Hebi City Action Plan to Accelerate Digital Transformation and Promote the High-End, Smart, and Green Development of the Manufacturing Sector

To thoroughly implement the digital transformation strategy, promote the deep integration of next-generation information technology with the manufacturing sector, vigorously develop high-end, smart, and green manufacturing, and foster high-quality development of the city’s manufacturing industry, this Action Plan is formulated in accordance with the requirements of the “Notice of the People’s Government of Henan Province on Issuing the Henan Province Action Plan for Accelerating Digital Transformation and Promoting the High-End, Smart, and Green Development of the Manufacturing Industry (2023–2025)” (Yu Zheng [2023] No. 32), and in light of the actual conditions of our city.

I. General Requirements

We will advance the digital transformation of the manufacturing sector by categorizing efforts by enterprise, industry, and region; strengthen service support; improve infrastructure; enhance digital capabilities; and accelerate the high-end, intelligent, and green development of the manufacturing sector. Starting in 2024, we will conduct digital transformation assessments for more than 100 enterprises annually; establish more than 10 new benchmark projects for SME digital transformation, smart workshops, and smart factories; and establish more than three new service-oriented manufacturing demonstration enterprises (platforms), digital energy and carbon management centers, and industrial internet platforms.By 2025, the integration of next-generation information technologies—such as 5G (fifth-generation mobile communication technology), big data, and artificial intelligence—with the manufacturing sector will become a key pillar of high-quality manufacturing development. We aim to ensure that the adoption rates of digital R&D and design tools, the digitization rate of production equipment, and the CNC (computer numerical control) rate of key processes among manufacturing enterprises above a certain scale exceed the provincial average. We will achieve full coverage of diagnostic services and smart application scenarios for manufacturing enterprises above a certain scale in key industries,The level of high-end, intelligent, and green development in the manufacturing sector will be significantly enhanced, and the city’s level of integrated development between informatization and industrialization will rank among the top in the province.

II. Main Tasks

(I) Digital Empowerment and Application Leadership Project

1. Establish benchmarks for digital transformation. Support enterprises in focusing on comprehensive digital transformation across all elements, processes, and ecosystems; build a technological foundation characterized by interconnected equipment, data-driven operations, software-defined systems, and platform support; and pursue business innovations such as platform-based design, intelligent manufacturing, networked collaboration, personalized customization, service extension, and digital management.Support enterprises such as Hebi Tianhai Global Electric Co., Ltd., Zhongwei Chemical Fiber Co., Ltd., and Henan Feitian Biotechnology Co., Ltd. to become “Digital Pioneers” characterized by strong technical capabilities, optimal business models, innovative management philosophies, and high-quality performance.Focusing on the vast number of small and medium-sized enterprises (SMEs), we will continue to promote the adoption of cloud and platform technologies, encouraging enterprises to migrate core business capabilities—such as R&D and design, production and manufacturing, and operational management—to cloud platforms. This will optimize the allocation of production resources and further reduce costs while improving quality and efficiency. We will cultivate digital transformation benchmarks among SMEs in key industries, establishing replicable and scalable models to accelerate the pace of transformation. 2. Build Smart Application Scenarios. Focusing on product R&D, manufacturing, marketing management, and after-sales service, we will deploy high-end CNC machine tools, industrial robots,additive manufacturing equipment, intelligent sensing and control equipment, intelligent inspection and assembly equipment, intelligent logistics and warehousing equipment, and industry-specific integrated equipment. By integrating corresponding processes and software, we will realize applications characterized by collaboration and autonomy, possessing specific functions and practical value, and support manufacturing enterprises above a certain scale in building intelligent application scenarios. By 2025, we aim to achieve full coverage of intelligent application scenarios among manufacturing enterprises above a certain scale in key industries. 3. Foster the development of smart workshops and smart factories.Focusing on construction aspects such as equipment application, material distribution, production control, information traceability, energy consumption, and safety and environmental protection, we will promote the adoption of technologies and smart equipment such as sensor recognition, human-machine intelligent interaction, and intelligent control within enterprises. This will facilitate intelligent collaboration and coordination across all production stages—including workshop scheduling, processing and assembly, logistics distribution, and inspection and testing—and achieve interconnectivity and data sharing between Manufacturing Execution Systems (MES) and systems such as Product Data Management (PDM) and Enterprise Resource Planning (ERP). We will support enterprises such as Henan Bangwei High-Tech Co., Ltd.,Henan Zanyu Technology Co., Ltd., and Henan Milifang Food Co., Ltd. in building smart workshops that serve as strong demonstration models and deliver significant comprehensive benefits.Focusing on the development of equipment interconnection, system interoperability, and data sharing, we will encourage enterprises to comprehensively utilize advanced technologies such as production process data collection and analysis, manufacturing execution, enterprise resource planning, and intelligent production control. This will enable the integrated optimization of R&D, design, process engineering, production, testing, logistics, sales, and service. We will support enterprises such as Henan Xinya Garments Co., Ltd. and Hebi Haige Chemical Technology Co., Ltd. in building smart factories that cover the entire production process, all aspects of management, and the full product lifecycle.By 2025, a cumulative total of more than 55 smart workshops and smart factories will be established. (2) Industrial Chain Cluster Upgrading Project

