Original Title: Implementation Opinions of the Liaoyuan Municipal People’s Government on Comprehensive Reform of Investment Promotion in Liaoyuan City

To the People’s Governments of all counties and districts, the Liaoyuan High-Tech Zone Administrative Committee, all commissions, offices, and bureaus of the Municipal Government, all directly affiliated institutions, and all central and provincial-level units stationed in the city:

　　Investment promotion serves as a vital pillar for the comprehensive revitalization of Liaoyuan. To implement the spirit of the “Notice of the People’s Government of Jilin Province on Issuing the Implementation Plan for Comprehensive Reform of Investment Promotion in Jilin Province” (Jilin Government Document [2025] No. 7), accelerate the transformation of investment promotion methods, continuously enhance the quality and efficiency of investment promotion, and support high-quality economic development, the following implementation opinions are hereby put forward.

　　I. Establish a Coordinated Investment Promotion Mechanism

　　Establish an investment promotion service and facilitation mechanism with the principal responsible official of the Municipal Government serving as the chief convener, each vice mayor as a convener, and the principal responsible officials of relevant units as members. This mechanism will comprehensively strengthen the coordinated planning of investment promotion efforts across the city, clarify objectives and responsibilities, advance major projects, and resolve challenges in investment promotion.Municipal-level leaders shall take the lead in investment promotion and expand investment channels, with the Vice Mayor in charge of the Municipal Bureau of Commerce serving as the lead coordinator; all member units shall routinely carry out investment promotion and related services; the Municipal Bureau of Commerce shall be responsible for the daily operations of the mechanism, regularly convening investment promotion and service promotion meetings to conduct centralized evaluations and decision-making on projects.

　　II. Establish a Coordinated Investment Promotion Mechanism

　　First, clarify the leading role of the Commerce Bureau. The Municipal Commerce Bureau is responsible for setting annual targets, organizing major investment promotion activities, and coordinating the resolution of related issues. Second, emphasize the primary role of county and district governments. The principal leaders of each county and district government, as well as the Liaoyuan High-Tech Zone Administrative Committee, will lead efforts to facilitate communication and collaboration on key projects. Each leader must lead at least five external investment promotion trips annually, secure contracts for no fewer than five industrial projects worth over 50 million yuan each, and facilitate the implementation of at least two projects.Third, leverage the role of industry-specific administrative departments. In accordance with the principles of “managing investment promotion within one’s industry, approval processes, and resources,” relevant units shall engage in project planning, liaison, and negotiations to implement routine investment promotion activities. Fourth, harness the role of representatives and committee members. Fully utilize the intellectual resources and extensive networks of People’s Congress deputies and CPPCC members, and effectively leverage the industry influence of entrepreneur representatives and committee members to pool investment promotion efforts. Fifth, stimulate public enthusiasm for investment promotion.Implement a citywide investment promotion campaign, with all relevant departments regularly providing the Municipal Commerce Bureau with information on planned projects, investment resources, and key enterprises, and conducting joint or independent investment promotion activities. Functional departments should strengthen regular communication and coordination with Jilin Chambers of Commerce abroad, Jilin Chambers of Commerce in other cities, and Liaoyuan Chambers of Commerce outside the region (see Appendix for details). Explore cooperation with chambers of commerce and partner cities to establish Liaoyuan investment promotion (talent recruitment) workstations outside the region.Sixth, expand the pool of investment promotion advisors. Appoint prominent local entrepreneurs—such as executives from Gezhi Automobile, Houde Foods, and North Socks—as well as Liaoyuan-born talents residing outside the region, officials on secondment from Shaoxing, experts from research institutes, representatives of well-known investment institutions, and retired leading officials as “investment promotion advisors,” continuously expanding the “investment promotion advisor” resource pool.

　　III. Establish a Collaborative Investment Promotion Mechanism

　　First, implement project sharing. Establish a citywide database of key projects. Each month, the Municipal Bureau of Commerce will conduct a comprehensive analysis of promising projects regarding industrial foundations, resource endowments, distinctive advantages, and factor allocation, and promptly submit these to municipal leaders for prioritized follow-up. Focusing on the imbalance between “projects” and “resources” across counties and districts, establish a mechanism for sharing investment attraction achievements, facilitate the cross-county/district implementation of attracted projects, mobilize enthusiasm for citywide investment promotion, and consolidate efforts to ensure project implementation.(Responsibility lies with the Municipal Bureau of Commerce, county and district governments, and the Liaoyuan High-Tech Zone Administrative Committee according to their respective duties)

