Chapter 1 General Provisions
Article 1 These Measures are formulated in light of actual conditions to further revitalize the camping tourism market, diversify camping products, optimize campground service capabilities, build Xinyang into a premier destination for camping tourism, and promote the high-quality development of the cultural tourism industry.
Article 2 The recipients of the incentives and support referred to in these Measures include entities or individuals legally registered in Xinyang City that are engaged in the camping and outdoor equipment industries.
Chapter 2 Optimizing the Business Environment for Campsite Investment and Construction
Article 3 Based on the relevant standards and requirements for outdoor project construction issued by national ministries and commissions, as well as provincial and municipal authorities, and in accordance with laws and regulations, investment in and construction of campsite projects are encouraged. The municipal and county (district) cultural, radio, television, and tourism administrative departments shall coordinate with relevant departments to advance the project approval and construction approval processes for campsite projects.
Article 4 Procedures and requirements for public security registration and fire safety inspections of campsites shall be streamlined. Discharge standards for campsite wastewater shall be determined based on the destination of the discharge; discharge into areas where discharge outlets are prohibited is strictly forbidden.
Article 5 Land use requirements and suitability for campsites shall be addressed. In accordance with the relevant management provisions set forth in the “Guiding Opinions on Promoting the Healthy and Orderly Development of Camping Tourism and Leisure” jointly issued by 14 departments including the Ministry of Culture and Tourism, and the “Action Plan for Promoting the Construction of Outdoor Sports Facilities and Service Enhancement (2023–2025)” issued by the National Development and Reform Commission and other departments, and in conjunction with local conditions in Xinyang, eligible tourist attractions, tourist resorts,rural tourism sites, urban recreational belts, suburban parks, and sports parks—provided they meet relevant planning and environmental impact assessment requirements—to designate camping and leisure zones and enhance camping services. A citywide campground service network shall be established to create premium camping tourism and leisure routes that meet the demand for such activities.
Article 6 Innovate land supply methods and make rational use of natural resources without violating relevant laws, regulations, and policies regarding arable land, permanent basic farmland, ecological protection red lines, nature reserves, and flood control and river management access systems. Utilize natural resources such as mountainous forests and river and lake waters in a lawful and compliant manner to promote the opening of suitable, distinctive natural sites to camping and leisure tourism.Facility construction must be located away from areas prone to natural disasters such as floods, flash floods, and geological hazards. The use of collectively-owned construction land and “four types of wasteland” (barren mountains, gullies, hills, and beaches) to develop the camping industry is encouraged.
Article 7 Based on the campsite location specified in the project approval and filing, support the processing of corresponding business licenses and food operation permits. Permit mobile food service permits for log cabins, tents, food trucks, and catering vehicles operating within the campsite.
Article 8: For operators investing in and constructing campsites, where existing regulations regarding government business permits and construction permits are unclear or ambiguous, the municipal and county (district) cultural, radio, television, and tourism administrative departments shall coordinate and resolve such issues. All relevant units shall, in accordance with the principle of fully assisting enterprises and investors in resolving difficulties, process and respond within three days.
Chapter III Encouraging Investment and Development in the High-Quality Camping Industry
Article 9 Financial support shall be provided for planned and constructed campsites. After the construction entity completes the filing and obtains the relevant land use and planning permits, financial institutions shall provide fixed-asset loans under market-oriented conditions. For working capital shortfalls arising from project construction, financial institutions shall provide low-interest loans.
Article 10 For campground projects with a one-time fixed-asset investment of 5 million yuan or more, a one-time subsidy equivalent to 3% of the fixed-asset investment amount shall be granted.
Article 11: Entities that newly establish national 5C, 4C, and 3C-rated self-driving and RV campsites shall be granted one-time subsidies of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively.
Article 12: Based on the results of the annual operator selection, low-interest startup support funds ranging from 500,000 to 5 million yuan shall be provided to the top ten operators for the establishment of campground projects in Xinyang.
Article 13: Enterprises in the camping and outdoor equipment industry chain are encouraged to establish operations in Xinyang. Low-interest startup support loans ranging from 5 million to 20 million yuan will be provided to camping and outdoor equipment manufacturers that establish operations in Xinyang.
