Fiscal Support Policies and Implementation Measures for Accelerating the High-Quality Development of the Modern Goji Berry Industry

To earnestly implement the spirit of the 20th National Congress of the Communist Party of China and the 13th Party Congress of the Autonomous Region, fully carry out the relevant deployment requirements of the Autonomous Region Party Committee and Government regarding support for the “Six New, Six Special, and Six Excellent” industries and the promotion of high-quality development of the private economy, set a target of 100 billion yuan in output value, and accelerate the high-quality development of the modern goji berry industry, the following fiscal support policies and implementation measures are hereby formulated. I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th CPC National Congress and the important speeches, instructions, and directives issued by General Secretary Xi Jinping during his inspection of Ningxia. Closely focusing on the deployment requirements of the 13th Party Congress of the Autonomous Region, we will adhere to the overarching principle of establishing a pilot zone for ecological protection and high-quality development in the Yellow River Basin. We will integrate fiscal resources, highlight the advantages of the “Ningxia Goji Berry” authentic production area, focus on promoting the strategic positioning of “China’s Goji Berry Hometown,” improve fiscal support policies,actively cultivate market entities, guide and leverage financial and social capital to increase investment in the modern goji berry industry, and strive to build the two regional public brands “Ningxia Goji Berry” and ““Zhongning Goji Berries”—two regional public brands; support the construction of the China Goji Berry Research Institute, the National Goji Berry Product Quality Inspection and Testing Center (Ningxia), and the National-Level Zhongning Goji Berry Market—“three national-level platforms”; establish “four quality and safety systems” covering industry standards, green pest control, inspection and testing, and product traceability; and build “five centers” for standard formulation and publication, deep processing, scientific research and development, cultural dissemination,

market trading; and implement the “Six Major Projects”—base stabilization, leading enterprise support, science and technology revitalization, quality-driven development, brand strengthening, and cultural revitalization—to comprehensively promote the high-quality development of the modern goji berry industry.By 2025, we aim to stabilize the region’s goji berry cultivation area at approximately 460,000 mu, achieve a base standardization rate of over 90%, reach a fresh fruit output of over 400,000 tons, attain a fresh fruit processing conversion rate of 37%, and achieve a comprehensive output value of 50 billion yuan, thereby contributing to the goal of reaching a 100-billion-yuan output value.

II. Key Areas of Support

Support will primarily focus on key areas such as basic research, high-quality seedling propagation, base construction, deep processing, brand development, quality and safety system development, socialized services, and integrated development.

(1) Basic Research.Accelerate the development of high-yield, multi-resistant, and functional new varieties—including those for fruit, leaf, and processing uses—that are characteristic of the Ningxia region. Support focused research on key technological areas such as the extraction of active ingredients from goji berries, functional foods and beverages, pharmaceutical and health products, and mechanical harvesting of goji berries. Support research institutes and social organizations, such as the China Goji Berry Research Institute and the Ningxia Academy of Agricultural and Forestry Sciences, in conducting goji berry research and related activities.

(2) Seedling Propagation. Enhance the development of the national-level goji berry tree germplasm resource repository; leverage the leading role of the autonomous region-level goji berry seedling propagation demonstration bases; cultivate and expand a group of goji berry seedling enterprises integrating “breeding, propagation, and promotion”; and establish a pilot demonstration zone for goji berry seedling propagation in Ningxia.

(3) Base Development. Accelerate the construction of new standardized goji berry bases and demonstration bases for authentic Ningxia goji berry medicinal materials; support the renovation and upgrading of existing aging bases to improve planting efficiency. Support large-scale growers, professional cooperatives, family farms (forestry farms), and enterprises in scaling up their operations.

Strengthen the demonstration and promotion of “high-quality varieties + optimal cultivation methods” techniques, support the creation of “hundreds, thousands, and tens of thousands” of green high-yield goji berry demonstration sites and high-quality, high-yield demonstration bases, and promote the implementation of the “Two Reductions, One Increase, and One Improvement” initiative—reducing chemical fertilizers and pesticides, increasing the application of organic fertilizers, and boosting yield per unit area.

