The development of the cultural industry aligns with the people’s aspirations for a better life. To further promote the improvement of quality and efficiency as well as the high-quality development of the cultural industry in our province, to continuously inject momentum and vitality into the healthy development of the economy and society, and to support the construction of a culturally strong province, the following implementation opinions are hereby put forward.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th CPC Central Committee; fully implement Xi Jinping Thought on Culture; and strictly implement General Secretary Xi Jinping’s series of important instructions on the comprehensive revitalization of Northeast China and the work in Jilin. In accordance with the arrangements and requirements of the Sixth Plenary Session of the 12th Provincial Party Committee, we will firmly grasp the cultural mission of the new era, strengthen cultural confidence, and uphold the Party’s leadership over propaganda, ideological, and cultural work.uphold a people-centered approach, prioritize social benefits while ensuring the unity of social and economic benefits, and persist in reform and innovation. We will take deepening supply-side structural reform in the cultural sector as the main thread, focus on improving the quality and efficiency of the cultural industry, and strengthen government coordination, market-driven development, technological support, innovation-driven growth, distinctive leadership, and coordinated openness. We will accelerate the digital transformation of the cultural industry, build a modern cultural industry system and market system, foster the development of new-quality productive forces, and contribute to Jilin’s significant advancement in high-quality development and new breakthroughs in comprehensive revitalization.By the end of the 15th Five-Year Plan period, the share of cultural industry value-added in GDP will reach the national average, and the cultural industry will become a pillar industry of the national economy.
II. Key Tasks
(1) Research and Formulate Cultural Industry Development Plans
1. Prioritize planning. Formulate and issue the 15th Five-Year Plan for the Development of the Cultural Industry. Focusing on sectors such as film and television, animation, and publishing, cultivate and develop a number of cultural industry clusters, striving to create three leading industries each with a scale of 10 billion yuan.
2. Optimize spatial layout. Promote Changchun’s development as a renowned city of automotive culture, a world film capital, and a center for creative design. Deeply tap into cultural resources such as the Changbai Mountains, winter sports, the Northeast Anti-Japanese United Army, folk customs, and ginseng. Cultivate clusters of intangible cultural heritage workshops centered on crafts like Songhua stone carving and Manchu embroidery, and create distinctive cultural and tourism IPs under the “One County, One Product” initiative.
3. Promote Synergy and Collaboration. Focusing on areas such as revolutionary culture, the protection and inheritance of historical culture, and the integrated development of culture and tourism, we will strengthen synergy and collaboration with other provinces in the Northeast to form an integrated development pattern. We will successfully organize events such as the Northeast Book Fair.
(II) Implement a Strategy to Drive Development Through Major Cultural Industry Projects
1. Strengthen Project Planning. Formulate and issue the Jilin Province Major Cultural Industry Project Recognition and Management Measures, fully leverage the advantages of resources such as revolutionary culture, industrial culture, aviation culture, and frontier ethnic culture, and plan a batch of major cultural industry projects.
2. Build a Project Pipeline. Establish a provincial-level database of major cultural industry projects.Strengthen the creation of high-quality works such as the films *Unit 731* and *Survivor*, the TV series *Panshi* and *Return to the Team*, the documentaries *National Highway G331* and *Journey to Wonderland—Exploring the Miracles of Mount Changbai*, and the books *The Cultural Heritage of Jilin* and *The Complete Book of Jilin*. Focus on developing industrial tourism centered on entities such as FAW Group and Changchun Film Studio, and foster new business models and scenarios in film and television production and cultural creativity.
3. Promote project construction. Strengthen the systematic protection and enhancement of Goguryeo cultural heritage, and advance the application for the Bohai Kingdom city sites and tomb clusters to be designated as World Cultural Heritage. Accelerate the construction of the Aviation Museum, FAW Museum, Gold Museum, and Changbai Mountain Temple Ruins Park; host exhibitions on Jilin’s modern and contemporary history; and establish an exhibition system showcasing the “Three Sites and Three Cradles” of revolutionary heritage.
