This plan is formulated to learn from and apply the experience of the “Ten Million Project,” fully leverage the potential of local specialty products, promote the high-quality development of rural industries that enrich the people in our province, broaden channels for increasing farmers’ income, and advance the comprehensive revitalization of rural areas.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement General Secretary Xi Jinping’s important directives on “agriculture, rural areas, and farmers” and on Henan’s development. Drawing on the experience of the “Ten Million Project,” we will focus on increasing farmers’ income as our central task and pursue the integrated development of the primary, secondary, and tertiary industries.we will adhere to government guidance, market-driven development, and social participation. On the basis of ensuring food security, we will accelerate the development of agricultural and rural resources; promote the filling of gaps in underdeveloped industries, the extension of value chains in advantageous industries, the upgrading of traditional industries, and the establishment of value chains in emerging industries; improve mechanisms for connecting with, supporting, and enriching farmers; and build rural industries clusters with Henan characteristics. This will provide strong support for taking the lead in promoting integrated urban-rural development and comprehensive rural revitalization, and for accelerating the construction of a strong agricultural province.
Focusing on six major industrial clusters, we will cultivate 18 rural prosperity industrial chains tailored to local conditions, striving to establish a rural prosperity industrial landscape characterized by rational layout, distinct features, strong ties to farmers, and cluster-based development within approximately three years.
— Industrial scale reaches new heights. The multifunctional nature of agriculture and the multifaceted value of rural areas will be deeply explored; business models will continue to diversify; the strength of townships will be significantly enhanced; the rural collective economy will grow and thrive; and the scale of rural industries that enrich the people will continue to expand.
— A new pattern of chain-based clusters has taken shape. We have cultivated a number of advantageous and distinctive industrial clusters with output values exceeding 10 billion and 100 billion yuan, built a number of townships with output values exceeding 1 billion yuan, and created a number of “rural-branded” and “local-branded” regional brands.
— A new landscape in the industrial ecosystem. Talent, capital, and technology are accelerating their deployment in rural industries that enrich the people, essentially forming an industrial ecosystem characterized by forward-looking innovation chains, fully integrated industrial chains, and synergistic supply chains.
— New breakthroughs have been achieved in connecting with, supporting, and enriching farmers. Farmers’ business and wage income has increased significantly, with per capita disposable income reaching over 26,000 yuan, and the income gap between urban and rural residents has further narrowed.
II. Key Areas of Development
(1) Grain Industry Clusters.
1. Wheat Industry Chain. Accelerate the construction of production bases for high-quality, high-gluten wheat in northern, central, and eastern Henan; high-quality, low-gluten wheat along the Huai River in southern Henan; and high-quality, medium-gluten wheat in central Henan and the Nanyang Basin. Support enterprises in accelerating the R&D of specialty and functional flours, develop value-added products such as functional starch sugars and functional proteins, create mid-to-high-end staple food processing products, and promote the industrialization of the staple food sector.By 2027, wheat planting area will be stabilized at over 85 million mu, and the industrial chain’s scale will reach 250 billion yuan.
2. Corn Industry Chain. Stabilize the planting area of traditional corn, actively develop sweet corn and silage corn, and promote specialized varieties for medicinal, brewing, and processing purposes, such as high-lysine corn, high-oil corn, and high-starch corn. Support enterprises in developing deep-processed products such as corn starch, protein feed, ethyl acetate, high-fructose corn syrup, and polylactic acid.By 2027, the corn planting area will be stabilized at around 57 million mu, with the industrial chain reaching a scale of 150 billion yuan.
3. Sweet Potato Industry Chain. Expand concentrated sweet potato cultivation in the hilly dryland areas of southwestern and western Henan, and promote sweet potato varieties with high sugar content and high-quality, high-starch varieties. Support enterprises in developing value-added products such as sweet potato starch, vermicelli, and sour and spicy noodles. By 2027, the sweet potato planting area will be stabilized at around 3 million mu, and the industry chain will reach a scale of 70 billion yuan.
(II) Livestock and Fisheries Industry Clusters.
