The meteorological sector is a technology-driven, foundational, and pioneering public welfare undertaking.To implement the “Notice of the State Council on Issuing the Outline for High-Quality Development of Meteorology (2022–2035)” (State Council Document [2022] No. 11) and the “Opinions of the Henan Provincial People’s Government on Accelerating the High-Quality Development of Meteorology” (Henan Provincial Government Document [2023] No. 31), accelerate the high-quality development of meteorology in Zhoukou, and ensure the high-quality leapfrog development of Zhoukou through high-quality meteorological services, the following implementation opinions are hereby put forward in light of our city’s actual conditions. Please implement them conscientiously.
I. General Requirements
(1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and thoroughly carry out the spirit of General Secretary Xi Jinping’s important speeches during his inspection of Henan and his key directives on meteorological work. We will firmly uphold the philosophy of “the people first, life first,” adhere to the principle that demand drives supply and supply creates demand, and take the modernization of scientific and technological capabilities and social services as our focal points. We will accelerate the construction of a modern meteorological system characterized by technological leadership, precise monitoring,precise forecasting, meticulous services, distinctive characteristics, and public satisfaction. We will continuously strengthen the “first line of defense” in meteorological disaster prevention and mitigation, better safeguard life safety, production development, affluent living standards, and a sound ecological environment, and contribute high-level meteorological capabilities to the endeavor of writing a magnificent chapter of Chinese-style modernization in Zhoukou.
(2) Development Goals. By 2025, a modern meteorological system characterized primarily by smart meteorology will be preliminarily established. New progress will be made in the localization of key meteorological technologies; the innovation, service, operational, and management systems for modern meteorology will be further improved; capabilities in precise monitoring, accurate forecasting, and refined services will be further enhanced; meteorological service provision capacity will be significantly improved; and Zhoukou will rank among the leading cities in the province in terms of meteorological development.
By 2035, a modern meteorological system characterized primarily by smart meteorology will be essentially realized. New breakthroughs will be achieved in the localization of key meteorological technologies; meteorological monitoring will become more precise, forecasts more accurate, and the coverage and comprehensive benefits of meteorological services will be significantly enhanced.meteorology will be deeply integrated with all sectors of the national economy, including the economy, culture, science and technology, and ecological civilization. The capacity to safeguard life, support production development, ensure a prosperous life, and maintain a healthy ecosystem will be substantially enhanced. Meteorological support capabilities in disaster prevention and mitigation, urban safety operations, ecological civilization construction, rural revitalization, and food security will reach advanced levels within the province, and the city will be essentially established as a leading meteorological hub.
II. Key Tasks
(1) Establish Mechanisms and Enhance Capabilities to Fortify the First Line of Defense in Meteorological Disaster Prevention and Mitigation
1. Enhance the meteorological disaster prevention and mitigation capabilities of society as a whole. Intensify efforts in meteorological science popularization and the dissemination of disaster prevention and mitigation knowledge; fully leverage social forces; implement the “Grid + Meteorology” initiative; integrate meteorological disaster prevention into the grassroots grid-based social governance systems of townships, subdistricts, and other localities; incorporate it into basic public services; and include meteorological information officers in the “multi-role integrated” information officer teams.Incorporate meteorological disaster prevention science popularization into comprehensive science popularization systems at all levels and the National Plan for Improving Scientific Literacy, integrate it into the city’s compulsory education system for primary and secondary schools, and promote full coverage at the county level and above of meteorological disaster prevention and mitigation science education bases (including venues, parks, and mobile facilities). Revise infrastructure standards and optimize defense measures based on the impact of meteorological disasters.Conduct regular comprehensive risk surveys and risk zoning for meteorological disasters. Complete the construction of municipal and county-level emergency warning information release centers, and ensure the smooth operation of the “green channel” for the rapid dissemination of major meteorological disaster warnings. 2. Enhance the city’s capacity to respond to meteorological disasters. Improve the network of high-resolution meteorological disaster monitoring stations, achieving a coverage density of 3 kilometers in urban areas. Establish an urban flooding monitoring, forecasting, and early warning platform to analyze and assess the impact of different levels of heavy rainfall on urban flooding risks. Fully integrate meteorological disaster prevention into the city’s refined governance. Regularly formulate relevant plans for urban meteorological disaster prevention.Fully integrate these efforts into the “City Brain” and build intelligent meteorological service systems for urban water, electricity, gas, and heating supply; flood control and drainage; transportation; and building energy efficiency. 