4. Accelerate regional digital transformation. Guide the four advanced manufacturing development zones in our city—including the Hebi Economic and Technological Development Zone, the Hebi Baoshan Economic and Technological Development Zone,the Hebi High-Tech Industrial Development Zone, and the Junxian Advanced Manufacturing Development Zone—to collaborate with digital transformation service providers. Targeting local competitive industries, we will advance the “One Zone, One Industry, One Model” demonstration initiative, build digital platforms, and provide government departments with services such as “dual carbon” monitoring, safety supervision, enterprise profiling, and targeted investment promotion. We will also offer enterprises advanced and practical digital solutions including resource sharing, collaborative manufacturing, and joint scenario development.Leveraging the leading industries and industrial clusters within these advanced manufacturing development zones, we will promote the construction of the Loongson Ecosystem Industrial Park, JD Smart Manufacturing Industrial Park, Shijia Photonics Industrial Park, Emergency Smart Manufacturing Industrial Park, Longgang Automotive Industrial Park, and Special Nylon Industrial Park. We will develop new models such as order sharing, equipment sharing, production capacity collaboration, centralized procurement and sales, and crowdsourcing and crowd-creation to enhance the level of collaboration and resource sharing in regional manufacturing and innovation.By 2025, we aim to have established at least two digital transformation demonstration zones. 5. Enhance the digitalization level of industries. Focusing on the industrial clusters that our city is actively cultivating and developing, we will implement a “one industry, one policy” approach to drive the digital upgrade of key industries. We will promote the digitalization of the electronics and electrical industry in areas such as high-end electronic manufacturing, intelligent integrated system applications, and packaging and testing. We will accelerate the adoption of solutions—including process optimization, predictive maintenance, intelligent inspections, and risk early warning—in the modern chemical and functional new materials industries. We will also promote the digital development of the green food industry across all stages, including raw material harvesting, production and processing, and warehousing and logistics.We will advance the establishment of intelligent production systems in the magnesium-based new materials industry, featuring functions such as process optimization, dynamic production scheduling, energy consumption management, and quality optimization. We will comprehensively promote the coordinated development of digital products, digital R&D, digital management, and digital industrial collaboration within the core sectors of the digital economy. We will support leading enterprises in industrial chains, basic telecommunications operators, and third-party institutions in building industrial chain digital platforms to enhance collaboration efficiency.Encourage leading enterprises in industrial chains to take the lead in connecting key nodes across the upstream and downstream sectors, supporting the extension, supplementation, and strengthening of industrial chains, and promoting the construction of a new industrial network characterized by high-efficiency collaboration, security and stability, and autonomy and controllability. By 2025, key industrial clusters will be fundamentally integrated into the province’s industrial chain digital platform system. 6. Promote the high-end integration of industrial chains. Focusing on 24 manufacturing industrial chains—including new energy and intelligent connected vehicles, coal chemical industry and functional new materials, and snack foods—we will guide the manufacturing sector to expand upstream and downstream along the industrial chain based on end-market demand. This includes extending into automotive electronics such as intelligent control systems, intelligent cockpits, optoelectronic conversion chip modules, and vehicle-road coordination satellite navigation and positioning systems, as well as accelerating the development of new smart terminals such as ultra-high-definition displays, wearables,commercial displays, and in-vehicle terminals; support the diversified application of smart sensors in the production, distribution, and application of industrial, consumer, and medical electronics; extend and expand the domestic IT innovation sector covering storage, complete systems, operating systems, databases, and information security; promote the integration of technologies such as high-resolution remote sensing, BeiDou navigation, communications and 5G, big data, and artificial intelligence; and drive the industrial chain toward the two ends of the “smile curve.”Support enterprises in establishing systems for customer demand analysis, agile product development and design, flexible intelligent production, and precision delivery services based on consumers’ personalized needs, thereby developing large-scale personalized customization. Support enterprises in strengthening digital management across the entire product lifecycle and developing full-chain services spanning R&D and design, manufacturing, installation and commissioning, delivery and use, as well as condition monitoring, fault diagnosis, maintenance and repair, and recycling. (3) Project to Enhance High-End Manufacturing Supply