4. Swine Industry Chain. Focusing on major swine-exporting counties and major swine-farming cities, we will establish competitive swine industry zones. We will promote multi-story swine farming tailored to local conditions and accelerate the standardization, facility modernization, and smart transformation of small and medium-sized farms.Support swine slaughter and processing enterprises in optimizing their production capacity layout, and support meat product manufacturers in advancing cold-chain distribution and the market launch of chilled and fresh meat products, while developing value-added processed products such as ham sausages and dried meat. By 2027, the annual swine slaughter volume will stabilize at around 60 million head, and the industrial chain’s scale will reach 300 billion yuan.
5. Beef Cattle Industry Chain. Focusing on major cattle-raising counties and key beef cattle projects, we will establish competitive beef cattle production zones. We will fully leverage the advantages of local breeds such as Jia County Red Cattle, Nanyang Cattle, and Xianan Cattle, support enterprises in developing value-added processed products, and cultivate high-end beef cattle and beef brands. By 2027, the beef cattle herd size will reach 6 million head, and the industry chain will reach a scale of 90 billion yuan.
6. Dairy Industry Chain. Establish a green dairy industry demonstration belt along the Yellow River, balancing traditional areas centered on Pingdingshan and Nanyang with potential areas centered on Zhumadian. Accelerate the upgrading and renovation of small and medium-sized dairy farms, and support the development of “integrated production, processing, and marketing” in moderately scaled farms.Support dairy processing enterprises from outside the province in establishing high-quality milk source bases in Henan, and strengthen the linkage of interests between upstream and downstream sectors. Support domestic dairy enterprises in optimizing their product structures, accelerating their growth and strengthening their competitiveness, and promoting their listing at an appropriate time. Encourage regional dairy enterprises to leverage the “freshness” advantage and develop the chilled milk market. By 2027, milk production will reach 2.5 million tons, and the scale of the industry chain will reach 30 billion yuan.
7. Fisheries Industry Chain. Accelerate the standardized renovation of contiguous, low-yield, and inefficient aquaculture ponds, and actively develop industrialized, engineered, and intensive facility-based fisheries.Promote the development of specialized industrial chains for Yellow River carp, reservoir fish, cold-water fish, ornamental fish, and paddy field shrimp, and guide enterprises to develop value-added processed products such as sliced and marinated fish, fish balls and fish paste products, and pharmaceutical and health products. By 2027, total aquatic product output will reach 1.05 million tons, and the industrial chain will reach a scale of 27 billion yuan.
(3) Oilseed and Oil Industry Cluster.
8. Peanut Industry Chain. Establish key production zones for large-nut peanuts along the Yellow River and its old riverbeds, and for small-nut peanuts in southern, western, and southwestern Henan. Develop high-oil and high-oleic acid peanuts, and promote new varieties of high-protein and edible peanuts.Support peanut oil processing enterprises in developing high-oleic peanut oil, flavored peanut oil, and specialty oils for peanut-based foods; support peanut product processing enterprises in developing flavored peanuts, snack peanuts, peanut chocolate, peanut butter, and high-end pastry ingredients; and support enterprises in researching, developing, and promoting peanut-based beverages, as well as high-value-added products such as peanut protein, peanut peptides, and extracts of bioactive compounds from peanuts.By 2027, peanut cultivation area will be stabilized at around 20 million mu, and the industry chain’s scale will reach 140 billion yuan.
9. Soybean Industry Chain. Establish a high-quality, high-protein soybean industrial belt in eastern, central, and southern Henan, and actively breed and promote high-yield, high-oil-content soybean varieties.Support enterprises already established in the province to increase investment, promote the deep processing and multifunctional utilization of soybean oil and oilseeds, and develop specialized oils for fermented feed, baking, and frozen foods. Support enterprises in developing deep-processed products such as dried bean curd sticks, bean curd sheets, plant protein powder, beverages, and food ingredients. By 2027, the soybean cultivation area will be stabilized at around 5.5 million mu, and the industrial chain scale will reach 20 billion yuan.
