I. Increase the demonstration and application of hydrogen fuel cell vehicles

Supporting the new, renewed buses, commuter buses and other buses, and dump trucks, cement tankers, logistics vehicles, mining vehicles, and so on, to support the demonstration and application of hydrogen fuel cell vehicles in the city. trucks such as buses, commuter trucks, and trucks such as dump trucks, cement tank trucks, logistics trucks, mine transportation trucks, postal trucks, sanitation trucks, and other trucks, and prioritize the use of hydrogen fuel cell vehicles.

II. Increase financial subsidies and incentives

(1) Subsidize the price of purchased hydrogen fuel cell vehicles

2023-2025, during the period of demonstration and application, hydrogen fuel cell vehicles will be subsidized. -During the period of demonstration application in 2025, for the city units or individuals to purchase and register in the city and meet the requirements of the national demonstration application of public transportation, slagging, sanitation, mine transportation and other hydrogen fuel cell vehicles, the municipal finance and the counties (cities, districts) financial to enjoy the national and provincial incentives and subsidies after the purchase price of the vehicle as the basis for the subsidy, of which the subsidy for 2023 per vehicle 3%, 1% subsidy per vehicle in 2024, 0.5% subsidy per vehicle in 2025.

(ii) Reward for hydrogen fuel cell vehicle operation

During the demonstration and application period of 2023-2025, the cumulative hydrogen mileage of demonstration and application vehicles in each assessment year will be subsidized. Operation incentives will be given to hydrogen fuel cell vehicles that reach 15,000 kilometers, 22,500 kilometers, and 30,000 kilometers, respectively, as stipulated in the document Caijian [2021] No. 437. Among them, trucks with a total design mass of 12 tons (inclusive) or less will be rewarded 0.3 million yuan per vehicle per year; trucks with a total design mass of 12 tons-31 tons (inclusive) will be rewarded 0.5 million yuan per vehicle per year; heavy trucks with a total design mass of more than 31 tons will be rewarded 10,000 yuan per vehicle per year; buses with a length of less than 10 meters (inclusive) will be rewarded 0.3 million yuan per vehicle per year; buses with a length of More than 10 meters of passenger cars per vehicle annual incentive of 0.5 million yuan.

(C) the traditional fuel (gas) dump trucks replaced by hydrogen fuel cell dump trucks to give exit subsidies

In order to accelerate the hydrogen fuel cell dump trucks in the city to promote the application of the city, to promote the main urban areas of the existing by the law and legal operation of the traditional fuel (gas) dump trucks accessed by the law. In order to accelerate the promotion and application of hydrogen fuel cell dump trucks in the city, and to promote the smooth withdrawal of traditional fuel (gas) dump trucks in the main urban areas that are legally admitted and legally operated, in accordance with the standard of withdrawal for 6 years (72 months), the replacement of traditional fuel (gas) dump trucks with hydrogen fuel cell dump trucks within the subsidy period will be subject to a maximum of 6 years (72 months) according to the number of months of the remaining operation (the old trucks that were purchased and registered before January 1, 2020 will be registered according to the standard of "72 months- old vehicle license registration date to hydrogen fuel cell dump truck license registration date between the number of months"; old car in January 1, 2020 after the purchase of registration, according to "old vehicle license registration date to December 2025 between the number of months - old vehicle license registration date to (calculated according to "the number of months between the vehicle license registration date of the old vehicle and December 2025 - the number of months between the vehicle license registration date of the old vehicle and the vehicle license registration date of the old vehicle and the vehicle license registration date of the hydrogen fuel cell dump truck") and the year in which the vehicle license registration date of the hydrogen fuel cell dump truck is located, and the year-by-year decreasing method of giving the exit subsidy, of which, for those who will be replaced in 2023, the monthly supplement of each vehicle shall be 3,000 yuan; for those who will be replaced in 2024, the monthly supplement of each vehicle shall be 2,000 yuan; for those who will be replaced in 2025, the monthly supplement of each vehicle shall be 1000 yuan per month for replacement in 2025. The counties (cities) can develop their own exit policy according to their own situation.

(4) Support the construction of hydrogen refueling stations

During the period of demonstration and application in 2023-2025, the construction of hydrogen refueling stations will be approved in accordance with the "Interim Measures for the Approval and Management of the Construction of Hydrogen Refueling Stations in Jiaozuo City" (Jiaozuo Municipal People's Government Office). During the period of demonstration and application from 2023 to 2025, according to the "Notice of the Office of Jiaozuo Municipal People's Government on the Issuance and Approval of the Construction of Automobile Hydrogen Refueling Stations and Provisional Measures for Management" (Jiaozuo City Government Office 〔2023〕 No. 38), fixed hydrogen refueling stations with a daily hydrogen refueling capacity of 500 kilograms and above will be given an incentive of no more than 3 million yuan each according to 40% of the actual investment in the construction (excluding the cost of land), and the skid-mounted hydrogen refueling stations will be given an incentive of no more than 1 million yuan each according to 40% of the actual investment in construction (excluding the cost of land). Supporting the construction demonstration of 70MPa hydrogen refueling station, "hydrogen-oil-gas-electricity" integrated energy station, "hydrogen production-hydrogen refueling" integrated station. Support the construction of 70MPa hydrogen refueling station, "hydrogen - oil - gas - electricity" integrated energy station, "hydrogen production - hydrogen refueling" station construction demonstration, specifically in accordance with the "Jiaozuo Municipal People's Government Office on the issuance of Jiaozuo City, the implementation of the views on the development of hydrogen energy and hydrogen fuel cell industry, notice" (Jiao [2021] No. 22) the implementation of relevant provisions.

Three, the hydrogen fuel cell vehicles to relax road access restrictions

In the city's main urban urban built-up area, in addition to the traffic peak ban, the South-to-North Water Bridge and Wanfang Bridge ban, temporary traffic control measures, the other times Hydrogen fuel cell trucks are allowed to pass.

Four, related matters

(a) the support funds required in this policy in accordance with the principle of matching financial and administrative rights, the city directly under the project support funds borne by the city's financial resources; the county (city) project support funds borne by the county (city) financial resources; Urban project support funds in accordance with the city and district 5:5 ratio shared.
