Xinxiang City Action Plan for Accelerating Digital Transformation and Promoting the High-End, Intelligent, and Green Development of the Manufacturing Sector (2023–2025)

This Action Plan is formulated to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, vigorously advance the digital transformation strategy, accelerate the high-end, intelligent, and green development of the manufacturing sector, and support the construction of a city strong in manufacturing and digital technology.

  I. General Requirements

  (1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully, accurately, and comprehensively implement the new development philosophy, actively integrate into the new development paradigm, and thoroughly implement the digital transformation strategy. With the deepening integration of next-generation information technology and the manufacturing sector as the main focus, we will prioritize enhancing the modernization of industrial and supply chains, promote the high-end, intelligent, and green development of the manufacturing sector, and provide strong support for accelerating the construction of a city strong in manufacturing and a city strong in digital technology.

  (2) Main Objectives. By 2025, the integration of next-generation information technology with manufacturing will become a key pillar of the city’s manufacturing strength, with intelligent application scenarios achieving full coverage across manufacturing enterprises above designated size in key industries. Among key manufacturing enterprises above designated size, the adoption rate of digital R&D and design tools will reach 85% or higher, the digitization rate of production equipment will reach 54% or higher, and the CNC utilization rate for key processes will reach 58% or higher. We strive to place the city’s level of digital transformation development among the top in the province, thereby continuously enhancing the overall strength of the manufacturing sector.

  II. Key Tasks

  (1) Implement Categorized Advancement of Digital Transformation

  1. Accelerate the Pace of Enterprise Transformation. Support leading enterprises in industrial chains to innovate business models through the integration and application of next-generation information technologies, achieving tangible results in cost reduction, quality improvement, efficiency enhancement, carbon reduction, and security. Addressing industry “pain points” and “challenges,” provide a set of replicable and scalable application scenarios to cultivate “Digital Pioneers.” Focusing on small and medium-sized enterprises (SMEs) in key industries, foster a group of replicable and scalable digital transformation benchmarks to establish typical industry transformation models and accelerate the digital transformation of SMEs.We will continue to guide enterprises to adopt cloud and platform solutions, cultivate digital service providers for SMEs, and offer comprehensive services—including transformation consulting, diagnostic assessments, equipment upgrades, and software applications—to SMEs. We will develop “small, lightweight, agile, and precise” digital transformation products and solutions to meet both widespread industry needs and enterprise-specific requirements. By 2025, we aim to cultivate and establish 3 “Digital Pioneers” and establish 30 SME digital transformation benchmarks.   2. Strengthen the Transformation and Upgrading of Industrial Chains. Adhere to the “one chain, one strategy” approach to promote the digital upgrading of key industrial chains. Support the leading enterprises of industrial associations in collaborating with basic telecommunications operators and third-party institutions to cultivate a “platform + supply chain” model, creating “one chain, one platform” to enhance the digital level of industrial chains. Guide upstream and downstream enterprises to utilize SCM (Supply Chain Management) and SRM (Supplier Relationship Management) systems to build supply chain frameworks, and to conduct collaborative procurement, manufacturing, sales, and distribution applications based on these platforms, thereby improving industrial chain collaboration efficiency and supply chain integration. By 2025, we aim to achieve full coverage of digital platforms across key industrial chains.   3. Create New Models for Regional Transformation. Focus on enhancing the digital, networked, and intelligent operational capabilities of development zones. Promote the construction of regional integrated digital transformation promotion centers to establish a regional digital development framework characterized by innovation collaboration, complementary specialization, and supply-demand linkage. Cultivate models such as “Platform + Park” and “Platform + Cluster,” encouraging platform enterprises to jointly operate with industrial parks to enrich the supply of services—including technology, data, and platforms—and drive the construction of a batch of fully functional smart parks.Using the Industrial Internet Platform of Changyuan Economic and Technological Development Zone as a model, support development zones in collaborating with digital service providers to build digital service platforms for development zones, providing government departments with services such as “dual carbon” monitoring, safety supervision, enterprise profiling, and targeted investment promotion. By 2025, strive to establish 2 digital transformation demonstration zones, with a focus on provincial-level advanced manufacturing development zones.   Special Feature: Digital Transformation of Industrial Chains

