Implementation Plan for Accelerating the High-Quality Development of Metrology in Sanmenxia City

To implement the requirements of the “Implementation Opinions of the People’s Government of Henan Province on Further Improving Metrology Work” (Yu Zheng [2023] No. 19), further enhance the city’s modern and advanced surveying capabilities and standards, and provide technical support and safeguards for high-quality economic and social development, this implementation plan is formulated in light of the city’s actual conditions.

  I. Development Goals

  By 2025, a modern and advanced measurement system will be preliminarily established across the city, and metrological technical capabilities will rank among the mid-level standards within the province. Metrological testing capabilities will be significantly enhanced, with more than 100 new or upgraded municipal-level public metrological standards established, and each county (city) maintaining at least 20 public metrological standards. The city’s public metrological standards will meet over 95% of the public’s needs for traceability and value transfer.The metrology regulatory system and mechanisms will be gradually improved. Metrology regulatory work across the city will be coordinated, with strengthened management in key areas such as trade settlement, healthcare, safety protection, ecological environment, energy and resources, and “dual carbon” initiatives. Innovative smart metrology regulatory models will be adopted to establish a comprehensive regulatory system covering the entire chain of metrology data, activities, and results. Public awareness of metrological traceability will be enhanced, and an open, shared, and collaborative development mechanism will be established and improved.

  By 2035, the level of metrology innovation in the city will have significantly improved, and the capacity for metrology service support will have substantially increased, with online measurement technologies widely adopted. Intelligent regulatory models will become increasingly mature, and metrology supervision will be more scientific and effective. A culture of metrology science will be deeply ingrained in the public consciousness, and a shared social awareness of metrology will be further solidified. A system for the traceability of measurement values and a metrology technical service system that meets the needs of the city’s high-quality economic and social development will be established.

  II. Key Tasks

  (1) Deepening Industrial Metrology Services

  1. Empowering High-Quality Enterprise Development through Metrology. Focusing on the city’s copper and aluminum processing industries, provide verification and calibration services for measuring instruments such as tensile testing machines, electromagnetic flowmeters, truck scales, electricity meters, and pressure transmitters; focusing on the gold smelting industry, provide verification and calibration services for measuring instruments such as thermocouple verification furnaces, insulation resistance testers, thermo-hygrometers, weights, high-precision balances, and chemical analysis instruments;For the coal chemical industry, provide verification and calibration services for measuring instruments such as combustible gas detectors, pressure gauges, and exhaust gas flow meters; through verification and calibration, ensure the accuracy and reliability of measurement values to effectively improve product quality. Promote the establishment of a legally managed measurement traceability system and a market-demand-oriented measurement traceability system, support enterprises in improving their metrology and quality infrastructure, and facilitate the integrated development of high-quality production and safety for enterprises.   2. Support quality improvement in the metrology instrument industry. Promote the localization of key metrology testing equipment and facilitate the application of new technologies—such as quantum chips, the Internet of Things (IoT), blockchain, and artificial intelligence—in metrology instruments and equipment. Implement a quality improvement project for instruments and equipment, establish key laboratories, and strengthen the foundational role of metrology in the research, development, design, testing, production, and use of metrology instruments. Promote the transformation and upgrading of metrology instrument manufacturers and cultivate brands with core technologies and competitive advantages.(Responsible Units: Municipal Market Regulation Bureau, Development and Reform Commission)

  3. Promote high-quality agricultural development. Focusing on the implementation of the rural revitalization strategy, strengthen metrological supervision and support for agricultural measurement instruments (such as electricity meters, water meters, weighing instruments, moisture analyzers, and grain density meters), pre-packaged agricultural inputs (including seeds, pesticides, fertilizers, and agricultural films), and settlement of agricultural resource trade.   4. Support the achievement of carbon peaking and carbon neutrality goals. Standardize carbon measurement requirements for key emitting entities and implement the carbon emission measurement review system. Improve metrological support for energy consumption, carbon emissions, and greenhouse gas detection in sectors such as industry, agriculture, and the ecological environment.   5. Support the development of transportation. Strengthen the verification and calibration of equipment for detecting overloading, oversize vehicles, and speed measurement on highways. Accelerate the construction of verification facilities for electric vehicle charging stations to support the rapid development of new energy vehicles.   (II) Strengthen Metrology Capacity Building