10. Specialty Oilseed Industry Chain.Establish high-quality sesame production bases in eastern, southern, and western Henan; a camellia oil base in southern Henan; and walnut bases in western and northern Henan. Support sesame processing enterprises in developing deep-processed products such as sesame oil, sesame paste, sesame cakes, and sesame leaves; support camellia oil processing enterprises in developing deep-processed products such as camellia oil and daily chemical products; and support walnut processing enterprises in developing deep-processed products such as walnut oil and walnut kernels.Fully leverage the advantages of specialty oilseed resources such as walnuts and peony seeds to deeply develop specialty oil products such as walnut oil and peony seed oil. By 2027, the planting area of specialty oilseeds will be stabilized at around 8 million mu, and the scale of the industrial chain will reach 100 billion yuan.
(IV) Specialty Fruit and Vegetable Industry Clusters.
11. Vegetable Industry Chain. Consolidate and enhance the industrial advantages of 50 major vegetable-producing counties. Support the construction of modern facility-based planting bases, the Jiyuan vegetable seed breeding base, the Zhengzhou Huiji District vegetable variety field demonstration base, and the Pingdingshan and Zhoukou chive seedling breeding bases.Support new types of business entities in building warehousing, preservation, and cold-chain logistics facilities; promote post-harvest vegetable sorting, grading, sanitization, packaging, and graded sales to enhance post-harvest processing capacity in production areas. Support vegetable production and processing enterprises in advancing deep processing of vegetables, such as pre-washed vegetables, vitamins, and food additives. By 2027, the vegetable cultivation area will stabilize at around 26 million mu, and the industrial chain scale will reach 220 billion yuan.
12. Forestry and Fruit Industry Chain. Establish production zones for high-quality apples in the Loess Plateau of western Henan and the former course of the Yellow River in eastern Henan; high-quality pears in southeastern Henan; Sichuan pepper in northern Henan; chestnuts in southern Henan; Xinzheng jujubes; and specialty fruits in the central-eastern plains, as well as fresh fruit production bases in urban suburbs. Support forestry and fruit enterprises in building dedicated refrigerated controlled-atmosphere storage facilities to enhance purchasing, sales, and warehousing capabilities.Support enterprises engaged in forest fruit processing and related sectors to expand capacity and increase production; research, develop, and promote products such as freeze-dried fruit and vegetable crisps; and advance the deep processing of fruits into products like freeze-dried items, jams, and food additives. Support beverage processing enterprises in upgrading their product tiers and developing fruit-based beverages. Expand and strengthen the high-quality specialty flower and tree industries, including roses, peonies, chrysanthemums, winter jasmine, and magnolias. By 2027, the scale of the industry chain will reach 60 billion yuan.
13. Edible Mushroom Industry Chain. Focusing on 37 major edible mushroom counties, establish production bases for wood-decaying fungi in the mountainous regions of western, southwestern, and southern Henan, and for grass-decaying fungi in the plain agricultural areas. Support edible mushroom enterprises in breeding new varieties, expand and strengthen local production and processing enterprises, and attract and cultivate leading processing enterprises specializing in high-quality freeze-dried products, dried slices, canned foods, and seasonings.By 2027, edible mushroom production will stabilize at around 1.9 million tons, and the industry chain will reach a scale of 150 billion yuan.
14. Traditional Chinese Medicinal Materials Industry Chain. Focusing on the ten major “Henan Medicinal Herbs,” we will establish five major regional medicinal material bases in the Dabie Mountains, Funiu Mountains, Taihang Mountains, Huai Medicinal Region, and the Huang-Huai-Hai Plain.We will cultivate leading enterprises in the seed industry that integrate breeding, propagation, and promotion, and support Chinese medicinal herb production and processing enterprises in advancing the research and application of our province’s authentic medicinal herbs in traditional Chinese medicine, food-medicine convergence, daily chemicals, and veterinary medicine. We will renovate and upgrade Chinese medicinal herb markets to establish a major national distribution hub for these herbs. By 2027, the cultivation area for Chinese medicinal herbs will reach 6 million mu, and the industrial chain will reach a scale of 160 billion yuan.
(5) Rural Agriculture, Culture, and Tourism Industry Clusters.
