To thoroughly implement the decisions and plans of the Municipal Party Committee and Municipal Government regarding accelerating the development of a modern industrial system and focusing on fostering key industrial chains, and to expedite the modernization of our city’s artificial intelligence industrial chain, the following policy measures have been formulated:

　　I. Promoting the Aggregation of the Artificial Intelligence Industry

　　1. Establish an AI Industry Cluster. We encourage leading AI enterprises and high-growth companies, as well as the AI business divisions of leading enterprises in advanced manufacturing, finance, logistics, and information services, to establish their headquarters in the Xinxiang AI Industrial Park.For AI enterprises that commence actual operations in the Xinxiang AI Industrial Park after January 1, 2024, and have a paid-in registered capital of RMB 20 million or more, they may be eligible for policy support based on the area of office space leased for their own use within the park during the previous year. This support includes a full subsidy for the first year’s rent and a 50% subsidy for the following two years, with rent paid in advance and subsidies provided afterward. 　　2. Support for the Introduction of AI Enterprises. For newly established general-purpose and industry-specific large-model enterprises, cross-domain application enterprises, emerging computing power enterprises, and secure AI enterprises, priority will be given to matching them with essential resources such as computing power, data, application scenarios, funds, and premises. For leading domestic and international enterprises in the AI sector that establish new R&D centers or set up (subsidiary) companies, a one-time settlement incentive of 500,000 yuan will be granted on a merit-based selection.For AI unicorn enterprises, leading enterprises, and top 10 domestic enterprises in niche sectors that establish new headquarters or undertake major projects, they may apply for “case-by-case” policy support. 　　II. Improving the AI Industry Innovation Ecosystem

　　3. Support the construction of AI innovation platforms. Support enterprises, universities, research institutes, and other entities with R&D capabilities in building provincial-level or higher R&D platforms, and strive to secure provincial-level science and technology innovation development incentive funds. 　　4. Support the Commercialization of AI Enterprise Achievements. Support and encourage enterprises to transfer and commercialize scientific and technological achievements from outside the city. For local enterprises that purchase scientific and technological achievements from outside the city and commercialize them in Xinxiang, the relevant fiscal authority will provide a one-time 2% retroactive subsidy based on the previous year’s technical contract transaction value (as evidenced by transfer vouchers and invoices), with a maximum of 500,000 yuan per enterprise annually. The reward funds shall be used to recognize individuals or teams making outstanding contributions to technology transfer. 　　III. Accelerating R&D of High-End AI Products

　　5. Support R&D of High-End Products. Encourage enterprises to develop high-end products such as intelligent robots and high-end intelligent equipment based on AI technology. If a product is selected as one of the “Top Ten Landmark High-End Equipment” in Henan Province’s equipment manufacturing sector for the year, the R&D and manufacturing entity will receive a one-time reward of 500,000 yuan. For the first unit (set) of major technical equipment that receives provincial fiscal funding support, matching support will be provided at a certain percentage of the provincial fiscal reward amount. 　　6. Support source innovation in algorithm software. Encourage enterprises and research institutions to develop AI development frameworks and related foundational software products. For software products recognized by the province as Henan’s first-edition products, provide matching support to local R&D enterprises based on a certain percentage of the provincial fiscal support amount. 　　IV. Strengthening Data Element Support

　　7. Promote the opening and application of data. Improve the mechanism for opening public data resources, and open data in key fields to AI enterprises in accordance with laws and regulations. Support enterprises in fully tapping the commercial value of public data to promote innovation in AI applications.Explore the establishment of data training bases and foster the development of content industries such as AI-generated speech, images, and natural language. Encourage enterprises, universities, and research institutes to explore and open data, promote the establishment of open industry big data training repositories and standard test datasets, and actively integrate high-quality AI datasets into provincial and municipal unified public data open platforms, integrated development platforms, and data trading platforms to fully unlock the value of data as a production factor. 　　V. Other Support Measures

　　8. AI talent and teams introduced to Xinxiang City shall be eligible for relevant provincial and municipal talent policies. We will further strengthen the development of grassroots professional and technical talent teams and actively support the application and evaluation of professional titles for technical personnel in relevant enterprises, ensuring that all eligible candidates are evaluated. 　　9. Support investment and financing in the AI industry. The High-Tech Zone will establish an AI Industry Research and Investment Guidance Fund to invest in AI enterprises and industrialization projects; under equal conditions, relevant guidance funds will prioritize financing support for AI-derived incubation projects and spin-off enterprises; social capital is encouraged to participate in the cultivation of AI enterprises through various forms, including equity investment.Strengthen the cultivation and guidance of enterprises along the AI industrial chain; support eligible enterprises in going public and raising capital through the capital markets to grow and become stronger; guide banks and other institutions to enhance support for the operations and development of key enterprises in Xinxiang’s AI industrial chain; provide effective bank-enterprise matching services; and support the high-quality development of the AI industry. 　　10. Major matters such as key projects for advancing the AI industry, the commercialization of major scientific research achievements, major scientific and technological breakthroughs, and key talents who have made special contributions to the development of Xinxiang’s AI industry shall be supported through a “case-by-case” approach.

　　The support policies listed in this document shall be implemented according to the respective levels of the fiscal system.

　　This policy shall take effect on the date of its promulgation and remain valid until December 31, 2026. In the event of any inconsistency between this policy and the city’s existing relevant regulations, this policy shall prevail.