(3) Promoting the Deep Integration of Culture and Technology
1. Implement the “Technology Empowering Culture” Initiative. Formulate and issue an action plan to promote high-quality cultural development through technology. Establish a service platform for the integrated development of culture and technology. Support the establishment of Jilin Provincial Key Laboratories in the cultural sector. Foster the development of high-tech enterprises and technology-based small and medium-sized enterprises in the cultural sector.
2. Accelerate Digital Transformation. Advance the construction of the Jilin Provincial Cultural Big Data Center. Implement five digital transformation initiatives covering cultural technology, publishing and distribution, film and television production, news and media, and the integration of culture and tourism. Promote the widespread application of digital technologies in the cultural and creative sectors, support the development of large-scale models in the cultural sector, and develop application scenarios for the cultural and tourism metaverse.
3. Cultivate and develop new cultural business models. Promote the growth and expansion of the Jisheng Media Cultural Big Data Industrial Incubation Park and the Baidu Zhixing Digital Technology Industrial Park. Accelerate the intelligent transformation, digital transition, and online connectivity of printing enterprises. Cultivate and strengthen new cultural business models such as digital publishing, internet information services, internet advertising services, internet gaming services, and digital content services for animation and games.
(IV) Deepening the Integrated Development of Culture and Tourism
1. Implement the Action Plan for Building a Trillion-Yuan Tourism Industry. Coordinate ecological and environmental protection with green and low-carbon development to promote the deep integration of agriculture, industry, commerce, sports, forestry, and transportation with culture and tourism. Strengthen the development of smart culture and tourism. Promote market-oriented operations in 4A-rated and higher scenic areas that meet the necessary conditions. Build a strong province for winter tourism and a renowned province for summer leisure, transforming lush mountains and clear waters, as well as icy landscapes and snowy terrain, into sources of wealth.
2. Promote the development of all-season, all-region tourism. Based on actual conditions such as resource endowments, development conditions, and comparative advantages, formulate and implement tourism development plans for the Greater Changbai Mountain region, the Greater Songhua River basin, and the G331 border opening tourism corridor.We will continue to expand the dual brands of “Changbai Mountain Under Snow” and “Refreshing Jilin: 22°C Summer,” and organize high-quality winter events such as the Changchun Ice and Snow Festival, the Jilin Rime Ice and Snow Festival, the Chagan Lake Ice and Snow Fishing and Hunting Cultural Tourism Festival, and the Changbai Mountain Powder Snow Festival. We will enrich the cultural and tourism offerings of “Summer at the Ski Resorts.”
3. Cultivate distinctive cultural and tourism brands. Launch 100 study-tour routes and 100 premium study-tour courses to establish the “Study Jilin · Experience the Wonders” brand. Develop regionally distinctive creative cultural and tourism products such as “Courtesy of Jilin” and “Changbai Mountain Gifts.” Foster emerging sectors and integrated products including travel-residence vacations, forest wellness, intangible cultural heritage experiences, and “Traditional Chinese Medicine + Cultural Tourism.”
(V) Building a “Culture + Snow and Ice” Industrial Ecosystem
1. Improve the full snow and ice industry chain. Implement quality enhancement initiatives for snow and ice tourism scenic areas and resorts; successfully host events such as the Jilin International Snow and Ice Industry Expo and the Changchun Jingyuetan Vasa International Ski Festival; establish the “Made in Jilin” brand for carbon fiber snow and ice equipment; and develop the entire chain of snow and ice sports, culture, equipment, and tourism.
2. Building an Internationally Renowned Snow and Ice Tourism Destination. Focusing on the goal of building a leading province in snow and ice tourism, we will establish the “Snow and Ice Silk Road” Innovation Pilot Zone and construct the “Snow and Ice Silk Road” Museum. We will promote deeper cooperation and exchanges with countries along the “Snow and Ice Silk Road,” such as Russia, Japan, and South Korea. Leveraging high-speed rail, we will foster market integration with the Beijing-Tianjin-Hebei and Yangtze River Delta snow and ice tourism markets. We will develop a distinctive cultural and tourism route featuring the small train circling Mount Changbai.