  Automotive Parts Industry Chain: Accelerate the deployment of intelligent manufacturing equipment. Based on manufacturing units, promote application scenarios such as intelligent production scheduling and online monitoring of production processes. Relying on key enterprises such as Xinhang Group, Yubei Steering, and Yuxin Thermal Management, and utilizing technologies such as identifier resolution, achieve full-process traceability of product production and the entire industry chain.

  Lifting Equipment, Vibrating Screening, and Agricultural Machinery Industry Chains: Relying on key enterprises in counties (cities) and districts such as Changyuan City, Xinxiang County, Weihui City, and Huojia County, we will advance the digital transformation of industrial clusters. We will build industry-specific industrial internet platforms to empower the sector, provide integrated system solutions, promote service-oriented manufacturing across the industry, and develop new models for equipment lifecycle management.

  New Chemical and New Materials Industry Chain: Focusing on chemical industrial parks in Weihui City, Huixian City, Xinxiang County, Huojia County, and Yanjin County, we will prioritize the application of technologies such as digital twins to achieve digital deployment across materials, processes, tank farms, and production capacity. This will drive real-time data collection during production operations, dynamic tracking and real-time monitoring of equipment status, and digital management of workplace safety.

  Snack Foods and Beverage Industry Chain: Focusing on key enterprises in Weihui City, Huixian City, and Fengquan District, we will accelerate the deployment of intelligent warehousing and food traceability systems. By fostering collaboration among upstream and downstream enterprises in procurement, production, and logistics, we will establish automated, flexible, and intelligent production workshops and promote personalized custom products.

  High-End Medical Devices and Healthcare Materials Industry Chain: Centered on specialized parks such as the Tuoren Medical Devices Industrial New Town and the Xinxiang Medical Devices Specialized Park, we will promote the enhancement of automation and intelligence levels in production lines to create exemplary smart workshops (factories). Based on technologies such as cloud computing and the Internet of Things (IoT), we will develop a smart logistics system.

  Modern Home Furnishings Industry Chain: Encourage leading enterprises such as Xinfei Refrigeration and Dashu Home Furnishings to apply augmented reality (AR) and virtual reality (VR) technologies to provide personalized design and scenario-based customization services, enhance the R&D and design capabilities of smart products, and build smart factories for modern home furnishings.

  Textile and Apparel Industry Chain: Focusing on key enterprises in the Economic and Technological Development Zone, Huixian City, and the High-Tech Zone, we will establish a series of smart workshops for filament spinning, yarn spinning, printing and dyeing, and home textiles, and promote the integrated digital application across the entire process of design, manufacturing, management, warehousing, and logistics.

  Green Building Materials and Prefabricated Construction Industry Chain: Support national-level prefabricated construction industrial bases such as Henan Tianfeng and Xinpu Yuanda in accelerating their "digital and intelligent" transformation and upgrading. Promote the deep integration of prefabricated construction with information technology to achieve data sharing and collaborative application throughout the entire lifecycle.

