Yinchuan City’s Measures to Accelerate the High-Quality Development of the Service Sector

Support Measures (Trial)

To thoroughly implement the initiative to expand capacity and improve quality in the service sector, accelerate the establishment of a new service sector system characterized by distinct features, rational layout, and high quality and efficiency, and focus on production-oriented, daily-life-oriented, and emerging service industries, this city has allocated 50 million yuan from the Service Sector Development Guidance Fund to fully support the expansion of capacity and improvement of quality in the service sector and promote the high-quality development of our city’s service sector. These measures are hereby formulated.

I. Focusing on Promoting Industrial Upgrading

Focusing on the integration of commerce, culture, tourism, agriculture, sports, and hospitality; data circulation and utilization; artificial intelligence; modern logistics; finance and exhibitions; industry-education integration; and the “building economy,” financial support will be provided to modern service industry clusters and “100-million-yuan buildings” for the improvement of infrastructure and the construction of public service platforms, with the goal of establishing more than 10 municipal-level modern service industry clusters.Focusing on modern logistics, wholesale, retail, lodging, and catering; cultural tourism, health, and wellness; the digital economy; equipment manufacturing; and multimodal transport, we will plan and develop a batch of major projects. We will establish a database of major service industry projects at both the municipal and county (district) levels, implement more than 100 modern service industry projects annually, and provide corresponding support for service industry projects through the Service Industry Development Guidance Fund.(Responsible Units: Municipal Development and Reform Commission, Transportation Bureau, Commerce Bureau, Industry and Information Technology Bureau, Data Bureau, Culture and Tourism Bureau, Science and Technology Bureau, Housing and Urban-Rural Development Bureau, Health Commission, Civil Affairs Bureau, Sports Bureau)

II. Implement a Tiered Enterprise Development Program

Establish a tiered cultivation system comprising “enterprises with growth potential—enterprises on the verge of meeting scale criteria—enterprises meeting scale criteria—leading enterprises.” Support relevant departments and all counties (cities) and districts in carrying out enterprise cultivation initiatives, and provide corresponding support to counties (cities) and districts where the number of high-quality business entities newly meeting scale criteria reaches 60 or more in each of the years 2026 and 2027.Launch a campaign to foster and expand high-quality enterprises, aiming to add 7 enterprises with annual revenue of 100 million yuan or more citywide, and provide support to the counties (cities) and districts where these enterprises are located.Strengthen tiered cultivation efforts in sectors such as information transmission, software, and information technology; scientific research and technology; leasing and modern commerce; multimodal transportation, warehousing, and logistics; and culture, tourism, and sports, with the goal of adding at least 3 enterprises meeting the scale criteria in each sector annually.(Responsible Units: Municipal Bureau of Data, Bureau of Science and Technology, Bureau of Commerce, Bureau of Transportation, Bureau of Culture, Tourism, and Sports, Bureau of Human Resources and Social Security)

III. Deepen the Integration of the Two Sectors

Support the integration of information technology with manufacturing and services; high-end equipment with services; R&D and design with industrial design; new energy with energy conservation and environmental protection; modern logistics with manufacturing; and consumer-oriented services with manufacturing. Encourage enterprises to establish public service platforms such as shared laboratories, pilot production bases, and industrial internet platforms.A selection of exemplary cases of integration between the two sectors will be identified, and support will be provided for these cases through the Service Industry Development Guidance Fund. We will encourage the separation of primary and auxiliary businesses in the manufacturing sector and support enterprises in spinning off operations such as R&D and design, inspection and testing, and pilot-scale process development to establish new, independently incorporated service enterprises.(Responsible Units: Municipal Development and Reform Commission, Bureau of Industry and Information Technology, Science and Technology Bureau, Data Bureau, Transportation Bureau, Commerce Bureau)