3. Cultivate internationally renowned winter sports brands.Implement the “Snow Falls Under Mount Changbai” marketing campaign, develop “Jilin Powder Snow” themed merchandise, and launch intellectual property (IP) such as “Powder Snow Legend.” Support Changchun, Jilin, Tonghua, Songyuan, Yanbian, and the Changbai Mountain Protection and Development Zone in building snow and ice cities with distinctive regional characteristics, and promote the development of “cultural and tourism towns at the foot of ski resorts” in Erdao Baihe Town, Beidahu Town, Jinchang Town, and Songjianghe Town.
(VI) Implement the Cultural Industry Empowerment and Upgrading Initiative
1. Promote the integrated development of “Culture + Industry.” Fully leverage the advantages of the Northeast’s old industrial base, strengthen the systematic protection and living heritage of industrial cultural heritage and historical sites, and cultivate cultural industry parks, industrial tourism attractions, consumer experience districts, and communities for a better life. Promote the development of smart cultural consumption devices and recreational smart unmanned aerial vehicles. Vigorously develop industrial design services and professional design services.
2. Promote the integrated development of “Culture + Agriculture.” Implement the Cultural Industry Empowerment for Rural Revitalization Initiative to foster the integration of winter sports tourism, revolutionary heritage tourism, rural tourism, border tourism, folk customs tourism, and historical and cultural tourism. Vigorously develop live-streaming e-commerce to support the marketing and promotion of Jilin’s specialty products, such as the “Three Treasures of Changbai Mountain.” Revitalize idle assets, such as grain silos suitable for renovation, to develop distinctive cultural and tourism consumption zones.
3. Promote the integrated development of “Culture + Sports.” Encourage and support the hosting of influential sports events and esports competitions, and improve cultural performances and ticketing services. Cultivate and develop mass cultural and sports activities. Encourage ski resorts to continuously improve their offerings—including scenic tours, leisure and entertainment, and cultural and creative markets—to transition into destinations focused on sports and recreation.
(7) Implement the Cultural Industry Park Enhancement Initiative
1. Build Key Parks. Conduct the identification and evaluation of provincial-level key cultural industry parks, and foster a group of innovative and technology-driven cultural enterprise incubators and co-working spaces. Promote national-level cultural industry demonstration parks and provincial-level key cultural industry parks to continuously enhance their clustering effects and incubation functions.
2. Improve the industrial chain. Adopt a “one park, one file; one park, one policy” approach to guide parks in strengthening public service platform construction and refining investment promotion measures. Focusing on leading industries, cultivate and attract leading enterprises and backbone enterprises with core competitiveness to form an industrial ecosystem where “the industrial park is the industrial chain, and moving up or down a floor represents moving up or down the supply chain.”
3. Strengthen park development. Accelerate the construction of parks such as the Aviation Expo Park, the Automotive Cultural Industry Park, the Changchun Film and Television Cultural and Creative Incubation Park, the Yanji 1978 Cultural and Creative Park, and the Songhua Stone Cultural and Creative Industry Park. By the end of 2025, ensure that all municipal (prefectural) and provincial-level cultural enterprises have established provincial-level key cultural industry parks to high standards.
(VIII) Implement the Leading Enterprise Drive Plan
1. Optimize the layout of provincial-level cultural enterprises. Accelerate the establishment and operation of the Provincial Cultural Investment and Development Group, the Provincial Performing Arts Group, the Jilin Daily Media Group, and the Jilin Radio and Television Group to build a “1+5+N” array of provincial-level cultural enterprises. Vigorously cultivate leading enterprises in industrial chains and specialized, refined, distinctive, and innovative cultural enterprises.
2. Deepen reforms of state-owned cultural enterprises. Implement six special initiatives: industry leadership, integrated innovation, risk mitigation, governance enhancement, investment and talent attraction, and excellence promotion. Establish close-knit innovation consortia led by leading enterprises to drive the development of small, medium, and micro enterprises.