(4) Deep Processing. Establish a tiered cultivation mechanism for leading enterprises, support the implementation of the “Dragon Cultivation Plan” and the “Small-to-Scale” initiative, and foster leading enterprises for listing on stock exchanges.Attract investment in the deep processing of goji berries for traditional Chinese medicine, health and wellness, and tea (sprouts). Support enterprises in launching new, upgrading, and expanding goji berry deep processing projects; encourage enterprises to source fresh berries from planting bases within the autonomous region; promote the upgrading of product processing and manufacturing; and enhance product value-added and competitiveness.

(5) Brand Building. Focus on enhancing the market recognition and brand influence of “Ningxia Goji Berries” and “Zhongning Goji Berries.” Support goji berry enterprises, cooperatives, and other production and operation entities in conducting brand promotion through media, high-speed rail, aviation, landmark buildings in first- and second-tier cities, and transportation hubs.Support goji berry production and business entities in developing online and offline sales channels, and encourage and organize their participation in domestic and international exhibitions to expand domestic and international markets. Support the development of the National Modern Agricultural Industrial Park in Zhongning County and the National Zhongning Goji Berry Market. Support the successful hosting of the Goji Berry Industry Expo and increase promotional efforts.

(6) Building a Quality and Safety System. Strengthen the quality and safety system for the Ningxia goji berry industry, including standards, green pest control, inspection and testing, and product traceability, and reinforce the implementation of these standards.Encourage social organizations to research and formulate standards related to the goji berry industry, striving to shift the standard-setting process from government-led to a balance between government and market forces; support the registration of pesticides for goji berries and strengthen monitoring and forecasting; support the National Goji Berry Product Quality Inspection and Testing Center (Ningxia) in expanding, strengthening, and improving its operations;

Support the use of geographical indication certification marks such as “Ningxia Goji Berries” and “Zhongning Goji Berries”; support various business entities in obtaining quality certifications and strengthen the development of traceability systems.

(7) Socialized Services. Support the development of new types of socialized service organizations—such as those providing pruning, unified pest control, soil-fertility-water management, professional harvesting, and drying services—as well as large-scale comprehensive socialized service organizations; promote the construction of drying centers primarily powered by clean energy.

(8) Integrated Development. Strengthen the integration of science and technology with industry. Support major production cities, counties (districts) in actively establishing national and autonomous regional modern agricultural industrial parks, rural industrial integration demonstration parks, autonomous regional science and technology parks, and entrepreneurship parks. Establish specialized key laboratories, regional observation and experimental stations, and demonstration bases for the application of key technologies.Promote the deep integration of cultural tourism with the goji berry industry. Support the development of distinctive goji berry towns, rural complexes, goji berry cultural (theme) centers, and goji berry estates. Encourage the creation of a range of goji berry cultural tourism and cultural and creative products with distinctive characteristics.

III. Support Measures

Support will primarily be provided through fiscal incentives, other special support programs, loan interest subsidies, insurance premium subsidies, financing guarantee subsidies, fund guidance, and coordinated integration.

(1) Fiscal Incentives and Subsidies. The autonomous region’s finance department will establish a special subsidy fund for the development of the modern goji berry industry, focusing on supporting the construction of quality and safety systems, base development, deep processing, technological innovation, brand building, socialized services, integrated development, and talent cultivation.