3. Strengthen the development of meteorological disaster prevention and mitigation mechanisms. In accordance with the principles of “centralized management, enhanced coordination, and rapid dissemination,” further refine the division of labor and clarify responsibilities; improve the institutional mechanisms for meteorological disaster prevention and mitigation based on graded responsibility and territorial management; and implement the duties of the Meteorological Disaster Prevention and Artificial Weather Modification Command.Refine meteorological disaster emergency response plans; improve the emergency joint prevention and response mechanism led by local meteorological disaster warning signals; detail meteorological disaster prevention guidelines for key industries and regions; and strengthen supervision of lightning safety. Strengthen the implementation of the emergency response “call-to-action” mechanism and strictly enforce the progressive meteorological disaster forecast and warning service process.Establish systems for joint assessment of disaster risks, joint issuance of risk warnings, disaster prevention and evacuation during extreme weather, and meteorological disaster assessment. Implement the “Five Suspensions” system (suspension of work, classes, production, transportation, and business operations) during major severe weather events, and continuously improve emergency response coordination mechanisms. Enhance the capacity for analyzing meteorological disaster prevention and mitigation needs and monitoring meteorological disasters in key regions and highly sensitive industries.Strengthen meteorological disaster risk management and establish and improve risk transfer systems such as catastrophe insurance. (2) Empowering “Meteorology+” to Serve High-Quality, Leapfrog Economic and Social Development
4. Implement the Demonstration Initiative for Meteorological Services to Agriculture. Carry out the project to enhance meteorological support for high-standard farmland. Establish the Smart Agricultural Meteorological Service Demonstration Base in the Zhoukou National Agricultural High-Tech Demonstration Zone and the Zhoukou High-Standard Farmland Meteorological Disaster Prevention Experimental Base. Conduct agricultural climate resource surveys and agricultural climate zoning, and promote the certification of climate-based quality for agricultural products.Strengthen the application of agricultural meteorological disaster risk monitoring and early warning platforms as well as multi-scenario agricultural meteorological service platforms to enhance the capacity of smart meteorological services for agriculture. Provide meteorological services for agricultural catastrophe insurance. Strengthen the service capacity of the Henan Provincial Facility Agriculture Meteorological Service Center and optimize distinctive agricultural meteorological service brands such as Huaiyang daylily and Xiangcheng white sesame.Explore the socialization of meteorological services for agriculture to achieve full coverage of direct meteorological services for new types of agricultural operators. Incorporate rural meteorological disaster prevention and mitigation into the Rural Revitalization Action Plan, and establish a meteorological warning information dissemination and response system covering all administrative villages. Launch the creation of demonstration counties for meteorological support in rural revitalization. 5. Comprehensively enhance transportation meteorological support capabilities. Provide refined transportation meteorological services categorized by disaster type, road section, and waterway. Conduct a census of transportation meteorological disaster risks and optimize the layout of meteorological monitoring stations for expressways, national highways, provincial highways, and waterways. Strengthen the sharing and utilization of meteorological and transportation data. Conduct climate feasibility studies for key infrastructure projects such as new expressways, first-class highways, Class I railways, high-speed railways, and bridges.Improve the severe weather monitoring network in the Huai River Basin (Zhoukou section) and provide meteorological services for shipping and commercial logistics on the Sha and Ying Rivers (Zhoukou section). 6. Implement the Meteorological Support Action for Building a Strong City in Culture and Tourism. Strengthen the capacity for monitoring and early warning of meteorological disasters in key tourist attractions; 4A-rated and higher tourist attractions, such as the Taihao Fuxi Mausoleum Scenic Area and the Laozi Hometown Tourist Area, shall achieve full coverage of meteorological monitoring facilities and facilities for disseminating forecast and early warning information.The cultural tourism and meteorological departments shall jointly guide key tourist attractions in conducting meteorological disaster risk surveys and hazard inspections, formulating meteorological disaster emergency response plans, constructing disaster shelters, and implementing protective measures for tourist attractions in disaster-prone areas. Strengthen the development and utilization of meteorological tourism resources and scenic resources. 7. Enhance the capacity for public welfare and service provision. Establish a system for public meteorological service catalogs and incorporate public meteorological services into the government’s public service system. Promote the deep integration of meteorological services into industries such as energy, electricity, finance, and insurance. Advance the integration of meteorology into digital life by providing segmented, personalized, and customized smart meteorological services for sectors including healthy living, outdoor sports, and new forms of consumption. (3) Supporting Major Strategies and Enhancing Service Capabilities for Ecological Civilization Construction
