To thoroughly implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, General Secretary Xi Jinping’s important instructions on deepening East-West cooperation and targeted poverty alleviation, and his important speeches during his inspection tour of Ningxia, and to earnestly carry out the deployment requirements of the Autonomous Region Party Committee and Government, this plan is formulated in light of actual conditions, with the consolidation of the sense of community of the Chinese nation as the main thread and the “Two Modernizations and One Revitalization” as the key focus, to promote the high-quality development of industries in Minning Town.
I. Main Objectives
By the end of 2025, the comprehensive economic strength of Minning Town will be significantly enhanced, and the scale of its four pillar industries—consumer goods manufacturing, wine production, modern agriculture, and cultural tourism—will be further expanded. The total industrial and agricultural output value will exceed 2.03 billion yuan, and the per capita disposable income of rural residents will reach 22,000 yuan.
By the end of 2026, Minning Town will achieve new breakthroughs in the integrated development of the primary, secondary, and tertiary sectors, and make new progress in building a town strong in industry. The total industrial and agricultural output value will exceed 2.44 billion yuan. The town will strive to establish one autonomous region-level or higher demonstration zone for integrated agricultural industrial development, and the per capita disposable income of rural residents will reach 24,200 yuan.
By the end of 2027, Minning Town’s total industrial and agricultural output value will exceed 2.93 billion yuan, and the per capita disposable income of rural residents will reach 26,600 yuan. The gap between urban and rural development and living standards will continue to narrow, and overall competitiveness will be significantly enhanced. The town will generate more replicable and scalable “Minning experiences” in areas such as industrial integration and comprehensive rural revitalization, serving as a model for similar regions nationwide and becoming a new benchmark for East-West collaboration across the country.
II. Work Tasks
(I) Vigorously Promote the Development of Consumer Goods Industrial Clusters.
1. Plan and develop the modern textile industry. Seize the opportunities presented by the refinement of domestic industrial division of labor and industrial relocation. Focusing on optimizing the layout of the Minning Industrial Park, accelerate the introduction ofthe “Several Measures on Supporting the High-Quality Development of the Garment, Footwear, and Headwear Industry in Minning Town” and “Yinchuan City’s Policy Measures on Supporting the Extension and Complementation of the Garment, Footwear, and Headwear Industry Chain in the Minning Industrial Park.” By highlighting the advantages of low overall costs, substantial policy support, and an excellent business environment, we will attract a group of high-quality upstream and downstream enterprises from Fujian’s garment, footwear, and headwear sectors to settle in the Minning Industrial Park for clustered development, thereby forming a modern textile industry cluster centered on garments, footwear, and headwear.
2. Accelerate the development of the new food industry. Fully leverage the advantages of specialty agricultural resources such as mushrooms, goji berries, and red raspberries to implement a series of demonstration projects integrating innovation chains with industrial chains. Encourage the development and production of food processing products such as functional beverages. Vigorously promote the transition of specialty agricultural products from primary processing to deep processing. Steadily enhance the scale and efficiency of existing green food enterprises, and cultivate or attract 3–5 new food enterprises.Actively develop supporting services such as food warehousing, cold-chain logistics, and testing and quarantine to extend the industrial chain.
3. Pioneering the Development of the “Cross-Border E-Commerce” Sector. Leveraging Fujian’s resources and experience in building cross-border e-commerce ecosystems, fostering industrial clustering, providing public service support, and innovating talent development, we will establish the “Fujian-Ningxia Mountain-Sea Silk Road E-Commerce Demonstration Park” through three years of concentrated cultivation. This park will integrate e-commerce ecosystem clustering and supply chain coordination between eastern and western regions, driving the development of the e-commerce industry—including cross-border e-commerce—in Yinchuan and across the entire region.Conduct more than 100 e-commerce training sessions (including at least 40 on cross-border e-commerce), attract and cultivate no fewer than 100 e-commerce and service enterprises to settle in the park, and prioritize the sale of Fujian-made apparel, footwear, and headwear as well as Ningxia’s specialty products.