  (2) Implement Key Breakthroughs in High-End Manufacturing

  1. Develop Key Technologies for High-End Manufacturing. Support collaborations among enterprises, universities, research institutions, and digital service providers to tackle technical challenges in intelligent scenarios such as multi-dimensional intelligent sensing, human-machine collaboration, digital twins, precision quality inspection, lean production control, equipment fault diagnosis and predictive maintenance, complex dynamic production planning and scheduling, intelligent decision-making, and supply chain collaborative optimization.Construct data dictionaries and information models for manufacturing equipment and production processes at the levels of equipment, units, workshops, and factories, and develop technologies for production data integration and cross-system, cross-business connectivity. By 2025, strive to achieve breakthroughs in a number of key core technologies and create a range of innovative application scenarios, thereby continuously enhancing innovation effectiveness.   2. Promote the Upgrading of the Product Value Chain.Deepen efforts to achieve full coverage of enterprise R&D activities and accelerate the development of new intelligent products with high added value. Support enterprises such as Northern Instrument in utilizing next-generation information technologies—including artificial intelligence, 5G, and advanced sensing—to develop intelligent industrial sensors, thereby enhancing R&D support capabilities for intelligent products. Support enterprises such as Xinfei Refrigeration in developing smart home appliances, and encourage enterprises to research and develop industry-specific application products featuring human-machine collaboration, intelligent control, autonomous decision-making, and optimized scheduling to promote the intelligent upgrading of products.Accelerate the promotion of smart product applications in key sectors of the social sector to enhance service support capabilities for industrial transformation and upgrading as well as the upgrading of household consumption. By 2025, strive to cultivate a batch of smart products in key industries and sectors, effectively enhancing the capacity to supply high-end products.   3. Promote the High-End Development of Manufacturing Industry Chains. Aligning with end-market demand, encourage enterprises to expand into upstream and downstream segments of the industry chain and extend the chain toward both ends of the “smile curve.” Support enterprises in building customer-centric systems—including market analysis, product design, flexible production, and precision delivery—guided by consumers’ personalized needs, and explore the development of mass customization.Encourage enterprises to develop shared manufacturing models, optimize the resource structure across all production stages, and provide shared manufacturing resource services to demand-side entities. Implement flexible transaction models tailored to specific industries, such as time-sharing, piecework, and value-based piecework. Support enterprises in conducting inspection, testing, and certification activities, and provide independent inspection and testing services to the industry to comprehensively enhance quality standards throughout the entire process—including R&D, manufacturing, delivery, and maintenance.Advance the construction of full-lifecycle digital platforms for products such as Zhongyu Dingli and Weimeng Vibration, promote end-to-end services ranging from front-end delivery to back-end maintenance, integrate hardware and software systems, and provide comprehensive system solutions to the entire industry. By 2025, strive to cultivate a cumulative total of 50 service-oriented manufacturing demonstration enterprises (platforms).   (3) Implementing the Upgrading of Smart Manufacturing Levels