8. Enhance scientific and technological support for climate change response. Conduct monitoring of climate change and the ecological environment; assess the impacts of climate change on water resources, natural ecosystems, agriculture, and urban areas; and carry out evaluations of county-level ecological environment quality. Improve the research, operational, and service capabilities of the Municipal Ecological Environment Meteorological Center. Construct the Luyi National Climate Observatory. 9. Strengthen the protection, development, and utilization of climate resources. Enhance the development and utilization of climate resources and improve meteorological service support capabilities. Establish a mechanism for realizing the value of climate ecological products and support eligible counties (cities, districts) in establishing meteorological parks. 10. Enhance the capabilities and effectiveness of weather modification. Advance the implementation of the “Rain Seeding” Disaster Reduction Action Plan for weather modification, accelerate the establishment of a weather modification framework characterized by government leadership, interdepartmental coordination, military-civilian collaboration, and joint management, and continuously improve service capabilities in areas such as disaster prevention, mitigation, and relief; agricultural production; ecological environment protection and restoration; and major emergency response support.Establish modern weather modification operation command centers at the municipal and county levels; promote the use of new technological equipment and modern operational systems to enhance scientific command capabilities for weather modification. Adjust and optimize the layout of the ground-based operation station network; construct 16 standardized fixed operation sites; and accelerate the automation and informatization upgrades of ground-based equipment such as high-caliber artillery and rockets. 11. Accelerate the application of key core technologies. Deepen the application of intelligent observation, data fusion analysis, and numerical forecast models in severe weather forecasting and early warning services; strengthen scientific research on severe weather forecasting and innovation in smart meteorological service applications. Incorporate research on key meteorological technologies into the city’s major science and technology special projects, and increase support for technological R&D projects in the meteorological field.Strengthen the deep integration and application of cutting-edge technologies such as artificial intelligence, big data, cloud computing, and digital media with meteorology. Improve the refined operational technical system based on impact and risk, and enhance the capacity for forecasting the impacts of severe weather and issuing meteorological disaster risk warnings by disaster type, region, and industry. 12. Promote the construction of meteorological science and technology innovation platforms. Enhance the scientific research and service capabilities of the Standardized Demonstration Zone for Meteorological Support in Wheat Seed Breeding in the Yellow River Floodplain, and establish the Zhoukou Key Laboratory for Meteorological Disaster Prevention and Mitigation. Deepen the joint research mechanisms with universities, research institutes, and the Provincial Meteorological Bureau to strengthen the capacity for scientific and technological innovation. Enhance the city’s independent innovation capabilities and competitiveness in meteorological science and technology. 13. Strengthen the recruitment and training of meteorological talent to achieve a two-way circulation of talent.Optimize management mechanisms, strengthen the development of meteorological science and technology innovation teams, fully leverage the advantages of model worker studios, build a meteorological science and technology talent pool with regional competitiveness, and accelerate the formation of a tiered structure of high-level meteorological talent. Increase support for the meteorological sector through various talent programs and initiatives at all levels, including those for experts with outstanding contributions, top young talents, and top professional and technical talents. Intensify efforts to select candidates for expert groups in disaster prevention and mitigation, ecological environment, and other fields within the meteorological sector.Support professional and technical personnel in applying to join high-level, innovative meteorological expert think tanks. Integrate meteorological talent into local talent development initiatives, include leading officials from meteorological departments in local cadre exchange programs, and encourage local officials to participate in exchanges and training within meteorological departments.Optimize the job structure of local meteorological agencies, gradually increase the proportion of mid- and senior-level professional technical positions, and ensure effective integration with management roles. (5) Develop Smart Meteorology and Build High-Quality Core Operations
14. Construct a high-resolution, three-dimensional, collaborative, and precise meteorological monitoring system. Improve the mechanism for coordinated meteorological development across relevant industries, integrating meteorological observation facilities independently established by various departments and industries into the national meteorological observation network, with the meteorological department responsible for unified planning, supervision, and coordination. Coordinate the layout design of the city’s meteorological observation station network, increase the density of observation stations, and ensure that multi-parameter meteorological observation stations achieve a coverage radius of 5 kilometers.Complete the construction of the Zhoukou S-band next-generation weather radar and the Luyi X-band phased-array weather radar to enhance the precision of observations for mesoscale weather systems such as localized heavy rainfall, thunderstorms with strong winds, and hail. Strengthen the integrated application of “meteorology + high-resolution” satellite remote sensing. Establish the Zhoukou Meteorological Metrology and Calibration Laboratory to improve the intelligent operation, maintenance, and support capabilities of observation equipment, as well as metrology and calibration capabilities.Improve the meteorological observation quality management system. 15. Improve the precision meteorological forecasting system. Gradually develop a seamless, comprehensive intelligent grid forecasting operational and product system, and implement forecasting and prediction applications that integrate artificial intelligence with numerical models. Optimize the application of multi-source data fusion products to gradually achieve 1-hour advance warnings for localized severe weather, 1-day advance hourly forecasts, 1-week advance forecasts for hazardous weather, and 1-month advance forecasts for major weather events.Promote scenario- and impact-based intelligent digital forecasting technologies, strengthen the application of integrated meteorological operational platforms at the provincial, municipal, and county levels, and enhance the capacity for precise forecasting and early warning services. 