15. Rural Specialty Handicraft Industry Chain. Deeply explore specialty handicrafts with a foundation of tradition, sufficient scale, and promising prospects. Develop and expand a range of distinctive handicrafts, including musical instruments from Zhugou Town, Songshan swords, willow weaving from Sanhejian Township, woodblock New Year paintings from Zhuxian Town, and clay cuckoo clocks from Jun County, to build renowned local brands.Promote the formulation of group and local standards for traditional craft production processes—including rural weaving, paper-cutting, embroidery, pottery, and blacksmithing—to standardize production procedures and protect and enhance traditional skills. By 2027, the scale of the industrial chain will reach 100 billion yuan.
16. Rural Cultural and Tourism Industry Chain. Focusing on the “Three Mountains and One Beach” region, we will promote the deep integration of agriculture, culture, and tourism to develop rural cultural and tourism industries such as leisure agriculture, rural wellness and health care, rural homestays, rural sports, local arts and culture, educational field trips, intangible cultural heritage transmission, night economy, and specialty cuisine.We will carry out rural innovation initiatives to create villages with mountainous and hilly landscapes in the mountainous and hilly regions of southern, western, and northern Henan; villages with plain and pastoral landscapes in traditional agricultural areas such as the Huang-Huai-Hai Plain and the Nanyang Basin; and villages with riverside charm in areas along the Yellow and Huai Rivers. We will establish a number of high-quality homestay clusters, including “Yellow River Homestays,” “Taihang Mountain Homestays,” “Dabie Mountain Homestays,” and “Funiu Mountain Retreats.”By 2027, the industry chain is projected to reach a scale of 300 billion yuan.
(6) Rural Commerce and Distribution Services Cluster.
17. Rural Commerce and Logistics Industry Chain. Renovate and upgrade township commercial centers, large and medium-sized supermarkets, and farmers’ markets, and promote the standardized renovation of township farmers’ markets. Guide express delivery and logistics companies and e-commerce platforms to expand into rural areas. Construct facilities for agricultural product processing, packaging, cold chain, and warehousing, and promote models such as cold chain cloud warehouses, shared delivery, and less-than-truckload (LTL) logistics.Encourage e-commerce platforms and live-streaming teams to establish live-streaming bases for specialty products and “Village Live-Streaming Academies.” Support third-party institutions in strengthening data analysis of agricultural product sales to help producers improve production decisions, adjust product structures, and provide specialty agricultural products that meet market demand. By 2027, the scale of the industrial chain will reach 237 billion yuan.
18. Rural Garment Processing and Trade Industry Chain. Accelerate the development of industrial parks such as Taiqian Down Products, Xinmi Garments, Xiangcheng Medical Uniforms, Guangshan Down Jackets, Dengzhou Rangdong Town Women’s Pants, and Baizhuang Knitted Children’s Wear. Promote the establishment of garment processing industries—including hats, gloves, and socks—in townships and extend them to rural villages.Actively accept the transfer of textile and apparel industries, support enterprises in implementing models such as “association + enterprise (cooperative) + farmers,” “leading enterprises + satellite factories,” and “main factory + assistance workshops,” to build full-industry-chain bases and expand domestic and international markets. By 2027, the scale of the industrial chain will reach 120 billion yuan.
III. Implementation Measures
(1) Improve the industrial system and enhance the level of the industrial chain. Support localities in establishing leading industrial parks in conjunction with development zone construction; build rural revitalization industrial parks in central towns that meet the necessary conditions; and develop shared prosperity industrial parks in key villages. Guide the industrial chain to extend to townships, villages, and farmers, creating a three-tiered rural prosperity industrial system linking counties, townships, and villages.While ensuring food security, allocate approximately 100 mu of relatively concentrated general farmland to each administrative village across the province. Support eligible villages in developing distinctive facility agriculture tailored to local conditions, and establish a sound framework where operational entities, village-level collective economic organizations, and farmers complement each other’s strengths and cooperate through division of labor.
(2) Strengthen leading enterprises and diversify market entities. Support the tiered cultivation and expansion of a group of “chain-leading” enterprises with leading and driving capabilities through mergers and reorganizations, strategic alliances, and chain-based integration, forming a “goose formation” of high-quality enterprises.Support “chain-leading” enterprises and leading enterprises in driving market entities—such as small and medium-sized enterprises, farmers’ professional cooperatives, and rural collective economic organizations—to actively integrate into industrial and supply chain ecosystems and establish raw material bases. Support professional service companies, new types of agricultural business entities, and supply and marketing cooperatives in providing agricultural socialized services, including agricultural production management, agricultural input supply, technical services, and product sales. Actively develop new organizational forms such as service consortia and service alliances.