4. Deepen the co-construction model of the Fujian-Ningxia Industrial Park. Accelerate the release of the “Plan for Deepening Fujian-Ningxia Collaboration and Developing Enclave Economy,” and further expand cooperation under the frameworks of “Fujian Enterprises + Ningxia Resources,” “Fujian Headquarters + Ningxia Bases,” and “Fujian Market + Ningxia Products.”Refine and improve the “Plan for the High-Quality Development Industrial Fund of Minning Town,” continuously upgrade infrastructure such as water, electricity, gas, and roads in the Minning Industrial Park, and encourage and guide Fujian enterprises to invest boldly and willingly, fostering the establishment and stable development of distinctive Fujian enterprises and leading enterprises in Minning.
5. Strengthen the allocation and security of production factors.Implement Yinchuan City’s measures to support the high-quality development of the Minning Industrial Park, assist enterprises in actively applying for incentive policies such as technical renovation subsidies, loan interest subsidies, and recognition as demonstration enterprises for new-quality productive forces, and support and encourage traditional enterprises to increase efforts in equipment upgrades and technical renovations. Cultivate industrial workers capable of adapting to digital production lines, smart factories, and customized production, as well as corresponding software and hardware talent. Establish various talent exchange platforms, strengthen precise matching between supply and demand, and provide comprehensive talent support for enterprises settling in Minning Town.
By the end of 2025, strive to exceed 1 billion yuan in total industrial output value. By the end of 2026, strive to exceed 1.32 billion yuan in total industrial output value. By the end of 2027, strive to exceed 1.56 billion yuan in total industrial output value and basically achieve new-type industrialization. (2) Promote the full-chain development of the wine industry.
6. Accelerate project construction. Focusing on the development of the core zone of the National Comprehensive Pilot Zone for Grape and Wine Industry Development, and centering on the integrated development approach of “grapes + wine + culture, tourism, and sports,” accelerate the drafting of the “Yongning County Plan for the Integrated Development of the Wine Industry and Culture and Tourism.”We will expedite the completion and operationalization of projects such as the Helan Mountain East Foothills Wine Distribution Center, the 1,000-ton wine production and storage facility at Fulü Winery, the 1,200-ton annual wine and liqueur production facility at Guzan Winery, and the infrastructure upgrades for the Minnning Town Wine Comprehensive Pilot Zone, with the aim of establishing a leading wine industry town.
7. Promote the Commercialization of Scientific and Technological Achievements. Strengthen the driving role of scientific and technological innovation in industrial development. Leveraging innovation platforms such as the Minning Experimental Demonstration Station of Northwest A&F University and the Ningxia Helan Mountain East Foothills Wine Industry Technology Collaborative Innovation Center, we will conduct research on grape-related topics, provide technical services, and facilitate the commercialization of research outcomes. We will advance the demonstration and application of high-quality wine grape cultivation techniques and establish a tiered product system covering high-, medium-, and low-end segments.
8. Persist in building, strengthening, and filling gaps in industrial chains. Actively conduct targeted investment promotion in related industries such as raw and auxiliary materials, machinery and equipment, packaging and printing, and oak barrels and corks. Coordinate the development of upstream and downstream enterprises to drive the growth of supporting industries including bottle manufacturing, packaging, logistics and transportation, and machinery and equipment manufacturing. Guide enterprises to adopt dual certification of “proprietary trademarks + geographical indications.”Strengthen the protection of geographical indications and enhance supervision of wine quality and safety. Encourage enterprises to expand the development of wine-derived products and tourism-related cultural and creative products, revitalize and optimize the operations of Red Wine Street and the Minning Pavilion, and accelerate the integrated development of wine and cultural tourism.
