To accelerate the development of the new e-commerce industry in Yitong County, we hereby announce the public recruitment of a third-party operator for the “Yitong County New E-commerce Industrial Base (formerly the E-commerce Tower).”

I. Application Principles

Based on the principles of fairness, impartiality, and transparency, any enterprise interested in undertaking the construction and operation of the Yitong County New E-commerce Industrial Base project may apply.

II. Primary Responsibilities

1. Be responsible for the overall planning, guidance, and implementation of the Yitong County New E-commerce Industrial Base project.

2. The enterprise shall self-fund the operational expenses of the New E-commerce Industrial Base. Relevant costs shall be supplemented by market-based operational revenue generated from each floor of the base, covering expenses such as cleaning, security, and salaries for the operational team, as well as routine maintenance and activities related to the development and operation of the new e-commerce sector. The operational term shall expire on August 31, 2026.

3. Responsible for the business recruitment, operation, and maintenance of the Yitong County New E-commerce Industrial Base. Provide services centered on the e-commerce industry and its upstream and downstream supply chains, including e-commerce platform operators, brand owners, third-party operators, live-streaming MCN agencies, supply chain enterprises, and e-commerce service providers (such as design, training, logistics, and finance).

　　4. Support local agricultural product enterprises in opening stores on major platforms, and assist with resource matching, operational guidance, training and incubation, project applications, and related tasks.

5. Support local innovative, technology-driven, and digitally transforming enterprises with growth potential in adopting new e-commerce models, promote the integrated development of online and offline channels, and elevate the level of the county’s new e-commerce industry.

III. Eligibility Criteria for Applicants

(I) Basic Qualification Requirements

1. Legal Status: A legally registered enterprise within Yitong County with e-commerce operation qualifications, and no record of violations or dishonest conduct.

2. Relevant Experience: Preference will be given to applicants with experience in e-commerce or startup park operations; applicants must be able to provide examples of past successes (such as park occupancy rates and enterprise incubation outcomes).

(2) Core Operational Capabilities

1. Industry Resource Integration: Capable of connecting resources across the e-commerce industry chain, including e-commerce platforms (e.g., Taobao, JD.com, Douyin, Kuaishou, etc.), logistics companies, and service providers (such as third-party operators, training providers, and financial institutions), to provide ecosystem support for tenant enterprises.

2. Tenant Recruitment and Management: Possess targeted tenant recruitment capabilities to attract e-commerce enterprises, startup teams, and other target clients to the park, while establishing a standardized park management system (e.g., onboarding processes, property maintenance, safety management, etc.).

3. Support Service Planning: Capable of planning and implementing support services, including hardware facilities such as shared office spaces, warehousing and logistics centers, live-streaming studios, and meeting rooms, as well as soft services such as policy application assistance, talent training, and financing matchmaking.

4. Capable of integrating local specialty products and other resources to develop and implement models for promoting agricultural products to urban markets. Possesses both online and offline sales channels, the ability to build offline specialty product stores, and the capability to promote products on major online e-commerce platforms.

(III) Team and Resource Requirements

1. Team Composition: Possess a professional operations team covering roles such as business development, customer service, event planning, and property management. Core members must be familiar with the characteristics of the e-commerce industry and corporate needs, and possess mature e-commerce operational experience in incubation, training, data collection, and command and coordination.

2. Government and Industry Relations: Possess strong government-enterprise communication skills, able to assist tenant enterprises in accessing local policies, while maintaining cooperation with relevant e-commerce industry associations and chambers of commerce.

(IV) Operational and Performance Capabilities

1. Operational Plan: Must submit a detailed operational plan for the Yitong County New E-commerce Industrial Base, including positioning and planning, business recruitment plans, revenue models (e.g., rent, service fees), and long-term development goals, to ensure sustainable operations.

2. The applicant enterprise must commit that if it is unable to complete project operations as required due to financial, technical, or other reasons, it will automatically forfeit its hosting qualification; otherwise, the Commerce Bureau reserves the right to terminate the enterprise’s hosting qualification.

IV. Application Procedures

(1) Application: Each applicant shall prepare project application materials in accordance with the “Requirements for Project Application Materials.” All materials must be bound and submitted in triplicate (one original and two copies, with a seal affixed across the binding).

(2) Evaluation: The Yitong County Commerce Bureau will commission a bidding agency to conduct the project evaluation and issue the evaluation results.

(3) Public Notice: Based on the project evaluation results, the Yitong County Commerce Bureau will publish the results in accordance with relevant regulations.

(4) Fees: Expenses related to the evaluation experts shall be borne by the implementing enterprise.
