In accordance with the requirements of the "Notice on the Application Process for 2025 Subsidy Funds for Elderly Care Institutions" (Chang Min Lian Fa [2025] No. 7) issued by the Municipal Bureau of Civil Affairs and the Municipal Bureau of Finance, following applications submitted by elderly care institutions and the review of relevant materials and on-site inspections conducted by the Social Development Bureau and the Finance Bureau of the Jingyue High-Tech Industrial Development Zone,eight elderly care institutions in the district meet the eligibility criteria for the 2024 elderly care service operation subsidy policy. The specific details are as follows:
I. Subsidy Standards
In accordance with the requirements of the "Notice on the Application for 2025 Elderly Care Institution Subsidy Funds" (Changmin Lianfa [2025] No. 7) issued by the Municipal Civil Affairs Bureau and the Municipal Finance Bureau, legally registered and filed elderly care institutions that admit elderly residents aged 60 and above with local household registration shall be granted a comprehensive operational subsidy at a rate of 260 yuan per person per month.Elderly care institutions that admit elderly residents aged 60 and above with local household registration—including those classified as urban and rural destitute individuals, members of urban and rural low-income households, elderly individuals from families of priority preferential treatment recipients facing financial hardship, and elderly individuals from families with special difficulties under the family planning policy—shall be granted a monthly institutional admission subsidy of 100, 200, or 300 yuan per person, respectively, based on their level of self-care (self-sufficient, partially self-sufficient, or non-self-sufficient).
II. Proposed Subsidy Disbursement
(1) Distribution of Operational Subsidies for Private Elderly Care Institutions
1. Changchun Qinqin Home Elderly Care Service Co., Ltd.: From January to December 2024, this facility qualified for operational subsidies for 207 person-months. Calculated at a standard of 260 yuan per person per month, the operational subsidy amount totals 50,500 yuan.
2. Yikang Elderly Care Service Center, Yongshun Community, Jingyue High-Tech Industrial Development Zone, Changchun: From January to December 2024, this facility was eligible for operational subsidies for 81 person-months. Calculated at a standard of 260 yuan per person per month, the operational subsidy amount totals 18,200 yuan.
3. Jinchougé Senior Apartments, Changchun Jingyue High-Tech Industrial Development Zone: From January to December 2024, this facility was eligible for operational subsidies for 657 person-months. Calculated at a rate of 260 yuan per person per month, the operational subsidy amount totals 159,800 yuan.
4. Puji Health and Wellness Center, Changchun Jingyue High-Tech Industrial Development Zone: From January to December 2024, this nursing home was eligible for operational subsidies for 184 residents. Calculated at a standard subsidy of 260 yuan per person per month, the operational subsidy amount totals 39,800 yuan.
5. Jinhong Nursing Home, Changchun Jingyue High-Tech Industrial Development Zone: From January to December 2024, this nursing home was eligible for operational subsidies for 1,518 person-months. Calculated at a standard subsidy rate of 260 yuan per person per month, the operational subsidy amount totals 375,100 yuan.
6. Xinlihu Muxi Branch Convalescent Center, Changchun Jingyue High-Tech Industrial Development Zone: From January to December 2024, this nursing home was eligible for operational subsidies for 652 person-months. Calculated at a standard subsidy of 260 yuan per person per month, the operational subsidy amount totals 152,300 yuan.
7. Yikang Medical and Nursing Care Center, Changchun Jingyue High-Tech Industrial Development Zone: From January to December 2024, this nursing home was eligible for operational subsidies for 11,682 person-months. Calculated at a rate of 260 yuan per person per month, the operational subsidy amount totals 2.8307 million yuan.
8. Yikangyuan Nursing Home, Changchun Jingyue High-Tech Industrial Development Zone: From January to December 2024, this nursing home was eligible for operational subsidies for 150 person-months. Calculated at a rate of 260 yuan per person per month, the operational subsidy amount was 32,900 yuan.
(II) Distribution of Subsidies for Elderly Residents in Need
1. Changchun Jingyue High-Tech Industrial Development Zone Jinqiuge Senior Apartments: From January to December 2024, this facility provided subsidies for 15 independent seniors and 12 semi-independent seniors. Calculated at a rate of 100 yuan per independent senior and 200 yuan per semi-independent senior, the total subsidy for low-income seniors residing in the facility amounted to 3,800 yuan.
2. Xinlihu Muxi Courtyard Convalescent Center, Changchun Jingyue High-Tech Industrial Development Zone: From January to December 2024, this facility provided subsidies for 7 self-sufficient elderly residents in need. Calculated at a rate of 100 yuan per self-sufficient resident, the subsidy funds for elderly residents in need amounted to 0.04 ten thousand yuan.
