To thoroughly study and implement General Secretary Xi Jinping’s important directives on Henan’s work, fully implement the spirit of the Central Economic Work Conference and the National Two Sessions, focus on the “Four Highs and Four Leading Roles,” adhere to the principle that “policies are paramount and projects are key,” deploy a comprehensive set of policy measures, promote sustained economic recovery and improvement, and ensure the achievement of the “half-time, half-task” economic development targets for the first half of the year, the following policy measures are formulated.
1. Issue four implementation plans: one for striving to take the lead in integrating into the new development paradigm and building a unified national market; one for striving to take the lead in deepening reform and promoting entrepreneurship, innovation, and creation; one for striving to take the lead in promoting integrated urban-rural development and comprehensive rural revitalization; and one for striving to take the lead in ensuring ecological security and promoting harmonious coexistence between humans and nature. 2. Issue several measures to promote the stabilization and improvement of foreign trade, improve the liaison mechanism for key foreign trade enterprises, support the expansion of domestic and non-U.S. markets, and introduce special policies to support the expansion of automobile exports, providing financial subsidies of up to 10 million yuan for manufacturing enterprises and up to 1 million yuan for trading enterprises. 3. Introduce several measures to optimize the coordination mechanism for supporting financing of small and micro enterprises and to promote stronger financial support for foreign trade enterprises; compile and publish a handbook on financial products for foreign trade and economic cooperation; and formulate and promote policy measures to support the integrated development of domestic and foreign trade through domestic trade credit insurance. 4. Host the 2025 Zhengzhou Cross-Border E-Commerce Conference and prepare for major economic and trade events such as the Henan Investment and Trade Fair, the China-Latin America Entrepreneurs Summit, and the Zhengzhou-Kuala Lumpur Aviation “Dual Hub” Cooperation Forum. (Responsibility shared by the Provincial Department of Commerce and the Provincial Development and Reform Commission according to their respective duties)
5. Issue and implement guiding opinions on promoting high-quality development of investment promotion in the new era; select and publish the first batch of demand and supply lists for application scenarios; host the 2025 Henan–Yangtze River Delta Region and China (Henan)–Africa (South Africa, Kenya) Industrial Transfer Cooperation Matchmaking Events; and establish a series of “Invest in Henan” reception centers in Beijing, Shanghai, Guangzhou, Shenzhen, and other locations. (Responsibility to be shared by the Provincial Development and Reform Commission, Department of Commerce, and Department of Industry and Information Technology according to their respective duties)
6. Issue an implementation plan for the special campaign to boost consumption; launch the second-quarter “Shop Henan · Quality Life” consumption promotion campaign; distribute consumption vouchers for retail, dining, cultural tourism, and accommodation; and issue and implement detailed rules for trade-in programs in sectors such as home renovation (kitchen and bathroom fixtures), electric bicycles, agricultural machinery, and old commercial trucks. 7. Formulate policies for the allocation of subsidies for home appliance dismantling; establish the Provincial Resource Recycling Group; advance the development of pilot cities and enterprises for the recycled resource recovery system; and cultivate a group of enterprises meeting standardized conditions for the comprehensive utilization of recycled resources, including the remanufacturing of electromechanical products and the processing of scrap steel, copper, and aluminum. 8. Host the main events of the National Culture and Tourism Consumption Season; prepare for and organize the 2025 Henan Culture and Tourism Development Conference and the “Discover Henan” inbound tourism series of workshops; conduct the 2025 “Top Ten New Consumption Scenarios in the Province” selection and the second batch of provincial-level night economy clusters; and distribute 10 million yuan in Didi Easy Tour·Henan Culture and Tourism Travel Vouchers around the May Day holiday.(Responsibility lies with the Provincial Department of Culture and Tourism and the Provincial Development and Reform Commission according to their respective duties)
9. Strengthen loan disbursement for real estate “whitelist” projects and expand the scale of purchasing existing commercial housing stock. Ensure that the delivery of housing projects under the “Guaranteed Delivery” initiative is substantially completed by the end of June 2025. Provide a subsidy of 30% of the total cost of home-adapted products to elderly households purchasing such products, with a subsidy cap of 12,000 yuan per household. 10. Further improve urban renewal systems and standards; conduct in-depth urban health assessments in prefecture-level cities and support eligible county-level cities in carrying out such assessments; implement improvement projects for small and micro public spaces in cities; construct 5,000 new electric vehicle charging stations in public service areas during the first half of 2025; and commence renovation of 50,000 households in old residential communities and 500 kilometers of various utility networks. 11. Issue the 2025 “Double Hundred Project” Work Plan for Major Projects; formulate the Henan Provincial Management Measures for the Coordination of the National Major Construction Project Database; organize a province-wide concentrated site visit for major projects; ensure that all 2024 special bond projects and the first batch of 2025 “Two Major” construction projects commence construction by the end of June 2025; and ensure that investment in both “Double Hundred Project” initiatives and provincial key projects reaches at least 60% of the annual plan.(Responsibility lies with the Provincial Development and Reform Commission and the Provincial Department of Finance according to their respective duties)