  1. Create Smart Application Scenarios. Focusing on key stages such as “product R&D, manufacturing, marketing management, and after-sales service,” support enterprises in building smart application scenarios. In areas such as product process design and quality management, establish scenarios for digital design, digital twin testing, R&D data optimization, quality traceability, and intelligent inspection to improve design efficiency and comprehensively enhance product quality.In production operations and planning/scheduling, deploy smart equipment to build scenarios such as optimized production planning, flexible dynamic configuration, intelligent human-machine collaboration, and lean resource management, thereby improving production efficiency and reducing costs. In marketing strategies and customer demand management, drive business optimization through data analysis of market and user needs to provide personalized products and services, thereby improving marketing efficiency and reducing marketing costs.In after-sales maintenance and supply chain services, we will establish scenarios such as remote product maintenance, digital supply chain management, and dynamic procurement optimization to improve delivery rates and customer satisfaction, continuously enhance the product experience, and strengthen customer loyalty. By 2025, we aim to achieve full coverage of smart application scenarios across large-scale manufacturing enterprises in key industries.   2. Build Smart Workshops. Focusing on the construction of “equipment application, material distribution, production control, information traceability, energy consumption, and safety and environmental protection,” support enterprises in creating smart workshops with strong示范 and leading roles and significant comprehensive benefits. Implement intelligent equipment application, support enterprises in applying smart equipment throughout the entire production process, promote the interoperability of production data, and achieve flexible manufacturing and intelligent management.Implement precision material distribution by developing scenarios such as automated material warehousing and retrieval based on technologies like radio frequency identification (RFID) and smart sensors, and by creating dynamic, unmanned, and precise distribution scenarios using technologies such as smart cameras, laser navigation, and artificial intelligence algorithms.Implement dynamic production processes by promoting data collection, visualization, and analysis of various production process data to dynamically optimize and schedule production operations. Implement production information traceability by leveraging IoT and 5G technologies to develop scenarios for quality traceability and dynamic quality feedback and adjustment, specifically targeting product batches, production information tracking, and online inspection.Implement refined energy consumption management by encouraging enterprises to establish production-consumption models, statistically analyze energy consumption data from high-energy-consumption equipment, and optimize energy scheduling and balance forecasting. Implement intelligent safety and environmental protection control by supporting enterprises in adopting advanced safe production processes, intelligent equipment, and protective devices to achieve real-time automatic monitoring, adjustment, and alarm functions for industrial environments.   3. Foster the Development of Smart Factories. Focusing on the construction principles of “interconnected equipment, interoperable systems, and shared data,” we will build smart factories that cover the entire production process, all aspects of management, and the full product lifecycle. We will implement highly interconnected equipment, advance the construction of enterprise intranets, and create scenarios where production equipment, data acquisition devices, control systems, and management systems are interconnected; based on IPv6 (Internet Protocol Version 6) and other technologies, we will build fully connected factories covering the entire production process and strengthen the coordination of intranet and extranet operations.Implement high-level system interoperability by accelerating the adoption of management systems such as MES (Manufacturing Execution), ERP (Enterprise Resource Planning), PDM (Product Data Management), TDM (Test Data Management), and QIMS (Quality Information Management Systems) within enterprises, and promote the integration and interoperability of management systems among leading enterprises. Implement high-level data sharing by accelerating the adoption of MD C (Production Process Data Collection and Analysis) systems, develop scenarios for real-time production data collection and visualization, explore the sharing of diverse and heterogeneous data across business systems, establish a data security protection system, and enhance information security capabilities.   (IV) Implement Digital Upgrades for Green Manufacturing

  1. Promote the digitalization of green design. Utilize digital technologies to advance the digitalization of R&D and design, intensify efforts in the research and development of new low-carbon technologies, and achieve energy conservation and carbon reduction at the source of production. Accelerate breakthroughs in common green design technologies, implement full-process digitalization of R&D and design, conduct data collection and analysis throughout the R&D process, improve R&D efficiency, and shorten R&D cycles. Conduct R&D on new carbon-reduction technologies based on artificial intelligence, the Internet of Things, and other technologies, focusing on breakthroughs in application scenarios such as decarbonization of production processes and carbon recovery and recycling, and promote demonstration projects for energy-saving and carbon-reduction R&D.Focusing on characteristics such as non-toxicity, energy efficiency, environmental protection, high reliability, long service life, and ease of recycling, accelerate the R&D of new green and low-carbon products. By 2025, strive to cultivate 10 green design products and energy- and water-saving technology and equipment products.   2. Promote intelligent green production. Enhance energy conservation and emission reduction capabilities in production processes, and deeply integrate next-generation information technologies with the entire manufacturing process. Encourage manufacturing enterprises to establish digital energy and carbon management centers, and create a series of typical scenarios for energy consumption management, carbon reduction, and low-carbon operations. Advance the intelligent management of energy consumption in production equipment, and implement cloud-based monitoring for key energy-consuming equipment. Promote the application of “Industrial Internet + Green and Low-Carbon” standard solutions to improve energy efficiency.Foster the development of green factories, encourage enterprises to undertake digital and green production process reengineering, and explore cross-industry coupling, cross-regional coordination, and cross-domain resource allocation to continuously advance the green and low-carbon transformation of industry.   3. Build Green and Shared Supply Chains. Promote the circulation and sharing of green manufacturing data among enterprises in the industrial chain to enhance the collaborative capacity for green supply chains. Focusing on member enterprises of industry associations, lead supply chain integration; build digital supply networks based on technologies such as cloud computing and big data; and drive the transformation of traditional push-type supply chains into interconnected, high-frequency, and efficient digital green supply chains.Cultivate green supply chain management enterprises and support companies in establishing green supply chain management information platforms centered on data sharing and the dynamic optimization of resource allocation, thereby developing green solutions for energy conservation, emissions reduction, and comprehensive resource utilization. By 2025, we aim to cultivate 5 green supply chain management enterprises.   (5) Implement Digital Support for Innovative Development