7. Promote the high-end development of key technologies. Focusing on generic production technologies and system integration technologies, support enterprises in collaborating with universities, research institutions, and digital service providers to establish high-level innovation platforms such as industrial research institutes and pilot production bases. Accelerate breakthroughs in key core technologies including underlying technologies for optoelectronic chips, active chips and devices for optical communications, and opto-mechatronic system integration. Achieve breakthroughs and improvements in technologies such as intelligent vision and voice interaction, as well as intelligent sensing and control. Strengthen research and development efforts on core technologies such as sensor components,perception, networking, and collaborative processing. Promote the R&D and application of multi-information sensing and data processing technologies, such as the integration of sensing, storage, and computing. Strengthen R&D in key core technologies including symmetric cryptographic algorithms, encryption protocols, cryptographic algorithm programming, cryptographic chips, and encryption cards. Develop technologies in satellite communications, satellite navigation, and satellite remote sensing to establish a seamless innovation chain spanning technology development, transfer and diffusion, and industrial application.Support enterprises and R&D institutions in forming consortia to transform and apply common production technologies such as multi-dimensional intelligent sensing in industrial settings, online precision quality inspection, lean control of production processes, and intelligent decision-making across the entire production cycle. Focusing on manufacturing entities such as equipment, units, workshops, and factories, promote the application of data dictionaries and information models related to manufacturing equipment and production processes.Actively integrate into industrial and supply chains, and participate in R&D for cross-enterprise, multi-source information exchange and full-chain collaborative optimization technologies. By 2025, focus on establishing a range of technological innovation application scenarios, with innovation effectiveness continuously enhanced. 8. Actively Develop Technological Equipment. Strengthen the R&D and promotion of innovative first-of-a-kind (set) technological equipment, continuously advance the “replacement of human labor with machines” in enterprises, and promote an overall improvement in the level of intelligent equipment.Focusing on the intelligent upgrading needs of key industries such as mining machinery, environmental protection equipment, and pre-packaged meals, we will advance the integrated innovation and application demonstration of key technological equipment, accelerate the development of a range of intelligent manufacturing systems tailored to market demands, and enhance domestic supply capabilities. By 2025, we aim to cultivate at least three demonstration projects for first-of-their-kind major technological equipment and “replacing humans with machines.” (Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Science and Technology Bureau, Municipal Development and Reform Commission)

9. Enhance the Quality and Brand Value of Manufacturing. Leverage the amplifying, synergistic, and multiplicative effects of digital technology on the development of traditional manufacturing. Support enterprises in utilizing next-generation information technology to develop industrial-grade smart hardware equipment—such as smart industrial sensors, smart industrial gateways, and smart programmable logic controllers—to enhance R&D and production capabilities for smart products.Leverage enterprises such as Tianhai Group and Hangrui to develop high-value-added products including high-end automotive electronics, high-voltage wiring harnesses, and automated wiring harness equipment; rely on enterprises such as Gengde Electronics and Fuliang Technology to develop computers and mobile phones; and rely on enterprises such as Hebi Tianhai Electronics to develop supporting products for military and civilian communication vehicles, including information system integration, radios, digital trunking systems,and antennas for military (and civilian) communication vehicles; rely on enterprises such as Loongson to develop servers and personal computers for edge computing and data centers; rely on enterprises such as Aerospace Hongtu to develop multifunctional communication modules and smart terminal products for satellite communications, navigation, timing, and remote sensing; and rely on enterprises such as Blue Focus, Dream Source Electronics, and Huixingwei Technology to develop virtual reality/augmented reality (VR/AR),smart screens, smart wearable devices, and in-vehicle infotainment systems, comprehensively promoting the intelligent upgrading of products. Accelerate the application and promotion of smart products in key sectors such as industry, agriculture, transportation, healthcare, education, and elderly care, to support industrial transformation and upgrading as well as the upgrading of consumer demand. By 2025, cultivate a range of smart products in key sectors to effectively enhance the capacity for high-end product supply. (IV) Collaborative Green Manufacturing Upgrade Project