9. Build high-end wine brands. Deepen the “distinctive wineries + global marketing” model and strengthen the cultivation of top-tier wine brands. Leveraging major platforms such as the China (Ningxia) International Wine Culture and Tourism Expo, we will propel the wine brands of the Fujian-Ningxia region onto the international stage.Capitalizing on the 2025 Brussels International Wine Competition, vigorously promote the Minning wine region to enhance the market reputation and international influence of wines from the eastern foothills of the Helan Mountains, and establish a brand matrix for these wines.
By the end of 2025, wine production will reach over 20,000 metric tons, with the goal of exceeding 3 billion yuan in total wine industry output value. By the end of 2026, wine production will reach over 25,000 metric tons, with the goal of exceeding 3.2 billion yuan in total output value. By the end of 2027, wine production will reach over 30,000 metric tons, with the goal of exceeding 3.3 billion yuan in total output value, thereby strengthening the town’s status as a national wine industry hub.(Responsible Units: Municipal Wine Industry Development Service Center, People’s Governments of Yongning County and Minning Town)
(3) Promote the development of modern agriculture to be high-quality, distinctive, and specialized.
10. Efficiently revitalize and utilize idle greenhouses. For underutilized greenhouse facilities, idle cold storage units, and poverty-alleviation workshops, explore models such as “enterprise + village collective + base,” village-community partnerships, villager cooperatives, and inter-village collaborations. Through bundled leasing and equity participation, accelerate the revitalization and utilization of these assets, transforming “dormant assets” into a “source of income” for villagers.Summarize regional supply and demand trends and patterns, and adopt a market-oriented approach to cultivate high-value fruits and vegetables that are off-season and cross-regional. Steadily expand mushroom production on a scale appropriate to local conditions to establish the “Minnan Mushrooms” production and processing base brand. Provide “point-to-point” services to ensure seamless production-to-sales connections. Encourage facility agriculture operators to explore models such as “aquaponics” and “land-based marine fish farming” to create model aquaculture parks on the “Gobi Desert.”
11. Promote the quality upgrade of the livestock industry. Building on local production strengths and geographical advantages, we will prioritize the “Three Cattle” project (cattle breeding, slaughter, and beef sales), guiding and incentivizing farmers to transition from backyard farming to organized farms or parks to improve breeding efficiency.Thoroughly analyze the specific demand characteristics for beef and mutton among residents along the southeastern coast, and develop fresh beef and mutton as well as processed products tailored to high-end consumption scenarios. Construct the Northwest Fujian-Ningxia Agricultural Products Exhibition, Sales, and Processing Center and the Modern Agricultural Supply Chain Base in Minning Town, establishing an integrated online and offline sales and operations center featuring supporting warehousing, sorting, packaging, and logistics transportation, and building the “Rural Charm of Fujian-Ningxia” regional agricultural brand.
12. Expand the application of “green empowerment.”Continuously expand the application of green electricity in rural areas, promote the green transformation of production and lifestyle in Minning Town, and facilitate the local consumption of clean energy. In conjunction with the development of digital villages, strengthen the electrification of agricultural production and processing sectors—including crop cultivation, animal husbandry, agricultural product processing, and greenhouse farming—to enhance Minning Town’s smart energy utilization. Incorporate the construction of Minning Town’s energy infrastructure into the rural construction project database and establish a high-quality pilot for the rural energy revolution.
By the end of 2025, the proportion of farmers supported by new types of agricultural business entities will reach 13%, and the total output value of agriculture, forestry, animal husbandry, and fisheries will exceed 1.03 billion yuan.By the end of 2026, the proportion of farmers supported by new types of agricultural business entities will reach 15%, and the total output value of agriculture, forestry, animal husbandry, and fisheries will exceed 1.12 billion yuan. By the end of 2027, the proportion of farmers supported by new types of agricultural business entities will reach 17%, and the total output value of agriculture, forestry, animal husbandry, and fisheries will exceed 1.37 billion yuan. (IV) Promote the Integrated Development of the Culture and Tourism Industries.