12. Introduce several measures to vigorously promote the recovery and improvement of infrastructure investment; compile a provincial list of key infrastructure projects using local government special bonds as capital; issue the Opinions on Standardizing the Promotion of Expressway Concession Operations (Trial); improve policy mechanisms for private capital participation in infrastructure investment; and support eligible projects in applying for the issuance of real estate investment trusts (REITs). 13. Commence construction on projects such as the Jiaozuo-Jinan-Luoyang-Pingdingshan high-speed railway; advance the construction of the Phase III expansion of Zhengzhou Xinzheng International Airport, Zhengzhou South Station, the Pingdingshan-Luohe-Zhoukou high-speed railway, Phase I of the Zhoukou Port Central Operations Area, and the Yellow River Expressway; and accelerate the preparation of master plans for ports such as Zhoukou Port and Zhengzhou Port. 14. Accelerate preliminary research on the second channel for electricity transmission from Xinjiang to Henan; advance the construction of the Xinyang Wuyue Pumped-Storage Power Station; complete the Henan section of the West-East Gas Pipeline Phase III and the first unit of the Xuchang Nengxin Coal-Fired Power Project; implement 200 integrated source-grid-load-storage projects; and strive to add 4 million kilowatts of new renewable energy generation capacity by the first half of 2025. 15. Revise the modern water network construction plan; formulate construction plans for the water networks in Northern, Southern, and Southwestern Henan; substantially complete the main construction of the Yuanwan Reservoir; advance the expansion of the Zhaopingtai Reservoir and the hazard mitigation and reinforcement of the Baiguishan Reservoir; and accelerate the construction of the Chushandian and Qianping Reservoir irrigation districts. 16. Introduce several measures to deepen support services for key enterprises and to assist small businesses in upgrading to meet scale criteria. Establish a coordination mechanism for a “whitelist” of financing for 900 key industrial enterprises and 600 key service sector enterprises. Organize more than 100 policy promotion and interpretation events under the “Benefiting Enterprises in Central China · Government in Action” initiative during the second quarter of 2025. 17. Deepen the implementation of the Business Environment Optimization and Improvement Initiative; conduct province-wide “invisible” monitoring of the business environment; fully implement standardized law enforcement “enterprise QR code scanning”; launch “efficient one-stop” services for matters such as the transformation of individual businesses into enterprises, enterprise employment, approval of fixed-asset investment projects, and new vehicle registration; and issue an implementation plan to accelerate and intensify the clearance of overdue payments owed to enterprises.(Responsibility lies with the Provincial Development and Reform Commission, Market Regulation Bureau, Administrative Approval and Government Information Management Bureau, Department of Human Resources and Social Security, Public Security Department, and Department of Industry and Information Technology, in accordance with their respective duties)
18. Implement the Action Plan for Promoting High-Quality Development of the Private Economy and a series of action schemes; improve multi-level, routine communication mechanisms between government and enterprises; and carry out the “Three Entries and One Enhancement” (entering industrial parks, chambers of commerce, and enterprises; enhancing the quality and efficiency of comprehensive financial services) series of activities to support the private economy. 19. Issue the provincial development plan for new energy vehicle industrial clusters; host the 2025 Provincial Artificial Intelligence Conference; plan and construct a number of provincial AI industry empowerment centers; and release a series of typical AI application scenarios. Establish implementation standards and specifications for the digital transformation of development zones; select a number of development zone digital transformation promotion centers; establish a provincial mechanism for cultivating data enterprises; and designate more than 100 provincial-level data enterprises by the second quarter of 2025. 20. Conduct the selection of the second batch of key projects for new services and new supply, issue an implementation plan to promote high-quality development in the wholesale and retail sectors, improve the financial services liaison mechanism, and organize more than 1,000 government-finance-enterprise matching events at the provincial, municipal, and county levels by the end of June 2025. 21. Strengthen monitoring and control of plant pests and diseases, implement the “one spray, three protections” initiative, and enhance agricultural technical services. Diligently manage water allocation for drought relief and conduct inspections and maintenance of mechanized wells to ensure a bountiful summer grain harvest. Increase policy support and assistance for the livestock and fisheries sectors, strengthen monitoring and early warning of hog production capacity, and ensure that the number of breeding sows remains stable within a green and reasonable range. 22. Launch initiatives such as bringing public employment services to campuses and the “Career Guidance for the Future” recruitment series. Intensify efforts to tap into job potential in key sectors, industries, urban and rural grassroots communities, and small and micro enterprises. Implement the “Skills Illuminate the Future” training campaign and prepare for the Third National Skills Competition. By the first half of 2025, complete vocational skills training for over 1 million participants and create more than 600,000 new urban jobs. 23. Continue to advance the reform of rural commercial banks across the province; establish a “Four-Prevention, Two-Crackdown” working mechanism to effectively prevent and combat illegal financial activities. Implement monthly “Three Guarantees” expenditure scheduling and management at the county level, and continue to reduce the number of financing platforms and the scale of their debt. Solidly ensure energy and power supply security during the summer peak demand period. 24. Vigorously advance the three-year campaign to address the root causes of workplace safety issues; launch a concentrated campaign comprising the “Five Major” fire safety initiatives; promote specialized safety rectification in the chemical industry; and meticulously implement measures in key areas and critical links such as forest fire prevention, venues with high concentrations of people, gas safety, fire safety in high-rise buildings, transportation, and the production, storage, and transportation of hazardous chemicals, to resolutely curb the occurrence of major and particularly serious safety accidents.Strengthen flood forecasting and early warning systems, optimize joint prevention and response plans, and enhance prevention and response measures for prominent risks such as river basin flooding, urban waterlogging, flash floods, and geological disasters.
