To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, vigorously advance the strategy of integrating culture, tourism, and cultural creativity, continuously highlight the uniqueness of Zhoukou’s acrobatic culture, promote the high-quality development of Zhoukou’s acrobatic industry, enhance the influence and reputation of Zhoukou as the “Hometown of Chinese Acrobatics,” and advance the creative transformation and innovative development of China’s outstanding traditional culture, these measures are formulated in accordance with the actual conditions of our city.

I. Support the Construction of an International Acrobatics Culture (Zhoukou) Industrial Park

(1) Develop a high-standard master plan for the International Acrobatics Culture (Zhoukou) Industrial Park. Adhering to a combination of top-level design and phased implementation, we will refine the industrial layout and functional zoning. (2) Ensure Development Space for the Acrobatics Culture Industry. Incorporate the land designated for the International Acrobatics Culture (Zhoukou) Industrial Park (hereinafter referred to as the “Acrobatics Industrial Park”) project into the “single map” of the territorial spatial planning.For the construction of supporting facilities essential to developing acrobatics-themed sightseeing tourism using local rural resources, provided that no permanent basic farmland or flood detention areas are occupied and no damage is caused to the ecological environment or rural landscape, a small amount of construction land quotas will be allocated outside the village construction boundaries in accordance with the principle of “constructing, converting, and supplying land on a needs-based basis,” with “point-based approval” and “point-based land supply” implemented.The Acrobatics Industrial Park project will implement a “multi-review integration, multi-certificate integration, and multi-survey integration” approach, merging the preliminary review of construction land use and the site selection opinion, and processing the Construction Land Planning Permit and land transfer contract simultaneously. II. Support the Establishment of a Vocational College for Acrobatics

(5) Promote the development of acrobatics training schools. Drawing on the experiences of Wuqiao County in Hebei Province, Dong’e County in Shandong Province, and Puyang City in our province, and in accordance with our city’s actual conditions, encourage social organizations to establish or participate in the construction of acrobatics art schools. Include land for acrobatics school construction in the territorial spatial planning to effectively ensure the land requirements for facilities and projects.We encourage the use of idle facilities and the revitalization of existing land resources to develop acrobatics training, improve rehearsal and living conditions for acrobats, and ensure the sustainable development of acrobatics schools. Drawing on Puyang’s acrobatics industry development model of “market-driven operations with government subsidies,” guide acrobatics enterprises to create acrobatic plays featuring Zhoukou’s regional cultural characteristics (Fuxi culture, Laozi culture), and produce high-quality acrobatic productions with national influence. (12) Actively Expand Tourist Source Markets. Actively guide the sustained development of the “Acrobatics+” initiative to promote the deep integration of acrobatics with technology, culture, and tourism.