13. Deeply explore cultural and tourism resources. Deepen the development of red culture such as the “Minnan-Ningxia Experience” and the “National Model of Poverty Alleviation” in the new era, promote the deep integration of the cultural and tourism industries with red resources, and strengthen national-level key towns for rural tourism. Make full use of distinctive resources such as the Ming Great Wall ruins and the Hook Road to systematically protect and showcase Great Wall culture. Develop intangible cultural heritage products such as guan-guan tea, traditional handmade incense, braided crafts, and hand-made balls to enrich tourism offerings.Advance investment promotion and revitalization efforts for idle projects such as the Penghu Bay Ecological Tourism Base and the Minning Town Tourist Service Center, and drive improvements in the quality and efficiency of tourism services.
14. Focus on cultural product supply. Establish the Xiangyun Minning Cultural Tourism Service Company and create and stage artistic works with Minning characteristics, such as *I’m Waiting for You in Minning* and *The Dancing Bala Whip*. Further integrate Minning Town’s cultural and tourism resources to provide comprehensive, high-quality tourism services.Vigorously cultivate a group of national and autonomous region-level intangible cultural heritage (ICH) workshops, ICH inheritors, and ICH projects, and support Minning Town in establishing a National Cultural Industry Empowerment for Rural Revitalization Demonstration Zone. Implement a targeted cultural assistance program, strengthen the creation of high-quality artistic works such as films, TV series, and documentaries, and effectively tell the “Minning Story” of the new era.
15. Deepen the integration of “culture and tourism with all industries.” Continue to expand the influence of the successful inscription of the Western Xia Tombs on the UNESCO World Heritage List, and deepen the development of the Yinchuan City Xixia District–Yongning County Helan Mountain East Foothills Wine Culture and Tourism Industry Integration Demonstration Zone.Accelerate the construction of projects such as the Eastern Foothills of Helan Mountain Wine Culture and Tourism Corridor and the upgrading of the Ningxia State Farm Yuquan International Winery’s agritourism integration. Support the development of two wineries to become National 4A-level tourist attractions. Building upon the foundation of beautiful and livable villages, integrate folk culture, cuisine, and traditional handicrafts to form an integrated development model encompassing “sightseeing, fruit picking, entertainment, dining and lodging, commerce, and intangible cultural heritage.”
16. Implement the Cultural Tourism Consumption Promotion Initiative. Carefully design premium tourist routes along the eastern foothills of the Helan Mountains, such as the Minning Town–Western Xia Tombs–Western Xia Folk Park circuit. Actively organize cultural outreach activities, guiding Minning Town to develop distinctive rural brand events—such as the “Beautiful Village Games,” “Beautiful Village Health Run,” and “Village BA”—tailored to local conditions, while actively seeking to host high-quality national and autonomous region-level events.Vigorously develop the concert economy and organize cultural and tourism public welfare consumption activities such as “Love Yinchuan, Four Seasons of Travel,” driving the integrated development of cultural tourism and events in Minning Town.
By the end of 2025, successfully establish one A-level or higher scenic area, receive 600,000 annual visitors, and achieve total tourism spending of 350 million yuan. By the end of 2026, successfully establish a National Demonstration Zone for Cultural Industry Empowerment of Rural Revitalization, create two A-level or higher scenic areas, receive 700,000 annual visitors, and exceed 400 million yuan in total tourism spending. III. Support Measures
This plan will be led and coordinated by the Minnan Town Task Force to ensure its implementation. A working mechanism featuring horizontal coordination and vertical integration will be established to create a strong synergy. All responsible units, as well as the People’s Governments of Yongning County and Minnan Town, must further refine and improve policy lists in areas such as industry, science and technology, finance, rural revitalization, and public finance to ensure that policies reach villages and towns directly and are effectively implemented by enterprises;They must strictly adhere to their assigned responsibilities, strengthen communication, and closely coordinate to promptly address key issues in the industrial development of Minning Town. They shall jointly advance the implementation of all key tasks and major measures to ensure that policies, tasks, and responsibilities are fully implemented. The Minning Town Task Force shall conduct unscheduled inspections and regularly report on work progress to ensure that industrial development goals are achieved on schedule.
