To implement the "Implementation Plan for High-Quality Development of the Agricultural Industry in Xinyang City (2023–
2025) (Xin Zheng [2023] No. 6), to provide targeted
and promote high-quality development in the city’s aquaculture sector, this plan is hereby formulated.
I. General Requirements
(1) Accurately Grasp the Direction of Aquaculture Industry Development
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and with the rural revitalization
strategy as our guide, with the promotion of high-quality development in the water industry as our main focus, and with improving quality and efficiency and enhancing
market competitiveness as key priorities. In accordance with the “Six Modernizations” requirements, we will adhere to the principles of science and technology leadership and innovation-driven development
, and advancing the transformation of the aquaculture industry in terms of quality, efficiency, and driving forces. We will promote a shift in the
industry from a production-oriented approach to a quality-oriented one, and to advance our city’s transformation from a major aquaculture city to a modern aquaculture
.
(2) Comprehensively Clarify the Development Approach for the Aquaculture Industry
Comprehensively improve the utilization rate of water bodies, resource output rate, and labor productivity to realize the
; effectively manage the ecological functions of the aquaculture industry by conserving, monitoring, and
restocking fishery resources to ensure ecological security; effectively regulate the on-water operations of fishing vessels
and the use of aquaculture inputs to ensure the safety of fishery production and aquatic product quality.
While complying with national regulations on arable land protection, clarify the direction of facility-based and intensive
, and large-scale development of aquaculture; pay close attention to the competitive dynamics of ecological aquaculture products in large water bodies, and implement

market information. We must properly balance the relationship between aquaculture output and quality-driven benefits, and

II. Development Goals
By 2023, the city’s total water area utilized for fisheries will reach 1.09 million mu, of which the area for reservoir fisheries
394,000 mu, and the area under integrated rice-fish farming will expand to 1.1 million mu. The total output of aquatic products
285,000 metric tons, and achieve a total fishery output value of 5.15 billion yuan. By 2025, the city’s total
will remain stable at 1.09 million mu, with reservoir fisheries covering 394,000 mu (see
Table 1), the area for integrated rice-fish farming will expand to 1.3 million mu (see Table 2), with a total aquatic product
304,000 metric tons, and achieve a total fishery output value of 5.35 billion yuan. A new model of aquaculture industry will be established, characterized by sound ecology
, featuring advanced technology, robust production, high-quality products, and increased income for farmers
. We are gradually building our city into a leading aquaculture hub characterized by strong scientific and technological capabilities, robust integration of the primary, secondary, and tertiary sectors,
, and strong competitiveness.

III. Key Tasks
(1) Relying on the six major reservoirs, implement the ecological aquatic products brand-building initiative
1. Establish a reservoir alliance. Guided by the principles of marketization and collaborative development, we will work through the Xinyang
Reservoir Fisheries Association, guide the establishment of a reservoir fisheries alliance focused on large and medium-sized reservoirs
, and promote small reservoirs to serve as breeding grounds for large-sized fish fry for large and medium-sized reservoirs, as well as
cultivating rare, specialty, and high-quality varieties as well as native fish species. Through market mechanisms and policy guidance
, form a consortium of shared interests, and resolve the conflict between the concentrated release of products from individual reservoirs and market equilibrium
demand, thereby increasing market share and competitiveness.
2. Extend, Supplement, and Strengthen the Industrial Chain. Strengthen the development of ecological reservoir fish, extend the reservoir fish processing
, expand sales channels, extend the industrial chain, and enhance the value chain. Relying on processing enterprises such as Huangchuan Agricultural
and others, carry out chilled and fresh processing and portioning of reservoir fish, and develop locally distinctive aquatic food products such as “Tongxian Fish”
and other locally distinctive aquatic food products, and further develop the Xinyang Reservoir Ecological Fish series of dishes and ready-to-cook meals, represented by “Nanwan Fish.”

fisheries, implement live fish storage and rearing, and ensure a balanced market supply.
5. Advance digital fisheries. Conduct surveys on the utilization of key fish species—including silver carp, bighead carp, mandarin fish, crucian carp,
catfish, crucian carp, silverside, mullet, and mackerel.

to improve aquaculture and fish farming standards. Strengthen digital monitoring and management of production order and fishing
to reduce costs and improve efficiency.
6. Develop recreational fisheries. Leverage the beautiful natural scenery of reservoirs, combining
location, reservoir conditions, and fishery resources, integrate with the construction of livable and beautiful rural communities and the
residential, health, and tourism sectors to develop recreational fisheries in reservoirs, expand the scope of aquaculture, and promote the development of the full reservoir fish industry chain through the integration of fisheries and tourism
to foster the development of the full industrial chain for reservoir fish. (See Appendix 1)
(II) Establish Six Major Bases and Implement the Rice-Fish Integrated Cultivation Quality Improvement Initiative
1. Strengthen the Leading Role of Demonstration Zones. Establish six city-wide demonstration bases for integrated rice-fish farming in Luoshan County, Huangchuan County, Gushi County, Guangshan
, and Huibin County, and construct a number of demonstration farms and sites in each county

innovate mechanisms for linking the interests of cultivation, processing, and marketing, and accelerate the integration of the primary, secondary, and tertiary sectors.
3. Strengthen the leading role of key enterprises. Leverage the leading role of key enterprises such as Nongdu, Aojia, and Huada
to enhance the deep processing and comprehensive utilization of crayfish, and strengthen enterprises’ cold storage,
warehousing and logistics, and live-stocking capabilities, and guide the staggered release of crayfish products to the market. By 2025, establish
establish the Southeast Henan (Huangchuan) Ecological Aquatic Products Industrial Park, which will have significant influence nationwide.
4. Strengthen coordination and integration. Integrate agricultural development funds, farmland water conservancy, and high-standard

(IV) Strengthen Resource Conservation and Implement the Action Plan for the Protection of Superior Aquatic Species
1. Intensify efforts to protect fishery resources. Strengthen management of fishing moratoriums, ecological restoration,
stocking, establishing aquatic genetic resource reserves and nature reserves, and cracking down on illegal fishing

IV. Support Measures
(1) Strengthening Organizational Leadership
County and district governments must view this work from the perspective of ensuring food security, enriching the “vegetable basket,” and advancing rural

development priorities, strengthen the organic linkages between aquaculture and crop cultivation as well as livestock and poultry farming, and incorporate
