The Xuchang National Economic and Technological Development Zone is located in the southwestern part of downtown Xuchang, adjacent to the city center. It was officially established in October 1994 and was upgraded to a national-level economic and technological development zone in December 2010 with the approval of the State Council. The zone covers an area of 59.5 square kilometers and has a total population of over 80,000.As a window for Xuchang’s reform and opening-up and a testing ground for economic development, the Development Zone has consistently prioritized development as its primary mission over the past decade. Leveraging its geographical and industrial advantages, it has adhered to the guiding principle of “three priorities and two commitments” (prioritizing the attraction of foreign investment, industrial development, and export-oriented foreign exchange earnings, while committing to the development of high-tech industries and high-value-added services). This approach has paved a path for the scientific development of the regional economy, led by new industrialization.An industrial structure has taken initial shape, featuring mechanical and electrical equipment as the leading sector and hair products and biotechnology as distinctive specialties.In 2010, the zone achieved main business revenue of 20.2 billion yuan, industrial added value of 5.04 billion yuan, total import and export value of 530 million U.S. dollars, general fiscal budget revenue of 170 million yuan, and fixed-asset investment of 3.72 billion yuan. It has become a key industrial cluster and a new economic growth pole for Xuchang’s opening-up, with its exemplary and driving role beginning to emerge, playing a positive role in promoting the city’s economic development.It has successively been designated as the “Henan Provincial High-Tech Specialized Industrial Base,” “Henan Provincial Innovative Industrial Cluster,” “Henan Provincial High-Tech Industrial Standardization Demonstration Zone,” and “Henan Provincial Advanced Unit for Opening Up.”