  1. Continue to expand the industrial software sector. Accelerate the development of first-edition high-end software, develop integrated industrial software applications for various industries and sectors, and promote scenario-based applications of industrial software products such as digital twins for industrial scenarios and industrial big data management systems. Promote full lifecycle quality assurance for software products, carry out technological innovation and product iteration, and deploy large-scale applications in key areas such as cybersecurity.Advance the construction of the High-Tech Zone Big Data Industrial Park as a provincial-level software industrial park, improve supporting service functions, and attract renowned domestic and international software enterprises to establish operations in Xinxiang. By 2025, strive to have a cumulative total of 3 first-of-its-kind software products certified and aim to cultivate 1 provincial-level software industrial park.   2. Continue R&D on Major Technological Equipment. Strengthen the R&D and promotion of innovative first-of-a-kind major technological equipment products, continue to advance the “replacement of human labor with machines,” and drive an overall improvement in the level of intelligent equipment. Support companies such as QinGong Robotics and Weimeng Vibration in developing industrial robots for welding, material handling, and assembly, and support companies such as Beifang Instrument in developing special-purpose inspection robots, while accelerating robotics R&D and product iteration.Support companies such as Risheng CNC in developing mid-to-high-end CNC machine tools, and encourage enterprises to research and develop materials, processes, and equipment based on additive manufacturing. Enhance the intelligence of complete sets of equipment, including lifting equipment, mining equipment, large-scale vibration equipment, and smart power transmission and transformation equipment, to improve local supporting capabilities.   3. Attract and Cultivate Digital Transformation Service Providers. Focusing on key stages and priority areas of the manufacturing sector’s digital transformation, attract leading domestic digital transformation service providers to establish branches in our city and accelerate the cultivation of local digital transformation service providers. Support leading enterprises in separating their core and auxiliary businesses, spinning off their information technology departments to form independent legal entities that provide industry-specific transformation services.Strengthen collaboration among manufacturing enterprises, research institutions, basic telecommunications operators, and digital service providers to establish manufacturing digital empowerment centers and build an integrated transformation ecosystem spanning technological innovation, industrial incubation, and application promotion. By 2025, strive to attract and cultivate a group of digital transformation service providers and establish 3 provincial-level manufacturing digital empowerment centers.   (VI) Implementing Measures to Strengthen the Digital Foundation