1. Quality and Safety System Development. A subsidy of 100,000 yuan will be provided for the formulation of new key national standards for the high-quality development of the modern goji berry industry, and 80,000 yuan for the formulation of new key industry standards. A subsidy of 50,000 yuan will be provided for the formulation of new key local standards, and 30,000 yuan for the revision of local standards. Production and operation entities that obtain quality certifications such as authentic medicinal goji berry production bases, Green Food, Organic Food, and GAP will receive a subsidy of 20,000 yuan per certificate.Production and operation entities that obtain quality certifications such as the “Two Products and Two Labels” (Green Food, Organic Food, National Geographical Indication Protection Mark, and Ningxia Goji Berry Traceability Label) will receive a subsidy covering 50% of the certification label fees. Production and operation entities that newly purchase testing equipment will receive a post-subsidy covering 30% of the purchase cost, with a maximum of 500,000 yuan.For modern information monitoring and forecasting platforms for goji berry pests and diseases, an annual subsidy of 500,000 to 800,000 yuan will be provided. Establish and improve the Ningxia Goji Berry Traceability System Platform, strictly enforce the market access system for “Ningxia Goji Berries” and “Zhongning Goji Berries,” and support intellectual property protection.

2. Base Construction. The autonomous region will provide a subsidy of 1,000 yuan per mu for the construction or renovation of standardized goji berry bases covering contiguous areas of 30 mu or more. For successfully established “Hundred, Thousand, and Ten Thousand” goji berry green high-yield demonstration gardens and high-quality, high-efficiency demonstration gardens, a subsidy of 100 yuan per mu will be provided. For bases designated as autonomous-region-level high-quality bases, a reward and subsidy of 100,000 yuan will be granted to each base.For autonomous region-level goji berry regional trial demonstration sites and bases demonstrating significant results from “high-quality varieties + optimal cultivation methods” trial and demonstration technologies, each will receive a reward and subsidy ranging from 30,000 to 100,000 yuan. Entities conducting registration of commonly used pesticides for goji berries will receive a subsidy of 100,000 yuan for each pesticide registered.

3. Deep Processing. Support enterprises in launching new, upgrading, or expanding goji berry deep processing projects. For production lines with an investment of 10 million yuan or more, appropriate awards and subsidies will be provided. For production lines with an investment between 10 million and 50 million yuan, awards and subsidies will be granted at 8% of the total investment, not exceeding 2 million yuan;For production lines exceeding 50 million yuan, a subsidy of 6% of the total investment will be provided, with a maximum of 3 million yuan.

4. Technological Innovation. Provide an annual operating subsidy of 100,000 yuan each for national-level goji berry germplasm repositories and autonomous region-level germplasm conservation bases. Grant a one-time subsidy of 100,000 yuan for each superior new variety approved by the autonomous region.Autonomous regional-level goji berry seedling propagation bases will receive an annual subsidy of 200,000 yuan for three consecutive years. Production and operation entities that obtain “Medicine” or “Health” product licenses and engage in mass production will be granted one-time awards of 300,000 yuan and 200,000 yuan, respectively; entities that obtain licenses for functional foods such as special dietary or special medical foods and achieve mass production will receive a one-time award of 100,000 yuan.Enterprises that commercialize new research findings and processes to mass-produce new categories of goji berries, with annual sales of a single product reaching 10 million yuan or more, will receive a one-time grant of 300,000 yuan. Support and encourage research institutions and universities within the region to conduct targeted research on functional foods such as pharmaceuticals, health supplements, special medical foods, and special dietary foods; provide appropriate support for the operational expenses of the China Goji Berry Research Institute.

5. Brand Development. Enterprises authorized to use the “Ningxia Goji Berry” geographical indication certification trademark for brand promotion that place advertisements in central-level media, mainstream media in first-tier cities, and high-traffic locations such as airports and high-speed rail stations will receive a subsidy equivalent to 30% of their advertising expenditure, with a maximum annual subsidy of 2 million yuan per enterprise;For enterprises placing advertisements in mainstream media in second-tier cities, as well as in high-traffic areas such as airports and high-speed rail stations, a subsidy of 20% of their advertising expenditure will be provided, with a maximum annual subsidy of 1 million yuan per enterprise; for enterprises placing advertisements in mainstream media in third-tier cities and other provincial capitals, as well as in high-traffic areas such as airports and high-speed rail stations, a subsidy of 10% of their advertising expenditure will be provided, with a maximum annual subsidy of 500,000 yuan per enterprise.For goji berry enterprises organizing dedicated promotional events: - Events held in first-tier cities will be subsidized at 30% of the total expenses, with a maximum annual subsidy of 500,000 yuan per enterprise; - Events held in second-tier cities will be subsidized at 20% of the total expenses, with a maximum annual subsidy of 300,000 yuan per enterprise; - Events held in third-tier cities