(3) Strengthen technological empowerment to boost development momentum. Support “chain-leading” enterprises in taking the lead to establish science and technology innovation consortia, exploring collaborative innovation models between universities and enterprises, as well as research institutes and enterprises, characterized by joint talent recruitment, shared platform development, collaborative project research, and joint problem-solving, to promote the deep integration of industry, academia, research, and application.Leverage the expertise of specialists within the provincial modern agricultural industrial technology system to integrate the entire chain of scientific research, experimental development, and application promotion, thereby facilitating the flow of scientific and technological resources to rural areas. Guide enterprises to upgrade equipment in response to end-market demands, develop new models such as flexible production and shared manufacturing, and promote standardized “Industrial Internet + Green and Low-Carbon” solutions to improve resource utilization efficiency.
(4) Elevate Quality Standards and Strengthen Regional Public Brands. Build the “Yunong Youpin” and “Meiyu Grain and Oil” brand matrices, support localities in cultivating regional public brands, and create a range of distinctive local brands such as “rare-variety brands,” “artisan brands,” and “cultural brands.”Encourage enterprises listed in the “Yunong Youpin” and “Meiyu Grain and Oil” trademark and logo user directories to establish a Chief Quality Officer system, improve their full-process quality management systems, and take the lead in or participate in the formulation (or revision) of international, national, and industry standards, while promoting the development of group and enterprise standards that exceed national standards.We will continue to carry out the “Yunong Youpin” and “Meiyu Grain and Oil” nationwide promotional campaigns, using market-oriented approaches to expand into markets such as the Yangtze River Delta, the Beijing-Tianjin-Hebei region, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chengdu-Chongqing region; we will deeply integrate into the “Belt and Road” Initiative and participate in the construction of overseas industrial and supply chains through trade and investment.
(5) Prioritize linking, supporting, and enriching farmers, and improve the mechanism for sharing benefits. Support farmers in actively participating in industrial development, strengthen technical, financial, and service empowerment, and promote the establishment of long-term and stable mechanisms for sharing benefits between market entities and farmers through order-based, capital-based, and policy-based linkages.Encourage the development of agricultural industrialization consortia led by leading enterprises, with farmers’ professional cooperatives and family farms following suit and smallholder farmers participating, so that farmers can reasonably share in the value-added benefits of the industrial chain. Encourage resource and asset integration among rural collective economic organizations, as well as equity cooperation between rural collective economic organizations and agricultural enterprises, farmers’ professional cooperatives, and others, to strengthen the rural collective economy through various forms.
IV. Mechanisms for Advancement
(1) Promoting Chain-Based Development.Implement a “chain leader system” for rural industrial chains aimed at enriching the people. A provincial-level leader in charge of the relevant sector will serve as the chief chain leader. The provincial departments of agriculture and rural affairs, commerce, culture and tourism, grain and reserves, and forestry, as well as the Henan Academy of Agricultural Sciences, Henan University of Technology, and Henan Agricultural University, will serve as responsible units for specific chains, with department-level leaders acting as chain leaders. These responsible units will be tasked with establishing dedicated task forces to advance key industrial chains, creating a promotion mechanism that involves coordination among relevant departments, active support from social forces, and broad participation by farmers.
(2) Strengthening Tiered Guidance. At the provincial and municipal levels, efforts will focus on key industrial chains to enhance professional guidance, project support, and demonstration-led initiatives. This will promote effective integration of planning, policies, and standards, thereby forming a high-efficiency guidance and promotion system.Strengthen county-level coordination to promote integrated development across the county, township, and village tiers, forming an industrial development pattern with clear division of labor and organic functional integration among county seats, central townships, and central villages. Guide geographically adjacent villages with similar industries to integrate resources, promoting joint village development and regional synergy.