  6. Strengthen the development of metrology standards. Taking into account both technical capabilities and practical needs, build a well-structured and clearly defined network of metrology standard infrastructure centered on national metrology standards, public metrology standards, and enterprise and institutional metrology standards.Implement the Metrology Standards Capacity Enhancement Project to establish a new batch of public metrology standards in key areas such as fair trade, workplace safety, rural revitalization, ecological environment, public health, and advanced manufacturing, and accelerate the technical renovation and upgrading of all types of metrology standards across the city.   7. Strengthen the development of metrology technical institutions. Deepen reform and innovation within metrology technical institutions, maintain the independence and integrity of the metrology system, ensure the uniformity and security of national measurement values, promote the effective fulfillment of statutory metrology responsibilities, and better safeguard and improve people’s livelihoods while advancing high-quality economic development. Increase support for metrology technical institutions in areas such as infrastructure and the development of metrological standards. Strengthen top-level design, optimize overall layout, enhance technical management, and promote the coordinated and complementary development of metrology technical institutions.

  Municipal-level metrology verification institutions: Focusing on the needs of municipal economic and social development and the implementation of mandatory verification, strengthen the development of public metrology standards in livelihood sectors such as trade settlement, food safety, production safety, energy conservation and emission reduction, environmental protection, and healthcare. Implement the mandatory verification system to effectively ensure the measurement accuracy of metrological instruments closely related to the public, such as fuel (gas) dispensers, electronic pricing scales, and water, electricity, and gas meters.

  County-level metrology verification institutions: Focusing on the needs of county-level economic and social development and the implementation of mandatory verification, strengthen the development of public metrology standards in basic livelihood sectors such as production safety, trade settlement, and healthcare.

  Specialized Authorized Metrology Verification Institutions: Focusing on the mandatory verification needs of specific industries and sectors, these institutions will continuously maintain specialized authorized metrology standards and enhance their capacity to undertake government- and industry-authorized metrology tasks.   8. Strengthen the development of the metrology workforce. Relying on the Sanmenxia Municipal Product Quality Inspection and Testing Center, establish platforms for the development of public metrology educational resources, training, and practical training bases to comprehensively enhance the capabilities and proficiency of metrology professionals citywide, and support the cultivation of young and middle-aged talent.Strengthen the assessment of metrology-related professional projects, the recognition of vocational skill levels in the metrology field, the management of the Registered Metrologist professional qualification, and the evaluation and appointment of professional titles in metrology. Establish a municipal-level expert database for metrology professionals to support technical personnel in conducting technical exchanges and cooperation.   9. Promote coordinated regional development in metrology. Strengthen cooperation on metrology work within the Jin-Shan-Yu Yellow River Golden Triangle region; advance regional mutual recognition of metrology and the development of a regional integrity-based metrology system; promote interconnectivity in regional metrology supervision; and establish a unified, coordinated, efficient, and resource-sharing framework for metrology work.   10. Support the integrated development of the quality infrastructure. Carry out collaborative services and demonstration projects for the quality infrastructure, and strengthen its integrated development. Promote the mutual reference, sharing, and utilization of technical specifications and standards across the fields of metrology, standards, testing and inspection, and certification and accreditation. Strengthen metrological traceability requirements for testing and inspection as well as certification and accreditation, and use precise metrology to drive the scientific validation of standard data and methods.   (III) Strengthen Metrology Supervision and Management