, a 10% subsidy of the expenses incurred will be provided, with a maximum annual subsidy of 200,000 yuan per enterprise. Support will be provided to enterprises authorized to use the “Ningxia Goji Berry” geographical indication certification trademark to establish brand operation centers in domestic first- and second-tier cities. For centers with a single-store area exceeding 100 square meters and operating normally, a one-time subsidy of 20% of the annual rent expenses will be provided, with a maximum subsidy of 500,000 yuan per store.Enterprises whose annual sales (online and offline) increase by more than 50 million yuan and whose average annual growth rate ranks among the top 10 in the goji berry industry will each receive a subsidy of 500,000 to 1 million yuan for marketing and brand development expenses. Enterprises newly awarded the "China Well-Known Brand" or "Well-Known Trademark" protection will receive a one-time subsidy of 500,000 yuan, while those newly awarded the "Ningxia Goji Berry Well-Known Brand" will receive a one-time subsidy of 300,000 yuan.

6. Socialized Services. New socialized professional service organizations that sign management or technical service contracts with farmers to provide services such as pruning, unified pest control, soil, fertilizer, and water management, professional harvesting, and drying services, and that serve an area of 5,000 mu or more, will receive a subsidy of 100,000 yuan.Comprehensive socialized service organizations managing 500 mu or more of land will receive a one-time subsidy of 50 to 100 yuan per mu; specialized companies or farmers’ professional cooperatives that construct new clean-energy drying facilities with a capacity of 20 tons or more will receive a one-time subsidy of 100,000 yuan.

7. Integrated Development. Support the integrated development of the primary, secondary, and tertiary sectors within the goji berry industry. For officially published cultural and creative works related to goji berry health and wellness, science and technology, tourism, film and television, calligraphy and painting, teaching materials, and monographs, a subsidy of 20% of the contract price for publication costs will be provided. Encourage goji berry enterprises to build corporate digital platforms; enterprises that connect to the autonomous region’s modern goji berry industry digital platform will receive appropriate policy support.

8. Talent Development. Strengthen the development of a talent hub for the modern goji berry industry, allocate special funds for talent development, and support the training of senior professionals and practical skilled workers in the modern goji berry industry.

Each base will receive an annual operating subsidy of 100,000 yuan. A one-time grant of 100,000 yuan will be awarded for each superior, new, or high-quality variety approved by the autonomous region.Autonomous regional-level goji berry seedling propagation bases will receive an annual subsidy of 200,000 yuan for three consecutive years. Talent Development.Strengthen the development of a talent hub for the modern goji berry industry, allocate special funds for talent development, and support the training of senior professionals and practical skills personnel in the modern goji berry industry. Encourage universities such as Ningxia University and Ningxia Medical University to focus on the talent needs of the goji berry industry, prioritizing the cultivation of high-level professionals in areas such as goji berry functional foods and health supplements, Chinese herbal decoction pieces, and the production and extraction processes of proprietary Chinese medicines.Support the Ningxia Wine and Desertification Control Vocational and Technical College in establishing a Goji Berry Vocational and Technical College as an affiliated unit, and strengthen the integration of industry and education, school-enterprise cooperation, and internship and practical training programs. Support the organization of modern goji berry industry farmer skills competitions to improve goji berry cultivation and harvesting skills, as well as product quality and efficiency.

9. Leverage the role of industry associations. Through government procurement of services, support industry associations in effectively managing the goji berry portal website and WeChat official account; publish the Goji Berry Industry Blue Book; and carry out standard promotion, brand building, promotional campaigns, quality certification and traceability system development, and the organization of trade fairs. Subsidies will be provided based on the scope and quality of services rendered.

