Implementing Opinions on Promoting High-Quality Development of E-Commerce

People’s Governments of all counties and districts, all administrative zones and development zones, and relevant departments of the municipal government:

To promote the high-quality development of e-commerce across the city, advance the deep integration of online and offline operations, further foster industrial clustering, drive entrepreneurship and employment, and support rural revitalization, the following opinions are put forward in light of the city’s actual conditions.

I. Cultivating and Strengthening E-commerce Market Entities

(1) Attracting Well-Known E-Commerce Entities to Settle in the City. First, actively engage with e-commerce platforms such as JD.com, Alibaba, Douyin, Kuaishou, and “832,” strengthen business-to-business investment promotion, and promote the specialized operation of various e-commerce parks. Encourage and support well-known e-commerce enterprises to establish corporate headquarters, regional headquarters, or build regional operation centers, settlement centers, data centers, and R&D centers in our city.Second, enhance express delivery and logistics service capabilities by increasing investment in related infrastructure. Provide key support in land supply, power supply guarantees, and hardware investment to attract companies such as SF Express, the “Tongda Group,” “JD Cloud Warehouse,” and “Cainiao Network” to establish regional distribution centers in our city. Introduce new technologies such as the Internet of Things (IoT), artificial intelligence (AI), and smart warehousing to improve delivery efficiency, reduce logistics costs, and foster a warehousing, logistics, express delivery, and distribution service system that aligns with the city’s e-commerce industry development.(Responsible Units: Municipal Postal Administration, Municipal Development and Reform Commission, Municipal Commerce Bureau, People’s Governments of all counties and districts)

(2) Cultivate and Strengthen Regional Public E-commerce Brands. Conduct customized production based on market demand to create best-selling online products and foster a group of high-value-added regional public brands featuring Xinyang’s local elements and urban IP characteristics. Leverage the channel and technological advantages of the “832” government procurement platform to organize market entities—including commerce and distribution enterprises, manufacturing and processing enterprises, rural cooperatives, and e-commerce companies—to actively participate in online promotional events such as the “Double Quality” Online Shopping Festival and the Online New Year’s Goods Festival, thereby enhancing brand influence.Leverage the comparative advantages of our city’s distinctive industries, leading enterprises, time-honored brands, and specialty products to conduct online distribution or retail. Operate online regional specialty stores and flagship stores, and utilize e-commerce channels to expand product varieties, improve quality, and build brands. II. Improving the Supporting Infrastructure for E-commerce

(1) Strengthen the Upgrading and Renovation of Network Infrastructure. Increase technical and resource support to improve broadband service quality, ensuring reliable network signal coverage in key locations—such as e-commerce parks, live-streaming bases, e-commerce towns, and popular online destinations—as well as in remote areas, and providing high-quality network communication services. Increase support for network infrastructure construction in rural areas, expand the coverage of signal base stations, and provide high-quality signal support for live-streamed sales of agricultural products directly from the fields.(Responsible Units: Municipal Bureau of Industry and Information Technology, Municipal Communications Administration Office, Xinyang Mobile, Xinyang Unicom, Xinyang Telecom, Xinyang Tower Company)

(2) Optimize and Improve the Supply of Online Sales Products. Increase support efforts, guide eligible “Xinyang Materials” and “Xinyang Products” to obtain “Two Products and One Standard” certification, and encourage and support more “Xinyang Enterprises” to apply for food production licenses to expand the base of online sales products. Through corporate cooperation and authorized certification, guide manufacturing enterprises to sign commissioned processing agreements with farming and breeding enterprises to establish authorized production and create stable supply-and-sales relationships, thereby further expanding online sales channels for Xinyang’s specialty products.Establish and improve product supply and sales matching channels. Select high-quality local Xinyang specialty agricultural products, industrial consumer goods, handicrafts,cultural tourism and creative products to establish exhibition and display centers in e-commerce parks (hubs) such as the Xinyang E-commerce Town. (3) Enhance the Design Quality of E-commerce Packaging Materials. Increase R&D efforts for the packaging design of local online products, establish cooperative links between packaging design groups, packaging manufacturers, and e-commerce enterprises, and accelerate the formation of a virtuous cycle featuring “personalized customization” in design, “flexible and stable” supply, and “green and low-carbon” packaging materials. Promote “park + enterprise + academic institution” cooperation to attract packaging design and packaging production R&D enterprises to settle in e-commerce bases and parks.Strengthen resource integration by establishing exhibition spaces for e-commerce packaging materials within e-commerce parks and bases, and organizing e-commerce packaging design exhibitions to provide personalized packaging design services to e-commerce enterprises. Guide e-commerce enterprises to collaborate with Xinyang Agricultural and Forestry College, Xinyang Vocational and Technical College, Xinyang Vocational College of Arts, and other local institutions of higher education in Xinyang. (IV) Strengthen e-commerce talent training. First, continue to deepen multi-party cooperation among government, schools, enterprises, and associations. Relying on the strengths of local universities’ departments in e-commerce, packaging design, brand planning, and other fields, innovatively launch “joint education programs” and establish e-commerce industry colleges—such as those specializing in e-commerce and new media arts—to support live-streaming commerce.Encourage universities to collaborate with e-commerce parks to build practical training and internship bases. Universities will conduct “customized” training to cultivate specialized e-commerce talent, with industry experts serving as “mentors” on campus. Establish an integrated and effective mechanism for the “recruitment,” “development,” “retention,” and “optimal utilization” of e-commerce talent to strengthen the professional workforce. Second, conduct regular e-commerce training.Targeting key employment groups—including urban and rural entrepreneurs, college graduates, the unemployed, new farmers, veterans, and people with disabilities—we will organize tiered and categorized e-commerce skills training to cultivate a large pool of versatile professionals who understand the operational characteristics of the e-commerce industry, possess practical e-commerce skills, and are proficient in operational services, supply chain management, and technology applications. Third, we will strengthen the incubation of live-streaming e-commerce talent. Relying on professional training institutions such as live-streaming e-commerce bases and MCNs, we will focus on cultivating local live-streaming e-commerce talent and influencers;integrate industry resources such as e-commerce platforms and supply chains to facilitate collaborations between live streamers and external brands or resources, striving to cultivate a cohort of top-tier, mid-tier, and amateur influencers while enhancing their service and operational capabilities. III. Promoting Integrated Applications in Key Areas