  11. Optimize the metrology supervision system. Shift the focus of supervision from managing instruments to full-chain metrology supervision covering data, behavior, and results, achieving comprehensive supervision of all elements and processes. Regulate the development of the metrological calibration market. Conduct routine special supervision on the use of national legal units of measurement. Ensure market entities fulfill their primary responsibility for metrological risk control, strengthen awareness of metrological risk prevention, and respond quickly and effectively to metrological emergencies.   12. Innovate smart metrology supervision models. Encourage metrology technical institutions to establish intelligent metrology management systems, promote the automation and digital transformation of equipment, and build smart metrology laboratories. Explore and implement off-site supervision characterized by remote monitoring, mobile supervision, and early warning and prevention, thereby enhancing the level of social oversight and government smart supervision.   13. Strengthen metrology supervision and management for public welfare. Addressing metrology supervision needs in areas such as food safety, trade settlement, healthcare, and the ecological environment, implement the mandatory verification system to ensure the accuracy and reliability of measurement instruments closely related to people’s daily lives, including water meters, gas meters, electricity meters, electronic pricing scales, fuel (gas) dispensers, electric vehicle charging stations, optometry and eyewear fitting equipment, and medical devices.Focusing on public welfare sectors such as precision medicine, wearable devices, sports and fitness, and elderly care, we will improve the relevant metrology support systems to lay a solid metrological foundation for a high-quality life. We will continue to conduct specialized metrological supervision and inspections of farmers’ markets, supermarkets, fuel (gas) stations, the catering industry, optical stores, and pre-packaged goods.   14. Strengthen the development of a metrology integrity system. Establish a metrology integrity system primarily based on self-commitments by business operators, supplemented by government promotion and oversight from all sectors of society. Launch comprehensive metrology integrity initiatives in the commercial and service sectors, reinforce the responsibility of market entities, promote self-commitments to metrology integrity among operators, and conduct demonstration activities to cultivate more than 300 model units that have made self-commitments to metrology integrity.Establish metrology credit records for market entities and improve the information disclosure mechanism for integrity-based metrology, ensuring data reliability and service transparency. Comprehensive use the results of public credit evaluations to conduct industry credit assessments, implement graded and categorized metrology credit supervision, and enforce the “double random, one public” regulatory approach.   15. Intensify metrology law enforcement. Establish and improve rapid response mechanisms and coordinated enforcement mechanisms for investigating and handling major metrology violations, strengthen information sharing, and intensify cross-regional metrology law enforcement. Strengthen the coordination between metrology business supervision and comprehensive law enforcement, and strictly investigate and punish metrology violations such as the manufacture, sale, and use of measuring instruments with tampering functions, as well as the falsification of metrology data, the issuance of false metrology certificates and reports, and non-compliance with stated commitments.Strengthen supervision over the use of measuring instruments and strictly investigate and punish metrology violations involving high-tech means. Strictly crack down on metrology violations at gas stations and continuously improve the conditions for law enforcement by promoting methods such as the use of undercover vehicles to monitor fuel dispensers during supervision and enforcement.   16. Strengthen supervision of energy and resource measurement. Enhance oversight of energy-consuming entities regarding the provision and mandatory verification of energy and resource measuring instruments. Conduct energy and resource measurement reviews in accordance with the law; actively organize activities such as energy and resource measurement assessments and energy efficiency benchmarking and measurement diagnostics; cultivate model units for energy and resource measurement; guide energy-consuming entities to reasonably equip and correctly use energy and resource measuring instruments; establish energy and resource measurement management systems; and ensure that energy-consuming entities fulfill their primary responsibilities for energy and resource measurement.By 2025, fully complete the energy metrology reviews for the 34 key energy-consuming enterprises identified in the 14th Five-Year Plan.   17. Strengthen the development of metrology culture. Actively promote the development of metrology culture and science popularization resources across the city, establish metrology science popularization and publicity parks, appoint “Metrology Culture Ambassadors,” institutionalize metrology publicity efforts, and foster a positive social atmosphere for metrology.   III. Support Measures   

  (1) Strengthen Organizational Leadership.County (city, district) governments and relevant municipal government departments must attach great importance to metrology work. They should effectively integrate the development of the metrology sector with the implementation of national economic and social development plans, align with economic and social development needs, clarify phased priorities for metrology development, formulate specific implementation plans, break down and refine objectives and tasks, and ensure the completion of all tasks. The Municipal Market Regulation Bureau, in conjunction with relevant municipal government departments, shall track and monitor implementation progress in accordance with their respective responsibilities, identify issues, and develop solutions; important matters shall be reported to the municipal government in a timely manner.

  (2) Strengthen Policy Support. County (city, district) governments shall provide support to public-interest metrology technical institutions, strengthen the construction of metrology infrastructure and public metrological standards, promote the application of metrology data, and advance mandatory verification work. Funding required for public-interest metrology work shall be included in the corresponding level’s fiscal budget in accordance with regulations. Departments such as development and reform, science and technology, and human resources and social security shall, in conjunction with market regulation departments, formulate corresponding investment, science and technology, and talent support policies.Incorporate basic metrology knowledge into the system for cultivating citizens’ fundamental scientific literacy. Increase support for enterprises applying for major metrology research projects and for the construction of metrology technology innovation support platforms, thereby promoting metrology R&D, the implementation of research projects, and the transformation and application of research outcomes. Encourage the use of diversified financing methods, broaden financing channels, and actively guide social capital to participate in the R&D and application services of metrology technologies and equipment.

  (3) Strengthen Coordination and Synergy. Enhance vertical coordination and horizontal collaboration to build a unified, efficient, and resource-sharing framework for metrology work. Fully leverage the role of the Quality Association to pool resources and efforts from all parties and jointly advance the construction of a modern, advanced measurement system across the city.