  1. Expand the scale of network infrastructure. Addressing enterprise network needs, accelerate the upgrading of network interconnection capabilities for “dumb devices” in industrial settings. Based on new network technologies and advanced applicable technologies, build enterprise intranets that meet the application needs of scenarios such as the full product lifecycle, industrial chain and supply chain collaboration, and data collection and analysis. Comprehensively support the widespread interconnection of production, data, and management systems, and cultivate benchmark cases for enterprise intranet upgrades.Accelerate the application and promotion of the Industrial Internet Identifier Resolution Secondary Node operated by Shuzhigu Technology Group; support leading enterprises in establishing new industry-specific secondary nodes; and promote the large-scale application of identifier resolution within the industry. Continuously improve the quality of 5G network coverage. By 2025, strive to establish 10 benchmark cases for enterprise intranet upgrades and build 1 Industrial Internet Identifier Resolution Secondary Node.   2. Build an Industrial Internet Platform System. Establish a multi-tiered industrial internet platform system, leveraging the leading role of sector-specific industry leaders and the core aggregation function of regional clusters to enhance platform empowerment capabilities. Promote the industrial internet platform model of the Changyuan Economic and Technological Development Zone, build a comprehensive industrial internet platform, and advance the development of platform business models in phases; encourage Weihua Group and Xinfei Group to accelerate the construction of provincial-level industrial internet platforms to comprehensively support the digital transformation of our city’s industries and the cultivation of the digital industry.Encourage all counties (cities, districts) to carry out the “Hundred Cities, Thousand Parks” campaign to integrate industrial internet into industrial parks. By 2025, strive to cultivate provincial-level industrial internet innovation and development projects and basically complete the construction of the platform system.   3. Promote the application of digital standards. Promote the implementation of the upgraded version of the Integration of Informatization and Industrialization Management System, encourage enterprises to conduct standard compliance assessments and benchmarking diagnostics, and cultivate new competitive capabilities for enterprises in the digital economy era. Accelerate the implementation of DCMM (Data Management Capability Maturity Assessment Model) certification. Focusing on data management capabilities, transform corporate data management philosophies and methods, and refine corporate data management organizational structures. By 2025, promote 50 enterprises to undergo certification assessments for the upgraded version of the IT-Industrial Integration Management System, 500 enterprises to conduct benchmarking diagnostics for the upgraded version, and 50 enterprises to pursue DCMM certification.   (7) Implement a Comprehensive Upgrade of Digital Capabilities

  1. Cultivate digital literacy among entrepreneurs. Organize training activities for entrepreneurs, including specialized courses on digital transformation and industrial chains at renowned universities. Facilitate in-depth learning of advanced concepts and transformation models from developed regions and leading enterprises through study tours, observation visits, and group discussions to transform entrepreneurs’ digital mindset.Leverage the roles of the Entrepreneurs’ Federation and the Digital Transformation Promotion Center to facilitate communication and exchange among entrepreneurs across industries and sectors. Addressing the issue of weak digital transformation awareness among manufacturing entrepreneurs, we will accelerate the development of an entrepreneurial service mechanism aligned with the demands of the digital economy era, guided by the spirit of entrepreneurship and craftsmanship. By 2025, we aim to cultivate a modern cohort of entrepreneurs equipped with contemporary business philosophies, a global perspective, and international competitiveness.   2. Attract and Cultivate High-Level Talent. In response to the digital transformation needs of enterprises, leverage the “Muye Talents” program to attract “high-end, specialized, and cutting-edge” talent in short supply through staggered recruitment, in conjunction with the advancement of major municipal projects, the cultivation of key industries, and the development of critical technologies. Promote the establishment of Chief Data Officer (CDO) positions within enterprises to facilitate top-level design for digital transformation and generate internal momentum for transformation. Focusing on market conditions and the demands of the digital economy, prioritize the development of digital management capabilities among enterprise executives. By 2025, we will have attracted and cultivated a cohort of talent in the field of digital transformation, and enterprises in key industries will have generally established talent development mechanisms with clear responsibilities and efficient operations.   3. Cultivating Digital Skills Talent. Deepen the implementation of the “Certification for All, Skilled Henan” initiative. Encourage enterprises to incorporate digital skills talent development into their corporate development strategies, advance the improvement of digital skills proficiency, and establish their own digital corporate culture. Accelerate the cultivation of digital technology engineers, promote the integrated professional development of high-skilled digital talent and industry-specific professionals, and foster composite “digital craftsmen” who possess both professional expertise in their respective fields and digital skills.To align talent development with corporate needs, encourage enterprises and universities to establish innovative training bases and vocational education industry colleges to jointly cultivate talent. By 2025, a high-quality skilled workforce aligned with the needs of the manufacturing sector’s digital transformation will be preliminarily established.   III. Support Policies