　　Second, implement the “first-contact” accountability system. Following the principle of “whoever makes the initial contact takes the lead,” each municipal-level “first-contact” department will take the lead throughout all stages of negotiation, signing, and implementation, and will work with the project’s host location to facilitate and provide services for the investment project. The “first-contact” unit must report project progress to the Municipal Bureau of Commerce by the 20th of each month. (Responsibility lies with the Municipal Bureau of Commerce, member units of the Investment Promotion Service Mechanism, county and district governments, and the Liaoyuan High-Tech Zone Administrative Committee, in accordance with their respective duties)

　　Third, strengthen project management. Establish five databases covering the planning, negotiation, intent, signing, and implementation of investment projects, update project information monthly, and enhance dynamic project management. Establish an escalated reporting mechanism for major projects; for major investment projects with newly signed contracts exceeding 500 million yuan in capital, implement escalated management, strengthen service guarantees, and accelerate the project construction process.(Responsibility lies with the Municipal Bureau of Commerce, the Municipal Development and Reform Commission, county and district governments, and the Liaoyuan High-Tech Zone Administrative Committee, in accordance with their respective duties)

　　Fourth, conduct project evaluations. Establish a project decision-making and evaluation mechanism at both the municipal and county/district levels. Adhering to the principle of “comprehensive pre-project assessment, scientific decision-making during implementation, and timely post-project follow-up,” organize project review meetings to evaluate and assess introduced projects and their entities, make scientific decisions, and promote the early signing and implementation of projects that align with industrial development needs.Promptly address and regulate projects that violate regulations by failing to proceed as required or achieve agreed-upon outcomes. Issue timely performance reminder letters to urge project entities to accelerate construction progress or adjust investment plans. (Municipal Bureau of Commerce; governments of all counties and districts, and the Liaoyuan High-Tech Zone Administrative Committee shall be responsible according to their respective duties)

　　Fifth, ensure the supply of production factors. Adhering to the principle that “production factors follow projects,” we will inventory existing resources, industrial resources, and factor resources to establish a “supply pool” for land, factory space, capital, and other factors. The Municipal Bureau of Commerce will coordinate and match these resources based on enterprise needs.Effectively utilize the investment promotion service facilitation mechanism. Conveners shall hold regular meetings with the participation of industry-specific regulatory authorities—such as the Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology, and the Municipal Science and Technology Bureau—as well as resource support departments—including the Municipal Bureau of Natural Resources, the Municipal Bureau of Ecology and Environment, the Municipal Finance Bureau, and the Municipal Energy Bureau. These meetings will focus on resolving issues at every stage of project implementation to facilitate early project commencement and production.(Responsibility lies with the Municipal Development and Reform Commission, Municipal Bureau of Industry and Information Technology, Municipal Science and Technology Bureau, Municipal Bureau of Natural Resources, Municipal Bureau of Ecology and Environment, Municipal Finance Bureau, and Municipal Energy Bureau, as well as the governments of all counties and districts and the Liaoyuan High-Tech Zone Administrative Committee, in accordance with their respective duties)

　　Sixth, optimize settlement services. Improve the efficiency of government services by providing assistance and agency services to enterprises to facilitate their investment and settlement. Establish a green channel for major projects to enhance approval efficiency and ensure that projects can be successfully attracted and implemented. Implement a system of dedicated departmental officers for major projects, assigning specific personnel to each relevant functional department for each approval procedure. These officers will be responsible for full-process coordination and assistance, ensuring timely progress, thereby forming a closed-loop service system for cross-departmental collaboration.(Responsibility lies with the Municipal Bureau of Government Services and Digitalization, as well as the governments of each county and district and the Liaoyuan High-Tech Zone Management Committee, in accordance with their respective duties)

　　Seventh, strengthen incentives. Improve the performance evaluation mechanism by incorporating investment promotion results into the city’s high-quality development performance assessment system. Provide corresponding financial rewards to business associations, intermediary organizations, and individuals who facilitate the implementation of major projects; emphasize the role of “first-contact” units—departments that attract and implement projects exceeding 100 million yuan in investment will receive priority funding in the following year’s budget, with their operational expenses increased by 20% over the previous year’s level;Public officials with outstanding achievements in investment promotion will be given priority for promotion and appointment. (Responsibility lies with the Municipal Bureau of Commerce, the Municipal Party Committee Organization Department, the Municipal Development and Reform Commission, the Municipal Finance Bureau, and the Municipal Human Resources and Social Security Bureau, in accordance with their respective duties)

　　IV. Establishing an Industrial Investment Promotion Mechanism

　　Centered on the “5+2+N” industrial system, establish the *Industrial Investment Promotion Guidance Catalog* and industrial chain investment promotion maps, and implement the “chain leader” system for investment promotion. Each industrial chain’s lead unit shall designate a responsible leader and appoint a service secretary to carry out chain-based investment promotion.

