Park Overview
The Jilin Shuangliao Economic Development Zone was established in 2002. In 2005, it was designated as a provincial-level industrial concentration zone in Jilin Province. In 2018, it was included in the *China Development Zone Review and Announcement Catalog* by six national ministries and commissions, and in 2022, it was upgraded to a provincial-level development zone following approval by the provincial government.In the same year, the safety risk rating of the Chemical Industry Park was upgraded to Class C. Additionally, it was designated as the only “Land-Based Wind and Solar Three Gorges” green power demonstration zone among county-level cities in Jilin Province.
The development zone has a total planned area of 8.94 square kilometers. Its layout is structured as “One Zone and Four Parks”: “One Zone” refers to the Shuangliao Economic Development Zone, while “Four Parks” comprise the Western Liaoning Comprehensive Processing Park, the Eastern Liaoning Economic Park, the Glass and Building Materials Industrial Park, and the Chemical Industry Park.Among these, the Glass and Building Materials Industrial Park is the province’s only specialized glass industrial park and has been approved by the Provincial Department of Industry and Information Technology as a provincial “Two Integrations” (industrialization and informatization) pilot zone. Divided into South and North Zones, the park focuses on developing an economic zone centered on the glass and deep-processing industries, comprehensive resource recycling of fly ash, and building materials. The Chemical Industrial Park was among the first batch of chemical industrial parks in the province to pass the provincial review in 2020. Currently, it has met the provincial government’s standards for a Class C industrial park.The Chemical Industry Park is divided into South and North Zones and is an industrial park primarily focused on developing the chemical industry and high-energy-consumption projects. The Liaodong Economic Park enjoys a highly advantageous location adjacent to the national highway and is a comprehensive economic park primarily focused on the development of agricultural and sideline product processing, modern pharmaceutical industries, circular economy industries, and scientific and technological R&D industries.The Liaoxi Industrial Park is the developed area of the development zone, and the Liaoxi Comprehensive Processing Park is divided into South and North Zones. The South Zone is a comprehensive industrial processing park primarily focused on mechanical components, castings, plastic products, building materials, commerce and logistics, modern pharmaceuticals, resource utilization and circular economy industries, and supporting services, and includes a small business incubation base; the North Zone primarily focuses on power and energy, as well as resource utilization and circular economy industries.