IV. Cultivating and Building High-Quality Brands

Utilize enterprises and production bases as standalone entities to serve as exhibition and experience spaces; showcase the achievements of the manufacturing sector’s transformation toward high-end, intelligent, and green development through open experiences and cultural narratives, and establish brand experience sites; integrate experience scenarios across upstream and downstream industrial chains and industrial clusters under a unified brand theme to form tourism brand experience routes.Develop at least 5 brand routes or experience sites for production-oriented service industries such as logistics, R&D and design, consulting, and business services; and at least 8 brand routes or experience sites for lifestyle service industries such as commerce, elderly care, childcare, cultural tourism, sports, home services, and food and beverage;and at least 3 digital brand routes or experience sites in fields such as artificial intelligence, 5G, and the Industrial Internet, with support provided through the Service Industry Development Guidance Fund. V. Promoting Technology and Digital Empowerment

Establish the “Special Fund for the Innovative Development of Technology-Based Service Industries” to encourage technology-based small and medium-sized enterprises to continuously increase R&D investment and provide professional services. Support technology-based service enterprises in implementing projects related to scientific and technological R&D, technology transfer, talent recruitment and cultivation, and platform construction, and provide corresponding support.Implement the “Several Policy Measures of Yinchuan City to Promote the High-Quality Development of Artificial Intelligence (Trial)” to support the construction of common technology service platforms for enterprises, the development of trustworthy data infrastructure, the creation of high-quality datasets, computing power and model invocation, and the development of “AI+” application scenarios, thereby facilitating the digital transformation of the real economy. VI. Tapping the Potential of Service Consumption

Establish a service consumption monitoring system, launch a campaign to revitalize business entities, and attract and establish a number of leading headquarter enterprises. Deepen efforts to attract visitors to Yinchuan, regularly conduct the “Yinchuan Voucher Rewards” campaign, and periodically issue consumption vouchers for sectors such as dining and lodging. Deepen the integrated development of commerce, culture, tourism, agriculture, sports, and the wine industry, and provide support for related projects and activities.Support the flourishing development of the cultural, performing arts, and entertainment industries. Allocate funds to issue targeted consumption vouchers for movie-going, live performances, stage productions, and book purchases, and support cultural tourism and sports events to stimulate consumption in the cultural tourism market. VII. Support the Development of Green Transportation

Accelerate the planning and construction of logistics network projects and advance key logistics projects. Provide “green transport vouchers” to support clean-energy vehicles engaged in multimodal transport and short-haul shuttle services for refueling and charging at gas stations and charging/swapping stations.Promote the development of urban and rural delivery logistics and integrated passenger, freight, and postal services projects; issue delivery benefit vouchers to subsidize shipping costs on a per-shipment basis for residents sending parcels to other regions. VIII. Promoting Stabilization and Recovery in the Real Estate Sector

Thoroughly implement the “123 Action” to improve property service quality; regularly organize offline promotional events for “Quality Homes” and online live-streamed property tours; provide funding support for these activities to promote a steady recovery in real estate transaction volume. IX. Enhancing the Quality and Efficiency of Financial Services

Implement policies providing interest subsidies on loans for service industry business entities and on loans for equipment upgrades. Work to attract financial institutions to establish operations at the Yuehai Bay Science and Technology Innovation Hub, guide these institutions to increase the issuance of first-time loans, unsecured loans, and medium- to long-term loans, and make effective use of structural monetary policy tools such as re-lending programs to support agriculture and small businesses.Implement support policies for the Beijing Stock Exchange and the National Equities Exchange and Quotations (NEEQ), and intensify efforts to cultivate potential listed companies. Guide insurance institutions to diversify insurance products in areas such as technology, elderly care, and agriculture, and improve the quality and efficiency of insurance services. X. Strengthening Support for Multidisciplinary Talent

Implement the Modern Service Industry Talent Development Program and provide conveniences—such as assistance with settling in and medical coverage—for urgently needed, high-level talent recruited to the city. Accelerate the development of the national pilot program for the integrated development of the human resources service industry and the manufacturing sector, and cultivate and support approximately 10 human resources service projects by providing financial assistance.(Responsible Units: Municipal Party Committee Talent Work Bureau, Municipal Human Resources and Social Security Bureau, Municipal Health Commission, Municipal Medical Insurance Bureau, Municipal Public Security Bureau)

These measures shall take effect on the date of issuance and remain valid until December 31, 2027. Should national or autonomous region policies be adjusted during the implementation period, such adjustments shall prevail. The Municipal Development and Reform Commission is responsible for interpreting these measures, while the lead departments shall formulate and implement detailed implementation measures.