16. Enhance smart and refined meteorological service capabilities. Advance the digital and intelligent transformation of meteorological services and establish an efficient mechanism for matching service demands. For key industries, construct categorized digital meteorological service scenarios and build a meteorological service support platform for the entire society that provides location-based forecasts and risk-based warnings. 17. Enhance the level of support provided by smart meteorological information. Build a meteorological communication network that integrates fixed and mobile networks, is high-speed and ubiquitous, and is secure and efficient; utilize “cloud + endpoint” technologies to deliver meteorological operational services. In accordance with the regulatory system for the acquisition, storage, submission, and use of cross-departmental meteorological data, implement policies to protect meteorological data intellectual property rights. Improve the capacity for meteorological data application services and promote the integration of meteorological data into smart city development.Strengthen the application of meteorological data in areas such as disaster prevention and mitigation, urban safety operations, ecological civilization construction, rural revitalization, and food security. Enhance security safeguards for meteorological data resources, information networks, and application systems. 18. Enhance the basic capabilities of grassroots meteorological stations. Deepen the implementation of the “Quality Improvement of 100 Stations” initiative to transform grassroots meteorological stations into meteorological monitoring and early warning centers, emergency warning information release centers, weather modification command centers, and meteorological disaster prevention and mitigation science education bases, thereby enhancing their capabilities in meteorological monitoring, early warning, forecasting, services, and public science education.Establish the Huaiyang Pilot Project for High-Quality Meteorological Modernization to drive the high-quality development of meteorological stations across the city. III. Support Measures
(1) Strengthen Organizational Leadership. Uphold the Party’s comprehensive leadership over meteorological work, fully recognize the importance of high-quality meteorological development, incorporate meteorological undertakings into national economic and social development plans, and include them in annual work plans, supervision and evaluation, and performance management. Continuously improve working mechanisms that ensure coordination between upper and lower levels and collaboration among departments. All departments at all levels shall formulate specific implementation measures to promote high-quality meteorological development based on actual work conditions and accelerate the advancement of meteorological modernization.
(2) Emphasize Coordination and Collaboration. Promote cooperation and resource sharing between meteorological departments and agencies such as emergency management, water resources, ecology and environment, natural resources, agriculture and rural affairs, culture, radio, television, and tourism, transportation, and housing and urban-rural development, as well as relevant research institutes and universities, to foster the integrated development of industry, academia, research, and application in the meteorological sector. County (city, district) governments and relevant municipal departments must earnestly fulfill their duties, refine policy measures, coordinate efforts to advance high-quality meteorological development, and form a cohesive working force.
(3) Adhere to Project-Led Development. Accelerate the implementation of key projects under meteorological development plans, such as the “Rain Seeding” Disaster Reduction Action Plan for weather modification and the Precision Meteorological Disaster Prevention and Mitigation Project. Improve meteorological disaster prevention and mitigation infrastructure and enhance meteorological monitoring and early warning capabilities. Relevant departments at all levels must establish collaborative working mechanisms to jointly promote the implementation of meteorological construction projects, ensuring they are completed and operational as soon as possible.
(4) Provide Strong Support. Strengthen policy and financial support for promoting high-quality meteorological development. Uphold and improve the dual-track financial management system for meteorology, gradually increase fiscal investment, strengthen comprehensive budget management, and enhance oversight of fund utilization and performance. Streamline project approval and funding allocation processes, prioritizing the resolution of funding issues for major meteorological projects to ensure task implementation and advance the development of the meteorological sector. Implement relevant benefits for grassroots meteorological workers in accordance with regulations to stabilize the grassroots meteorological workforce.
(5) Strengthen the Rule of Law. Protect meteorological facilities and the meteorological observation environment in accordance with the law. Include approval matters for new, expanded, or renovated projects that could harm the meteorological observation environment within the scope of “multi-plan integration” digital supervision. Implement a unified release system for public weather forecasts, severe weather alerts, and meteorological disaster warning signals, and standardize activities such as weather modification, meteorological disaster prevention, climate resource protection and utilization, and meteorological information services.Strengthen safety supervision over lightning protection and weather modification operations. Promote the gradual inclusion of law enforcement matters in the meteorological sector into the scope of comprehensive law enforcement. Improve the meteorological standards system, enhance the supply of high-quality standards, and advance pilot and demonstration projects for meteorological standardization.