3. Implement the Private Enterprise Cultivation Initiative. Organize and carry out the recognition process for Jilin Province’s “Top 30 Cultural Enterprises” and “Top 30 High-Growth Cultural Enterprises.” Establish a cultivation pool for key cultural enterprises and improve the three-tier (provincial, municipal, and county) liaison and service mechanism, with the goal of cultivating and developing no fewer than 400 private cultural enterprises above the designated scale by the end of the 15th Five-Year Plan period.
(9) Implement the Cultural and Tourism Consumption Upgrade Initiative
1. Strengthen the Creation of Original Masterpieces. Revitalize cultural brands such as Changchun Film Studio productions, Jilin Publishing, Jilin Song and Dance, and Jilin Animation. Implement the “Jiju Revitalization Project” to promote the digital preservation of Jiju opera. Implement the Online Cultural Masterpiece Creation Plan to enhance original content capabilities in online literature, music, animation, games, live streaming, and audiovisual media. Improve the quality of immersive cultural and tourism performance products such as *The Lost Master Tapes* and *The Legend of Powder Snow*.
2. Foster the Prosperity of the Performing Arts Market. Advance the construction of the Jilin Concert Hall. Promote provincial tours of Jilin Song and Dance, Lishu Errenzhuan, Liaoyuan Pipal, and Songyuan Manchu Xincheng Opera. Attract high-quality concerts and music performances. Continue the “100 Cities, 100 Districts” Culture and Tourism Consumption Initiative, and organize events such as the “Celebrate the New Year in Jilin: Auspicious Blessings” and “Wonderful Nights in Jilin” summer performance season.
3. Cultivate cultural and tourism consumption hotspots. Promote the integration of high-quality cultural facilities, settings, and business formats into National Cultural and Tourism Consumption Demonstration (Pilot) Cities and National-level Nighttime Cultural and Tourism Consumption Clusters.Support scenic spots and cultural and museum institutions in expanding their service offerings and reasonably extending operating hours. Implement a special campaign to boost movie consumption, encourage and support the construction of high-end and personalized cinemas, create immersive screening rooms, and promote activities such as “Traveling with Movies” and “Tasting Local Cuisine Inspired by Movies.”
III. Organizational Guarantees
(1) Strengthen Organizational Leadership. Party committees and governments at all levels must elevate their political awareness, prioritize the promotion of high-quality development in the cultural industry, and adhere to problem-oriented, goal-oriented, and results-oriented approaches. They should improve mechanisms, adopt pragmatic measures, and reinforce local and sectoral management responsibilities, ensuring rigorous implementation with a “nail-driving” spirit. Specific responsibilities for managing industries, sectors, and statistics must be firmly established, and the statistical indicator system must be improved and perfected.
(2) Strengthen Policy Support. Comprehensive use should be made of policies and funds in areas such as culture, tourism, the winter sports economy, science and technology, talent development, commerce and trade services, and information technology infrastructure to support the development of the cultural industry. Provincial industrial investment funds and their sub-funds (such as the Jilin Cultural Fund) should be utilized to support innovative and growth-oriented cultural projects. Financial products and service mechanisms supporting the development of the cultural industry should be improved.
(3) Strengthen Talent Development. Closely align with national and provincial key talent programs, effectively carry out the recommendation of cultural talent, and encourage and support the recruitment of high-end talent. Promote the establishment of the Changchun Film Academy and the Snow and Ice Cultural Creativity Academy. Foster the integration of industry and education, and strengthen practical training for talent.
(4) Strengthen Investment Promotion. Integrate cultural industry investment promotion into the province’s overall investment promotion network, deepen sector-specific investment promotion, and enhance business-to-business investment promotion. Conduct investment promotion activities through platforms such as the Shenzhen Cultural Industries Fair, the China Changchun Film Festival, and the Northeast Book Fair.
(5) Optimize the business environment. Implement initiatives to improve the business environment in the cultural sector, build a service-oriented government, and establish a service system characterized by “not being summoned unless needed, responding immediately when called, providing attentive service, and delivering on promises.” Foster a strong atmosphere that values, supports, protects, and enriches businesses.