10. Promote Digital Green Design. Focusing on industries with significant ecological and environmental impacts, broad product (service) coverage, and high industrial interconnectivity, utilize digital technologies to digitize R&D and design processes. Collaboratively develop new low-carbon technologies and products to advance energy conservation and carbon reduction at the source of production. Relying on digital technologies such as artificial intelligence and the Internet of Things, strengthen R&D of new carbon-reduction technologies. Support enterprises in the electronics, electrical appliances, textiles, automotive, and auto parts industries to intensify the implementation of green design around key directions such as lightweighting, low-carbonization, circularity, and digitalization.Innovatively apply digital technologies to strengthen the R&D of new low-carbon products, and develop and promote green products with characteristics such as non-toxicity, energy efficiency, environmental friendliness, high reliability, long service life, and ease of recycling. By 2025, cultivate a range of green design products and energy- and water-saving technology and equipment products. 11. Promote digital green production. Advance the deep integration of digital technologies with production equipment and processes to empower energy conservation and emissions reduction in production.Strengthen the application of next-generation information technologies in areas such as energy consumption and carbon emissions in the manufacturing sector, and support manufacturing enterprises in establishing digital energy and carbon management centers. Focusing on typical scenarios such as energy management, energy conservation and carbon reduction, and low-carbon capabilities, promote the migration of key energy-consuming equipment to cloud-based platforms to develop capabilities in sensing, monitoring, early warning, and emergency response. Implement intelligent energy consumption management for production equipment to improve energy efficiency.Support enterprises such as Xintuo Yang Bioengineering Co., Ltd. and Hebi Gengde Electronics Co., Ltd. in building green factories. Utilize digital technologies to empower production process reengineering, cross-industry coupling, cross-regional collaboration, and cross-domain resource allocation, continuously driving the green and low-carbon transformation of the manufacturing sector. By 2025, cultivate a cumulative total of 19 or more green factories. 12. Build a Digital Green Supply Chain. Focusing on the circulation and sharing of green manufacturing data among upstream and downstream enterprises, promote the green upgrading of supply chains. Leverage the leading role of enterprises in supply chain integration and innovative low-carbon management, and support leading enterprises in coal chemical industry, functional new materials,nylon new materials, snack foods, and magnesium-based new materials to collaborate with upstream and downstream enterprises in the industrial chain to carry out technological iteration, process upgrades, and digital transformation. Utilize technologies such as cloud computing and big data to build a digital supply network, integrating green and low-carbon concepts throughout the entire supply chain process—including product design, raw material procurement, production, transportation, storage, use, and recycling—to establish an interconnected, high-frequency, and efficient intelligent green supply network system.Support companies such as Henan Lian Duoduo Supply Chain Management Co., Ltd. in establishing green supply chain management enterprises. Encourage enterprises to build green supply chain management information platforms that facilitate data sharing and the optimal allocation of resources, enabling the transmission and green control of data on resource and energy consumption, pollutant emissions, and resource utilization efficiency. By 2025, cultivate a cumulative total of at least three green supply chain management enterprises. (5) Digital-Intelligence Service Integration Drive Project

13. Launch digital diagnostic services. Adopting a “diagnosis-first, targeted measures” approach, we will leverage the provincial digital transformation diagnostic service platform to organize enterprises to conduct online self-assessments, actively coordinate with lead diagnostic service units, and organize experts to provide “on-site” services at workstations, production lines,workshops to provide “on-site” services, precisely match enterprise needs, and offer personalized solutions. This will help enterprises overcome bottlenecks, difficulties, and pain points in the digital transformation process, encourage increased investment in technological upgrades, and drive enterprises to advance step-by-step from mechanization and automation toward digitalization, networking, and intelligentization. By 2025, diagnostic services will have been provided to a cumulative total of more than 300 enterprises. (Responsible Unit: Municipal Bureau of Industry and Information Technology)