  (1) Support for National and Provincial Pilot Demonstration Initiatives. In fields such as national and provincial industrial internet, big data industry development, service-oriented manufacturing, new information consumption demonstration, and the integrated development of next-generation information technology and manufacturing, one-time rewards of 500,000 yuan and 200,000 yuan will be granted to pilot demonstration enterprises (projects, platforms) recognized by the Ministry of Industry and Information Technology and the Henan Provincial Department of Industry and Information Technology, respectively.   (2) Support for the Innovative Development of Industrial Internet. For distinctive and regional industrial internet platforms recognized by the province, the platform construction units will receive a post-grant subsidy of up to 1 million yuan based on a certain percentage of their actual investment in hardware and software. For industrial internet identifier resolution secondary nodes recognized by the province, the construction units of newly built nodes will receive a post-grant subsidy of up to 100,000 yuan based on a certain percentage of their actual investment in hardware and software.   (3) Support the development of smart application scenarios. For construction entities of outstanding smart application scenarios recognized by the province, a reward of up to 200,000 yuan will be granted based on a certain percentage of their actual investment.   (4) Support the development of digital service providers for the manufacturing sector. For digital service providers for the manufacturing sector recognized by the province, a subsidy of up to 200,000 yuan will be provided based on a certain percentage of their revenue from technical services related to enterprise digital transformation and intelligent upgrading.   (5) Support the implementation of “Machine Replacement” demonstration projects. For “Machine Replacement” demonstration projects that receive provincial fiscal funding, matching support will be provided based on a certain percentage of the provincial funding amount.   (6) Promote the application of “Three Firsts” products. For products such as the first set of major technical equipment, the first batch of materials, and the first version of software that receive provincial fiscal funding, matching support will be provided based on a certain percentage of the provincial funding amount.   (7) The support policies listed in this plan shall be implemented according to the hierarchical structure of the fiscal system. If a single enterprise receives multiple honors in the same application year, it shall be eligible for only one reward based on the principle of selecting the highest amount; for the same project of a single enterprise, municipal-level preferential policies shall not be enjoyed repeatedly.

  IV. Implementation

  (1) Strengthen organizational guarantees. Leverage the role of the Municipal Leading Group for Building a Strong Manufacturing City to coordinate and resolve major issues arising during the promotion of digital transformation in the manufacturing sector, plan and deploy key tasks, and oversee the implementation of priority matters. Each county (city, district) shall, based on industry realities, research and formulate working mechanisms for digital transformation, clarify responsibilities, and ensure the thorough implementation of all key tasks.

  (2) Implement Diagnostic Services. Conduct a city-wide initiative to provide comprehensive digital transformation diagnostic services to all manufacturing enterprises above a certain scale. Establish a collaborative working mechanism at the municipal and county (city, district) levels. Relying on basic telecommunications operators, provide industry-specific offline diagnostic services to enterprises, and design solutions based on diagnostic reports to drive enterprise upgrading and transformation.

  (3) Prioritize Project Development. Adhere to the principle of “projects first”; promptly include eligible projects in the provincial digital transformation project database. Leveraging the “10,000 Officials Assisting 10,000 Enterprises” initiative, strengthen comprehensive support for capital, land, data, and other essential resources, and coordinate solutions to project development challenges. Focus on key stages of manufacturing digital transformation to conduct technological research and development, plan a batch of practical projects, and advance industrial support systems and resource aggregation.

  (4) Foster a Transformation Environment. Select exemplary cases of digital transformation in Xinxiang’s manufacturing sector and promote them through multiple channels to create an atmosphere where benchmarks lead the way and best practices are emulated. Organize county (city, district) industry and information technology departments and key enterprise leaders to participate in various activities such as study tours, observation visits, and training to cultivate a digital mindset. Host industry-specific digital transformation conferences, forums, and exhibitions to facilitate exchanges and cooperation on industry technology, supply and demand, applications, and business models.

  (5) Conduct Supervision and Evaluation. Establish an evaluation mechanism for manufacturing digital transformation efforts to ensure that all counties (cities, districts) complete key tasks in accordance with established indicators. Regularly collect work summaries from counties (cities, districts) and relevant departments, and issue bulletins on progress; at year-end, conduct an evaluation and ranking of implementation performance.
