These measures are formulated to implement the "Several Measures of Henan Province to Support the Development of the Renewable Resources Recycling Industry" and to accelerate the development of our city’s renewable resources recycling industry, taking into account local conditions.
I. Promoting Industrial Clustering. We will advance the development of provincial-level circular economy industrial parks such as Guangshan County and the Huangchuan Economic Development Zone, support parks such as the Xinyang Venous Industry Park and the Gushi County Advanced Manufacturing Development Zone in applying for provincial-level circular economy industrial park status, and accelerate the establishment of a comprehensive and advanced renewable resource recycling system.Support the green, mechanized, and intelligent upgrading of existing renewable resource processing and utilization projects. Intensify efforts to attract investment, promote the extension, supplementation, and strengthening of the renewable resource recycling industry chain, achieve industrial clustering, and enhance industrial competitiveness. (The Municipal Development and Reform Commission, the Bureau of Industry and Information Technology, and Shenxin Development Investment Group Co., Ltd. shall be responsible according to their respective duties.)
II. Increase Fiscal Support. Actively seek funding from the central government’s budgetary allocations and provincial-level special funds to support major projects in the utilization of renewable resources. Make full use of provincial-level special funds for energy conservation and resource recycling to support the development of circular economy industrial parks, with each approved park receiving a grant of up to 2 million yuan. Encourage localities to formulate incentive measures based on the performance of enterprises engaged in the collection, processing, and utilization of renewable resources, tailored to local conditions.(The Municipal Development and Reform Commission, Finance Bureau, Bureau of Industry and Information Technology, Bureau of Ecology and Environment, and Commerce Bureau shall be responsible according to their respective duties)
III. Strengthen Tax Support. Implement and refine relevant preferential policies regarding value-added tax (VAT) and corporate income tax for comprehensive resource utilization. Encourage eligible renewable resource recycling enterprises to opt for the simplified tax calculation method, paying VAT at a 3% rate. To address challenges such as corporate income tax compliance and input VAT deduction for renewable resource recycling enterprises, support eligible counties and districts in utilizing new technologies—including big data, cloud computing, and blockchain—to establish renewable resource trading platforms and promote tax compliance oversight.Implement relevant tax refund policies in accordance with the requirements of the National Catalog of VAT Preferences for Comprehensive Resource Utilization Products and Services. Improve the tax refund mechanism to effectively enhance the timeliness of refunds. Optimize the processing procedures for refunds of unutilized input tax credits and intensify the implementation of VAT refunds for unutilized input tax credits in the ecological protection and environmental governance sectors. Promote the practice of “reverse invoicing” by resource recycling enterprises to natural persons selling scrap products.Encourage tax authorities to set individual income tax rates for individual businesses based on local conditions, and support the development of individual businesses in the renewable resource recycling industry. (The Municipal Taxation Bureau and the Municipal Commerce Bureau shall be responsible according to their respective duties)
IV. Strengthen Financial Support. Leveraging the “Xinyidai” platform, and adhering to the principles of selecting the best from the best and ensuring full reporting, include key enterprises and major projects in the renewable resource processing and utilization sector in the green enterprise (project) database. Establish a long-term mechanism for bank-enterprise collaboration, encourage financial institutions to innovate specialized financial products and services in the renewable resource recycling sector, and increase investment and financing support for enterprises and key projects in renewable resource processing and utilization.Focusing on the establishment of the Xinyang City 10-billion-yuan Industrial Development Guidance Fund, actively integrate into the national and provincial green industry fund development frameworks to attract social capital to participate in the recycling and utilization of renewable resources. (The Municipal Development and Reform Commission, Commerce Bureau, Industry and Information Technology Bureau, Municipal Government Office, and the People’s Bank of China Xinyang Branch shall be responsible according to their respective duties)
V. Improve the Price Guidance Mechanism. In conjunction with the existing natural gas pipeline network layout, coordinate efforts to add new gas supply channels and optimize the routing of gas transmission pipeline projects. Explore the possibility of pipeline gas concessionaires providing direct supply to large users through third-party transmission arrangements. Establish and improve the price transmission mechanism for large industrial gas users to reduce gas costs for enterprises utilizing waste materials such as recycled metals.Except for electricity used in deep processing operations such as power generation, papermaking, fertilizer production, feed production, and panel manufacturing, electricity used for primary processing of crop straw—including collection, baling, cutting, shredding, and briquetting—shall be subject to agricultural production electricity pricing policies. VI. Promote Green Government Procurement. Support the active application for green product certification by recycled resource products. Intensify efforts in green government procurement and actively purchase recycled resource products; by 2025, the proportion of green products in government procurement shall reach over 30%. In accordance with the Implementation Plan for the Xinyang Municipal Government Procurement Pilot Program to Support Green Building Materials and Promote the Improvement of Construction Quality, support the development of industries such as green building materials by promoting the application of green building materials in projects co-invested by state-owned capital.Introduce incentive policies for the evaluation of green building projects, certification of green building materials, and the use of green building materials; organize campaigns to promote green building materials in rural areas; and continuously increase the proportion of green building materials used. (Responsibility lies with the Municipal Housing and Urban-Rural Development Bureau, the Bureau of Industry and Information Technology, the Finance Bureau, the Bureau of Agriculture and Rural Affairs, and the Market Regulation Bureau, in accordance with their respective duties)