14. Cultivate digital service providers. Focusing on key areas of digital transformation in manufacturing, support enterprises such as Henan Vistech Intelligent Technology Co., Ltd. and Henan Haihong Software Technology Co., Ltd. to provide services across R&D and design, production and manufacturing, modeling and simulation, operations management, warehousing and logistics, and product services. Support leading enterprises such as Henan Tianhai Electric Co., Ltd. in spinning off their information technology departments to establish independent legal entities that provide specialized, large-scale services to the industry.Leveraging JD Cloud’s Smart Supply Chain and Huawei’s Pangu Large Model to provide comprehensive solutions for scenarios such as digital economy industrial parks and industrial brains, we will encourage and guide enterprises like Yunmeng Big Data and Yunzhonghe to adopt relevant solutions, technologies, and talent to enhance their capacity to undertake and deliver digital services. We will adhere to the principle of “market access in exchange for technology and industry,” attracting leading domestic digital service providers to establish branches in our city to drive innovation in products, services, and solutions.Encourage collaboration among manufacturing enterprises, research institutes, basic telecommunications operators, and digital service providers to establish a Manufacturing Digital Empowerment Center, creating a comprehensive service system spanning technological innovation, industrial incubation, and application promotion. By 2025, advance the construction of one Manufacturing Digital Empowerment Center. 15. Accelerate the promotion and application of standards. Support enterprises in implementing the upgraded version of the IT-manufacturing integration management system. Guide enterprises to use standard compliance assessment and benchmarking diagnostics as leverage to establish systematic operational management mechanisms, and explore methods and pathways for integrating the IT-manufacturing integration management system with multiple systems such as internal control, quality, and environmental management, thereby helping enterprises build new capabilities for the digital economy era.Support enterprises in implementing the Data Management Capability Maturity Model (DMCM) and guide them to apply advanced data management concepts and methods to establish and evaluate their own data management capabilities, while continuously improving data management organizations, procedures, and systems. Support manufacturing enterprises, research institutions, and industry associations in participating in the formulation of relevant standards in the field of manufacturing digitalization. By 2025, promote more than 20 enterprises to conduct certification assessments and benchmarking diagnostics for the upgraded version of the IT-Industrial Integration Management System.(Responsible Unit: Municipal Bureau of Industry and Information Technology)

(VI) Project to Improve the Digital Support System

16. Optimize and upgrade network infrastructure. Support enterprises in addressing network requirements related to internal resource integration, product lifecycle management, industrial chain and supply chain collaboration, and industrial data processing and analysis. Upgrade the network connectivity capabilities of “dumb devices” on the factory floor, and utilize new network technologies and advanced applicable technologies to build enterprise intranets. Comprehensively support the extensive interconnection of production elements such as production equipment, data collection devices, and production management systems, creating a benchmark for enterprise intranet upgrades.Leveraging Huawei’s urban IoT sensing system and utilizing the Chuitian Technology hyper-converged smart pole IoT platform as a carrier, we will implement the Huawei-Chuitian Technology 5G Smart City New Infrastructure Project to build a citywide, multi-scenario data platform for the digitization of the real world. We will advance the construction of vehicle-road-cloud-network-map data centers to facilitate information exchange and data sharing among road infrastructure, communication base stations, vehicle-to-everything (V2X) platforms, and application services.Accelerate the deployment of satellite monitoring, operation, and control infrastructure, including communication gateways, new-generation integrated aerospace telemetry and data transmission stations, and optoelectronic monitoring systems, to build a low-Earth orbit, low-frequency, and narrowband satellite IoT network. Support eligible leading enterprises in establishing secondary nodes for the Industrial Internet of Things (IIoT) identifier resolution system, promote the integrated development of the identifier resolution system with IIoT platforms and industrial apps, and advance the application of identifiers in design, production, and service processes.Support basic telecommunications operators in accelerating the planning and deployment of 5G base stations in key areas such as advanced manufacturing development zones, and continuously improve the quality of 5G network coverage. By 2025, establish at least two benchmark projects for the transformation of manufacturing enterprise intranets. 17. Promote the development of industrial software. Accelerate the cultivation of first-edition software, develop foundational software platforms for various industries and sectors—including smart terminals and smart equipment—and establish key projects centered on industrial software. Actively develop industrial software products such as industrial operating systems and industrial big data management systems. Relying on the Huawei-Chuitian Technology 5G Edge Computing Laboratory, facilitate the establishment of the Huawei-Chuitian Joint Innovation Center.Encourage leading enterprises to open their application development platforms and support qualified enterprises in developing software products. Promote the establishment of full-lifecycle quality assurance mechanisms for software enterprises, foster technological innovation and product iteration, and accelerate large-scale application in key sectors. By 2025, cultivate a cumulative total of at least two first-edition software products and strive to establish a provincial-level software industrial park. 18. Cultivate Industrial Internet Platforms. Support leading enterprises in leveraging their technological and resource advantages to build distinctive industrial internet platforms; consolidate the 5G+ Industrial Internet Platform for the automotive wiring harness industry; and improve and upgrade the Chuitian Technology Industrial Internet Platform. Advance the construction of regional industrial internet platforms; accelerate the development of the Baoshan Economic and Technological Development Zone Industrial Internet Platform; promote vertical integration of industry resources and horizontal cross-sector empowerment; and continuously enhance capabilities in equipment connectivity, knowledge accumulation, and application development.Launch the “Hundred Cities, Thousand Parks” campaign to integrate industrial internet into industrial parks, accelerating the promotion and adoption of these platforms. By 2025, strive to establish at least two industrial internet platforms and integrate them into the provincial industrial internet platform system. (7) Digital Talent Attraction and Cultivation Project