(2) Other Specialized Support. Encourage relevant departments (units) of the autonomous region,research institutes, municipal, county, and district governments, and goji berry business entities to actively seek funding from central and autonomous region-level projects to support the development of the goji berry industry. Priority will be given to supporting the construction of goji berry germplasm resource repositories, high-quality seedling propagation bases, and the breeding of new varieties, as well as the creation of national and autonomous region-level modern agricultural industrial parks, agricultural science and technology parks, demonstration parks for integrated rural industrial development, and goji berry specialty towns.Increase subsidies for the renovation of low-yield, low-efficiency goji berry parks (bases) and for high-quality seeds, advanced techniques, and machinery. Include commonly used machinery required for goji berry production—such as planting and primary processing (drying, sorting, etc.)—in the scope of agricultural machinery purchase subsidies. For projects that meet the criteria of existing policies in science and technology, industry, publicity, finance, commerce and trade services, service sector guidance, and investment promotion, provide financial support in accordance with regulations.Goji berry business entities are encouraged to acquire land management rights or usage rights through the autonomous region’s public resource trading platform. During the transfer period, business entities developing the goji berry industry shall lawfully enjoy the right to receive corresponding returns, possess the capacity for further transfer of management rights, financing guarantees, and cooperation, and shall lawfully receive various operational compensation and subsidies.

(3) Loan Interest Subsidies.Enterprises, specialized cooperatives, and farmers engaged in goji berry cultivation and processing that meet the eligibility criteria for interest subsidies may benefit from the forestry loan interest subsidy policy. Subsidies are provided on an annual basis based on actual costs. For forestry loans that remain outstanding and are being serviced normally during the subsidy year (January 1 to December 31 of the previous year), interest subsidies are calculated based on the actual loan term, with an annual subsidy rate not exceeding 3%.Interest subsidies for the goji berry industry shall be managed uniformly through the “Ningcai Rong” Comprehensive Information Management Platform. When arranging forestry loan interest subsidy grants, bank credit inquiries shall be incorporated into the review process, and the announcement and public disclosure system for forestry loan interest subsidy projects shall be implemented.

(4) Insurance Premium Subsidies. Support the inclusion of the goji berry industry within the scope of the autonomous region’s policy-based agricultural insurance. For goji berries (fruit), the insured amount is 2,000 yuan per mu, with an insurance premium rate of 6%; the costs are shared by the autonomous region, county-level finances, and the policyholder in a 5:3:2 ratio;For commercial goji berry plantations, the coverage amount is 1,300 yuan per mu, with an insurance premium rate of 4‰; the costs are shared by the central, autonomous region, and county-level governments, as well as the policyholder, in a 3:4:1:2 ratio. Counties (cities, districts) are encouraged to explore pilot programs for agricultural insurance such as goji berry price insurance and income insurance; the autonomous region’s finance department will provide premium subsidies to counties (cities, districts) that achieve significant results through innovative agricultural insurance initiatives.

(5) Financing Guarantee Premium Subsidies. Support financing guarantee institutions in providing financing guarantees to eligible goji berry production and operation entities; the autonomous region’s finance department will provide guarantee fee subsidies in accordance with relevant policies. Eligible activities such as goji berry cultivation, processing, product procurement, warehousing and preservation, sales, and primary processing shall be included within the scope of agricultural credit guarantees, with the guarantee limit set at an outstanding balance per household ranging from 100,000 to 3,000,000 yuan.

(6) Fund Guidance. Fully leverage the guiding and catalytic role of the Autonomous Region Government’s Industrial Guidance Fund to attract social capital to participate in industrial development, promote industrial restructuring and the growth and strengthening of enterprises, and foster the high-quality development of the modern goji berry industry.

(7) Coordination and Integration. Support cities and counties in consolidating relevant funds to focus on the development of the goji berry industry.Municipalities and counties (districts) are encouraged to play a leading role in industrial development, increase investment in the goji berry industry, and coordinate and integrate resources through policies, projects, and funding to jointly support the industry’s growth. Implement the policy of prioritizing land transfer revenue for investment in the goji berry industry. All counties (cities, districts) must make full use of central and autonomous region transition subsidy funds to actively support the development of the goji berry industry.