VII. Continuously Expand Green Consumption. Seize the policy opportunities presented by large-scale equipment upgrades and consumer goods trade-in programs. Through government support and corporate discounts, vigorously promote trade-in activities for automobiles, home appliances, home improvement products, and electronic goods.Accelerate the development of “trade-in + recycling” logistics systems and new business models. Actively foster enterprises in the reverse logistics and specialized recycling and disposal sectors. Support manufacturers and retailers of durable consumer goods in establishing reverse logistics systems or partnering with specialized recycling enterprises to provide door-to-door collection of used consumer goods, thereby enhancing the convenience of trade-in programs. Encourage localities to provide subsidies to consumers for purchasing green products. Accelerate the implementation of the Green Product After-Sales Service Improvement Initiative. (Municipal Commerce Bureau and Finance Bureau are responsible according to their respective duties)
VIII. Strengthen the Supply of Resources and Factors. In accordance with the requirements of the “Catalog of Land Allocated for Public Use,” include collection points, transfer stations, and sorting centers in territorial spatial planning and specialized planning for sanitation facilities, and ensure land requirements through government land allocation.Coordinate limited resources to increase land support for industrial bases dedicated to the recycling and processing of renewable resources, as well as for second-hand markets. Ensure reasonable road access rights for renewable resource collection vehicles, providing support and establishing regulations regarding permitted travel zones and operating hours to meet normal transportation needs.Improve the renewable resource recycling network by promoting the integration of waste collection points with household waste sorting stations. Guide residential communities to provide conveniences for renewable resource enterprises or individuals, and establish a three-tier recycling system comprising “collection points, transfer stations, and processing centers.” Encourage eligible localities to adopt smart, automated recycling methods to effectively separate recyclables from household waste at the source.Support enterprises engaged in the processing and utilization of recyclable resources in implementing energy-saving, carbon-reduction, and clean production upgrades; allow the energy savings generated from such upgrades to be traded in the energy rights market. For recyclable resource utilization projects that can achieve synergistic benefits in pollution reduction and carbon reduction, optimize environmental impact assessment approval services and establish a “green” approval channel. Reasonably define the industrial categories of enterprises engaged in the processing and utilization of recyclable resources, remove restrictions such as those on financing, and support enterprise development.(The Municipal Bureau of Natural Resources and Planning, Bureau of Commerce, Urban Management Bureau, Bureau of Housing and Urban-Rural Development, Public Security Bureau, Development and Reform Commission, Bureau of Ecology and Environment, and Municipal Government Office, together with the Xinyang Branch of the People’s Bank of China, shall be responsible in accordance with their respective duties)
IX. Guide the Standardized Development of the Industry. Further standardize the planning, site selection, registration, construction, and operational management of collection points, transfer stations, and sorting centers. Strengthen the qualification management of end-of-life vehicle dismantling enterprises, strictly enforce industry entry requirements, and establish and improve exit mechanisms. Improve the management of the renewable resource recycling industry, and supervise and guide enterprises in implementing requirements regarding environmental protection, workplace safety, product quality, and labor protection.Strictly crack down on illegal activities such as unlawful transactions, counterfeit and substandard goods, and fraud in the recycling of renewable resources and the trade of second-hand goods. Crack down on illegal dismantling and processing of end-of-life vehicles, waste electrical and electronic equipment, and other such activities in accordance with the law. Increase penalties for unauthorized disposal of construction waste or the arbitrary dumping, scattering, or piling of construction waste. X. Strengthen the Leading Role of Scientific and Technological Innovation. Guide enterprises engaged in the processing and utilization of renewable resources to collaborate with universities and research institutions to carry out industry-academia-research cooperation, strengthen basic research and applied technological innovation, and promote the industrial application of technological achievements. Intensify efforts in scientific and technological research and development to advance the deep processing of recycled metals, the resource utilization of construction waste, the high-value utilization of waste plastics, the resource utilization of rural domestic waste, the high-value utilization of crop straw, the recycling of waste in the new energy sector, the recycling of power batteries,research and development of technologies and products for the recycling of fly ash generated from waste-to-energy power generation, and develop and apply technologies for the high-volume, large-scale, and high-value utilization of bulk solid wastes such as fly ash, smelting slag, and industrial by-product gypsum, thereby supporting the high-quality development of the renewable resource recycling industry through scientific and technological innovation. XI. Establish and Improve the Standards System. Support industry associations for the recycling of renewable resources in taking the lead to formulate (or revise) standards and specifications for the comprehensive utilization of bulk solid waste, and accelerate the updating of standards in relevant sectors. Strengthen statistical monitoring of the recycling industry for renewable resources and explore the establishment of relevant statistical systems. Guide industry associations to enhance statistical analysis and standardize the release of statistical data. Establish and improve mechanisms for data and information exchange between enterprises, industry associations, and government departments to promptly grasp industry development trends.(Responsibility lies with the Municipal Market Regulation Bureau, Development and Reform Commission, Industry and Information Technology Bureau, Ecology and Environment Bureau, Urban Management Bureau, Commerce Bureau, and Supply and Marketing Cooperatives according to their respective duties)
XII. Establish and Improve Working Mechanisms. Strengthen organizational leadership by establishing a working mechanism led by the Municipal Development and Reform Commission, with broad participation from relevant municipal departments, industry associations, research institutions, and key enterprises, to coordinate and advance the development of the recycled resources industry. Clarify responsibilities, refine objectives and tasks, and ensure the effective implementation of all measures.