19. Enhance entrepreneurs’ digital literacy. Organize participation in specialized training on digital transformation and study tours for entrepreneurs to deeply study advanced concepts and transformation models from developed regions and renowned enterprises, thereby improving entrepreneurs’ digital management capabilities and fostering a digital mindset. Relying on the “Xinghe Talent Attraction” program and the “Hebi Talent Festival” series of activities, recruit and cultivate leading talents and innovation teams that have made outstanding contributions to the industrialization of key core technologies, major product R&D, and innovative business management models.Promote the establishment of the Chief Data Officer (CDO) system in enterprises, strengthen top-level design for digital transformation, and foster corporate digital productivity. Organize “Digital Technology Empowering Cities” roadshows to enhance the digital management capabilities of enterprise executives. By 2025, cultivate a cohort of talent in the field of digital transformation, and ensure that key enterprises in priority industrial chains have essentially established a CDO mechanism with clear responsibilities and efficient operations. By 2025, a high-quality workforce of skilled professionals will be preliminarily established to meet the demands of the manufacturing sector’s digital transformation. III. Implementation

(1) Strengthen Organizational Leadership. Leverage the coordinating role of the Municipal Leading Group for Digital Transformation to study and resolve major issues arising during the advancement of manufacturing digital transformation, plan and deploy key tasks, and oversee the implementation of important matters. All counties and districts shall, based on local conditions, formulate action plans and supporting policies for manufacturing digital transformation, improve implementation mechanisms, refine work measures, and clarify responsibilities to ensure the effective execution of all key tasks.

(2) Conduct Diagnostic Services. Establish a collaborative working mechanism at the municipal and county levels to carry out comprehensive diagnostic services for the digital transformation of manufacturing enterprises above a certain scale. Organize experts to provide enterprises with “online + offline” diagnostic services, and use the diagnostic reports as a basis for designing solutions, thereby promoting enterprises to advance step-by-step and upgrade from mechanization and automation toward digitalization, networking, and intelligentization.Encourage counties and districts to support the implementation of diagnostic services through government procurement of services and fiscal subsidies.

(3) Scientific Supervision and Evaluation. Establish a working mechanism to regularly report on the fulfillment of key indicators by counties and districts. Convene coordination meetings and organize on-site observation activities as appropriate to summarize and evaluate progress, urging counties and districts to benchmark against advanced practices and engage in learning and exchange. Conduct year-end performance evaluations of counties and districts, and promptly urge rectification for those lagging in progress or performing inadequately.

(4) Fostering a Favorable Environment. Cultivate exemplary cases of digital transformation in manufacturing and establish a multi-channel publicity and promotion mechanism to create a positive atmosphere where best practices serve as models for emulation and learning. Actively organize entrepreneurs to participate in national and provincial industrial internet training sessions and on-site observation activities related to digital transformation to stimulate enterprises’ intrinsic motivation. Host specialized, high-level conferences, forums, and exhibitions on manufacturing digital transformation to facilitate exchanges and cooperation in technological innovation, product demonstrations, and supply-demand matching.
