According to national, provincial and municipal regulations, combined with the actual situation in our region to put forward the following implementation views.

One, the scope of engineering change management

Inputs, state-owned enterprises own funds and financing inputs, international organizations or foreign governments loans, assistance or donations to invest in state-owned funds in a controlling or dominant position in the project, as well as by the state-owned funds to repurchase the PPP construction projects.

(2) The engineering change referred to in this implementation opinion refers to the following circumstances that occur in the performance of the contract leading to changes in the cost of the project:

Project approval procedures are: 1) reported to the Construction Bureau for technical (including the implementation of change program) approval; 2) the project owner will be based on the approved changes in the implementation of the program to send the budget prepared by the Financial Review Center to assess the control price; 3) engineering changes in the approval form (attached to the report of the financial assessment) reported to the relevant departments for approval.

Changes to the project without the required procedures for approval and unauthorized handling of construction projects must be held accountable and ordered to rectify. Rectification of unqualified projects, the Finance Bureau will not allocate the corresponding part of the construction funds, the relevant departments will not be accepted.

Eight, strict accountability

(a) The engineering regulatory department should strengthen the survey, design, construction, supervision units illegal operation, falsification of the behavior of the law to investigate and punish.