IV. Organizational Guarantees

(1) Strengthen Organizational Leadership. Relevant departments in cities, counties (districts)—including finance, forestry, and grassland authorities—shall improve working mechanisms, clarify divisions of labor, define responsibilities, and enhance collaboration to effectively ensure policy implementation, project execution, and fund management. At the same time, based on local conditions, they shall research and formulate supporting policies and specific measures to support the high-quality development of the goji berry industry.

(2) Strengthen Project Management. The Autonomous Region Forestry and Grassland Bureau, in conjunction with the finance department and other relevant departments, shall be responsible for the selection, evaluation, approval, organization, implementation, regular supervision, monitoring, and analysis of projects funded by the special funds for the goji berry industry, and shall issue annual targets and performance objectives.Municipal and county (district) forestry and grassland authorities, in conjunction with their counterparts in the finance departments, shall organize and guide relevant townships and business entities in drafting project implementation plans and performance targets, promptly report these to the Autonomous Region Forestry and Grassland Bureau and the Autonomous Region Department of Finance, and be responsible for project implementation and the achievement of performance targets. Projects funded through other channels shall be applied for in accordance with relevant project application requirements and procedures. A comprehensive public disclosure system shall be implemented to proactively accept supervision from all sectors of society.

(3) Standardize Fund Management. The Autonomous Region Forestry and Grassland Bureau shall propose a draft allocation plan for the Autonomous Region Goji Berry Industry Development Special Fund, organize and implement the budget, and supervise and manage project funds; the Autonomous Region Department of Finance shall be responsible for reviewing the proposed allocation plan, issuing the annual budget based on the review results, and supervising and guiding municipal, county (district), and relevant autonomous region units in carrying out fund usage supervision and other related work.Municipal and county (district) forestry and grassland authorities are responsible for the management of project funds; municipal and county (district) finance departments shall monitor the use of project funds, conduct supervisory evaluations, and promptly urge rectification upon identifying issues; project implementing units must strictly manage project funds, ensure their proper use, and guarantee their safety and effectiveness.The Autonomous Region’s Special Fund for Goji Berry Industry Development shall not be used for purchasing vehicles, constructing government buildings, repaying debts, or any other expenditures unrelated to the development of the goji berry industry. It is essential to ensure that project funds are disbursed in a timely manner and used exclusively for their intended purposes; funds shall not be withheld or misappropriated. Any violations, such as embezzlement, misappropriation, or fraudulent claims, will be strictly investigated and dealt with in accordance with relevant laws and regulations.

(4) Strict Performance Management. Establish a mechanism for project fund supervision and performance evaluation, and strengthen budget performance management. The Autonomous Region Forestry and Grassland Bureau, in conjunction with the Autonomous Region Department of Finance, shall conduct performance evaluations of the use of funds for goji berry industry development projects, with the evaluation results serving as a reference factor for the allocation of support funds. Municipal and county (district) forestry and grassland authorities, in conjunction with their counterparts in the finance departments, shall implement budget performance management,implement budget performance monitoring, and conduct self-evaluations of performance in conjunction with fund-using units. After review and consolidation by the municipal and county (district) forestry and grassland authorities in conjunction with their counterparts in the finance departments, the self-evaluation forms and reports on the performance of the previous year’s project funds shall be submitted to the Autonomous Region Forestry and Grassland Bureau and the Autonomous Region Department of Finance by March 30 of each year. These authorities shall be responsible for the completeness and authenticity of the self-evaluation results and related performance evaluation materials.

These Measures shall take effect on February 1, 2024, and remain valid until December 31, 2026. The "Fiscal Support Policies and Implementation Measures for Accelerating the High-Quality Development of the Modern Goji Berry Industry" (Ning Cai Gui Fa [2020] No. 22) issued by the Autonomous Region Department of Finance and the Autonomous Region Bureau of Forestry and Grasslands is hereby repealed.