(1) Vigorously Develop Live-Streaming E-commerce. First, encourage large shopping malls, supermarkets, specialty districts, and food streets to undergo “live-streaming-friendly” renovations to create iconic “must-visit” spots for influencers. Through various formats such as “influencer store visits,” “scenario-based live-streaming,” and “outdoor live-streaming,” achieve the goal of “driving traffic online through live-streaming and generating offline sales.”Second, strengthen cooperation between urban IPs and live-streaming e-commerce platforms, and encourage tourist attractions such as Jigong Mountain and Nanwan Lake to launch “cultural tourism + live-streaming” activities. Third, encourage the development of intangible cultural heritage (ICH) live-streaming. Promote Xinyang Maojian tea processing techniques, Guangshan Huagu Opera, Luoshan Shadow Puppetry, and Huaiyin Clay Flute through live-streaming and short videos to expand the influence of cultural products.Fourth, we will develop live-streamed sales of “Two Teas and One Vegetable” as well as Xinyang’s renowned products. By leveraging the influence of top-tier online influencers, we will create viral products with high regional recognition. This will enhance the visibility and reputation of “Xinyang Maojian,” “Guangshan Tea Oil,” and “Xinyang Vegetables.”Fifth, promote the development of “live-streaming e-commerce + foreign trade.” Encourage traditional foreign trade, manufacturing, domestic distribution, and e-commerce enterprises to engage in cross-border e-commerce by launching on well-known cross-border e-commerce platforms or establishing their own websites, thereby achieving two-way circulation of imports and exports. (2) Enhance and Upgrade Rural E-commerce. Led by the Dabie Mountain Youth Innovation Center’s E-commerce Town, supported by e-commerce parks in each county and district, and based on the “One Town, One Product, One Live-Streamer” initiative, we will establish a four-tiered coordinated development mechanism for e-commerce at the municipal, county, township, and village levels. We will continue to consolidate and improve the construction of comprehensive demonstration projects for e-commerce in rural areas, vigorously promote “Digital Commerce for Agricultural Revitalization,” advance the development of county-level commercial systems with high quality, and expand the coverage of rural e-commerce.We will deepen the “Internet Plus” initiative for agricultural products to move from villages to cities, establishing and improving supply chain systems, operational service systems, and support and guarantee systems suited to online sales of agricultural products. We will vigorously enhance the level of e-commerce for agricultural products, cultivate “small but exquisite” online brands, and support the development of regional e-commerce public brands such as “Xinzhiwei,” “Shihe Bazhen,” “Guangshan Shibao,”Xinxian Flavor,” “Xipin Flavor,” “Huaiyin Water Eight Immortals,” and “Huangchuan Eight Golden Treasures,” and build a new ecosystem of brand synergy led by public brands and supported by corporate brands. Deepen the integrated development of e-commerce and rural specialty industries, and optimize and upgrade the modernization of our city’s agricultural product supply chains and industrial chains. IV. Optimizing the Business Environment for the E-commerce Industry

(1) Optimizing the E-commerce Entrepreneurship and Innovation Ecosystem.Encourage and support e-commerce parks such as the Xinyang E-commerce Town to establish management platforms to centrally manage the basic information and sales data of tenant enterprises, and guide them in meeting the criteria for inclusion in official statistics. Actively introduce third-party institutions to professionally operate e-commerce parks through market-oriented mechanisms, providing integrated support, one-stop processing, and personalized services for various e-commerce entities in handling “business registration, trademark registration, food production permits, and food operation permits,” and implementing the “automatic eligibility” policy.With young people as the core, establish two-way interaction between the Xinyang E-commerce Town and the Designer Town. Utilize the Designer Town to cultivate and incubate high-quality innovation and entrepreneurship teams as well as design teams, providing technical services such as graphic design, copywriting, photography, and video editing to Xinyang e-commerce enterprises, live-streaming companies, and others. (2) Strengthen financial and tax policy support. Fully implement tax preferential policies and support counties and districts in establishing special funds for e-commerce. Provide rewards based on the contribution of e-commerce enterprises to the local economy of each county and district in the previous year.Strengthen financial policy support by fully and flexibly utilizing policies such as special relief funds for small, medium, and micro enterprises and startup guarantee loans. Extend financial services and credit support to upstream and downstream enterprises in the e-commerce sector as well as farmers.
