction services revenue in the next year, not less than the previous year's basis. In the following year, the income of the construction service industry is not less than that of the previous year, the subsidy is 4.4 million yuan, 2.2 million yuan and 440,000 yuan respectively, and in the third year, the income of the construction service industry is not less than that of the previous year, the subsidy is 3.3 million yuan, 1.65 million yuan and 330,000 yuan respectively. Enjoy the subsidies of this article will no longer be repeated to enjoy the net increase in output value of the construction industry incentives.

Rewards of 1 million yuan, 500,000 yuan and 100,000 yuan will be given to the relevant personnel (except the personnel of state organs and institutions) who have successfully introduced the construction general contracting special grade, first grade and second grade qualification enterprises and registered and settled in the district.

Article VIII encourages the creation of high-quality projects. For the year won the "Luban Award" and "Tianfu Cup" building construction companies, respectively, to give 500,000 yuan, 300,000 yuan of incentives. In our region that year, the construction of construction projects to obtain "provincial standardization site" of the building construction enterprises to give 300,000 yuan reward. To the provincial government and the Ministry of Housing and Urban-Rural Development notification of praise for the construction industry enterprises will be given 50,000 yuan reward.

Article IX encourages enterprises to strive for excellence. The establishment of "high-tech zone construction industry, honest and trustworthy enterprises", "high-tech zone construction industry safety production advanced enterprises", "high-tech zone construction industry, advanced management of wages of migrant workers enterprise", "High-tech Zone construction industry excellent project manager" and other awards, once a year, the award-winning enterprises and individuals were given a one-time 50,000 yuan, 10,000 yuan reward.

Article X promotes the enterprise inside and outside the joint venture. Encourage the exchange and integration of enterprises within and outside the zone, and technical cooperation. In the high-tech zone to undertake construction projects in the central enterprises, state-owned enterprises outside the region and well-known enterprises and construction enterprises in our region in the form of joint bidding, subcontracting in accordance with the law to give technical guidance and assistance to reach a cooperation agreement, every 50 million yuan of the contract amount and in our region in accordance with the law to complete the tax, to give 50,000 yuan to the general contractor's incentives.

Article XI encourages the use of new technologies and techniques. For large-scale complexes and ultra-high-rise building projects with a contract cost of more than 100 million yuan used in the construction of BIM technology, the project construction unit will be given a reward of 50,000 yuan. Support construction industry enterprises to cooperate with universities and research institutes to develop new processes and products. R & D of new processes, new products won the national science and technology awards, a one-time award of 300,000 yuan; won the provincial science and technology awards, a one-time award of 100,000 yuan.

Article XII supports the development of headquarters economy. Investment in the construction of the headquarters base of the construction industry enterprises to be land, finance and taxation, capital, children's enrollment and other supporting policies, in accordance with the "Luzhou National Hi-tech Zone headquarters economic incentives," the implementation of the document.

Article XIII to help develop foreign markets. Regularly organize the construction industry enterprises and urban double repair, organic renewal, transformation of old neighborhoods and other projects docking, regularly organize the construction industry enterprises in our region to Guangdong, Hong Kong and Macao Bay Area and other key target markets outside the province to carry out promotional activities, support our region's enterprises to "go out" to develop the international market, for the "Belt and Road" along the line of countries to promote our region's construction industry enterprises.

Chapter III Reward Declaration

Article XIV Declaration Procedures. Promote and support the high-quality development of the construction industry to support the declaration of funds and audit in accordance with the "business declaration - departmental acceptance - joint review - social publicity" program. Enterprises applying for support funds should be reported to the District Construction Bureau before the end of January of the following year, the declaration materials. District Construction Bureau on the compliance of the declaration materials, completeness, authenticity audit, incomplete declaration materials, do not meet the reporting requirements are not admissible, overdue declaration, as an automatic waiver, no longer admissible. District Construction Bureau accepts the declaration materials of enterprises, together with the District Finance Bureau, District Taxation Bureau, District Emergency Management Bureau and other relevant departments to jointly review. Audit results in the district government portal for publicity, publicity, including the name of the declared enterprises, declared categories, the amount of the audit, three years, whether there has been a larger production safety accidents, etc., the publicity period of 5 days, all the enterprises declared awards must comply with the basic guidelines since the date of declaration of the calculation of the previous three years, whether there has been a large-scale production safety accidents. After the public announcement without objection, the Construction Bureau will report to the Management Committee of Hi-tech Zone for approval. The support funds will be honored in principle by the end of March of the year of declaration.

Article XV Declaration materials.

(a) written application, declaration form;

(b) enterprise business license, enterprise qualification certificate, safety production permit certificate;

(c) tax payment certificate;

(d) other declaration materials should be provided in accordance with the regulations.

Chapter IV Supplementary Provisions

Article 16 All awards to the enterprise in the high-tech zone financial contribution to the upper limit of the incentive funds from the enterprise tax beneficiary finances, the beneficiary finances to confirm the first by the district financial unified allocation of payment, and by the district finance according to the fiscal hierarchy of the unified liquidation. The same project, the same type of incentives, in accordance with the principle of the highest, not repeated awards, except for separate awards.

Article XVII of all rewarded enterprises and individuals, from the date of the award shall not be transferred out of the high-tech zone within three years, or the full amount of the incentives returned. Any fraudulent use of government incentive funds, once verified, recover the incentive funds obtained, to give the record of bad behavior, and according to the law to investigate the relevant legal responsibility.

Article XVIII of the measures referred to in this law to complete the tax and no bad credit record, refers to the construction industry enterprises in our region to complete all the taxes payable in the year the tax behavior. The construction services revenue referred to in these measures refers to the construction services revenue corresponding to the tax realized in the district. The financial contribution of the district referred to in these measures does not include the financial resources formed by the tax inspection and tax revenues into the treasury.

Article 19 Enterprises with particularly large contribution to local financial resources shall be separately assessed and rewarded.

Article 20 These measures shall be implemented from the date of issuance, on a trial basis for one year, after the expiration of the trial period, the policy is formulated separately.

Article 21 These measures shall be interpreted by the Hi-tech Zone Construction Bureau and Hi-tech Zone Finance Bureau.