Chapter IV: Encouraging the Introduction and Establishment of Campground Chain Brands
Article 14: The development of campsite chain brands is encouraged. For chain brands operating more than three campsites in Xinyang, financial institutions will be supported in providing comprehensive financial services to campsite investment enterprises, with loan interest rates appropriately reduced.
Article 15: For projects involving the introduction of leading domestic and international campground chain brands or well-known outdoor equipment brands to Xinyang, a one-time opening subsidy of 50,000 yuan will be provided if the business operates normally for at least one year after opening.
Article 16: Campground operators investing and operating in Xinyang will be provided with living conveniences such as local school enrollment for their children, government-subsidized public housing, and talent apartments.
Article 17: Support state-owned enterprises such as the Xinyang Culture and Tourism Investment Group in increasing investment in camping projects and camping tourism routes, with a goal of continuing to invest in and construct more than 10 camping projects over the next two years. Open channels for cooperation and various partnership models to all sectors of society, and encourage well-known camping brands to participate in operational partnerships.
Chapter 5: Encouraging Campgrounds to Diversify Their Business Models and Services
Article 18: Campsites are encouraged to host field study and practical activities organized by schools as part of their “Social Classroom” programs; schools should prioritize campsites when organizing such activities.
Article 19: Campsites are encouraged to host various study-tour activities, including tea culture and tourism, agricultural culture and tourism, arts education, and revolutionary history education. Campsites are also encouraged to invite local artisans and intangible cultural heritage inheritors to organize learning activities in various crafts and intangible cultural heritage, such as woodworking, bamboo craftsmanship, embroidery, dyeing, tea making, pottery, and shadow puppetry.Organize an annual citywide selection of the Top Ten Themed Campsites, awarding a one-time grant of 20,000 yuan to the winning sites.
Article 20 The public is encouraged to utilize their leisure time to visit outdoor areas and campsites, experience a natural and healthy lifestyle, improve the physical fitness of all citizens, and deepen their understanding of nature. Cultural, Radio, Television, and Tourism Bureaus at all levels across the city shall support major scenic areas and campsites in organizing outdoor cultural and tourism consumption activities and distributing cultural and tourism consumption discount vouchers on relevant platforms.
Chapter 6: Encouraging the Development of Campsite Talent
Article 21: Innovation and promotion of high-quality campsite content are encouraged. Content with a single-post reach of 100,000 or more will be awarded 5,000 yuan per post.
Article 22: Organize the annual selection of the city’s Top Ten Campsite Hosts and Outstanding Campsite Hosts, awarding one-time bonuses of 10,000 yuan and 5,000 yuan to the winners, respectively.
Article 23: Organize an annual citywide competition to assess campsite operational capabilities, and award winning units and individuals in accordance with relevant regulations.
Article 24: Leverage the camping industry’s role in creating employment and increasing income. Develop human resources services for the city’s camping tourism sector; support the establishment of professional training institutions in regions with suitable conditions to provide outdoor camping skills training for practitioners. Encourage veterans and retired athletes to seek employment or start businesses in the outdoor camping sector. Harness the positive role of new models such as the platform economy and flexible employment; support camping enterprises in hiring local labor nearby to improve the efficiency of matching job supply and demand within the camping industry.
Chapter VII Supplementary Provisions
Article 25. No individual or entity may receive duplicate rewards under this Measures.
Article 26. The terms “or more” and “or less” as used in these Measures include the specified number.
Article 27. These incentive measures shall be effective for a period of two years, commencing on January 1, 2024, and ending on December 31, 2025. In the event of any inconsistency between previously issued relevant incentive measures and these Measures, these Measures shall prevail. Prior to the expiration of the implementation period, a decision on whether to extend the measures will be made based on an effectiveness evaluation.
Article 28. The relevant incentives and support policies stipulated in these Measures shall be funded by the municipal and county (district) finances. For camp projects in the central urban area, the municipal and district finances shall each bear 50% of the incentive funds; for camp projects in each county, the county finance department shall be responsible for securing the incentive funds, and counties with sufficient resources are encouraged to increase their subsidies.
