According to "Several Opinions of the General Office of the State Council on Promoting the Reform and Innovative Development of Development Zones" (Guo Ban Fa [2017] No. 7), "Opinions of the CPC Sichuan Provincial Party Committee and the Sichuan Provincial People's Government on Accelerating the Construction of the "5+1" Modern Industrial System to Promote Industrial Opinions on High-Quality Development" (Sichuan Party Committee [2018] No. 29), "CPC Luzhou Municipal Committee on the decision to promote high-quality development around the creation of the province's economic sub-center" (Lu Committee [2018] No. 17) and other documents, in order to give full play to the role of the park as a core carrier for industrial development, to further lead the city's optimization of the structure of the industrial and economic structure and the transformation of the development mode, and to promote the high-quality development of the park's economy. Develop the following opinions.  

I. General requirements 

(a) Guiding ideology. (2) Basic Principles.  

--Park co-construction. Adhering to the concept of economic community, breaking through the limitations of administrative divisions, the implementation of "the same industry, the same park, the same policy", to eliminate the creation of policy pits, low-level duplication of construction, dispersal of financial resources and market share and other issues caused by the negative impact of the problem.  

- Industry Co-Education. Adhere to the local conditions to determine the leading industries, to industrial clusters to guide the upstream and downstream industrial chain supporting the development of industrial projects to promote industrial projects to the characteristics of the park to focus on the realization of "a park, a main industry, the park has characteristics. Adhere to the sharing of benefits and synergistic development of the park, enhance the city's park linkage and wholeness, and realize the sustainable and high-quality development of the park's production, life and ecology.  

(C) Overall goal: In 2021, the city's "4+6" industrial parks (4 city-managed industrial parks, 6 county-managed industrial parks) will achieve a total revenue of $4.6 billion, which is the highest in the world. (4 city-managed industrial parks, 6 district and county-managed industrial parks) business income of 450 billion yuan, about 3,000 companies, more than 200,000 people; the formation of three 100 billion industrial clusters, of which, liquor industry cluster to become a world-class advanced manufacturing industry cluster; the leading industry cluster degree of more than 70%, the city's industrial parks more than 70% of the concentration of industry, emerging industries accounted for the proportion of parks industrial more than 30%, the focus of industrial Service income accounted for more than 30% of the total income; industrial parks above the provincial level reached 7, 4 parks to carry out the pilot construction of smart parks, 2 national new industrialization demonstration bases (characteristics of industrial base) and 4 provincial new industrialization demonstration bases (characteristics of industrial bases) are running well; the cooperation and development mode with the industry leader, industrial parks in developed regions, brand industrial real estate operators is basically mature, and the brand effect of the characteristics of the "industrial park" is created. More than 6 characteristic "parks within a park" with brand effect have been created; the city's industrial parks have efficiently operated the mechanism of common construction and sharing, and the development pattern of "one chess" has been formed. Around the leading industries, the basic formation of each characteristic industrial ecosphere, innovation ecological chain.  

Second, the main task 

(a) Coordinate the layout of the park. The implementation of the park hierarchical management and control. Clarify the boundaries between the responsibilities of the park and the administrative region, mainly relying on the location of the people's government at all levels to carry out social management, public services and market supervision, and reduce the number of departments stationed in the park. In the current "4 + 6" industrial park pattern, not approved by the Municipal Industrial Park Development Leading Group, the city, districts and counties will no longer set up new industrial parks. (C) Optimize the construction method. The layout of each park should be based on the leading industrial chain, delineate the functional zoning of the park and the expansion of space, to achieve the park's industrial development, public services, residential and ecological space integration and development. Support the park to introduce strategic investors, specialized park operators to carry out cooperation. The parks (districts and counties) optimize the investment, operation and management functions of the asset management company, through government debt stripping, high-quality asset injection, mixed ownership transformation, etc., the implementation of the market transformation of the park development platform, the parks to market-oriented financing, comprehensive investment transformation. Encourage the park to explore the 1.5 level of supporting development, construction and leading industries compatible with the swing space, talent apartments, expert apartments and living facilities.  