(3) Implement dynamic management. Establish a “plan + map + list” system: develop industry chain cultivation plans by sector, map out industry chain structures, and create and dynamically update lists of key enterprises, key projects, key shortcomings, and key tasks, ensuring implementation proceeds according to the blueprint and in accordance with the lists.Incorporate the cultivation of rural industrial chains that benefit the people into the performance evaluation system for rural revitalization. Use the evaluation results as a key basis for fund allocation, project planning, and the selection of exemplary units and individuals. Provide incentives in accordance with regulations to localities and units that demonstrate outstanding performance and significant achievements.
(4) Improve the coordination system. Conduct a comprehensive review of industry associations within key industrial chains, establish or improve associations by chain, and build bridges for communication and cooperation between upstream and downstream enterprises. With industry associations as the main body, form industrial alliances by cluster to strengthen functions such as resource integration, industry linkage, inventory management and regulation, and business-to-business investment promotion, thereby enhancing supply chain stability. Encourage industry associations and industrial alliances to strengthen self-regulation within the industry to prevent disorderly development and cutthroat competition.
V. Resource Support
(1) Cultivating Rural Talent. We will encourage various types of talent to gather in rural areas, systematically guiding university graduates to the countryside, capable individuals to return to their hometowns, migrant workers to return home, and entrepreneurs to establish businesses in rural areas. We will coordinate resources from training programs such as the cultivation of high-quality farmers and the training of wealth-creation leaders to foster a group of “local experts,” “farmland scholars,” and “rural innovators.”Implement the “Double Hundred, Double Thousand” Rural Artisan Cultivation Project. In fields such as embroidery and dyeing, carving and painting, traditional architecture, and ceramic firing, identify a group of renowned rural artisans and masters, and establish a number of master workshops and master training centers.
(2) Optimize the supply of funds. Make full use of funds from relevant sectors; strengthen the management and utilization of special funds such as agricultural industrial development funds and rural revitalization transition and promotion subsidies; increase support for the development of rural industries that enrich the people; and leverage more social capital investment. Fully utilize the coordination mechanism for supporting financing for small and micro enterprises, as well as incremental policies such as rollover loans without principal repayment.Steadily advance pilot programs for “Prosperity Loans” and “Prosperity Industry Loans,” effectively utilize the “Targeted Poverty Alleviation Enterprise Loan” policy, and support financial institutions in launching more financial products tailored to the characteristics of rural prosperity-boosting industries. Strengthen the collection and sharing of agriculture-related data to address information asymmetry among government, financial institutions, and enterprises; improve rural property rights trading mechanisms; activate rural resources and factors; and enhance financial support conditions. Encourage localities to establish rural prosperity-boosting industry funds based on local conditions.
(3) Strengthen land use guarantees. Localities should formulate policies and measures to revitalize and utilize low-efficiency and idle land, such as abandoned rural homesteads, to improve land use efficiency. Priority support should be provided for facility agriculture land in terms of land scale and “replacement balance” in accordance with relevant regulations, and localities are encouraged to explore the use of non-arable land resources for the development of facility agriculture.For industrial projects with special spatial layout requirements—such as smart agriculture, creative agriculture, and cultural tourism facilities—land use shall be guaranteed using reserved flexible quotas for rural construction land, provided that such projects comply with policies on arable land protection and ecological and environmental conservation. For large-scale, highly industrialized projects located within industrial parks within the urban development boundary, land use shall be guaranteed using urban construction land quotas.
(4) Establish Service Platforms. Encourage eligible localities to explore the development of information service platforms for rural wealth-generating industries, integrating resources from enterprises, universities, research institutes, new R&D institutions, financial institutions, and science and technology associations to accurately publish supply and demand information regarding technology, talent, capital, and policies. Continue to organize the “Design Henan · Beautiful Villages” Creative Design Competition, deepen the integration and application of design in the field of rural wealth-generating industries, and establish service platforms for creative designers to participate in the development of these industries.
(5) Strengthen the Promotion of a Supportive Environment. Timely summarize advanced experiences and exemplary practices in the development of rural prosperity industries, identify and promote a group of benchmark models, increase efforts to replicate and promote these models, and expand their demonstration and leading effects. All localities should actively explore approaches based on local conditions and continuously enrich the pathways and measures for the development of rural prosperity industries. News media should increase publicity and reporting on advanced models and case studies in the development of rural prosperity industries to foster a strong supportive atmosphere.