　　(1) Socks and Textiles Industrial Chain. Leverage the leading role of flagship enterprises such as Northern Socks Group, Dehong Ice and Snow Technology, and Youlu Textiles to attract upstream projects focused on the R&D and manufacturing of high-end yarns; extend downstream to attract supporting projects in brand operations and e-commerce sales; and expand horizontally into projects in the field of winter sports equipment, such as skiwear and snowboards.Focus investment promotion efforts on the “Qinxiangjian” brand. Utilize exhibition platforms such as the China (Liaoning) International Fair, the Sock Trade Fair, and the Liaoyuan City Festival to showcase sock brand products, expand into international markets, and attract investment resources.(Responsibility lies with the Municipal Bureau of Industry and Information Technology, Northern Socks Group, Municipal Bureau of Commerce, Municipal Development and Reform Commission, Municipal Bureau of Culture, Radio, Television, and Tourism, Dongliao County Government, Longshan District Government, and Liaoyuan High-Tech Zone Administrative Committee, in accordance with their respective duties)

　　(2) Agricultural Product Processing Industry Chain. Focus on the deep processing of agricultural products, fully leveraging the “grain-to-food,” “livestock-to-meat,” and “agriculture-to-manufacturing” value chains to transform resource advantages into development advantages. Utilize exhibition platforms such as the China International Agricultural Products Fair and the National High-Quality Agricultural Products Expo to conduct investment promotion activities.Relying on specialized industrial parks such as the Dongfeng County Pine Nut Industrial Park and the Dongliao Tertiary Industry Integration Industrial Park, and leveraging the industry influence of leading enterprises such as Houdé Food and Three Squirrels, we will focus investment promotion on the deep processing of specialty resources such as eggs, sika deer, donkeys, grains, and black pigs, while expanding the introduction of projects in snack foods, prepared meals, and condiments.(Responsibility lies with the Municipal Bureau of Agriculture and Rural Affairs, the Municipal Bureau of Animal Husbandry, the Municipal Bureau of Commerce, the Municipal Bureau of Industry and Information Technology, and the governments of each county and district according to their respective duties)

　　(3) Equipment Manufacturing Industry Chain. Leveraging Liaoyuan’s green electricity advantages and actively integrating into the Changchun Modern Metropolis Circle, we will focus on the 100-kilometer supporting ecosystem surrounding FAW Group. Based in Liaoyuan and extending to Changchun and Shenyang, we will prioritize attracting supporting projects in new energy vehicle components, high-precision aluminum processing, rail passenger cars, and traditional equipment.Promote R&D of high-tech products such as high-precision aluminum materials, aerospace aluminum sheets, lightweight automotive aluminum materials, and high-end aluminum foil; attract upstream and downstream supporting enterprises to settle in the area; and advance the construction of industrial bases for new energy vehicle components and rail passenger car components. (Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Bureau of Commerce, the governments of all counties and districts, and the Liaoyuan High-Tech Zone Administrative Committee, in accordance with their respective duties)

　　(IV) Pharmaceutical and Healthcare Industry Chain. Leverage the cluster advantages of the Sika Deer Venture Park and the Medical Device Industrial Park to establish a comprehensive e-commerce service platform for pharmaceuticals and health products. Focus efforts on industrial agglomeration, factor support, and green development, prioritizing the introduction of projects in chemical drugs, active pharmaceutical ingredients (APIs), traditional Chinese medicine, biopharmaceuticals, intermediates, and medical devices. Collaborate with universities and research institutions such as Jilin University and Jilin Agricultural University to advance the commercialization and application of scientific and technological achievements.Actively promote the implementation of projects such as the “Royal Hunting Grounds 1619” and the Traditional Chinese Medicine Industry-Academia-Research Base in Guanyao Village. (Responsibility lies with the Municipal Science and Technology Bureau, Municipal Commerce Bureau, Municipal Industry and Information Technology Bureau, Municipal Agriculture and Rural Affairs Bureau, Municipal Animal Husbandry Bureau, and the governments of all counties and districts, as well as the Liaoyuan High-Tech Zone Administrative Committee, in accordance with their respective duties)

　　(5) Metallurgy and Building Materials Industry Chain. Promote the transformation and upgrading of traditional enterprises such as Xinda Steel and Northern Cement; advance the digitization of factory equipment and the intelligentization of production processes and controls; and focus on attracting special steel projects, including automotive steel, home appliance steel, and high-end electrical steel. Promote investment attraction in the green building materials sector, with a focus on projects involving prefabricated building components, recycled aggregate from solid waste, and low-carbon, energy-efficient cement-based materials.(Responsibility lies with the Municipal Bureau of Industry and Information Technology, the Municipal Bureau of Commerce, and the governments of each county and district, as well as the Liaoyuan High-Tech Zone Administrative Committee, in accordance with their respective duties)