(D) Refinement of the criteria for entering the park. In addition to mineral resources, energy development and other special requirements for the location of the project, the principle of new industrial projects arranged in the "4 + 6" industrial parks. Each park according to the characteristics of the leading industries, refine the conditions of admission, the introduction of the project into the park guidelines, reported to the leading group of industrial parks for the record. Newly introduced projects must meet the industrial positioning of the park and the input and output requirements, do not meet the conditions of the project will not pass the industrial project access review. In principle, self-built factory projects into the park investment intensity, high-tech zone (including the core area and the expansion of the area), long open area, baijiu park and aerospace industrial park, four city-managed industrial parks, into the park investment intensity of the project more than 2 million yuan / acres, the tax benefit of 200,000 yuan / acres? Year above; Jiangnan Science and Technology Industrial Park, Naxi Economic Development Zone, Lu County Economic Development Zone, Hejiang Lingang Industrial Park, Xuyong Comprehensive Utilization of Resources Park, Gulin Economic Development Zone, six county-managed industrial parks, the investment intensity of the park project of more than 1.6 million yuan / mu, tax benefits of 100,000 yuan / mu? year or more. (E) Improve land efficiency. The park can be approved in accordance with the law to acquire a certain amount of reserve land as the introduction of the project turnover land, focusing on supporting the park's leading industrial land, the strict implementation of the minimum price of industrial land, prohibited to supporting commercial and residential land as a condition for the attraction of industrial projects. Under the premise of not changing the land use and complying with the land use planning, if the volume ratio of the existing industrial land is increased to improve the utilization rate of the land, no additional land transfer price will be charged. Support the park to acquire the inefficient land of enterprises at the assessed price, specifically according to the Lu City Government Office Development (2016) No. 55, Lu City Government Letter (2018) No. 37. In the preparation of land space planning, support the park to reasonably adjust the location, the planning of the remaining space is small, there is a need to expand the scale of the park, to be moderately supported, and delineate the direction of development. Parks signed industrial project investment and cooperation agreements shall be clear investment intensity, output requirements, regulatory measures and other content.  

(F) Establishment of sharing mechanism. Breaking the administrative area restrictions, the establishment of the concept of economic zones, to encourage investment projects across the region a reasonable flow of recommended settlement of non-local leading industries in the district, county, park, the implementation of the goal of the assessment of extra points incentives (assessment methods are developed separately). The implementation of project cost sharing and benefit sharing, the cost mainly includes land, investment, fixed asset investment, etc., the benefits mainly include tax revenue, economic indicators. The principle of sharing economic indicators: statistical indicators are implemented in accordance with the current national statistical methods and systems; the assessment indicators should be determined with reference to factors such as cost sharing and responsibility. Sharing principle of tax revenue: if the investment promotion party does not share the cost, after the project is signed, landed and completed, it will share 20% of the benefit, and the sharing period will be 5 years; if the investment promotion party and the landed place share the cost, it will share the benefit in accordance with the proportion of cost-sharing and assumption of responsibility. The city's stock of off-site relocation projects, according to the cost-sharing ratio and assume responsibility for sharing the benefits. All parties should sign a cooperation agreement, unable to reach an agreement on the report of the city industrial park development leading group ruling.  

(VII) to strengthen the opening-up cooperation. To give full play to the role of the park as the main force of the open economy, support the park to improve the comprehensive foreign trade service system and promotion system, to create a stable, fair, transparent and predictable business environment. Encourage the park to actively attract foreign investment and undertake international industrial transfer, participate in the South-to-East open cooperation, encourage cooperation with coastal areas, cities along the river, South-to-East countries (regions) to build industrial parks; participate in the Sichuan, Chongqing, Yunnan and Guizhou cooperation and co-construction, and actively work with the parks of Chongqing, Chengdu, Zunyi, Guizhou, and other places to build a "enclave" parks; focusing on the docking Focus on the industrial transfer of Chengdu Hi-tech Zone. Encourage conditional parks to participate in the "Belt and Road" construction, set up investment promotion agencies in key countries and regions.  

Third, safeguard measures 

(a) Optimize the production factors to ensure the ability. Accelerate the supply-side reform of the park's electric power, natural gas and other factor areas, encourage more park enterprises to participate in direct power purchase transactions in a bundled manner, support the growth of a number of local power sales and gas supply companies, and effectively reduce the cost of energy in the park. Introducing banks, venture capital, insurance, securities and intermediaries such as accounting firms, law firms, human resource agencies, etc., to build a comprehensive and professional "bank + government + guarantee + insurance + venture capital + science and technology service intermediary" financial service package for the development of leading industries. Support the park enterprises to use corporate bonds, corporate bonds, short-term financing bonds, medium-term notes and other financing tools for direct financing.  

(B) Innovative talent protection measures. Adopting order-type, establishing training bases, alternating between work and study and other training methods to help enterprises cultivate practical, operational high-skilled personnel. Park management committee and park asset management state-owned companies in accordance with the Lu talent hair (2017) No. 1 document. (D) Implementation of differentiated assessment and evaluation.