　　(6) New Energy Industry Chain. Focusing on the “dual carbon” goals, while continuously optimizing the energy structure and expanding new energy installed capacity, we will “move upward” to expand and strengthen the new energy equipment industry chain, and “move downward” to promote high-level energy storage and consumption, thereby establishing the new energy industry as a new pillar industry of our city.Promote the Tianying Group’s integrated wind, solar, storage, hydrogen, and methanol project to drive the full-chain development of hydrogen energy—covering production, storage, transmission, utilization, and research—and expand into industries such as green methanol and hydrogen energy equipment manufacturing. Leveraging the Liaokang Incremental Distribution Network Park, accelerate the construction of a 300,000-kilowatt wind power project to amplify the advantages of green electricity and attract a cluster of green and low-carbon enterprises to settle in the area. Cultivate high-quality new energy storage enterprises, diversify the energy storage sector, and expand the scale of energy storage.(Responsibility lies with the Municipal Energy Bureau, the Municipal Bureau of Industry and Information Technology, the governments of all counties and districts, and the Liaoyuan High-Tech Zone Administrative Committee according to their respective duties)

　　(7) New Cultural and Tourism Industry Chain. Relying on the three cultural and tourism zones—the Northern Coal History and Culture Heritage Zone, the Dongliao River Source Ecological Industry Demonstration Zone, and the Ring-Dongshan New Cultural, Sports, and Tourism Cluster Zone—we will enhance the reputation of Liaoyuan’s winter tourism, develop a number of sports, wellness, and leisure bases, attract established domestic enterprises for management and investment, and establish a year-round, all-region tourism model that “links winter and summer, drives spring and autumn, and propels the entire year.”Focusing primarily on cultural and tourism projects such as rural tourism, sports events, and industrial tourism, we will promote the deep integration of agriculture-culture-tourism, sports-culture-tourism, and snow-culture-tourism. (Responsibility lies with the Municipal Bureau of Culture, Radio, Television, and Tourism; the Municipal Bureau of Commerce; the Municipal Sports Bureau; the Municipal Bureau of Forestry and Grassland; and the governments of each county and district, as well as the Liaoyuan High-Tech Zone Administrative Committee, in accordance with their respective duties)

　　(8) Future Economic Industrial Chains. Focusing on fields such as artificial intelligence, big data, and computing power economy, accelerate the introduction of optoelectronic information industry projects—including optoelectronic components and sensors—to promote intelligent upgrades and digital transformation in the industrial sector. Actively introduce smart industry projects and seize opportunities in the new information technology sector. Actively develop the low-altitude economy industry by fully utilizing the educational resources of vocational education parks to attract educational and training institutions, and develop supporting service projects such as low-altitude aircraft manufacturing, maintenance, and flight training.(Responsibility lies with the Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology, the Municipal Education Bureau, the Municipal Bureau of Government Services and Digitalization, the Municipal Commerce Bureau, and the governments of each county and district, as well as the Liaoyuan High-Tech Zone Management Committee, in accordance with their respective duties)

　　V. Establishing Support Mechanisms

　　(1) Strengthen Financial Support. The Municipal Finance Bureau shall allocate 10 million yuan as a special fund for investment promotion, to be used for planning key investment projects, conducting investment promotion activities, and distributing incentive funds. The special fund for investment promotion shall be managed under a centralized system, and related expenditures shall be uniformly incorporated into the municipal fiscal budget. County and district governments, as well as the Liaoyuan High-Tech Zone Administrative Committee, shall implement this measure accordingly.(Responsibility lies with the Municipal Finance Bureau, the Municipal Commerce Bureau, the governments of each county and district, and the Liaoyuan High-Tech Zone Administrative Committee in accordance with their respective duties)

　　(2) Strengthen Talent Support. Pool citywide resources to drive investment promotion, with the Municipal Party Committee Organization Department selecting and dispatching cadres citywide to lead these efforts. From the city’s pool of reserve cadres, five section-level reserve cadres with expertise in industry and economics will be selected on merit and assigned to the Municipal Commerce Bureau for on-the-job training.Each relevant unit shall dispatch one staff member, and each county and district government, as well as the Liaoyuan High-Tech Zone Administrative Committee, shall dispatch five key personnel to expand the investment promotion team. Based on operational needs, the Municipal Commerce Bureau shall coordinate their deployment; they shall be responsible for daily information reporting, project matching and negotiations, and participation in investment promotion activities. 　　(3) Strengthen Platform Support. Leverage the investment promotion platforms of the four provincial-level development zones, improve infrastructure, enhance supporting functions within industrial parks, and boost the industrial cluster advantages and project capacity of the development zones. Utilize the cluster platform role of these zones to actively attract investment from outside the region.
